1.0 Purpose
Hay Group were commissioned to conduct a review of pay rates and provide data to
allow comparisons to be made against international markets.

4.0 Background
The aim of the review was to benchmark existing FIG pay rates with those from other
international comparators that are likely to be sources of future employees.
FIG use a Hays job evaluation system and Hay Group were best placed to provide
comparable data sets from an international perspective. To use an alternative data
source would have required a full job evaluation review before benchmarking could
be undertaken.
This benchmarking was not intended to assess relocation packages or allowances for
international workers nor does it cover the relative economic or cost of living
differences. It is solely to guide to give an indication of basic pay for equal work
against the international comparators. It is recommended that this is an area of
research that should be undertaken in 2014/15.
5.0 Summary of Report
The overall finding of the benchmarking was that FIG grades and basic salaries were
closely aligned with UK public sector median pay rates. Where they differ, this is a
consequence of skill shortages reflecting specific issues either in the international
comparator or in the Falkland Islands.
In addition to the FIG pay scales being benchmarked internationally, 100 specific job
roles were selected by departments to be benchmarked against the UK market. The
analysis shows that there was very close alignment with jobs of equal job weight. The
only outliers’ were 5 roles which attracted a median salary in the UK above the FIG
maximum and 2 which were paid higher rates in the Falkland Islands compared to the
UK. This provides a very high level of confidence that our current pay scales are
comparable with the UK market.
That said, the following should be addressed though new work streams:
•
Policing grades in FIG did not correlate directly to UK police grades. Based
on current job evaluation scores, the salary is comparable with the UK median
for the job weight. This suggests that we are paying an appropriate rate to our
police officers but the role of a police officer in the Falklands does not carry
the same levels of knowledge, responsibility or experience. A review of the
role and responsibility of police grades should be undertaken.
•
FIG pay scale has several overlaps which require realignment with the grade
structure. This should be addressed by reviewing the pay scales and
transitioning a new pay scale linked to a pay strategy.
•
While basic salaries may be comparable, there has been no progression along
the scales in recent years. This is creating multiple reference points on the pay
scale and is not sustainable. This is also counter to our current pay approach
of rewarding people for time served. This should be reviewed with a new pay
strategy being developed.
•
Basic pay levels being equal will not be sufficient in attracting contract
officers in an international market. Overall relocation and remuneration
packages for contract officers should be benchmarked to ensure they are
competitive in the international markets we operate.
•
Market data for UK NHS grades does not reflect the reality of those in UK
private practice and working partly for the NHS. This is a typical arrangement
in many of the medical grades where UK staff will command much higher
salaries than the NHS comparison data. A review of the staffing model for
FIG medical grades should be undertaken to ensure we can continue to attract
suitably qualified staff and where possible secure a talent pipeline that is
sustainable in the longer term.
•
There were some examples of salary difference as a result of local market
pressures. These are best addressed by the introduction of temporary market
supplements or recruitment and retention premium.
Hays have provided market data for other international countries. Foreign exchange
rates are a significant influencer and this data is only valid on the date the exchange
rate was calculated (1 May 2014). Based on the median values, the data would
suggest that we are not competitive against the majority of international markets other
than Chile and Uruguay. Recruitment of professional and senior staff from both these
countries would be challenging given that they are both importers of these skills given
their own economic positions. Chile is potentially a source of economic labour in the
context of core FIG grades.

No cost of living analysis has been considered as part of this benchmarking but is
unlikely to influence the results significantly given the favourable income tax rates in
the Falkland Islands.
In summary, our rates of basic pay for local staff and contract staff are broadly
comparable for work of equal value in the UK. We are not competitive in the
majority of the international markets surveyed.

