Sea Combat Squadron 15, the “Battlecats” of Helicopter Sea Maritime Strike Squadron 73, and Fleet Logistic Support Squadron 30.
The strike group will deploy with approximately 6,200 Sailors
and will focus on maritime security operations and theater security
cooperation efforts. Bunker Hill, Dewey, Gridley and Sterett, multimission ships that possess the Aegis Weapons System, will support
Carl Vinson carrier operations and provide deterrence to potential adversaries, promote peace and security, preserve freedom of the seas,
and provide humanitarian assistance/disaster relief as necessary.
Pinckney, Kidd return from deployment
SAN DIEGO - Guided missile destroyers USS Pinckney (DDG
91) and USS Kidd (DDG 100) return to Naval Base San Diego Aug.
21 following completion of separate deployments to the Western
Pacific and Indian Oceans.
Kidd and Pinckney were conducting training and maritime security
operations in the South China Sea when called upon to assist in the
search for Malaysian Airlines flight MH 370 in the Indian Ocean.
Both ships employed their embarked MH-60R Seahawk helicopters
to conduct search operations looking for the missing aircraft.
“Lending support
to our regional partners in a time of
difficulty is what
we do,” said Cmdr.
Frank Okata, Pinckney’s commanding officer.
Detachments 1 and 2 from the “Blue Hawks” of Helicopter Maritime Strike Squadron (HSM) 78 were able to expand their search
area to approximately 1,500 square miles per day.
“Our helicopters are an extension of the ship’s capabilities and
provided us with the best chance to find aircraft debris,” said Lt. j.g.
Eric Bachtel, Kidd’s combat information center officer.
Returning home is now the focus of each Sailor as they come to
the end of their seven-month deployment.
“The beauty of San Diego Bay is indescribable,” said FC1 Bethany
Buchanan, Pinckney’s Junior Sailor of the Year. “The final portion
(of the deployment) leads to our family and friends waiting on the
pier to welcome us home. It’s an overwhelming experience.”

Rogers: Cybercom defending networks, nation
by Cheryl Pellerin
FORT MEADE, Md. - U.S.
Cyber Command continues to
expand its capabilities and capacity, Adm. Mike Rogers said
Aug. 14.
The U.S. Cyber Command
commander and director of the
National Security Agency was
speaking during an interview at
the NSA headquarters building.
“The decision to create [U.S.
Cyber Command] was a ... recognition of a couple things. No.
1, the increasing importance of
the cyber domain and the cyber
mission set in Department of
Defense operations in the 21st
century,” Rogers said.
Such a command would add
to the department’s ability to
protect and defend its networks,
and give policymakers and operational commanders a broader
range of options, he said.
The second consideration involved DoD’s mission to defend
the nation, coupled with the
potential of nation-states, groups
and individuals to conduct offensive cyber activities against
critical U.S. infrastructure.
In that scenario, the admiral
said, defense officials thought it
was likely the president would
“turn to the secretary of defense
and say, ‘In your mission to
defend the nation, I need you
to do the same thing here in the
cyber arena against this mission
set critical to U.S. infrastructure,
and I need an organization capable of doing that.’”
These conditions led the department to realize the need to
create a traditional warfighting
organization capable of executing a spectrum of cyberspace
missions, Rogers said.
And, he added, they knew
they needed to do so “with
a dedicated professionalized
workforce. This is not a pickup
game where you just come casually to it.”
Rogers said he focuses on five
priorities for Cybercom.
These are to build a trained
and ready cyber force, put tools
in place that create true situational awareness in cyberspace,
create command-and-control
and operational concepts to execute the mission, build a joint
defensible network, and ensure
Cybercom has the right policies
and authorities that allow it to
execute full-spectrum operations
in cyberspace.
Making progress is important
to Rogers, who characterized
his ultimate goal as bringing
U.S. Cyber Command to a level
where it’s every bit as trained
and ready as any carrier strike
group in the U.S. Central Command area of responsibility or
any brigade combat team on the
This is not a
pickup game

to it. - Adm.
Mike Rogers
ground in Afghanistan.
“My objective during my
time as the commander, first and
foremost,” the admiral said, “is
to ensure that we have brought
to fruition the operational vision
in cyber ... [to make sure] it’s
something real, it’s something
tangible, and it is operationally
ready to execute its assigned
missions.”
That is happening as Cybercom brings its warfighting capability online, with the services
generating a total cyber mission
force of about 6,000 people by
2016, all trained to the same
high standard and aligned in 133
teams with three core missions:
-- The Cyber National Mission
Force, when directed, is responsible for defending the nation’s
critical infrastructure and key
resources.
-- The Cyber Combat Mission
Force provides cyber support to
combatant commanders across
the globe; and
-- The Cyber Protection Force
operates and defends the DoD information network, or DoDIN.
Defending the DoDIN is the
focus of a partnership in progress
with the Defense Information
Systems Agency, or DISA.
The agency provides command and control and information-sharing capabilities and a
globally accessible enterprise
information infrastructure to
warfighters, the president and
national leaders, and other mission and coalition partners.
DISA, Rogers points out, is
also a combat support agency.
The agency reports to acting
DoD Chief Information Officer
Terry Halvorsen, and its director
is Air Force Lt. Gen. Ronnie D.
Hawkins Jr.
Adm. Mike Rogers, commander of U.S. Cyber Command and director of the National Security Agency,
speaks with a DoD News reporter. DoD photo
“I have always believed ... that
we need to integrate operations
and networks and our defensive
workforce into one team,” Rogers said, “and that you are more
effective in operating a network
and in defending a network when
you do it with one integrated
approach.”
As a result, Rogers’ team
decided they needed to create a
relationship with DISA, he said,
adding, “At the moment there’s
no formal [command and control] line between us, but we’re
in the process of creating one.”
As part of that process Rogers
collaborates with Halvorsen and
Hawkins.
“What I think we need to do,”
he said during their meeting, “is
create an operational construct
that creates a direct linkage [between] U.S. Cyber Command,
DISA and U.S. Cyber Command
service components.”
It’s critical that the relationship includes the service components, Rogers said, “Because,
under the current network structure today, those networks are
largely run by [the] services. So
we’ve got to create a relationship between DISA and the
services that is very operational
because you’ve got to maneuver
networks, you’ve got to react to
changes, and you can’t do that in
a static kind of environment.”

