Legal Questions Haunt Sale Of Synagogue

Just when it appeared the plans to
make the Bayside Jewish Center into
a high school were finalized, the deal
hit a snag.
The Jewish Center violated protocol by failing to alert the Attorney
General’s office of the sale, State Sen.
Tony Avella’s (D-Bayside) office said
and sources confirmed.
The senator reached out to State
Attorney General Eric Shneiderman’s
office as part of an ongoing effort to
support residents who have come out
against the proposed school site.
Assistant Attorney General Karin
Goldman responded to Avella, “By
failing to issue a petition regarding its
proposal to sell the Center, the organi-
zation did not give the Attorney General the opportunity to review whether
or not the deal was compliant with existing statutes.”
The law requires that religious organizations must petition the court
before selling their primary asset.
“Pursuant to the Religious Corporations Law and the Not-for-profit
Corporation Law, religious corporations must petition the court for approval of such sales and give notice of
the petition to the Attorney General,”

New Kosciuszko Bridge Work Moving Forward

The New York State Department of
Transportation is moving forward to
replace the aging Kosciuszko Bridge,
which carries the Brooklyn-Queens
Expressway over Newtown Creek between Brooklyn and Queens.
There are two phases to this project, the first of which includes a $555
million contract, the largest single
contract the NYS DOT has ever undertaken. They will be constructing
the Queens-bound Bridge and removing the existing bridge. Phase two includes the construction of the Brooklyn-bound Bridge.
The Queens-bound bridge will be
built next to the existing bridge so that
traffic won’t be disrupted; traffic will
maintain on the existing bridge until the
new one is built. It will be wide enough
to accommodate heavy and slow traffic
in both directions. The Queens-bound
bridge is set to open by early 2017.
The new bridge is funded by the Federal Highway Administration and Gov.
Andrew Cuomo’s New York Works
Program, which was established to create jobs and spur economic development
while rebuilding the state’s infrastructure.
As part of the Disadvantaged Business
Enterprise, over $70 million of the project was allocated to small businesses.
NYS DOT Commissioner Joan McDonald said that the current Kosciuszko Bridge carries more than 160,000
vehicles between Brooklyn and Queens
each day and the bridge is necessary for
local and regional commerce.

The Kosciuszko Bridge will be designed in a cable-stayed type, which
will create a signature skyline element
between Brooklyn and Queens. The
design for this project was modeled
after the process used on the new Tap-
pan Zee Bridge.
“Replacing the Kosciuszko Bridge
with a new span designed to last for
the next 100 years means providing
a stronger and more resilient transportation network for commuters
throughout the New York City area for
generations to come,” said Cuomo.
Other features for the bridge include a new bikeway and walkway on
the Brooklyn-bound bridge, a beautiful view of Manhattan, new parks and
open spaces on both the Brooklyn and
Queens-bound bridges and improved
access to the waterfront. It will also
feature streetscaping enhancements of
local streets within the project limits.

Nonprofit Oversight Bill Proposed

In the wake of the Queens Library
scandal involving former CEO and
President Thomas Galante and his
interim replacement Bridget QuinnCarey, Council Woman Elizabeth
Crowley (D-Glendale) introduced city
legislation that would enforce not-forprofit city leaders to disclose income
outside their city-held positions.
According to a press release from
Crowley’s office the “bill would mandate all persons in leadership positions
at charitable, city-funded, not-forprofit organizations, including public
libraries, annually report sources of
outside income to the City.”
At Friday’s hearing Crowley felt the
mayor’s office did not think the legis-
lation was necessary. The impression
they gave her was that this law being an
improvement on another 30 year-old
law, which has never been followed, was
“antiquated”. She said she and the nine
other council members whose names are
on the bill will return for another hearing after strengthening its language.
“There’s no agency making sure
those important disclosures do happen,” she said, suggesting the city
should develop a wing within their
Department of Investigation.

money going to not-for-profits from
the city there should be more transparency to make sure none of is going
into a CEO’s pocket or that of their
friends and family.
The bill includes not only a separate income but the involvement of in
outside activities. The release stated,
“the material terms of any transaction
between such person and any institution, any partnership of which such
person is a member, or any corporation in which such person holds 10
percent or more common stock.”
Joanne King, spokesperson for the
Queens Library wrote in a statement,
“Queens Library is committed to
transparency and accountability and
is committed to building trust among
all stakeholders to help us fulfill our
mission.”
Crowley stressed that under the
proposed legislation, “If [not-forprofits] don’t adhere to the bill they’re
not going to get funded.”

Cuomo Creates Task Force On Common Core

After declaring that the country is
in the midst of “an education revolution,” Gov. Andrew Cuomo has unveiled a new task force which will undertake the reevaluation of common
core standards across the state.
The 15-member panel will be led
by former Time Warner and Citigroup Chairman Richard Parsons
and includes American Federation of
Teachers President Randi Weingarten
as well as a group of parents, teachers,
education officials and state legislators.
“The evidence of failure is everywhere,” Cuomo said in a video statement released Tuesday. “It is time to
overhaul the common core program
and also the way we test our students.
As a parent I believe our education
system tests our students too often
and for too long, and we should relieve the unnecessary pressure on our
children that detracts from the time
spent learning.”
Common core has been controversial. Some don’t like that it standardizes learning practices, while others
think it is too complicated and strict.
“I think that it should be a little
less rigid and that we should have
more of a creative spin to the common core where students are aesthetically engaged with the curriculum,”
said Woroud Shuaib, a seventh grade
teacher in Jackson Heights. For Shuaib
the opportunity to liven up her lesson
plans can encourage her students to
more effectively remember the skills
being taught and to help them become
more motivated.
The diversity of the task force will
represent “every corner of the State of
New York,” said Cuomo. The agenda
of the group is to do a “total reboot”
of the current standards. The overhaul
will include a review and reform where
deemed necessary of the common core
standards but also the State’s curriculum. The website for the task force,
ny.gov/programs/common-core-taskforce, encourages New Yorkers to
share their common core stories and
ideas and tips.
“The pressure has proven to take
away value from a true education and
has put many teachers on their toes
in regards to being evaluated not by
their effectiveness of having their students surpass individual goals within
the classroom but by the scores they
bring forth overall,” said Lauren Leverett who works as a student teacher
in an eighth grade classroom in Ridgewood.

