About Tunaskarya - PT Tunaskarya Indoswasta
Message from the General Manager of
PT Batamindo Investment Cakrawala
The underlying key to PT Batamindo Investment Cakrawala’s ongoing success since
we launched Batam’s first industrial park 25 years ago, has undoubtedly been the
harmonious and productive relationship we have enjoyed with our workers. This, of
course, is thanks to our business partner, PT Tunaskarya Indoswasta. And it is this
relationship between our workforce, Tunaskarya and Batamindo that will continue to
ensure our success as industry continues to develop in Batam in the future.
Batamindo’s history is well known to many. The brainchild of Indonesian and
Singaporean governments and business leaders, the company commenced operations
in 1990 and today oversees an industrial estate that spans 320 hectares and is home
to dozens of respected national and multinational corporations, including PT Ciba
Vision Batam, PT Schneider Electric Manufacturing, PT Epson Batam, PT Dynacast
Indonesia and PT Infineon Technologies Batam, among many others.
Our clients expect the best and our industrial estate delivers above and beyond
this with our ‘one-stop services,’ which include everything from logistics and
warehousing to business license and permit applications, integrated security, fire
safety, the supply or utilities such as water and electricity and everything else in
between.
And in keeping with our one-stop service philosophy, PT Tunaskarya Indoswasta
meets all of the human resources needs demanded by our tenants, many of whom
have been with us for a quarter of a century. Tunas, driven largely by visionary director
Karel Budiman, who has experience in human resources development for more than
45 years, pioneered job fairs in Batam and played an integral role in establishing
Batam as one of Indonesia’s key manufacturing hubs.
But to Pak Karel’s credit, his success has not made him complacent, nor dulled
his desire to continue to transform Tunaskarya as it meets the challenges of today’s
manufacturing landscape, including the growing competition among industrial estates
in Batam and increasingly influential labour movements within Indonesia and the
wider Southeast Asian region. In this respect, PT Tunaskarya Indoswasta is head and
shoulders above its competition in providing what businesses need most – people.
Tunaskarya excels in recruitment, human resources management, industrial
relations and dispute resolution, and as mentioned in my introduction above, it is
these prized abilities that places PT Batamindo in such a strong position moving
forward. Happy 25th anniversary Tunaskarya Indoswasta.

About
Tunaskarya
Tunaskarya:
Beyond
Recruitment
Over the course of 25 years,
PT Tunaskarya Indoswasta has distinguished
itself as more than a recruitment or
executive search agency, setting itself
apart from its competitors by providing
360 degree support and services.
Focusing primarily on assisting first-time job seekers who otherwise may have
not been able to gain employment with companies that are dedicated to paying
salaries and providing other benefits that enable a decent standard of living for
themselves and, as often is the case, their extended families. Tunaskarya has made
genuine differences to the lives and families of more than 101,000 Indonesian
workers in the past quarter century
Sourcing and recruiting workers is one small part of supplying a workforce.
Tunaskarya’s rigorous recruitment process ensures that workers are best prepared
for the rigours of their daily lives, from the initial series of tests, interviews and
health checks, to pre-departure orientation and transportation to Riau Islands
Province. All of these steps have been carefully designed to ensure employees have
the tools they need to adapt to their new work environments
Tunaskarya emphasises the importance of the ‘human’ component of ‘human
resources’ with its Community Development Division. Workers housed in the
Tunaskarya’s dormitories as well as those based outside the industrial parks in
which the Company operates benefit from a range of additional educational
courses, sporting and other activities and health services to best integrate into
our manufacturing community. This benefits not only the individual workers
themselves, but also the community of which they are a part, and companies they
work for
The Company’s Dormitory Management Services Division manages Tunaskarya’s
on-site dormitories, which provide safe, secure and modern housing and other
facilities for up to 15,000 workers
Tunaskarya’s commitment to its workers does not end when employment contracts
expire. The Company repatriates each and every member of the Tunaskarya
community to their homes throughout Indonesia, completing the full circle of
services unmatched by other recruitment companies

Vision
To enhance our position as one
of Indonesia’s most effective
and efficient workforce service
providers dedicated to human
resources management,
development and consulting.
Humble
Beginnings
Premier human resources management, development and
consulting services company PT Tunaskarya Indoswasta has
pioneered workforce solutions in Indonesia since 1990 and
has maintained its standing in an increasingly competitive
environment by best understanding its client business partners,
the industries they work in and the markets they access.
Today, as Tunaskarya celebrates its 25th anniversary, almost
60,000 workers from throughout Indonesia are employed by
multinational and national manufacturing companies within
the Batamindo Industrial Park in Batam, Riau Islands Province,
operated by PT Batamindo Investment Cakrawala.
Mission
To exceed client expectations in
human resources management,
development and consulting.

