SCIOTO COUNTY IS A SMALL TOWN COMMUNITY LOCATED AT THE
A BRIEF HISTORY
CONFLUENCE OF THE SCIOTO AND OHIO RIVERS IN SOUTH CENTRAL OHIO.
On March 24, 1803, the Ohio government authorized the creation of Scioto
County. Residents took the county’s name for an Indian word meaning
“deer”. Located at the confluence of the Ohio River and the Scioto County
River, the county grew quickly due to the river traffic. Scioto County
continued to prosper with the construction of the Ohio and Erie Canal
during the 1820’s and the 1830s.
Scioto County is made up of 16 Townships, the City of Portsmouth and the
Village of New Boston is located in south-central Ohio and its southern
border lies on the Ohio River. The county is predominately rural, with 1.6
percent of the counties 612 square mile, or 391,680 acres, consisting of
urban area. Scioto County is listed as one of the 32 counties of Ohio
Appalachia.
The first county seat was established at Alexandria on a site first occupied
by an Indian Village known as Lower Shawnee Town. Due to the annual
flooding and two sever floods in 1808, the people and the county seat
movie to present day Portsmouth.

Porter Township was the first Township settled in Scioto County. In
1796 Samuel Marshall built a small cabin just above where New
Boston is now. The Township was organized in 1814. Wheelersburg
was laid out by Reverend Dan Young and John Young in1824. Some
of the earliest industries were cotton factories, flour mills, woolen
mills, fertilizer and drain tile factories. Today the major employers of
the Township are services, wholesale/retail trade, manufacturing, and
transportation/utilities. The Township has nursing homes, an
Assisted Living Complex and Senior Apartments.
Population change increased by 24.1% between 1970 and 1990. This
is 19.7% more than the County and 23.6% more than the State for the
same time period. Porter Township, which has an approximate
population of well over 10,000, also has 73% of its homes occupied
by the owners. This shows that Porter Township is a very familyoriented place to live.

Main routes: SR 23 south of Lucasville to Portsmouth; Rosemount Road;
SR 139 above New Boston. Best known for beautiful residential
neighborhoods, tall hills and deep valleys, auto dealerships,
restaurants, quality lodging, and miles of private and semi-private
woodland trails. Most recently remembered as the starting point for the
Scioto County leg of the 2001/2002 Olympic Torch relay.
Midwest travelers are familiar with Clay Township, a popular pit stop for
those journeying north and south along historic USR 23 (slated to become
Interstate 73). The easy access to good lodging and restaurants and the
close proximity to Portsmouth’s downtown business district make it
convenient both for travelers and those whose destination is Scioto County.
In the summer months thousands of beach-bound vacationers on their way
to such destinations as Myrtle Beach and Hilton Head Island are glad to
reach Rosemount in Clay Township where they can rest for a while,
grabbing a bite to eat at one of the many restaurants, replenishing supplies
at the Village Market for food and shopping, or even finding a comfortable
bed for the night at one of three modern motels, Holiday Inn Express, Super
8, and Days Inn- now with a BBQ restaurant inside the hotel.
Those traveling through most often use Rosemount Rd. in order to bypass
busy city traffic. Rosemount Rd. passes through two of Clay Townships
quaint residential neighborhood Rosemount in the west and Eden Park in
the East-passing over the steep and picturesque Rosemount Hill, where at
the top a scenic overlook park has recently been constructed. Going north
on SR 139 from Eden Park, you will also pass through Twin Valley and
Rubyville.
Rosemount is where the region shops for autos. The Glockner Family of
Dealerships calls Rosemount home. There is historic Glockner Chevrolet,
Glockner Honda and Toyota, Quality Car & Truck leasing, and Rosemount
Financial Services. For the classic car enthusiast there is Classic Heat. The
Clay School System boasts small student/teacher ratios and honors
academics as well as a complete line-up of athletics. Coca-Cola Bottling
Company, United Parcel Service and the Shawnee Animal Clinic also call
Rosemount Home. Toro Loco Mexican American Restaurant just inside the
Ameristay Hotel is a popular restaurant and entertainment destination.
Because of the thick forests and scenic hills of Clay Township, many
residents have carved woodland trails for recreational purposes. Fourwheeling and horse back –riding are popular past-times in Clay Township.

A community park which hosts a shelter house, lighted tennis and basketball courts, and a
baseball/softball diamond, with future plans for a tot-lot playground. The park is free to
residents on a first come - first serve basis.

showers, birthday parties and other gatherings. This building is very popular and requires

The Township also provides the buildings and equipment to outfit the Volunteer Fire and

Once a year, the Township provides, at no cost to residents, dumpsters for their use. This
is known as spring clean-up.