Crowley Brings Brides March To Queens

Aiming to keep the spotlight on
domestic violence awareness, Councilwoman Elizabeth Crowley (DGlendale) led the 15th annual Brides
March on Satuday, a memorial walk
that commemorates the murder of
Gladys Ricart the day before her wedding.
“It’s a crime that people don’t like
to talk about,” Crowley said at the Atlas Park common area Saturday morning. She noted that one in four women in the United States will experience
a domestic violence incident at some
point in their lifetime.
“It’s a type of crime that is so personal,” she said, also noting that domestic violence is one of the prevalent
crimes in her district.
“Domestic violence continues to be
one of the highest reported crimes in
my City Council district,” said Crowley. “It’s so important that victims
know their rights and that they are
not alone. Nobody should feel trapped
in their own home. I hope the Bride’s
March in Queens will show those affected that they are not trapped, people
are there to help and they are stronger
than they think.”
With a crowd ready to march behind her, Crowley said, “It is so important that victims know their rights.”

up Woodhaven Boulevard to Queen
Center Mall chanting “No silence in
violence!”
The Gladys Ricart and Victims of
Domestic Violence Memorial Walk,
or Brides’ March, began on Sept. 26,
2001 to memorialize Ricart, who was
murdered by her abusive ex-boyfriend
the day before her wedding. Participants of the march used the wedding
dress as a symbol juxtaposing the happiness of her wedding day against the
dour outcome of her murder.
Council Speaker Melissa Mark-Viverito, (D-Manhattan/Bronx), wanted
to be at the inaugural march in Queens.
“The numbers are alarming,” she said,
adding that it is important for them to
remain united on battling this front.
In 2014, there were 25 victims of
family-related homicides in Queens,
said Crowley.
Jasmine Ortiz, a representative of
Lifeway Network, which aids women
in domestic violence circumstances,
spoke about her experiences of domestic abuse where she received “no
support.”
“It touches my heart that there is
help,” Ortiz said, explaining, that she
was almost killed after she was kicked
while pregnant, later stabbed and still
stayed in the relationship for another
six years. “No one helped,” she said.

oppression.” She believes this ongoing issue not only victimizes the chil-
dren involved but potentially creates
future abusers. Baida said, “it is a human issue,” and when aiding those in
this situation the all the societal and
personal needs of the person must be
met.
CJ Morrison of the Hollaback LGBTQ international movement against
street harassment, said no one deserves to hear, “You’re asking for it,”
adding, “You deserve to be you on that
day, that hour at that minute.”

One Small Step Toward
Combatting Homelessness
After months of being criticized for not taking the
problem seriously, Mayor de Blasio has finally acknowledged the city’s homeless crisis and unveiled a plan to
deal with it. It’s a good step. Providing aid to those in
danger of losing their homes will help stem the tide of
homeless families on the street and in shelters. Until
now, the only solution we have seen is the opening of
more emergency shelters, which has created a tense
atmosphere between those housed in the shelters and
the surrounding communities.
The homeless crisis in New York City is a many-headed
hydra, and the mayor’s plan only cuts off one of its
heads. There’s still the problem of drug abuse. We see
heroin addiction increasingly becoming a problem in
Staten Island and in the suburbs. Many addicts become
homeless on our streets. Lack of adequate mental health
care is a problem that often leads to the mentally ill
living on our streets. Stagnant wages also make it hard
for the poor to survive, even in affordable housing. A
focus also needs to be put on the domestic violence crisis.
Many women end up homeless, often with their children,
running from abusive husbands or boyfriends. They are
literally running for their lives.
All these things need to be taken into account when
we are talking about the homeless situation.
Some, including former Councilman Peter Vallone,
point to the court ruling that forces the city to shelter the
homeless. Even if New York City was no longer required
to shelter, the homeless problem will still be prevalent.
We applaud the mayor’s step toward abating the
homeless crisis, but urge his administration to take a
more comprehensive approach.
Obituary
It is with deep sadness that we report the
passing of Carole Jacobson, sister of former
Queens Tribune Publisher Michael Schenkler.
Carole died suddenly Sept. 25. We at the
Queens Tribune offer our sincerest condolences
to Carole’s husband Gil, daughter Debbie as
well as to Michael and the rest of the Schenkler
family for their profound loss.
The Fight Against Substance Abuse

S
ubstance abuse is a
scourge that impacts
countless lives in our city
each day. In 2013, there were
8,238 arrests for intoxicated or
impaired driving and 55,529
arrests for misdemeanor drug
and drug paraphernalia possession. Tragically, overdose
deaths due to heroin doubled
between 2010 and 2013, and
there are currently more heroin
deaths each year than murders
in New York City.
Addiction is a difficult
illness to combat, but it is
treatable, something that we
acknowledge each September
with National Alcohol and
Drug Addiction Recovery
Month, which celebrates former addicts who have achieved
recovery and sobriety. Those
fortunate enough to beat their
habits generally do so with the
help and support of family and
friends, the assistance of drug
treatment programs and the
supervision of medical professionals trained in providing
services to addicts.
In New York, however, our
front-line forces in the drug
epidemic are too often our
police officers, who must deal
with the most visible symptoms
of addiction: the screaming, potentially dangerous or hallucinating individual on the street,
a sight that we’ve all seen. The
NYPD is doing its best to handle
the vexing problem of addiction. Officers throughout the
city have been equipped with
the anti-overdose medication
naloxone, which can save the
life of someone who is overdosing. As Police Commissioner
Bill Bratton has acknowledged,
however, using police officers in
this way is “a stopgap.” To truly
combat addiction, we need to
develop a clear citywide strategy to get people into treatment
programs and stop addicts from

