Dear Caravan Club & Centre Members,
I am extremely proud as Chairperson of the
South Wales Centre to welcome you to the 64th
Welsh National Rally in the wonderful
surroundings of the Brecon National Park at
Brecon Showground, by kind permission of Mr
Clive Thomas, Chairman of Brecon
Showground.
We have arranged an excellent entertainment
package including Bethany Williams, Drew
Martin, James Jamo Grey, Penang and supporting Disco. We also have a
full sports programme including a couple of new events with the emphasis
on taking part and having fun.
I would like to take this opportunity to thank all the sponsors who have
generously supported us in this event, especially in the current financial
climate, without their support we could never put on such a fantastic event.
I would like to ask all the members to support the various traders we have
on site over the duration of the rally as again they have supported us
enormously.
Rallies like the National don’t just happen overnight, the rally has been
planned for the last couple of years and I would like to take this opportunity
to thank the South Wales past and present Committee who have all worked
tirelessly to support me now and the previous year in arranging this event.
Good luck to those of you taking part in the events, please go along and
support the members on the sports field and under canvas. I would like to
thank you for supporting the 64th Welsh National and the South Wales
Centre and hope you have a fabulous weekend.

Site and Rally Rules
1. ATTENDANCE
The Rally is limited to Caravan Club Members and their families attending
the Rally.
2. SITE
The Rally is being held on agricultural land, and every effort must be taken
to avoid undue damage. Please observe the Caravan and Country codes.
Please observe all access and exit routes at all times. Members must keep
clear of adjoining fields as they are strictly out of bounds. A speed limit of
5mph is compulsory. Learner drivers are NOT permitted to drive on any
part of the rally field.
3. CARAVANS
These must be sited on the allocated peg as required by the block marshal.
All tow bars must point in the same direction, to facilitate removal in the
case of emergency. Please ensure your Caravan and Car pitch stickers are
displayed in the front windows (near side corners) for the duration of the
Rally.
4. AWNINGS/TENTS
Toilet tents and Rally Officers’ equipment tents are allowed on the rally –
however, the erection of tents for use as sleeping accommodation must be
on its own pitch, the exception of the pitching of a small tent (to be no more
than 6ft x 6ft and no higher than 5ft) which shall be placed within the
designated awning area of a caravan, providing it is safe to do so and it is
clearly visible. No Naked Flames to be used in the Tent.
5. TOWING VEHICLE
This must be parked on the appropriate side of the Caravan and NOT to
the front or rear, where it will restrict the access roadways. Visitors or
second cars must be parked in the car park enclosure.

6. PETS
All dogs brought to the Rally must have been treated against tapeworm.
Any animals outside the confines of a caravan/car or awning must be
restrained at all times either on a lead not exceeding 6ft or in a cage.
Anchors must be secured in such a way as will prevent fouling of
neighbours outfits and awnings and must not cause obstruction to passers-by.
7. BARBECUES
These are permitted within Caravan lines, provided they are raised off the
ground, and do not constitute an obstruction in the access roadways. They
must be supervised at all times, and should not be used inside awnings.
8. GENERATORS
The use of generators during the rally is not allowed before the hour of
10am and finish at 8pm and their use is to be considerate towards other
ralliers and immediate neighbours in that causing unnecessary nuisance to
other ralliers. Generators must be attended at all times when in use. The
Organising Committee will have discretion to allow use of generators
outside of these hours for emergencies or other specific requirements.
Generators must NOT be left running unattended. The Rally officers for the
purpose of Social activities can over ride the restriction and other
prearranged activities along with emergency use by a member.
9. SAFETY & SECURITY
Members are reminded of their responsibilities particularly in relation to
caravan security, fire prevention and damage to other caravans. Children
should not be left on the site or in caravans without supervision. All ralliers
are requested to be extra vigilant to ensure that no children should be
allowed in the roped off areas of the Elsan disposal points. The riding of
bicycles is NOT permitted within Caravan lines.
10. CHEMICAL CLOSET
A Chemical Closet with a suitable lid and fluid must be carried.