17
Recruitment
Batamindo Industrial Park, Indonesia’s first integrated
industrial estate in Batam, is the brainchild of the
governments of Indonesia and Singapore and business
leaders from the neighbouring countries who were
seeking to tap into Batam’s competitive strengths, which
included the island’s status as a Special Economic Zone,
and strategic positioning within the SIJORI - Singapore,
Johor (Malaysia) and Riau Islands’ Growth Triangle,
which was established in 1989. And business flourished.
Multinational and national companies that were quick
to take up residence in the Batamindo Industrial Park
included Sumitomo, Ciba Vision, Schneider Electric,
Infineon Technologies, Dynacast, NOK and Epson,
paving the way for many dozens of others to follow
over the next 25 year, bringing many billions of dollars
of investment into Batam and the wider Indonesian
economy.
Today, Batam is a tax-free export zone that provides
businesses with financial incentives for manufacturing
export products, and is recognised within Indonesia
and the greater Southeast Asian region for its superior
infrastructure, streamlined bureaucratic procedures
for investing and doing business, and proximity to the
Port of Singapore and markets around the world. In
addition to these benefits, the economic advantages of
operating within the Batamindo Industrial Park include:
park security, surveillance and controlled access; the
provision of utilities, including water and electricity;
general maintenance, building and other repairs that
minimise operational disturbances; and comparatively
low overheads that maximise profits. But what sets the
industrial park above the competition is its affordable
and ready access to a large, motivated and cost-effective
labour force.
18
Tunaskarya knows that sourcing the ideal person for specific jobs needs an intimate knowledge of
manufacturing trends, differing client business objectives, the definition of what makes an ideal worker and
creating a conducive work and living environment.
The Company has had 25 years’ experience in
recruiting the very best workers from the vast pool
of labour available throughout Indonesia, negotiating
salaries, pre-employment medical check-ups and
psychological testing, signing comprehensive, legal work
contracts, overseeing all administrative requirements
and travel to Batam. Designed to save clients time and
money, the Company also offers free replacements for
staff who fail to pass obligatory three-month probation
periods.
Training and Development
PT Tunaskarya Indoswasta has
been at the forefront of the success
enjoyed by Batamindo and Batam
itself, which has had a multiplier effect
in creating employment and boosting
Indonesia’s economic development.
The Company, which has recruitment
offices throughout Indonesia, is proud
of its record of not only delivering
high-quality human resources to
leading manufacturing companies, but
also for providing a range of additional
services, from training and other
development initiatives to workforce
management, industrial relations and
general consultation services.
Tunaskarya’s specialised Human Resources and Development Division, known as P2SDM, focus on training
and developing its workforce to best meet the needs of individual client companies operating within the
manufacturing community at the Batamindo Industrial Park.
Recognising that education and enhancing the skill
sets of its workers is a constant need, P2SDM’s qualified,
experienced and professional human resources
management consultants assist Tunaskarya’s business
partners to achieve increased competitiveness and
profitability through effective training, development and
empowerment programs targeted at workers. P2SDM
provides workshops, seminars and conferences covering
such areas as in-company training and specialised,
customised training to public courses and outbound
team-building exercises.
19
Dormitory and Community Management
Providing a safe and secure living environment and a healthy and happy community of motivated workers is
of primary importance to Tunaskarya and its business partners within the Batamindo Industrial Park.
The Company goes to great lengths to ensure a harmonious community environment, not only within
the industrial park, but also with populations surrounding the park itself. These include a number of socially
responsible programmes, such as organised social, cultural, educational or religious activities, as well as
a number of initiatives targeting the health and wellbeing of workers adjusting to new lifestyles away
from home. Programmes offered include youth clubs, Red Cross, Scouts, an outdoor
adventure club, sports and martial arts clubs, theatre and dance groups and
photography courses. These services extend to Tunaskarya’s
workers housed in its modern dormitory facilities,
which include not only
community services and
other positive activities, but
also building management
and maintenance.
Manpower Management
Tunaskarya was established to make doing business in Indonesia as easy as possible for its multinational and
national partners by assuming operational control of their respective workforces.
Allowing clients to focus more closely on their core
operations, Tunaskarya provides high-quality teams of
human resource management consultants who provide
in-house services at any client site for as long as their
services are required. The Company will manage all
issues pertaining to human resources management,
including administrative functions, payroll, insurance,
recruitment, training, general welfare and industrial
relations.
General Office and Customer Support Services
Recognising that many businesses often require the services of temporary employees, or temps, for a range of
differing job functions for a range of differing reasons, Tunaskarya provides a comprehensive array of skilled and
experienced general office and customer support service staff.
The Company covers the complete spectrum of
staffing requirements, including, but not limited to:
Front-line receptionists
Call-centre services
Information line operators
Mail room
Secretaries and secretarial support staff
Administrative clerks
Executive secretaries
Tellers or cashiers
IT staff
Drivers
Sales promotion staff
Industrial Relations Management
The importance of maintaining respectful relationships between employers and employees has long been
known but has recently begun to take on increased significance in Southeast Asia and the wider Asia region
as living standards rise and education takes on an increasingly significant role in today’s modern society. For
25 years, Tunaskarya has bridged this gap between the needs of businesses to reduce costs and maximise
profitability and workers demanding fair remuneration that allows them to care for their families and educate
their children.
As expectations continue to rise, the Company
has been able to remain a respected partner during
sensitive negotiations involving the competing interests
of workers, labour unions, government agencies,
politicians and business.
Tunaskarya is experienced in industrial relations,
Indonesian labour laws, collective labour agreements,
performance management, grievance handling and
dispute settlement.