A cornerstone of this approach would be the creation
of an Office of Drug Strategy,
as proposed by Manhattan
Councilman Corey Johnson,
which would coordinate a
public health approach to our
drug crisis. This office would
work with the NYPD, the Department of Health and Mental
Hygiene and other relevant city
agencies to find solutions to
addiction that would protect
public safety while ensuring
abusers receive treatment, and
play a crucial role in reducing
the crime and deaths caused by
substance abuse.
A good place to start would
be the challenges and solutions
that were identified at a hearing
of the Public Safety Committee,
on which I serve, examining
the City’s response to heroin
use and overdoses. The hearing
identified several areas where

between our criminal systems
and our public health efforts.
An office that could coordinate
these inter-agency responses
would ensure the city takes
the most effective path toward
solving addiction.
The creation of a clear public
health strategy toward drug addiction would also free up our
police officers to do what they
do best: tackle violent crime
and get drugs off our streets.
Instead of focusing on low-level
users, our officers would be able
to dedicate more time to taking
down drug networks and dealers. Creating the Office of Drug
Strategy would show that we are
committed to taking action to
keep our city safe and help drug
users enter recovery and return
to productive lives.

Potential Elmhurst School Site Tossed Aside

A textile factory owner in Elmhurst
was approached by the School Construction Authority in the spring of
2014 to investigate the quality of land
under his 50,000 square foot warehouse for a potential new school site,
only to be ignored later on.

Corona School Offers Free Feminine Products

Councilwoman Julissa FerrerasCopeland (D-East Elmhurst) is pushing for greater access to feminine hygiene products.
On Sept. 22, Ferreras-Copeland,
the City Department of Education
and HOSPECO – the industry leader
in vended feminine hygiene in North
America – unveiled the first dispenser
of free feminine products in the girls’
restroom of the High School of Arts
and Business in Corona. The dispenser
includes free Maxithins sanitary napkins and Tampax tampons for the entire school year.
“HOSPECO is proud to be a sponsor of this initiative,” said Bill Hemann, the vice president of sales and
marketing for HOSPECO. “To us,
vended feminine hygiene products
are a required amenity in all women’s
public restrooms, just like toilet paper,
hand soap and paper towels.”
“This is a valuable service to provide and I am glad that girls at my
school will have free access to these
products,” said Arts and Business High
School Principal Ana Zambrano.
This initiative comes from the push
of Ferreras-Copeland and the City
Council to make feminine products
free in middle schools, high schools
and other public facilities across the
city, including hospitals, parks and
cultural institutions.
“Offering free menstrual care supplies as we do toilet paper and condoms is a matter of avoiding health
risks, eliminating the stigma that surrounds a natural part of a woman’s
life, and for girls in school, not having
to skip class because they got their period,” said Ferreras-Copeland. “Feminine hygiene products allow women
and girls to carry out their daily responsibilities uninterrupted and they
should always be easily accessible.”
Council Speaker Melissa Mark Viverito (D-Manhattan/ Bronx) has joined
Ferreras-Copeland to introduce legislation for free hygiene products by
next month. The Council is also set to
lobby Albany to join Maryland, Massachusetts, Pennsylvania, Minnesota and
New Jersey in eliminating sales tax on
feminine products, considered a medical device by the FDA.
Prescription drugs, sunscreen and
condoms are among some of the items
that are already exempt from sales tax in
New York State due to the fact that they
are necessary items for a person’s health.
Ferreras-Copeland held two round
table discussion with young women and
over 30 advocates to inform the legislation and address the situation of poor
access to pads, tampons and other menstrual supplies throughout the city.
A third round table discussion was
held at the unveiling at City Hall.

Uproar Over PS 128 UPK Rumor

Community fears were allayed at
the CEC 24 meeting on Tuesday night
after parents spotted project surveyors
last week making measurements for a
30,000 square foot free-standing Universal Pre-Kindergarten center in PS
128 playground in Middle Village.
CEC 24 President Nick Comaianni
told the crowd at the beginning of the
meeting that there will be no project
at PS 128, an announcement that received thunderous applause in the auditorium of PS 58 in Maspeth.
“This is something that should have
been told to the community because
this is for the community,” said Comaianni. He added that after learning
of the project on Friday, they spent the
weekend on the phone and on Sunday
was relieved to find out from the SCA
that there would be no UPK center.
Comaianni told them, “Fine, put it on
paper,” which they did and CEC 24
Vice President Peter Vercessi read the
apologetic letter aloud.
The letter stated that the SCA believed at the beginning of the school
year that District 24 would not have
enough room for all the UPK students.
They believed, “There was no need to
alert the community,” wrote SCA CEO
Lorraine Grillo, adding, “This investigation is terminated,” and apologized
on behalf of the SCA.
SCA Chief of Staff Melanie LaRocca said she was there, “to reiterate, there are no plans for a standalone
pre-K center at PS 128.” She added
that the SCA was doing their best in
the mayor’s, “ambitious goal of pre-K
for every child.”
PS 128 Parent Matilada Fratto said
in front of the packed auditorium that
keeping this project from the community was, “untruthful and misleading.”
She noted that the project had been
advertised on the SCA website as a
project that would begin the open bid
process on Nov. 1.