11. REFUSE DISPOSAL
Bags will be provided on arrival. When full, they must be firmly tied and
deposited in the designated areas provided.
12. KITE FLYING/FLAGS
Ralliers are requested to ensure that any flags or kites being flown do not
interfere with overhead power cables and to be dropped to the level of your
caravan after 10pm.
13. GREY WATER
Grey water may be tipped around the edge of the rally field but not on the
river banks. It can also be emptied into the disposal point.
13. LATE ARRIVALS
Ralliers arriving after 11.00pm must be prepared to park in an area for
late arrivals and report to the Information Office the following morning
before pitching.
14. OUT OF BOUNDS
The Riverbanks and river is strictly out of bounds.
15. RED FLAG.
Please note that when the RED FLAG is being flown, there is to be
NO MOVEMENT of vehicles on site.
In cases of emergency, please contact
any Member of the South Wales Committee.

THE FOLLOWING RULES ARE TO GOVERN THE COMPETITIONS AT
WELSH NATIONAL RALLIES:
General Rules
1.
Eligibility. To be eligible, all competitors must be booked to attend the
Welsh National Rally and be current Caravan Club members.
2.
Timing of Matches. A delay of 10 minutes can be allowed at the start
of a match to allow players taking part to be available.
3.
Discipline. Any person sent off in any game will not be allowed to
take part in any other match in that sport for the duration of the rally and
will not be entitled to a medal in that sport. The use of foul language will
result in the offender being sent off (and any fighting could result in the
offender being asked to leave the rally).
4.
Spectator(s). The use of foul language or aggressive behavior by any
spectator will result in the match/game being stopped and the spectator
being asked to leave the side of the pitch. (Extreme cases may result in the
spectator being asked to leave the rally.)
5.
Event Timing. It is left to the ‘Host ‘centre to control the time on all
entries in competitions and the timing of the closing day,

Team Strip. Every effort should be made to avoid a clash of strip, if
there is no agreement between the Centre’s concerned, the decision will be
made by the toss of a coin.
7.
Impartiality. No individual names or Centre names to be shown on
marquee competitions until after the judging.
8.
Rulebooks. All referees and judges are to receive a copy of the Rule
book prior to the Welsh National. The ‘Host’ Centre is to keep copies of
‘Tug-of-war’ and ‘netball’ rules for reference purposes.
9.
Age limits. The Sports Officer of each Centre is to ensure that the age
of each competitor is included on the squad form.
10. Lack of entries. If only one Centre enters/registers for any
competition, even if one centre enters two there will be no competition and

therefore no points will be awarded. Winner’s medals/trophy will be
presented to the team that has entered.
11.
Decisions. Referees and /or judges decisions are final in all cases.
12. Officials. If a Centre enters an adult team for either football or
netball, they must make every effort to provide at least one referee for the
sport entered.
13. Safety. Spectators will not be tolerated on the pitch at any time during
a game.
14. Discipline. In the event that circumstances require and the matter of
discipline falls outside of the Welsh National Competition Rule Book,
matters of discipline will be dealt with by the Disciplinary Committee
comprising the 6 Centre Chairmen or nominated representatives. In the
instance that the matter involves a visiting centre, an impartial
representative from the visiting centre will be invited to attend.
15. Standardisation of rules interpretation. ‘Host’ Centre Sports Coordinators will organise meetings with the Referees, Umpires and other
Officials of each sport to ensure that all Officials are using the same
interpretation of the relevant rules.
16. Trophies - duty of care. Although some trophies are won by
individuals, the Centre that the individual is a member of, must still accept
responsibility for the care of that trophy as it must for all trophies won by
the Centre and also to ensure that they are returned in time for
presentation at the next Welsh National Rally.
17. Trophies – Signatures. All trophies to be signed for and an address
provided. In the case of team games, the Captain or Centre Sport
Organiser must sign.
18. Competition Entries. Team member’s names (football, netball etc)
need not be entered until 30 minutes before the published time of the
ompetition commencing.

Brecon Light Cakes Recipe
Ingredients
110g (4oz) Self Raising Flour
2 Eggs
50g (2oz) Caster Sugar
25g (1oz) Butter
25g (1oz) Soft Brown Sugar
2-3 tbsp Milk
2 tbsp Orange Juice
Pinch Salt
Method
Beat the eggs with half the orange juice.
Sift the flour and the salt into a mixing bowl.
Add the caster sugar.
Add the egg mixture, stirring well.
Whisk in enough milk to produce a fairly thin batter.
Melt the butter in a frying pan.
Add a tablespoon of the mixture, allowing room to spread 5-8cm (2-3”).
Cook until golden brown on each side.
Drain on kitchen paper.
Serve sprinkled with soft brown sugar and orange juice.