CNO releases annual navigation plan
WASHINGTON - The Navy’s
top leader released a detailed
plan Aug. 19 that highlights
the Navy’s intended track and
investments for the next five
fiscal years.
“This navigation plan defines
the course and speed we will
follow to organize, train and
equip our Navy over the next
several years,” said Greenert in
the document. “Despite likely
sequestration in 2016, our priority is to operate forward where it
matters, when it matters, and be
ready to address a wide range of
threats and contingencies.”
Chief of Naval Operations
Adm. Jonathan Greenert’s 20152019 Navigation Plan defines
how the Navy will use its resources to safely and effectively
pursue the vision detailed in
Sailing Directions.
“Crafting this year’s budget
included tough choices across a
wide range of competing priorities - we focused first on building appropriate capability, then
delivering it at a capacity we
could afford,” said Greenert.
Each year since Greenert
released the Sailing Directions the Navigation Plan has
described the annual Navy’s
budget submission for the future
years. The Navigation Plan has
highlighted investments in support of DOD’s guidance and
strategic documents as well as
this year’s 2014 Quadrennial
Defense Review.
In the plan Greenert explains
how the Navy will acclimate
to budget challenges, increasing operational tempo while
balancing current readiness
with the need to build a highly
capable future fleet. Pursuing
the vision set in the Sailing
Directions this plan lays out the
investments that will allow the
Navy to maintain it’s warfighting edge, forward presence and
keep Navy members prepared,
confident and proficient. This
plan highlights how investments
will support Navy missions
through the lens of the three tenets, Warfighting First, Operate
Forward and Be ready.
Greenert emphasizes in the
document that everything sailors
and civilians do must be grounded
in the responsibility of warfighting first. He says the Navy must
be able to achieve access in any
domain and possess the capability
mix of kinetic and non-kinetic
weapons to prevail today and
be ready to win tomorrow. He
provided a list of capabilities
that center on this objective and
followed with a comparable list
of items that support operate
forward and be ready.
Additionally, the Navigation
Plan summarizes the six programmatic priorities that guided
the Navy’s budget planning for
the future of the fleet: maintaining sea based strategic deterrent,
sustaining a global forward
presence, preserve the means for
victory against aggressors, focus
on readiness afloat and ashore,
enhance asymmetric capabilities
in physical domains as well as in
cyberspace and electromagnetic
spectrum and sustain a relevant
industrial base.

Kirby: Mosul Dam operation not ‘mission creep’
by Claudette Roulo
WASHINGTON - The partnership between U.S., Iraqi and
Peshmerga forces was critical
to the success of the operation
to retake the Mosul Dam from
Sunni terrorists, the Pentagon
press secretary said Aug. 19.
4 • www.armedforcesdispatch.com • THURSDAY, AUGUST 21, 2014
The operation was a team
effort, Rear Adm. John Kirby
said. “I also would - at the same
time - point to the courage, the
bravery, the skill of both the
Kurdish forces and Iraqi forces
and their extensive cooperation
with one another in conducting
this operation,” he said.
There were no U.S. troops involved in the ground operation,
Kirby noted, which was supported by U.S. airstrikes. They
continued Aug.19 with two
additional airstrikes carried out
near the dam, one destroying an
ISIL checkpoint, U.S. Central
Command said in a statement.
Iraqi and Kurdish forces con-
tinue to hold the dam, he
said. Iraq’s largest; it provides
water, electricity and flood
control for Mosul’s 1.7 million
residents.
The dam’s location and precarious condition meant that
its possession by Islamic State
of Iraq and the Levant forces
posed a threat to U.S. personnel and facilities in Baghdad.
If the dam were to fail or be
sabotaged, the resulting damage would rise to the level of a
humanitarian disaster, defense
officials have said.
Charges that U.S. involvement in the retaking of Mosul
Dam represents mission creep
are wrong, Kirby said.
“Mission creep refers to the
growth or expansion of the goals
and objectives of a military
operation - that the goals and
objectives change, morph into
something bigger than they were
at the outset,” he said.

“... Nothing has changed about
the missions that we’re conducting inside Iraq. ... Airstrikes are
authorized under two mission areas - humanitarian assistance and
the protection of U.S. personnel
and facilities,” the admiral said.
The airstrikes in and around
Mosul Dam fit into both of those
categories, he said.
“We believed that, should the
dam remain in control of ISIL
- whose intentions are obviously
not perfectly clear and certainly
not in the best interests of the
people of Iraq - if that dam was
to blow or they were to open
and flood the gates, that it could
have an effect as far south as
Baghdad.”
A 2009 paper by Mosul University geologists estimated that
up to 54 percent of Mosul would
be under a maximum of 83 feet of
water if the dam was to fail.
“The missions are clear,” Kirby
said. “The operations that we’re
conducting are inside the authorizations for those missions.
And we’re going to continue to
be vigilant going forward. And if
there is a need for more airstrikes
in conjunction with either of
those two mission areas, those
two authorizations, we’ll conduct them.”

Dempsey favors building
Vietnamese naval capabilities
WASHINGTON- If the U.S. lifts the embargo against the sale
of lethal weapons to Vietnam, Gen. Martin E. Dempsey would
recommend providing materials for the Peoples’ Navy, he said
during a news conference in Ho Chi Minh City Aug.19.
In the first trip by a chairman of the Joint Chiefs of Staff to
Vietnam since 1971, Dempsey visited Hanoi, Da Nang and Ho
Chi Minh City.
Forty-five years ago, the United States was in a conflict with
North Vietnam, and Dempsey was a cadet at West Point preparing
to join that war. “The challenge now is to think 45 years ahead,”
the highest-ranking U.S. military official said.
By 2050, there will be 9 billion people on Earth - 7 billion of
whom will live in the Indo-Pacific. “Where the people are is where
the issues are,” the chairman said.
Vietnamese reporters questioned Dempsey on China’s territorial claims in the East China Sea. “We’ve been very clear that we
don’t take sides in the territorial disputes, but we do care very
much how they are resolved,” he said.