104th Precinct
FATAL MOTORCYCLE ACCIDENT – On Wednesday, Sept. 24 at
approximately 7:05 p.m., police responded to a 911 call of a motorcycle
collision at Cypress Hill Street and the
Jackie Robinson Parkway in Glendale.
Upon a preliminary investigation,
police determined that a 38-year-old
male operator of a 2012 Yamaha Motorcycle was traveling eastbound on
Cypress Hill Street, near the Jackie
Robinson Parkway, when the operator fell to the ground and struck a
street sign and utility pole. The male
operator was transported via EMS to
Wyckoff Hospital, where he was pronounced deceased.
The name of the deceased is pending family notification.
106th Precinct
ROBBERY – The NYPD is asking
the public’s assistance identifying the
suspects wanted for a robbery in South
Richmond Hill.
On Monday, Sept. 21 at 7:19 p.m.,
the victim, a 27-year-old male, was
working at a barber shop located at
132-03 Liberty Ave., when four male
suspects entered the establishment and
two of the suspects displayed two black
firearms. They took the victim to the
basement and removed his Samsung
cellphone, iPad and approximately
$52 before fleeing to parts unknown.
There were no reported injuries.
The first suspect is described as
a black male, last seen wearing gray
long-sleeve shirt with a gray under
shirt, gray baseball cap, khaki pants
and white sneakers. The second suspect is a black male, last seen wearing
a blue sweatshirt, light blue jeans and
black sneakers. The third suspect is a
black male, last seen wearing a white
sweatshirt, dark blue jeans and black
sneakers. The fourth suspect is also a
black male who was last seen wearing
a gray sweatshirt, light jeans, blue with
white baseball cap and white sneakers
with black laces.

SYNAGOGUE ROBBED – The
NYPD is asking for the public’s assistance locating and identifying the following suspect who is wanted in connection to a burglary which occurred
in a Forest Hills synagogue.
On Monday, Sept. 21 at 12:40 a.m.,
a male suspect entered The Beth Gavriel Synagogue located at 66-35 108th
St. through an unlocked back door. He
removed a collection box containing
approximately $300 and fled.
The suspect is described as a white
male, approximately 46 years old, partially bald, with a beard and last seen
wearing a black t-shirt with white lettering on the front of the shirt, blue
jeans and white sneakers.

PUBLIC LEWDNESS – The New
York City Police Department is asking
the public for assistance in locating and
identifying a suspect who is wanted for
a public lewdness incident which occurred within the confines of the 114th
Precinct. Details are as follows:
On Monday, Sept. 21 at approximately 12:57 p.m., on the Queens
bound “Q” in the vicinity of 31st
Street and 30th Avenue in Astoria, a
27-year-old female observed the suspect exposing his penis and engaging
in a lewd act.
The suspect is described as a white
male in his 30’s, 5’5”-5’8”, with brown
eyes, black hair who was last seen wearing a red short-sleeve t-shirt with a black
design on the front, black shorts and
white sneakers, orange and gray sneakers.

The Federal Highway Administration (FHWA) and the Port Authority of New York and New Jersey (PANYNJ)
have prepared a Tier I Final Environmental Impact Statement (FEIS) to evaluate alternatives to improve
the movement of goods in the region by enhancing the transportation of freight across New York Harbor.
The Cross Harbor Freight Program (CHFP) would provide near-term and long-term improvements to the
regional freight network by reducing truck traffic congestion, improving air quality, and providing economic
benefits. The FEIS includes responses to comments on the Tier I Draft Environmental Impact Statement
(DEIS) and identifies Preferred Alternatives recommended for advancement.
The FEIS was prepared in compliance with applicable federal environmental laws, rules, and regulations,
including Section 106 of the National Historic Preservation Act (NHPA) of 1966, Section 4(f) of the
U.S. Department of Transportation Act (1966), and Executive Order 12898, “Federal Actions to Address
Environmental Justice in Minority Populations and Low-Income Populations,” among others, and identifies
permits or approvals that may be required for the implementation of the Build Alternatives identified therein.

The FEIS is now available on the project’s website at www.crossharborstudy.com.
This Tier I FEIS is available for public review until October 26, 2015, after which time a Record of Decision
(ROD) will be issued. Comments on this FEIS can be submitted in multiple ways:

Mayor Bill de Blasio announced
Monday his plan to allocate $12.3
million towards the funding of homelessness prevention services to help
families in danger of being evicted
from their houses across certain areas of New York City.
De Blasio said the services will
provide families with a number of different ways to keep them from having to call local shelters, or in even
worse cases the streets of New York,

of improved free legal representation
for housing court. According to the
mayor, this will help aid thousands
of New Yorkers facing a variety of
housing troubles and eviction.
“The economic recovery that so
many New Yorkers are enjoying now
hasn’t reached everyone,” Mayor de
Blasio said in a press release. “Too
many families are becoming homeless for purely economic reasons –
their wages are flat while their rent is
steep. With these programs, we are
intervening early to keep families in
their homes before shelter becomes
their only option.”
The investment is part of a concerted effort citywide to pre-emptively assist those on the brink of poverty
in getting the help and understanding of the issues they face. Steven

end up on the streets.
“Too often, low-income
tenants in Housing Court
without a lawyer face a
landlord with a lawyer and
that, rather than the facts
or the law, determines the
outcome,” Banks said. He
added that the money the
mayor is putting towards the
effort “will protect more families and individuals and prevent additional New Yorkers
from becoming homeless by
keeping them in their homes
and preserving affordable
housing.”

new plan to prevent family eviction this week.