Growth
Over Time
In the course of 25 short years, PT Tunaskarya Indoswasta has
travelled a long distance; from humble beginnings to what is today
one of Indonesia’s largest and most respected recruitment, human
resources management and industrial relations specialists in not
only Batam, but throughout Indonesia. But it is not a journey
Tunaskarya has undertaken alone. The Company has recruited,
educated, placed and helped care for more than 101,000
predominantly Javanese and Sumatran workers within the Batamindo
Industrial Park. The services Tunaskarya has provided have allowed
workers to achieve their dreams of a more prosperous life, while at
the same time providing industry with skilled and motivated workers.
Here are some of the highlights of that journey.

Moving
Forward
The manufacturing industry has been at the forefront of Indonesia’s
steady progress toward becoming one of the world’s largest
economies, a trend that is expected to continue in the coming
years as foreign investors tap into the benefits of doing business
in Indonesia and set their sights on the expanding middle-class and
consumer spending patterns.
30
31
PT Tunaskarya Indoswasta has played a significant role in
this growth in Riau Islands Province but has been quick
to recognise potential barriers to continued economic
expansion and to adapt its business strategies to
mitigate against any impediments to the development
of the nation and the prosperity of its people.
While the cost of industrial land in Riau Islands, the
province’s superior infrastructure and comparatively
good governance have long been a major selling point
for foreign investment, labour costs have continued to
rise steadily. Though still low compared to Singapore
and Malaysia, minimum wages increased by about 20
percent in 2015 on the previous year. But Indonesia is
not alone, as competing manufacturing countries such
as Vietnam and Cambodia have seen similar trends.
One of the major factors, the Company believes,
will be negotiating with increasingly politicised labour
organisations, while at the same time educating
manufacturing companies that are unfamiliar with
Indonesian labour laws and culture.
Here, Tunaskarya will continue to move beyond
its important role of not only recruiting workers, but
playing a more central function as a human resources
management (HRM) company that can act before
industrial relations escalate to impact on the day-to-day
activities of its client companies. A key step in achieving
these aims will be to help educate human resources
departments – many of whom lack standardised
qualifications – on the prevailing conditions to minimise
operational disruptions and maximise output and
profits.
Accordingly, Tunaskarya believes that as Indonesian
workers become increasingly organised in their
expectations for fairer pay, benefits and working
conditions, industrial relations will become one of the
greatest factors in the country’s ability to attract foreign
direct investment in the manufacturing sector.
What They Say
About Us
PT Tunaskarya Indoswasta has worked as a trusted recruitment
and human resources management partner to many hundreds
of respected national and multinational companies from around
the world, from Asia to the Americas, and from Europe to
Australasia. Tunaskarya extends its thanks to all its business
partners, past and present, including the following four
companies that were kind enough to provide the following
testimonials as the Company marks its 25th anniversary.
The Company, with its proven success in
recruitment, is positioned perfectly to manage the
expectations of the newly empowered workforce,
while at the same time recognising the interests of
the manufacturing industry in Indonesia in light of
developments in other nations within the Southeast
Asian and wider Asian regions. Therefore, Tunaskarya
will play an even greater role in bridging relationships
between employees and employers.
Another key aspect of Tunaskarya’s
importance to company’s operating
in the Batamindo Industrial Estate
and elsewhere in the Riau Islands will
be working closely with the local and
central governments, which must step
up efforts to foster improved industrial
relations, taking into consideration the
vital part industry plays in Indonesia’s
ongoing economic success.