U.S., ROK navies sign ASW charter
Scientists patent EM technology
Blue Ridge now second oldest ship
BUSAN, Republic of Korea - Senior leaders from the U.S. and
Republic of Korea navies signed a charter Aug. 16 pledging to
increase cooperation in future anti-submarine warfare training.
The charter was signed during a special ceremony hosted by
Vice Adm. Jung, Ho-Sup, commander of the Republic of Korea
Fleet. Vice Adm. Robert L. Thomas, commander of 7th Fleet,
Rear Adm. Lisa Franchetti, commander, of Naval Forces Korea,
and Rear Adm. William Merz, commander, Naval Mine and
ASW Command, joined ROK navy leaders for the charter-signing ceremony.
“Anti-submarine warfare is one of the most challenging yet critical tasks that our navies exercise,” said Thomas. “It takes a strong
combined body of talented people and a cooperative plan to work
together to achieve our full potential in ASW capabilities.”
The signing of the charter signifies the commitment by both
navies to exchange knowledge and develop training scenarios that
enhance proficiency in ASW skills.
DAHLGREN, Va - A new development in electromagnetic
technology patented in May of this year will impact future military
capabilities, Navy officials announced recently.
The superconducting stator patent describes a discovery that
enables a magnetic flux compression generator to produce an
electromagnetic pulse (EMP).
“Most conventional magnetic flux compression generators are
explosively driven, dangerous to handle, and limited to one-time
use,” said Albert Corda, a Naval Surface Warfare Center Dahlgren
Division (NSWCDD) physicist. “The novel architecture of the
generator described in this patent, however, is not explosive in
nature. It’s inherently safer to handle and potentially reusable.”
An EMP is characterized as a broad band signal with a frequency-power distribution ranging from a few hundred kilohertz
to a few gigahertz. The magnetic flux compression generator
is designed to generate a high voltage pulse output that can be
incorporated into an EMP generator.
BUSAN, South Korea - U.S. 7th Fleet flagship USS Blue Ridge
(LCC 19) now holds the honor of being the oldest ship in the
U.S. Navy’s active duty fleet, next to USS Constitution, after the
decommissioning of USS Denver (LPD 9) Aug. 14.
Blue Ridge’s keel was laid Feb. 27, 1967, and she was commissioned Nov. 14, 1970. Since 1970 the flagship has had a rich
history to include commanding Operations Eagle Pull and Frequent
Wind during the Vietnam War, receiving the Humanitarian Service
Medal in 1984 for rescuing Vietnamese refugees during Operation
Boat People, performing a nine-and-a-half month deployment
as flagship for U.S. Naval Forces Central Command during the
Persian Gulf War and rushing supplies and relief to Japan during
Operation Tomodachi.
“Blue Ridge has a rich history of providing our Navy with
the most capable afloat command platform in the world,”
said Blue Ridge Commanding Officer Capt. Richard McCormack.
Hagel congratulates Cape Ray
1st Marine Regiment ends mission
Navies work to preserve sunken gravesite
WASHINGTON - Defense Secretary Chuck Hagel has congratulated the crew of U.S. ship MV Cape Ray for completing the work
of neutralizing Syrian chemical weapons components.
Pentagon Press Secretary Rear Adm. John Kirby issued a
statement Aug. 18. saying Hagel called Capt. Rich Dromerhauser aboard the ship to congratulate the crew on finishing their
unprecedented work of neutralizing, at sea, the most dangerous
chemicals in Syria’s declared stockpile. The secretary said that
by ridding the world of these materials, they - as part of an ongoing international effort to eliminate the Syrian chemical weapons
arsenal - have helped make an important and enduring contribution
to global security.
Hagel expressed his gratitude for the crew’s service, dedication,
and expertise, noting that with the world watching, they performed
flawlessly every step of the way - despite a very long deployment,
and a complex operation that required careful coordination with
our international partners.
CAMP BASTION, Afghanistan - A blinding sandstorm
swept across the desert floor surrounding Regional Command
(Southwest)’s security-nebulous, Task Force Belleau Wood, Aug.
15. During a brief pause in the storm, Marines with 1st Marine
Regiment held a small ceremony to case the unit’s battle colors
for the final time in Helmand province, Afghanistan.
The regiment deployed to southwestern Afghanistan during Feb.
2014 and led more than 3,000 U.S. and coalition forces charged
with safeguarding the remaining International Security Assistance
Forces in the region. First Marine Regiment transferred security
lead to 1st Battalion, 2nd Marine Regiment, which will serve
as the last Marine infantry unit during the Operation Enduring
Freedom mission.
By the year’s end, RC(SW) will officially close its doors after
more than five years of counterinsurgency and security force assistance operations and transfer full security responsibility to the
Afghan National Security Forces.
PEARL HARBOR - U.S. Navy underwater archeologists, in
conjunction with Indonesian Navy divers, have assessed in an
interim report that the wrecked vessel surveyed in the Java Sea
in June is “consistent with the identification” of the World War II
wreck of cruiser USS Houston (CA 30), and that divers documented
conclusive evidence of a pattern of unauthorized disturbance of
the gravesite.
“We’re grateful for the support of our Indonesian partners in
determining the condition of USS Houston,” said Adm. Harry
Harris, commander of U.S. Pacific Fleet. “In my discussions with
our Indonesian navy partners, they share our sense of obligation
to protect this and other gravesites.”
“Surveying the site, of course, was only the first step in partnering to respect those Sailors who made the ultimate sacrifice
to ensure the freedoms and security that we richly enjoy today,”
he said. The site of the sunken ship is the final resting place of
approximately 700 Sailors and Marines.

Homeless vet programs transforming lives in San Diego
by Rick Rogers
SAN DIEGO - A San Diego
County Veteran Center outreach
program is quietly transforming
lives of homeless veterans in
ways they never dreamt while
helping save taxpayers money
in the bargain.
About a year ago San Marcos

“When I first saw the mobile
van, I thought: Is the VA going
to do what it’s always done in
regards to homeless vets – nothing?” said Tim Watson, 57, a
former airman, who has lived
on San Diego streets for more
than a decade.

and housing never before seen
by San Diego’s homeless veterans.

Congressional caucus for
military, veteran caregivers
Minority Leader Nancy Pelosi (Calif.), Sen. John McCain (AZ),
Sen. Jack Reed (RI) and Congressman Jeff Miller (Fla.), Chairman of the House Veterans Affairs Committee (HVAC), started a
new bipartisan congressional caucus to lead efforts in Congress to
address the challenges facing the 5.5 million military and veteran
volunteer caregivers to America’s wounded
warriors. These family members and
loved ones shoulder the responsibility of bathing, feeding, dressing,
managing medication and injections,
and arranging for rehabilitation, all
while many are raising a family. A
recent RAND study commissioned by
the Elizabeth Dole Foundation estimates
the services they provide save our nation $13.6 billion annually,
yet these caregivers too often pay a price, suffering physical and
emotional stress and illnesses; difficulty maintaining employment;
financial, legal and family strains; and isolation. The “Hidden Heroes Congressional Caucus” for Military and Veteran Caregivers,
co-chaired by Leader Pelosi, Senator McCain, Senator Reed and
Congressman Miller, will raise awareness and develop legislation
in support of the millions of military and veteran caregivers tending to their ill and injured warriors at home.