1. Executive Summary
Overall Summary
The aim of the review is to benchmark existing pay rates from Falklands Island Government (FIG) with those
from other comparable international comparators that are likely to be future sources of employees.
Based on our public sector Paynet remuneration databases, the current FIG salary grades have been compared
and benchmarked against the UK but also US, Chile, Uruguay, Australia, Canada and New Zealand.
Overall FIG grades are aligned with the UK public sector market median, notably for grades I, H2, G1, F, E1 and
D1.
Only one grade (H1) appears to be more competitive than the UK public sector, remunerating close to £1,000
more than the UK market.
A shift can be noticed for grades such as E2, D2 and C, in which FIG grades pay markedly less than the UK public
sector.
Grades (B & A) appear to be in-line with UK public sector market, notably at market median level.
The higher grades (A1, A2 & A3) are competitive against the UK public sector median and lower end of the scale
(lower quartile and lower decile). In contrast, these grades are trailing behind the market for the upper decile.
Some overlaps between grades can be noticed, notably between H2 and G1; as well as D1 and D2.
The individual analysis reveals that only a handful of roles are outside the minimum and maximum FIG pay
ranges. Within grades I – C, roles such as HGV driver, plant operator, cook, social work assistant, meat hygiene
inspector, building advisor and financial accountant were outliers against the UK median.
Caveats to be considered are that no cost of living has been adopted and benchmark data are provided in local
currency.
Publicly available data as well as reward/economic practices can help supplement the HayGroup pay data for
contextual information for each respective country. Nonetheless, it was difficult to find public data for many
Commonwealth countries and South American countries.
This report compares local base salaries and does not include any enhancements paid to expatriates. Whether a
particular salary is sufficient to retain or attract particular groups of staff has not been considered in this
research.

2. Introduction
Context of the project
The Falkland Islands Government (FIG) employ a range of people to perform most of the functions associated
with any local authority and in addition provide the services also associated with the NHS and Central
Government departments.
The aim of the review is to benchmark your existing pay rates with those from other comparable international
comparators that are likely to be future sources of employees.
International comparators are likely to include public sector organisations in the UK, US, Chile, Uruguay,
Australia, Canada and New Zealand.
You have provided FIG pay scales as well as number of roles to be reviewed, which were previously slotted using
our proprietary job evaluation methodology to provide an accurate assessment of job size.
All reward information will be taken from our PayNet Remuneration Databases or available published data.
In addition, we propose to provide in separate reports, country political and economic environment and
economic indicator as well as country reward practices.

3. FIG pay scales
benchmark
Based on our public sector Paynet remuneration databases, the current FIG salary grades have been compared
and benchmarked.
Each FIG grade is associated to our HayGroup methodology, making a direct link to the Paynet databases.
For grades I to C, step 4 is linked to the public sector market median, with an increment step of +3.5% or -3.5%
along the scale.
For grade B to A3, a different approach has been taken. The first quartile is associated to the lower decile,
second quartile to the lower quartile, mid-point to the median, third quartile to the upper quartile and finally
fourth quartile to the upper decile of the public sector market.
Please bear in mind that the benchmark is in local currency with no cost of living consideration. The countries
outside the UK have been converted to GBP, based on the conversion rates from the 1st May 2014

4. Individual Job
Benchmark
Based on a job title analysis from the public sector Paynet remuneration databases, selected FIG roles have been
compared and benchmarked. Each FIG role is associated to our HayGroup methodology, making a direct link to
the Paynet databases. Please bear in mind that the benchmark is in local currency with no cost of living
consideration.
UK
The individual analysis reveals that only a handful of roles are outside the minimum and maximum FIG pay
ranges. Within grades I – C, roles such as HGV driver, plant operator, cook, social work assistant, meat hygiene
inspector, building advisor and financial accountant were outliers against the UK median.
Where individual data is unavailable or is insufficient we have used the national public sector market median of
comparable weighted jobs. Job weight has been taken from the current “know how” score as recorded through
existing job evaluation data. This is particularly relevant where job weights are not consistent with job titles.
This is highlighted * in the median column.

Pay
The pay of all officers, that is, the federated ranks, superintendents, chief officers and police cadets is increased
by:
•1% with effect from 1 September 2013
The two-year government imposed pay freeze on public sector pay will expire at the earliest on August 31, 2013.
Following the ratification by the Home Secretary of the recommendations from the two Winsor reports relating
to aspects officer pay, the pay of sergeants, inspectors and chief inspectors is correct as of April 2013.