Nile Township is the only township in Scioto County that produces a newsletter that is sent
out to residents on a quarterly basis.

campus featuring 21 buildings including the Advanced Technology Center that the Clark Planetarium, a large room with 66 seats under a 10
meter domed projection screen. The key piece of equipment in the planetarium is the Konica Minolta Mediaglobe I/II digital projection system.
The Mediaglobe is a state of the art digital projection system utilizing a single fisheye lens for complete 360x180 degrees of immersion. The
Clark Planetarium is privileged to be the United States' first Konica Minolta Mediaglobe II system. Not only does this system project a realistic
view of the nighttime sky, it can also display full-dome or warped videos, pictures, and animations. a three-story library featuring computers,
Internet access, and thousands of books, CDs, government documents, and periodicals; the 102,000 square foot Vern Riffe Center for the Arts
featuring a 1,139 seat Main Theater; the James A. Rhodes Athletic Center that features weight rooms, racquetball courts, gymnasium, a dance
classroom, and a junior Olympic-size swimming pool; and the Children’s Learning Center, a facility that serves as a learning center for the
children of students/faculty/staff/community members and a lab school for teacher education students at SSU.
Shawnee State University has a rich tradition of success in athletics. A member of the National Association of Intercollegiate Athletics, SSU has
participated in 24 National Championships in 6 of 11 sponsored sports. The SSU women’s basketball team won the NAIA Division II National
Championship on March 16, 1999. A member of the American Mid east Conference since 1991, formerly the Mid-Ohio Conference, the
Shawnee State Bears have won 17 championships.
In establishing the Center for International Programs and Activities (CIPA) Shawnee actively seeks to attract a growing number of international
students to study at our university; has sister-institution affiliations with universities in Germany, China, Spain, and Morocco; and offers on a
regular basis many travel/study abroad courses to an ever increasing choice of destination such as Greece, Britain, Spain, and Ireland in order
to increase global awareness among its students -- some of these courses are funded by the Hodgden Travel Fund and many others are
funded, in part, by CIPA

In 1797, a family of five grounded ashore at the confluence of the
Scioto and Ohio Rivers. Phillip Moore, Jr. along with his wife Jemima

arrival, he began building the magnificent Pennsylvania Stone House
that is today considered on of the oldest homes in the region. With
completion of the home in 1803, the legacy of pioneer living began.
The Stone House is significant in the Methodist faith and is credited by
historians as “The Cradle of Methodism”. Circuit riders representing the
new religion would meet regularly at the Stone House to discuss the
direction that the religious freedom of America was now being offered
them. Bishop Francis Asbury who was ordained as the first American
leader of the Methodist movement spent many hours in front of the
Stone House hearth with his colleagues of the day. It was their
discussion of how religious freedom in America should but into action.
Portsmouth Stone house is not only the birth place of Methodism, but
of American history itself. The timeline of the house being constructed
in 1797 speaks for itself. The Revolutionary War was barely over,
George Washington was still alive, and it was still a hostile Indian
nation. All these tings and more are reflected as you virtually walk
through a door and step back into history.

Indian Mounds

TREMPER MOUND is located on high ground along the extreme western edge of the lower Scioto Valley, on what was once the property
of state senator William D. Tremper of Portsmouth. It originally was enclosed by a nearly square embankment measuring 480 feet X
400 feet with a single opening to the southeast. The walls of the embankment were about 3 feet high and 30 feet across at the base
when surveyed by Charles Whittlesey. A large, low amorphous mound was located near the center of the enclosure. The maximum
height of the mound was 8.5 feet with its lowest parts being at the eastern end where the projecting points were only about 1 foot
high. Because of the amorphous shape, the interior mound was long referred to as an effigy mound. Directions: Combined SR 73/104
pass the mound 0.1 mile south of where they converge. SR 73/104 is a two-lane highway. Caution should be exercised when viewing
the mound, as traffic can be heavy at times. No normal parking is available.

THE FEURT MOUNDS & VILLAGE SITES: The Feurt Mounds and Village Site are situated about three miles north of Portsmouth on the
west side of U.S.23 at the Clay Township overpass. Part of the site is now utilized as an industrial park and a dog pound. The portion
of the site which still remains consists of a hay field north of the dog pound and west of the industrial park. The Native Americans who
constructed the Feurt Mounds and lived in the village site belonged to the Fort Ancient Culture. The three mounds were excavated in
1916 by archaeologists who found 345burials, all but one being in the flexed position. The artifacts of flint, stone, bone, shell and
pottery were typical of the Fort Ancient Culture. The majority of flint arrowheads were elongated, triangular shaped with needle-like
points. Directions: Heading US 23 South, the Feurt Mounds are located at the Clay Township Overpass. Turn left onto Lockner Road,
turn left - the mounds are on the left at the first curve.