CFPB gets debt relief for service
members in predatory lending scheme
The Consumer Financial Protection Bureau (CFPB) and 13
state attorney generals recently obtained approximately $92 million in debt relief from Colfax Capital Corporation and Culver
Capital, LLC, also collectively known as “Rome Finance,” for
about 17,000 U.S. service members and other consumers harmed
by the company’s predatory lending scheme. Rome Finance
lured consumers with the promise of no money down and instant
financing. Rome Finance then masked expensive finance charges
by artificially inflating the disclosed price of the consumer goods
being sold. Rome Finance also withheld information on billing
statements and illegally collected on loans that were void. Rome
Finance and two of its owners are permanently banned from
consumer lending. These companies offered credit to consumers purchasing computers, videogame consoles, televisions, and
other products. The products were typically sold at mall kiosks
near military bases with the promise of instant financing with no
money down. In some cases, Rome Finance was the initial creditor, and in other cases, Rome Finance provided indirect financing
by agreeing to buy the financing contracts from merchants who
sold the goods.

‘100,000 Jobs Mission’ companies hire
160,000+ U.S. military veterans
Companies in the 100,000 Jobs Mission hired a total of 161,752
U.S. military veterans through the second quarter of 2014. In addition, the coalition has grown from 11 founding members to 165
companies that represent almost every industry in the American
economy.
“Transition Field Guide for Veterans: Education, Employment
and Entrepreneurship after Service”
“More companies have recognized the value of our coalition and
are stepping up to make a difference in the lives of our nation’s
veterans,” said Maureen Casey, Director of Military and Veterans
Affairs for JPMorgan Chase.
Helping Servicemembers through their Transition. The 100,000
Jobs Mission is committed to hiring veterans, but also to helping
servicemembers through their transition back to civilian life.
The recently published, “Transition Field Guide for Veterans:
Education, Employment and Entrepreneurship after Service,” is
a resource that helps transitioning military members and veterans
develop post-military career plans long before they separate from
the service. The Transition Field Guide outlines four main paths
toward meaningful employment: immediately entering the job market, pursuing higher education as a path to employment, obtaining
helpful certifications or further training to increase competitiveness,
and tips on starting a business. Each path offers a recommended
timeline prior to transition as well as helpful tips to consider along
the way. Visit JobsMission.com to learn more.
Maureen Casey adds, “Our aim is to help position veterans for
success in their post-military lives through employment resources
like the Transition Field Guide.”

IRS repeats warning about phone scams
The Internal Revenue Service
and the Treasury Inspector General
for Tax Administration continue
to hear from taxpayers who have
received unsolicited calls from
individuals demanding payment
while fraudulently claiming to be
from the IRS.
Based on the 90,000 complaints
that TIGTA has received through
its telephone hotline, to date,
TIGTA has identified approximately 1,100 victims who have
lost an estimated $5 million from
these scams.
“There are clear warning signs
about these scams, which continue
at high levels throughout the nation,” said IRS Commissioner
John Koskinen. “Taxpayers should
remember their first contact with
the IRS will not be a call from out
of the blue, but through official
correspondence sent through the
mail. A big red flag for these
scams are angry, threatening calls
from people who say they are
from the IRS and urging immediate payment. This is not how we
operate. People should hang up
immediately and contact TIGTA
or the IRS.”
Additionally, it is important for
taxpayers to know that the IRS:
* Never asks for credit card,
debit card or prepaid card information over the telephone.
* Never insists that taxpayers
use a specific payment method to
pay tax obligations
* Never requests immediate
payment over the telephone and
will not take enforcement action
immediately following a phone
Launched in 2011, the 100,000 Jobs Mission brings together
companies committed to hiring U.S. military veterans and military
spouses. The 165 companies now involved have pledged to hire
200,000 veterans by 2020. They hired 161,752 veterans through
the second quarter of 2014. For more information on the 100,000

conversation. Taxpayers usually
receive prior notification of IRS
enforcement action involving IRS
tax liens or levies.
Potential phone scam victims
may be told that they owe money
that must be paid immediately
to the IRS or they are entitled to
big refunds. When unsuccessful
the first time, sometimes phone
scammers call back trying a new
strategy.
Other characteristics of these
scams include:
* Scammers use fake names
and IRS badge numbers. They
generally use common names and
surnames to identify themselves.
* Scammers may be able to recite the last four digits of a victim’s
Social Security number.
* Scammers spoof the IRS toll-
free number on caller ID to make it
appear that it’s the IRS calling.
* Scammers sometimes send
bogus IRS emails to some victims
to support their bogus calls.
* Victims hear background
noise of other calls being conducted to mimic a call site.
* After threatening victims
with jail time or driver’s license
revocation, scammers hang up
and others soon call back pretending to be from the local police or
DMV, and the caller ID supports
their claim.
If you get a phone call from
someone claiming to be from the
IRS, here’s what you should do:
* If you think you might owe taxes, call the IRS at 1.800.829.1040.
* If you know you don’t owe
taxes call and report the incident to
TIGTA at 1.800.366.4484.

The First Command Financial Behaviors Index® reveals
that military families who work

saving more and feeling better
about their finances than their
do-it-yourself counterparts
FORT WORTH, Texas –
Worries over sequestration and
defense downsizing continue to
drive America’s career military
to put dollars away for an uncertain financial future.
The First Command Financial Behaviors Index® reveals
that middle-class military families (senior NCOs and commissioned officers in pay grades
E-6 and above with household
incomes of at least $50,000)
bumped up their savings efforts
during the first quarter. Shortterm savings averaged $1,080
per month, up 18 percent from
the end of 2013. Retirement
and long-term savings grew 11
percent to a monthly average
of $2,374.
Military families who work
with a financial advisor helped
to drive the savings surge, putting more than twice as much
money into saving vehicles as
those who don’t work with an
advisor. Their average monthly
rates totaled $1,723 for shortterm savings and $3,951 for
retirement and long-term savings. In contrast, the savings
rates for those without an advisor averaged $709 and $1,467,
respectively.
Corresponding to their higher
savings efforts, military families who work with a financial
advisor feel more financially
secure. The Index reveals that
51 percent say they feel “very”
or “extremely” secure compared to just 45 percent of their
do-it-yourself counterparts.
Also, those who work with an
advisor are more confident in
their ability to retire comfortably; 50 percent say they feel
“very” or “extremely” confident versus 32 percent.
These and other positive
financial attitudes helped
ease the quarterly Index score
ahead three points to 121. The
Index is set to a benchmark
of 100, which was assigned
when the Index was launched
in 2008.
“Although military families
continue to encounter financial
challenges and uncertainties,
they remain proactive in the
savings behaviors,” said Scott
Spiker, CEO of First Command
Financial Services, Inc. “The
Index shows that those who
work with financial advisors
display fewer financial concerns and more feelings of financial security and confidence
than those who go it alone. By
coaching their clients to remain
focused on positive money
behaviors, financial advisors
help our men and women in
uniform deal with the financial
and emotional uncertainties
of sequestration and defense
downsizing.”