meant to protect tenants throughout
the city; Anti-eviction legal services
meant to prevent families from losing their homes in the first place, and
Anti-Harrassment Tenant protection,
meant to help residents from being severely pressured out of their
homes by landlords and rezoning.
The $12.3 million that the mayor is
currently allocating will help expand
anti-eviction programs in specified
areas across the five boroughs.
Here in Queens, Jamaica and South
Jamaica will see the expansion of
these services.
According to de Blasio, the new investment will grow in the coming fiscal
years. A total $46.3 million will have
been invested towards the initiatives
by the end of 2016, and will continue
to grow to the end of the following year
to $61.8 million. By 2017, the total put
towards the plan would be more than
10 times the Mayor’s original $6 million anti-eviction investment first made
in 2013. The increased support will
provide help to 19,000 households
and 13,700 households for anti-eviction and anti-harassment services,
respectively a total of about 113,000
individuals once the implementation of
these funds are in full swing.
“Prevention is one of our core strategies to stop homelessness before it
begins,” Homeless Services Commissioner Gilbert Taylor said. “Expanding programs like these are crucial to
ensuring that families remain in their
homes and communities.”
Homelessness has been a major focus for the Mayor since taking
office in 2013. Earlier this year, the
mayor launched an extensive advertising campaign to promote the city’s
Homebase services which started
in September 2004. The Homebase
program works to connect families
with useful resources to prevent
homelessness. As of this year,
62,000 individuals are signed up with
the program,
This past August, the Queens Tribune reported on the Mayor’s NYC
Safe Initiative, a $22.4 million program meant to help the thousands
of homeless individuals suffering
from extensive mental illnesses get
the medical attention they need.
The mayor called the program an
“evidence-driven public safety and
public health program that will help
prevent violence.”
While the plans agreeable, the
Queens Tribune did reach out to ask
the mayor how his newest investment
will help those who were already
evicted. According to a spokesperson from the Mayor’s office, the De
Blasio administration has made efforts to get those already suffering
from getting evicted off the streets
and into public housing.
“This administration is working
aggressively to address homelessness,” spokesperson Ishanee Parikh
said, “investing $1 billion over the
next four years to prevent homeless-
ness by keeping families and individuals stably housed, move individuals
on our street to shelter, and help
those in shelter exit to permanent
housing.”
According to statistics provided
by the Coalition for the Homeless’
State of the Homeless 2015 report,
although homelessness rates have
declined by as much a 300 families
so far in 2015, those hit hardest by
the factors contributing to extreme
poverty are minority families with
young children.
In fact, in 2014 one in 43 children
under the age of 18 across the city
of New York have spent at least one
night in a homeless shelter. In terms
of demographic, one in 17 black children and one in 34 Latino children
have spent a night in a homeless
shelter compared to one in 368 white
children. In terms of family, one in
every 72 families have at some point
relied on homeless shelters. In minority communities, one in every 31
black families and one in every 57
Latino families have spent a night in
a homeless shelter.
The study, which pointed out several ways both de Blasio and Gov.
Andrew Cuomo and future New York
City leaders could help relieve some
of the issues, including the allocation
of 2,500 public housing apartments
for homeless families for the next 10
years.
Many Queens politicians have
shown major support to the Mayor’s
plan. Borough president Melinda
Katz told the Queens Tribune that
she is 100 percent behind de Blasio’s proposal.
“Government must do absolutely everything we can to help keep
families in their homes,” Katz said.
“The Mayor’s bold commitment of
such significant resources reflects
the level of priority he has placed on
preventing homelessness and tenant empowerment, and is a boon for
Queens communities.”
Sen. James Sanders Jr. (D-Rochdale Village) said that he too applauded the Mayor’s plan.
“Too many New Yorkers
are struggling to find an affordable place to live or to
stay in their homes once
they have a roof over their
head,” Sanders said. “We
must do all we can to prevent homelessness and unfair evictions.”

Lancman (D-Fresh Meadows), Chair of the Committee on Courts & Legal Services said that “too often,
tenants are evicted because
they cannot afford a lawyer
to defend their legal right to
remain in their homes. This
substantial increase in funding will provide lawyers to
families in areas where tenants have struggled against
increasing rents and predatory landlords.”

Mapping A Decade Of Home
Price Changes In Queens
Is Queens the next Brooklyn?
J
ust like in Brooklyn, in
Queens we can also talk
about “A Tale of Two
Cities.” As you can see
in the map, the borough
appears to be strikingly
divided into two parts when
it comes to the housing
market:
• North (look for the lighter green
color on the map showing which
neighborhoods are seeing increases
in median home price bigger than
10 percent);
• South (look for the dark red color on the map showing the neighborhoods where home prices have
decreased the most)
The biggest price increases can
be seen in the neighborhoods at the
border with Manhattan;
• Hunters Point has seen an increase in median home price/sqft.
of 132 percent. The median in 2014
was $924 (from $399 in 2004),
which makes it similar now to Park
Slope and other rich neighborhoods
in Brooklyn;
• LIC has also seen an impressive
110 percent jump in median home
price/sqft (from $326 to $685);
• Sunnyside and South Astoria,
which were considered upper-middle-class even back in 2004, have
maintained their status in 2014. Median home prices are in the lower
$600 per square feet.
One can hardly talk about a
Williamsburg phenomenon happening in Queens – LIC hasn’t
yet reached that increase in home
prices seen in Williamsburg. The
most significant increases in median home price/sqft. took place
in areas which, albeit industrial,
were still considered middle class
even in 2004.
Conclusion: The gentrification
phenomenon which has started in
Queens a while back is still much
more localized than in Brooklyn and
it is still debatable if Queens will
become the next Brooklyn soon.
The project:
This map is part of a bigger project meant to illustrate how home
prices have changed in NYC in the
last decade and, indirectly, the impact gentrification has had on several areas in the city.
The median home price per
square feet was calculated based on
all home sales closed in each neighborhood between 2004 and 2014.

A
lthough Southeast Queens has a bit of a reputation
for being less desirable than say, certain parts of
Manhattan and Brooklyn, even Queens, a look at the
reality of the situation reveals much more about the state of
housing in the area. Southeast Queens’ real estate scene is
thriving with large, quality homes available for customers
looking for something a little more luxurious.
Though the community bore the
brunt of the foreclosure crisis after
the 2008 financial collapse, across
Southeast Queens, the marketplace
is thriving.
For many in the community, the
epitome of posh Southeast Queens
is the community of Addisleigh Park
in St. Albans. Known for being the
home of jazz greats in the early 20th
Century, and baseball icon Jackie
Robinson, the neighborhood, named
a historic district in 2011, today is still
Southeast Queens’ most exclusive.
Homes in the community still
cross the half million threshold,
including one Tudor-style home at
173-05 113th Ave. The four-bedroom
home with a lawn and a finished
basement is listed for $549,000 according to Zillow. A few blocks away
at 112-54 172nd Place, a threebedroom,
two-and-a-half