PORTSMOUTH MOUND PARK: “HORSESHOE MOUND” is where the Scioto River empties into the Ohio River. The Portsmouth complex
included three large clusters or centers of geometric earthworks, one in Ohio and two in Kentucky, and all three were located on high
terraces near the bordering hills. The group on the Ohio side was dominated by a pair of U shaped embankments, arranged side by
side, and partly enclosed by a semi-circle, beyond which were a number of other circles and mounds. At one time at the heart of the
earthwork system it measured 80 feet in length by 70 feet in breadth. There is a picnic pavilion in the southeastern part of the park it
sits upon which is also, almost certainly, an archeological feature. Directions: From US 23 in Portsmouth, go east on Kinney’s Lane
0.75 mile (to three blocks past Greenlawn Cemetery), then go south on Hutchins Ave. for 0.3 mile (2 blocks) to Mound Park. From US
52, go north on Hutchins Ave. 0.25 mile (3 blocks) to Mound park. Curbside parking is available at the park.

FORT EARTHWORKS in South Portsmouth is a Hopewell Culture mound site dating back 2,000 years. Nearby is Lower Shawnee town, an
important 18th century, trade center for the Shawnee Indians, French and English plus the Forest Home Farm, a working farm since
pioneer days. Directions: Take 2nd St West, take Carl Perkins Bridge to Kentucky. Turn left on to US 23. Approximately 1/4 mile on the
right will be a marker. The mound is on private property and permission must be obtained before entering. Parts of the above

THE GREAT SERPENT MOUND: Atop a plateau overlooking the Brush Creek Valley, Serpent Mound is the largest and finest serpent
effigy in the United States. Nearly a quarter of a mile long, Serpent Mound apparently represents an uncoiling serpent. In the late
nineteenth-century Harvard University archaeologist Frederic Ward Putnam excavated Serpent Mound and attributed the creation of
the effigy to the builders of the two nearby burial mounds, which he also excavated. We now refer to this culture as the Adena (800
BC-AD 100). A third burial mound at the park and a village site near the effigy's tail belong to the Fort Ancient culture (AD 1000-
1550). A more recent excavation of Serpent Mound revealed wood charcoal that could be radiocarbon dated. Test results show that
the charcoal dates to the Fort Ancient culture. This new evidence of the serpent's creators links the effigy to the elliptical mound and
the village rather than the conical burial mounds.Directions: Heading US 23 South, take a right on 32 W, the Appalachian Highway,
Follow to St Rt 73. Serpent Mound will be on the right.

ABOUT THE MUSEUM
MUSEUM HOURS
The Southern Ohio Museum is open Tuesdays
The Southern Ohio Museum opened its galleries and
programs to the public in 1979, after the community's
largest bank moved its headquarters from the
handsome Beaux Arts style building at 825 Gallia Street
in the heart of Portsmouth's downtown. The building
now houses two permanent installations featuring the
largest single collection of works by native son and
well-known American Scene painter Clarence Holbrook
Carter (1904-2000) and "Art of the Ancients," 10,000
prehistoric Native American objects from the Charles
and William Wertz Collection. Three other galleries
feature group and solo exhibitions of well-known and
emerging contemporary Ohio and regional artists. The
Museum also offers a 100-seat theatre for music and
performing arts, a gift shop, a reading room with more
than 1000 volumes and changing exhibits of local
through Fridays from 10 a.m. to 5 p.m. and
Saturdays from 1 to 5 p.m. Closed Sundays,
Mondays and major holidays. The 6th Street
entrance offers handicapped parking and a
wheelchair ramp, just ring the buzzer.

VERN RIFFE CENTER FOR THE ARTS
The Vern Riffe Center for the Arts located on the campus of Shawnee State University, is a
$16.5 million 102,000 square foot arts complex that opened in November 1995.
The extensive studio and rehearsal spaces are home to the university's bachelor of fine arts
programs and performing arts classes. SSU and SOPAA’s regional concert series that
features national touring Broadway theater and some of the biggest names in jazz, big
band, dance, folk, dramatic arts, and pop music takes place in the 1139-seat theatre.

The Boneyfiddle Military Museum Inc. is a nonprofit
Museum that contains displays of military uniforms,
equipment, awards and numerous other artifacts of our

THE SCIOTO COUNTY FAIR!
History of the Floodwall Murals
2,000 years of History, 2,000 feet of Art best
describes the Floodwall Murals. The idea first
came to resident Dr. Lois R. Chaboudy in 1992
after viewing the murals of Steubenville, Ohio.
Researching the muralist’s that did the
Steubenville murals, the name Robert Dafford
kept coming up. After much discussion, Dr.
Chaboudy and his wife Ava wanted someone that
could tell a story and bring the history of
Southern Ohio to life. From the early mound
builders to early settlers to local figure, Robert
Dafford has brought history to life.
The Floodwall Murals amazes and attract tourist
while educating and instilling a sense of pride
and gratitude to the residents of Scioto County.
Since finishing the first mural in May 1993, 57
more murals have been completed through the
years. By 2002, the Floodwall Murals became the
largest known work of art by a single artist.
The Murals Project, privately funded by
donations, continues with the painting of the
Ohio River Scenic Byways on the front of the
Scioto County Welcome Center in 2009.