Special Operations Command
has credited groups providing
support to military families
for the success of thousands
of young adults who go on to
choose a military career, people
he characterized as this century’s
“Greatest Generation.”
“If they signed up because
they loved what their parents did
... or loved how well they were
treated as military children, then
you have done your job,” Navy
Adm. William H. McRaven told
a seminar conducted by the Military Child Education Coalition,
or MCEC, a non-profit group
seeking to provide a quality education for military children.
“They wanted to be part of
something greater than themselves, they wanted to have
military brothers and sisters that
have similar values, they wanted
to be respectful and they wanted
commitment.”
“Without some of the programs provided by MCEC and
the network of parents, teachers and counselors, I’m not
sure my [own] kids would’ve
been as successful as they are,”
McRaven said, noting that being
a military child in today’s environment is likely more difficult
than ever.
“Consequently, programs like
parent-to-parent and student-tostudent are essential if we are to
continue to build strong, resilient
children who are proud of their
military roots.”
And while McRaven said he
wants to ensure military children
are getting the support they need,
a thin line separates that from a
culture of entitlement.
“This is a difficult balance,”
McRaven said. “We don’t want
children ... who take great pride
in their military heritage upbringing.”
McRaven emphasized the
“new normal” in the recent
years that have seen increased
deployments and the associated
problems for military families.
“Nothing is more frustrating, more worrisome, more
nerve-wracking for spouses
and children than not knowing
where [the children’s] mother
and father are going to be next
week, next month or next year,”
he said.
McRaven described MCEC
as a “phenomenal network’ of
educators, counselors, parents,
uniformed service members,
advocates, and civilian organizations, all of which he said play
a critical role in filling the void
faced by many families.

About Your Health
STD report has mixed news for San Diego Go back to school with tips from TRICARE
There is good news and not
so good news about sexually
transmitted diseases (STDs) in
San Diego.
After several years of increases,
the number of chlamydia cases
dropped in 2013. However, gonorrhea and syphilis infections in
the region continued to climb, the
County Health and Human Services Agency announced today.
Last year, the number of chlamydia cases dropped by 4 percent—from 16,538 cases in 2012
to 16,042 in 2013.
“A decline in chlamydia cases
was reported for the first time in
several years, and that is good
news for San Diego County,” said
Wilma Wooten, M.D., M.P.H.,
County public health officer.
“However, this is just a one-year
drop. Sexually active individuals
should continue to take precautionary measures to avoid getting
infected with chlamydia and other
STDs, especially since gonorrhea
and syphilis cases went up.”
The number of gonorrhea cases
jumped by 10 percent, with the
increase coming largely among
men. There were 2,597 cases in
2012, compared to 2,865 last year.
Women account for less than a
third of the total cases of gonorrhea
reported in the county.
Primary and secondary syphilis
cases (considered the most infectious) also increased by 4 percent,
from 333 cases in 2012 to 347
cases last year. The vast majority of
these cases occurred in men.
Chlamydia continues to be the
most commonly reported STD
in San Diego and California, and
young women between 15 and 24
years of age continue to have the
highest rates of infection.
“Young women are particularly
susceptible to long-term complications of STDs since they can result
in infertility and other long-term
reproductive health problems,”
said M. Winston Tilghman, M.D,
senior physician and STD controller for the County. “Individuals can
decrease their risk of STDs by talking openly about them with their
partners, using condoms, practicing mutual monogamy and getting

STD prevention is part of the
County’s Live Well San Diego
initiative which aims to improve
the health and well-being of local
residents.
As in the rest of the state, profound racial disparities exist with
regard to STDs. African Americans have the highest rates of
chlamydia, gonorrhea and early
syphilis.
To address some of these health
disparities, the County has implemented programs such as Don’t
Think. Know., a free home testing program for gonorrhea and
chlamydia available to women 25
years old and younger. The program can be accessed by visiting
DontThinkKnow.org or by calling
(619) 692-5669 (KNOW).
The County also operates four
STD clinics, which offer testing
and treatment for most STDs on
a walk-in basis. For more information about STDs and testing
services visit STDSanDiego.org
or call (619) 293-4700.

Dress for the Weather
As the summer ends, stay mindful of weather changes. Shorts may be fine the first few weeks of school,
but the weather will get cooler as Fall approaches. For
cooler weather, the CDC recommends dressing kids
in layers. This way, they can adjust their clothing as
temperatures change during the day. The inner layer
should allow sweat to escape, the middle layer should
insulate for warmth, and the outer layer should shield
from wind, rain or snow.
To Make Friends, be Friendly
The new school year can be stressful for children.
Some are moving from elementary to middle school and
some from middle to high school. Uniformed Service
children often change schools and communities - which
can increase anxiety. Parents should watch for signs to
make sure kids are handling the changes well. If they
aren’t and help is needed, TRICARE covers mental
health services for kids and families who may need some
extra help adjusting. www.tricare.mil/mentalhealth

Piercey relieves Hall as
new CSG 9 commander
SAN DIEGO - Rear Adm.
Patrick A. Piercey relieved Rear
Adm. Patrick D. Hall as commander of Carrier Strike Group
Nine (CSG-9) during a change of
command ceremony held aboard
USS Ronald Reagan (CVN 76)
Aug. 14.
During the ceremony, Hall, a
native of Uvalde, Texas, retired
from active duty after 32 years
of honorable naval service. He
assumed command of CSG-9 in
October 2012 and successfully
led USS Ronald Reagan, Carrier
Air Wing Two, and Destroyer
Squadron Nine through a series
of work up periods in preparation for the 2014 Rim of the
Pacific (RIMPAC) exercise.