is listed for $569,000 on Zillow.
A look over the statistics for other
areas of Southeast Queens, including
Springfield Gardens, Jamaica, Hollis,
South Ozone Park and Far Rockaway, shows that the interest in high
end homes has grown from quarter
to quarter across the board. There
has been an increase in median sales
price for every portion of Southeast
Queens, with the exception of South
Ozone Park every quarter so far.
According to a report conducted
by StreetEasy.com, Springfield Gardens saw a six percent increase in
its median real estate sales price,
with prices going from $335,000 to
$350,000 to $370,000 between the
last three quarters. Compared to the
last couple of years, the average price
of a house increased about 14 percent
since 2014, and 21 percent since 2013.
And that trend is reflected in
some of the housing available on
the market. Located at 140-12 181 St.
in Springfield Gardens, a two family townhouse with three bedrooms
and two bathrooms per home and a
finished basement is currently going
for $725,000. The house, which was
built in 1940, is just 10 minutes from
both the Jamaica shopping center
and John F. Kennedy Airport, making it a convenient location for any
New Yorker.
According to the same report, Jamaica, which is rapidly becoming
known for its businesses, liveliness
and diversity saw one of the largest
increases in median sales prices. In
2015, the average price for a home in
Jamaica is around $340,000. That is
up 50 percent from 2014 and up an
astonishing 212 percent from 2013.
One home, located at 187-10 Jordan Ave. shows that the houses on
the market are not afraid to show off
the upscale reputation Jamaica has
been gaining in the last five years or
so. Built in 1930 and currently going
for $508,000, this two-story home
features three bedrooms, one and
a half bathrooms, a fireplace, hardwood floors, a garage and a spacious
backyard, all tucked deep within the
residential areas of one of Queens
ever growing sections.
Hollis also saw an increase in median sales prices as well, with prices
currently set at $420,000 on average.
This is up 15 percent from the last
two fiscal quarters, 13 percent from
last year and from 2013.
South Ozone Park was the only
part of Southeast Queens that saw
a drop in median sales price from a
previous quarter. While the average
price was $374,000 in the most recent
quarter according to the Streeteasy
report, it was a eight percent decrease
from the previous quarter’s $405,000
average. In terms of the year to year
changes however, there was an overall
increase, rising just one percent over
2014 and 16 percent over 2013.
Located at 129-45 135th St. in South
Ozone Park, one pre-war Townhouse
first built in 1925 features three bedrooms, two and a half bathrooms a
number of different amenities including a large backyard with a storage shack, a private driveway and
finished basement. The home is also
located near major highways including the Van Wyck, the Belt Parkway
and the Nassau Expressway making
it easy to get the kids to school and
to work in the morning.
Lastly, Far Rockaway, like many
of the areas in Southeast Queens,
saw an overall increase in the median sales price of the area, which
currently sits at $330,000. Increasing 15 percent over the previous two
quarters, the Far Rockaway area is
still holding strong in the housing market just three years after the
events of Hurricane Sandy which
made a lasting impact on the area.
The Southeast Queens real estate
scene is growing rapidly, and the
market is catching on. For those interested, be sure to jump on things
now before the area’s most expensive
homes become even more out of the
average working man or woman’s
price range.

“We’re playing catch up now,” Carollo says, referencing real estate market explosions in the western sections
of both Brooklyn and Queens the past
few years. “Everybody wants to be in
Manhattan, or just outside of it, but
that’s ok. We like it quiet out here.”
Historically, buyers have been
drawn to the serenity of Bayside,
not bothered by a longer commute
to Manhattan. And though the area
has always been perceived as a place
where wealthier New Yorkers reside,
these days Bayside is seen as a homestead for great value in property.
“It’s a little hidden gem,” Betsy
Pollak says of the neighborhood she
spent more than 50 years living in,
while working as a real estate representative there for the past 29 years.
“You don’t need to be
a Wall Street executive
to live in Bayside. The
prices are higher than
they’ve ever been, but
they haven’t jumped like
in other areas.”
Case in point, the
Douglas Elliman secondquarter report for Northeast Queens put the
median sales price for all
homes in the area at a little under $480,000. Over

eager real estate buyers
hopeful for a slice of this
American pie must beware. The Bayside market
is booming right now, creating competition rarely
seen in the region, while
helping already healthy
closing prices balloon to
new heights.
“It hasn’t been like this
in a long time,” Anthony Carollo says.
He’s serviced much of Northeast
Queens, including Bayside, as owner

“People want to sell right now. It’s a
great market.”
Recent reports bear that observation out. In an outline of secondquarter sales, Douglas Elliman
revealed a whopping 30 percent
increase in median sales prices for
Northeast Queens, which includes
Bayside, when compared to the prior
year, along with a near 7 percent jump
in overall number of sales. That news
came after a quarter-one statement
from the real estate giant indicating
four consecutive quarters of falling
figures in the region. In an exclusive

can appreciate how quickly
and drastically many of the
borough’s neighborhoods
have changed in that time
frame.
The piece is a bit out of the ordinary for RENTCafe, which is primarily a site for prospective renters to
look up apartment listings and find
rentals and compare prices in major
US cities.
“We saw that this is really appealing to the public,” Bulea said. “And
we like this kind of project.”

has done several other similar ones,
including posting photos of views
from high-rise buildings and similar
slideshows that show how architecture in different cities has evolved
over many years.

