• The Tlicho strategy has been to engage early and engage
often with all stakeholders
• Prefer to work together as partners rather than a client
and contractor relationship
• Support mutually beneficial interactions and inclusion
in key initiatives within the industry that may impact
the Tlicho citizens

investment and capacity building

Approach to Business
• Early days required Joint Ventures to allow TIC the
opportunity to enhance our knowledge and skills
• Recognized the importance of developing internal capacity
and Tlicho managing the contract
• Tlicho control of the performance metrics to ensure the
success of the business and the interaction with the client
• More control to promote training and employment
opportunities for the Tlicho citizens by directly managing the

• 100% owned by the Tlicho as of
June 30, 2005 from building capacity to becoming
completely self managed

Dash 7 aircraft that is leased back to our operating
partner – a long time vision of the Tlicho elders.
• Joint venture between Behcho Kö Development Corp
and Black Explosives Group that company acquired by
Orica Explosives in 2010
• Five year contract to provide emulsion plant and all
the explosive requirements to the Snap Lake mine