As a member of the RIMPAC
Executive Steering Committee,
he helped improve the design
and implementation of the 24th
iteration of the Navy’s largest,
multi-national exercise. Addi-
tionally, as Commander of Task
Force 170, he led 10 ships from
seven countries through the full
spectrum of military operations
over the course of the exercise.
“It has been my distinct honor to
command one of just nine carrier
strike groups in the world’s most
powerful navy. In my opinion, I
was given the best strike group,”
Hall said. “Furthermore, I believe
it’s clear that I was given the tremendous opportunity to work with
the very best warfare commanders in the fleet. These incredible
leaders understand what it means
to prepare, train and lead Sailors.
Any one of them could have
taken my place at any time, and
a few of them will in the not-toodistant future.”
Hall reflected on his career
while thanking his family, mentors, peers and Sailors for their
support, “I would like to recognize the incredible men and
women who have worked for
and with me over the years.
It is clear that I would not be
standing before you now if it
weren’t for their sacrifices and
humbling dedication in service
to our country. I am beyond
grateful.”
The Commander of U.S Third
Fleet, Vice Adm. Kenneth E.
Floyd, served as the guest speaker for the ceremony. Floyd spoke
about Hall’s strong leadership
and impact upon the 6,000 Sailors under his command.
“The sheer variety of challenges that [Hall] led this strike
group through is just amazing.
And the fact that he was so
successful in meeting that wide
array of challenges really speaks
to [Hall’s] versatility and leadership. There was uncertainty.
There were strained resources,
but Monty Hall worked and led
to make sure his people had what

they needed to succeed.”
“All you need to do is look
at the jobs Monty has had and
the commands he has led,” said
Floyd. “It is staggering to think
of how many people succeeded
because of Monty Hall’s leadership, his mentorship, his friendship. That is the true measure of
Monty’s career, and as he and

their lives, the positive impact
of their service will continue

Deputy Chief of Mission, Brad
Freden; members of the Uruguay House of Representatives
and Senate Defense Committee; and three Uruguay military
flag officers.
Once aboard, the guests were
welcomed by Rear Adm. Frank
L. Ponds, commander, Expeditionary Strike Group (ESG) 3,
and America leadership.
“Our journey around South
America has been about partnerships and engagements
with our friends and our neighbors,” said Ponds. “The United
States and Uruguay have a long
and meaningful relationship
based on the shared values of
fairness, respect, dignity and
compassion; realized through a
fair and transparent democratic
process. Today reinforces the
mutual commitment and cooperation we share as navies
and nations in ensuring the
security of our maritime commons; advancing peace keeping operations; addressing
transnational threats and; carrying-out humanitarian relief and
disaster relief missions.”
America Sailors and embarked Marines from Special
Purpose Marine Air Ground
Task Force (SPMAGTF) South
provided the distinguished visitors with a tour of the ship’s
vehicle stowage area, hangar
bay, medical spaces and flight
deck. During the tour, Marines
showcased their humanitarian
assistance and disaster relief
(HADR) capabilities available on board, including their
transportable lightweight water
purification system.
“As a Navy and Marine Corps
team, we must all be ready for
unexpected humanitarian missions,” said Lt. Col. George D.
Hasseltine, commanding officer,
SPMAGTF South. “Marines are
able to bring incredible capability from the sea to on ground
locations expeditiously. Just
like our Uruguayan partners,
humanitarian efforts are a priority for us, and we train and
prepare for these types of missions daily.”
Guests had an opportunity to
walk through the ship’s medical spaces as well and observe
America’s diverse medical and
dental services, including two
operating rooms, an intensive
care unit, 23-bed ward and bedsurge capabilities.
It was the first
community relations event held
at a Guam public
library that gave
Sailors the opportunity to participate in
one of Guam’s literacy
programs for early childhood development.
“I was excited telling the kids
that we are having Sailors coming in,” said Guam Public Library System program coordinator Frankie Aflague. “I felt more
at home because my daughter is
going to be joining the Navy. I
was really proud that the Navy’s
coming down. The kids are able
to see something they don’t get
to see every day.”
Spedero said. “Many of us have
never been to Guam so this is an
opportunity to interact with the
people that support us when we
are out on our mission. Many
crew members are either from
Guam or have family and friends
here on Guam so we have a connection here as well.”
This event was a way
for Sailors to interact
in the community
and build upon the
relationship between
the Navy and the local
community.
“Not everyone gets to see
the military get involved in the
public, seeing the military taking
part and showing that they do
want to help out and get involved
in things going on around in the
community,” said Aflague.
Spedero presented a plaque to
Aflague as an appreciation for
welcoming him and his crew to
the library and giving them the
opportunity to interact with the
children.
Capt. Paul Spedero, commanding officer of Peleliu, sat
down with the children and listened to them read their favorite
stories. He also brought out a
globe to show a child Peleliu’s
homeport in San Diego.

Anchorage conducts change
of command ceremony
by MCC(SW/AW)
Elena Pence
SAN DIEGO - Capt. Michael
McKenna relieved Cmdr. Joel
Stewart as commanding officer
aboard USS Anchorage (LPD
23) during a change of command
ceremony Aug. 15.
“To the Sailors and Marines
of Anchorage; shipmates, it has
been an honor and the greatest
professional achievement of
my professional career to serve
as your captain,” said Stewart.
“Be proud of what you have built
here on Anchorage. Thank you
for your sacrifice, dedication and
camaraderie. I salute you.”
Stewart, a plankowner of
Anchorage, began his tour as
Anchorage’s XO and commissioned the ship in Anchorage,
Alaska May 13, 2013. During his
tenure, Anchorage completed the
Association of Southeast Asian
Nations Defense Forum, Rim of
the Pacific Exercise 2014, Underway Recovery Test (URT-2)
for NASA’s Orion Program, and
a port visit to San Pedro, Calif.,
for L.A. Navy Days.
“To the Sailors and Marines
of Anchorage on the deckplates,
in the chiefs’ mess, and in the
wardroom; it is obvious that you
have been led superbly by Capt.
Stewart and you have enjoyed
under his visionary leadership.
I am pleased but never surprised
when I hear how well Anchorage
is performing. You make that
happen. You are the ship,” said
Capt. Clinton Carroll, commander, Amphibious Squadron
3. “Capt. McKenna, you have
been trained and selected to
serve in our Navy’s most hallowed and trusted position.
Now it is your time, your turn
to prepare, mentor, hone, and
lead. I have no doubt you will
continue to ensure combat
readiness for Anchorage and all
who sail her, and you will find
success at every opportunity
presented.”
McKenna, a native of Missoula, Mont., attended Aviation Officer Candidate School
through the Naval Aviation
Cadet program in 1987. He
was designated a Naval Aviator
and commissioned an ensign in
1989 at NAS Meridian, Miss.
“I feel very fortunate to be
standing here today as a naval
aviator, commanding a warship at sea. It is a tremendous
honor,” said McKenna.
McKenna’s tours of duty
include USS Kitty Hawk
(CV 63), Electronic Attack
Squadron (VAQ) 134, and
U.S. Northern Command. He
commanded VAQ-129 and
VAQ-141. He was selected
for major command in 2009
and served as USS Ronald