Flushing West:
City Planning To Present
Zoning Recommendations

and open space; these are
just some of the ideas that
the City and stakeholders
have for the now-mostly
industrial Flushing West
neighborhood.
The Department of City Planning
will present draft zoning recommendations for the neighborhood, bounded
by Northern Boulevard to the North,
the Van Wyck Expressway to the West,
Roosevelt Avenue to the South, and
Prince Street to the East, on Oct. 7, after months of planning and meetings
with community stakeholders, and
years of work before that.
It’s an effort that goes back to 2010,
when the Flushing-Willets PointCorona Local Development Corporation won a $1.5 million Brownfield
Opportunity Area grant to improve
the area.

to identify specific ways to meet their
goals of open space, a publicly–accessible waterfront esplanade, business
opportunities and affordable housing.”
Flushing West, which touches the
western edge of Flushing’s commercial
hub, is home to small
stores, hotels, the former Flushing Mall,
and some industry;
including auto shops,
contractors, and a Uhaul warehouse.
The area around
the waterfront currently isn’t much to
look at, and city workers at the most recent
public meeting on
Sept. 12 said that the
current zoning regulations could incentivize businesses that
are even less welcoming to pedestrians to
start cropping up.
The M3-1 zoning that exists in the
Northwest corner of
the study area, for example, is the highest
intensity industrial
type of zoning that
exists, and allows for noxious businesses.
Another change that would likely
benefit pedestrians is increased waterfront access. Currently, there is little
access to the waterfront, and where
there is space to walk, the promenade
is narrower than required under city
regulations.
But the most ambitious goal may
be to create more affordable housing.
But Councilman Peter Koo (DFlushing) said developers are unlikely
to bite unless they get some concessions.
“Developers develop buildings to
make money, they don’t do it for charity,” he said.
The challenge is identifying potential concessions for developers the
councilman added, in an area near
the airport and the water – where
building up, and building down, is
not an option.
He also mentioned quality of life
issues, like congestion, school overcrowding, air pollution, and sewer
lines that are straining to meet the
community’s needs already.
“We have to find some way to improve on those quality of life issues
and also infrastructure issues,” he said.
“The idea is good, but it’s a challenge.”
The draft zoning presentation
will take place on Oct. 7 from 6 to 8
p.m. at the Flushing Library on Main
Street.

Hoteliers decided to raise the rates
of a room especially in Manhattan
as well as convenient locations in
Queens, Brooklyn and nearby New
Jersey. To meet the demands of the
more than 55 million travelers, hundreds of hotels are in various stages
of development.
NYC & Company reports a total
of 178 hotels are in development or
have opened in the past three years.
They are located in neighborhoods
and boroughs across the city, from
the Bronx to Staten Island. There are
at least 100 new properties planned
and in construction, including 15 in
Brooklyn, 13 in Queens and eight
in Staten Island and the Bronx. The
Real Deal reported that since the
beginning of the year, a total of nine
building permits were filed for hotels
in Queens with a total of 894 rooms
Thousands of tourists are taking
advantage of lower prices at hotels in
the Borough of Queens. In addition
to lower room prices, developers are
anxious to develop hotels in Queens,
especially in Long Island City. A Pratt
Center for Community Development
study released in March reported
that Long Island City hotels have a
higher net operating income, average revenue and average market value per square foot than residential,
commercial or industrial. The Long
Island City Partnership reported
this summer that LIC currently has
3,000 hotel rooms in the neighborhood and that 26 more hotels are in

Steven Meyer, owner of the Century 21 Bay Benjamin branch says,
“In other parts of the country you
can spend years trying to sell something. In Bayside, a sale can be made
in as quickly as one week.”
One reason for such frenetic
movement when a home does reach
the market is an incredible dearth
of inventory in Bayside. Almost all
of the region’s land has long been
bought up, and the neighborhood’s
zoning laws do not permit highdensity developments to go up.
Meyer estimates conservatively that
re-sales make up 90 percent of his
office’s total closings.
According to Meyer, Pollak and
Carollo though, all that Bayside has
to offer its residents is really what’s
helping the area draw so much attention of late. They point to the
abundance of shopping, observing that the Bay Terrace mall has
recently drawn more high-profile
outlets that Queens-ites could only
visit after a trip to Long Island. Each
of them touts Bayside’s central location near a number of highways and
waterfronts, along with the presence of the Long Island Railroad
and many express busses. Bayside’s
school District 26 is one of the city’s
best, and that classic suburban atmosphere persists, just 25 minutes
east of Manhattan.
“If you want it all, you come to
Bayside,” Carollo says.

Since the 2008 financial crisis, it
might not be surprising to find out
that the common man is, to say the
least, a little leery of investing.
We see it every business day,
on the nightly newscasts or on our
smart phones, the red and green arrows telling us if the three major indices are up or down. We hear
the reasons why when we see
the red arrows; Greece, China,
Janet Yellen, whoever she is,
was sent to the hospital.
So it may seem right to say
that investing is not for everyone. But that’s not what Ken
Weber, a mutual fund expert
and registered investment advisor, thinks.
“Investing is for almost everyone,” Weber, author of Dear Investor, What the HELL are You
Doing?: Smart and Easy Ways
to Fix the Mistakes You Make
With Your Money says.
And his book outlines the
right way to invest; easy to follow steps on how to avoid the
mistake and pitfalls that get
many rookie investors.
Weber says most investors
make the same mistakes, and
those mistakes are a direct result of human conditions, such
as fear, greed, lack of patience
and lack of discipline.
“[This Book] directly stems
from having thousands of conversations with investors across the country,” he said. “Most of the mistakes
are common mistakes. Smart investing is not hard.”
In the post-Madoff world, it is expected that many people who aren’t
well versed in the world of investing
are fearful about giving away their
money. He noted that in the Bernie
Madoff scandal, there was a number of “red flags” that went missed,
but that there are certain easy
rules to keep in mind to avoid being
scammed.
Among the tips he outlines in his
book; never write out a check to an
individual broker or registered investment advisor, always write it out
to the company.
Another common mistake he outlined is a constant issue, especially
with inexperienced investors; selling
in a downturn.
“Selling while the market is down
is probably the most egregious mistake people make,” Weber said.
The human instinct, he explains, is
to get out of the market when things
are bad, but for investors who are in

terrible idea. First, selling low means
your investment has lost value and
you’ve probably made a loss, or as

Harmonizing With Nature In Flushing

Six contemporary artists engage
with the theme “Exploring Harmony
with Nature” at a new exhibit at Flushing Town Hall, open through Oct. 15.
The visual artists, who reside in New
York City, also have roots in Korea,
China and Taiwan.
Curator Suechung Koh spoke about
the theme’s importance to her.
“There is an inseparable bond between man and nature. Man cannot
exist removed from nature. Yet the
careless actions men undertake harm
the balance of nature, she said. “Loving
and living in harmony with nature is the
true way to heal the harm mankind has
caused. Through that process, mankind
also will be cured.”
The artists’ works don’t all depict
beautiful, harmonious relationships
with nature, however. Some of their
works explore the tension that occurs
when there is discord between humans
and their environment.
“Sometimes I would rather show
behind the canvas, and there are many
invisible stories hiding like a secret
space,” Koh said.
Young Kwon’s piece “The Soul of the
Dead Animal,” for example, shows the
flattened head of wolf trapped inside an
ugly mesh of iron.
Hai-Hsin Huang’s work also exhibits
tension, with one piece depicting a dystopic child’s birthday party. The young
artist says she is interested in “banal ever
day life scenes that reveal an ambiguous
atmosphere between humor and horror.”