from 2012-2014.
First time partnership for
brand-new firefighting training
by Cpl. Christopher Johns
MCAS MIRAMAR - Third
Marine Aircraft Wing aviators
joined firefighters with the Miramar Fire Department in the
brand-new wildland firefighting
exercise aboard the air station
Aug. 14.
Installation and fire department leadership designed this
training to foster a communication based foundation between
firefighters and 3rd MAW aviation assets. Marine Heavy Helicopter Squadron (HMH) 465
joined ground crews to put out
a simulated fire.
“This is just the fundamentals – baby steps,” said Chief
Josh Allen, assistant fire chief
with the MFD. “It’s a growing
process for the aviators and the
fire department to work toward
the suppression of a [simulated]
brush fire aboard East Miramar.”
The fire department here can
call upon 3rd MAW Marines and
assist from the ground and the air
when other fire-combating elements request additional assets
for supporting fires throughout
California.
This is also the first time Miramar firefighters worked with
Marine aircraft, so this exercise

is a learning point for everyone
involved, explained Allen. More
training of this nature is slated
for the future.
“Today was the day for us to
come together and see what we
can do,” said Allen. “Can we
come up with a good suppression
scheme of maneuver? Can we
effectively contain and control a
fire aboard the installation? This
training and future exercises to
come, will create familiarities
with the aviators and fire department in terminology and in terms
of what we need to do so that
when the day does come, we can
work together effectively.”
The fire crews broke into two
divisions, “A” and “Z”, while
Marines attached buckets to
the aircraft. Once equipped, the
Super Stallions radioed ahead
to let the division leaders know
they were ready to drop water
at the time and place in which
ground crews need it.
The training was a dry run, designed and directed to simulate
controlling potential fires aboard
the air station, and although aircraft had buckets, they used no
water as to lessen the drain on
the community’s water supply.
When a successful link and
familiarity is built between aviators and firefighters, the training
could lead to providing a new
asset to the community as well.
Aviators and firefighters built
a partnership to successfully
build upon for the future, and are
slated to perform more training
like this in the future.

San Diego native serves aboard newest carrier PCU Gerald R. Ford
by Lt. j.g.
Jennifer Cunningham
NEWPORT NEWS, Va. – A
San Diego native and 2004 East
Lake High School graduate, is
serving in the Navy as part of a
hand-picked crew charged with
bringing the Navy’s newest aircraft carrier into service.
Petty Officer 2nd Class Courtney Chesson, who enlisted 5 1/2
years ago, is a hospital corpsman aboard Pre-Commissioning Unit Gerald R. Ford (CVN
78), the first ship in its class
and the successor to the Navy’s
Nimitz-class aircraft carriers
that have been in operation for
the last half century.
Chesson and the rest of the
1,000-Sailor crew are slowly
bringing the ship to life, a crew
that will eventually grow to
more than 4,500 when the ship
is at sea. When complete, the
aircraft carrier, powered by two
nuclear reactors, will measure
more than three football fields
long at 1,092 feet in length and
will weigh more than 100,000
tons. It will be capable of sailing
at nearly 35 mph and will carry
more than 75 Navy aircraft.
“Petty Officer Chesson plays
a vital role in preparing our Nation’s newest and most technologically advanced warship for
sea,” said Ford’s Commanding
Officer, Capt. John Meier. “We
have the opportunity to build
this command with the ideals
of our namesake and we are

Last Vietnam-era SEAL retires
by MCC(EXW) Brandon Raile
CORONADO - The last active duty SEAL to have served in combat operations during the Vietnam War retired during a ceremony at
Coronado, California, Aug. 14.
Master Chief Special Warfare Operator (SEAL) Kirby D. Horrell’s
career spanned nearly 47 years. He enlisted on Nov. 15, 1967 and
attended Basic Underwater Demolition/SEAL (BUD/S) as part of
Class 59 shortly thereafter.
Capt. (Ret.) John McTighe, former teammate of Horrell, was a
guest speaker for the ceremony and highlighted Horrell’s impact
on the ‘SpecWar’ community. “The accomplishments we’ve made
since Sept. 11, 2001 were made upon your actions,” said McTighe.
“We’ve built so much on your legacy.”
Despite the personal recognition, Horrell shied away from discussing his own accomplishments, and instead focused on the impact of
Vietnam-era SEALs, as a whole, on the NSW community.
“This ceremony isn’t about me, this is really about all the SEALs
who were in Vietnam,” said Horrell. “It’s about all of us who stood
shoulder to shoulder fighting a very unpopular war. We built the
foundation of NSW that everything today stands on.”
After being piped over the side with his wife, Terri, at the ceremony’s conclusion, Horrell asked the other members of Class 59 who
were present to join him in being piped over the side as a team. One
after another, more than a dozen SEALs filed across the red carpet
to a standing ovation.

help build, develop, and secure
important relationships with the
people of Guam that endure for
years,” said Cmdr. Jack Carver,
Peleliu’s protestant chaplain.
“People are impressed upon
watching warships pull into port.
When they meet the people who
operate and maintain the ship
they are even more impressed.
Community relations give the
general public a personal example of the commitment and
professionalism that characterizes the way Sailors approach
their mission every day.”
Carver added the Sailors who
participate in the community
relations projects will gain a rich
understanding and appreciation
for the history and culture of
Guam.
“We want to return our appreciation for the gracious hospitality that the people of Guam
will offer us throughout our port
visit,” said Carver.
In addition to these COMREL
projects, Peleliu’s sport teams,
including volleyball, soccer,
and men’s basketball will compete against Guam-based U.S.
military teams, as well as host
nation clubs.