This past Monday, Don Nico’s premiered it’s full menu. Open for breakfast and lunch, the eatery is already a
popular place for local workers, and
its steak tortas will no doubt become
legendary fairly quickly.
Colorful and welcoming, Don Nico’s decor brings you “South of the
Border.” From the vibrant reds and
yellows to the surfboards hanging on
the walls, you get the feeling you’re
dining on a Mexican seaside cafe.

Sculptors Of Taiwan
At Queens Museum
The Queens Museum unveiled
its new Taiwanese art exhibit in the
Flushing Meadows Corona Park this
past Sunday.
The exhibit called “The Moment” is
an expression of multi-disciplinary art
forms including sculpture and landscape architecture.
The sculptors are four Taiwanese
artists, Ya Hon CHANG, Hsu Tang
WEO, Kuang-Hu LEE and Wen-Fu
YU. The event was organized by the
Museum of Contemporary Art, the
Taipei and Taiwanese American Arts
Council in conjunction with New York
City Parks.
The artwork of Ya Hon CHANG is
on display inside in the mueum and
displays an existential concentration of
identity within society. Tang-Wei HSU
is also in the museum is a cross between
the natural environment, sculpture and
anime. Among the more visible exhibits
outside the museum in the park are
sculptures by Kuang-Hu LEE, whose
work embodies the empowerment of
the individual through meditation
and myth. Wen-Fu YU’s landscape
work is the most integrative art in the
park behind the Queens Museum, his
bamboo reeds and trees with feathers
create a ‘moment’ of stillness within a
busy landscape.

Red Storm Players Dribble For A Cure
The St. John’s basketball teams
raised more than $100,000 for the
Pediatric Cancer Research Foundation as part of Dribble for the Cure
on Saturday. The Red Storm have
now raised over $255,000 in the five
years of the event.
“Cancer affects everybody at
some point,” said head coach Chris
Mullin. “I lost both my parents to
cancer, my brother’s battling cancer
right now, so it’s one disease I hate. I
would do anything to get rid of it.”
Fans dribbled basketballs around
campus with players. “Dribbling with
the kids is always fun,” said senior
guard Felix Balamou. “Signing autographs, getting to know new people,
giving back to the community, that’s
all it’s about.”
Another senior is Danaejah
Grant, who spoke about her favorite
memories of the event. “Seeing the
kids’ faces, seeing their smiles on
their faces while we come out here
and interact with them,” said the
guard who was named to the All-Big
East Second Team last season. “Just
giving them the opportunity to be
out here with us and enjoy the day.”
This was the first Dribble for the
Cure on Utopia Parkway of the Chris
Mullin Era. Along with the new
coach comes a new group of players
who are experiencing life at St. John’s
for the first time.

around campus,” said Ron Mvouika, a transfer from Missouri State.
“That’s a good thing, so hopefully we
can get something special going.”
Another transfer with a year of
eligibility remaining is Durand Johnson who played at Pittsburgh before
being suspended by the NCAA last
season. “Just giving back is always
good,” he said. “The kids come out,
they want to have fun, they want to
meet the players, and they want to
have a good time.”
The funds raised will support
Dr. Mitchell Cairo, Chief of Pediatric Hematology, Oncology and
Stem Cell Transplantation at New
York Medical College. Since PCRF
was founded in 1982, the cure rate
for childhood cancer has gone from
under 20 percent to over 80 percent.
A few former NBA players joined
in to help as well. Mullin’s rival and
Knicks fan favorite Larry Johnson
showed up as well as Mullin’s Golden State teammate Mitch Richmond.
Mullin is trying to convince Rich-
mond to take a spot on his St. John’s
staff.
Also on campus were St. John’s
icons Lou Carnesecca and Jack Kaiser. “It’s wonderful,” said Carnesecca,
Mullin’s coach in the early 80s. “This
is what college life is. This is what
you learn, to do things for others, to
give up yourself.”
“That’s the way it was,” said Kaiser, who has entered St. John’s in
1944, and later became the baseball
coach and athletic director. “And we
want it to be that way again.”
The Scholars’ Academy PSAL
Girls Soccer Team went 5 and 0 after the first five games of the season. With 15 points, they currently
top the Queens B-V division, four
points ahead of second place Flushing High School.
The girls have outscored their
opponents 29-2 in those first five
games.
Highlights from the past four
games include: Erin McDermott
9 goals; Jessica Buckley 8 goals, 5
assists; Kelsey Flynn 4 goals, 5 assists; Aleksandra Neckahuptysiows
2 goals, 7 assists. Goalkeeper Kalyn Marrero has let up just 2 goals
in the past four games, both against
John Bowne at Fort Tilden on Sept.
22.
The team is coached by former
collegiate soccer player Melissa Pascarella who has very high hopes for
this season. “The team has great
chemistry and tremendous talent,”
says Pascarella. “This team could
undoubtedly take it all the way.”
The Scholars’ Academy has entered the “B” Division in the Public
Schools Athletic League for the first
year this season.
The Seawolves are to play again
Thursday, Oct. 1 against Queens
High School Complex, whom they
defeated 6-0 in the season’s first
game on Sept. 8 at Fort Tilden.
The Scholars Academy’s Lady Seawolves are undefeated so far this
season.