Allied forces who conducted
Operation Dragoon, the Allied

World War II.
Operation Dragoon commenced on Aug. 15, 1944, first
with an insertion of Allied commandos and followed by a large
invasion force coming ashore in
Theoule-sur-Mer.
“As we celebrate the 70th anniversary of our veterans’ great

Marking the fourth consecutive port visit to Theoulesur-Mer to participate in Operation Dragoon ceremonies,
USS Mount Whitney (LCC 20)
hosted a reception, conducted
a service project at the Rhone
American cemetery, observed a
ceremony at the Cross of Lorraine, and participated in the
parade of ships.
Rear Adm. Robert Burke,
deputy commander, U.S. 6th
Fleet, joined Mayor of Theoulesur-Mer Georges Botella, U.S.
Charge de Affairs to France
Uzra Zeya, and other French
dignitaries in an at-sea wreath
laying at the point where Operation Dragoon commenced.
Following that ceremony, distinguished guests and veterans
marched through Theoule-surMer to the central square.
“The partnership between
brave French and American
forces resulted in the successful
execution of that mission. That
partnership has existed since
the birth of the United States of
America, and continues to this
day,” said Burke to guests aboard
Mount Whitney and also to the
community of Theoule-sur-Mer.
The U.S. Naval Forces Europe
band also supported the activities, playing taps at the wreath
laying ceremony, marching
in the parade, and playing the
national anthems at the Rhone
American Cemetery ceremony.
As the Rhone American
Cemetery ceremony closed,
Ferguson recognized the
French-U.S. partnership that
was further reinforced during
World War II and remains
strong today.
“Our two nations face the
struggles of our time with the
same sense of purpose and
resolve, Ferguson said. “We
came out of the destruction
and devastation of World War
II with bonds forged from
shared values and cemented
in an Alliance that endures to
this day.”
McDonald announces independent

Variety: Allison Janney remembers first mention in Variety
by Debra Birnbaum
The prestigious Williamstown
Theatre Festival prides itself on
discovering top talent, and in the
summer of 1985, a tall, young
actress arrived in Massachusetts
ready to make her mark. Allison Janney’s roles as “Woman
no. 1” and “Man no. 3” in the
festival’s production of “Citizen
Tom Paine” earned her not only
her first review in Variety, but
also set her on a path that would
include her Emmy-winning
role as C.J. Cregg on “The West
Wing” - as well as her current
Emmy-nominated parts on CBS’
“Mom” and Showtime’s “Masters of Sex.”
WHAT DO YOU REMEMBER ABOUT THAT SUMMER?
I didn’t get paid - you don’t get
paid to go to the Williamstown
Theatre Festival. I auditioned,
and got accepted, and got cast
in the first play there. My first
official big job! I was thrilled to
be in the in crowd. I was finally
doing what I wanted to do.
HOW DID IT FEEL TO SEE
THE REVIEW IN VARIETY?
I don’t think I even had an
agent at that point. I had a manager who told me I was in Variety. I felt like I was validated;
The 37th season of the “History Alive” lecture series, presented by the Lemon
Grove Historical Society, will focus on the future of Lemon Grove during 201415, announced Estelle Lauer, Vice President for Programs.
Carol Dick, Lemon Grove’s Director of Development, will spearhead the series

here’s proof that I’m an actress.
WHO WERE YOUR CONTEMPORARIES AT THE TIME?
I met a lot of people that summer
who ended up changing my life. It
got a lot of work for me. They ended
up remounting that play at the Kennedy Center. That was how I got my
Equity Card.
WHO WERE YOUR MENTORS?
Joanne Woodward. I met her through
Paul Newman, because he directed me
in a freshman production at Kenyon
College. She formed a theater company, and gave us a place to work.
(We) put on a night of one-acts, and
had agents come see us. It’s so hard to
be seen and be noticed, and she gave
us a significant leg up.
WHAT WAS THE BEST THING
ABOUT THAT TIME?
To start a career without being associated with a group of people is very
terrifying, and I was so grateful to be
working with actors, to be at the playhouse, to be in school, and to be with
Joanne providing us with workspace to
do scenes. I felt filled with hope and
possibility.
WHAT WAS THE HARDEST
THING?
Not being sure it would work out. I
was pretty hard to cast, because I was
so tall (6’0”). I had not been out in the

Human trafficking awareness and prevention campaign hits SD
San Diego County District
Attorney Bonnie M. Dumanis
unveiled a new public awareness
campaign that directly confronts
the epidemic of human trafficking and sexual exploitation
of children. The DA’s Office
unveiled billboards across San
Diego County in an effort to
raise awareness of the staggering number of commercially
sexually exploited children in
the county and to offer help to
those children. In addition, a
new web page (ProtectSanDiegoKids.org<http://www.protectsandiegokids.org>) features
information on how to prevent
human trafficking, how to spot
it and how to report it if you
suspect someone is a victim. An
estimated 3.5 million people
will see the billboard campaign
during the first month.
“Our message is clear. Our
community will not tolerate the
sale and purchase of children
for sex,” DA Dumanis said. “We
want everyone in San Diego
County to be informed about
this public safety crisis and understand how to be a part of the
solution. Every exploited child
should be offered a way out that
is safe and immediate. The billboards that are appearing in San
Diego County this week are one
important step toward putting an
end to this increasing crime.”
Cases prosecuted under state
sex trafficking statutes have
more than tripled over the past
four years in San Diego County.
In 2009, the DA’s Office prosecuted nine cases under sex
trafficking statutes; in 2012 that
number jumped to 40. In 2013,
46 human trafficking cases were
submitted to the District Attorney’s Office and 43 defendants
were charged. Fifty victims of
human trafficking were identified, including nine minors.
During the first half of 2014,
the DA’s Office filed 23 human
trafficking-related cases.
The FBI has designated San
Diego County as a ‘high intensity child prostitution area.’ This
form of modern-day slavery is a
local and national epidemic and
it is imperative that the public
realize that children who are
forced into selling their bodies are victims of child sexual
abuse.
If you know someone in
your community who needs
help escaping human trafficking call the National Human
Trafficking Resource Center
Hotline at 1-888-3737-888 or
text BeFree to 233733. In 2013
alone, callers to the hotline
referenced 785 cases of human
trafficking, including 564 cases
of sex trafficking.

Pet World: Have
homemade pet
food recipe
evaluated by a
veterinary
nutrition expert
Q: We’ve been making our
dog’s food and she’s thriving.
However, a large component in
the recipe is brown rice. Many
commercial pet foods also contain rice. I’ve heard in the media
about unsafe levels of arsenic in
rice. Should we substitute something else for the rice, and if so,
what? - D.D., Las Vegas, NV
A: “Seeing headlines linking
food and arsenic can be scary,
so it’s easy to understand your
concern,” says Jill Cline, nutrition
insight manager Royal Canin pet
food St. Charles, MO. “Because
arsenic exists naturally in soil and
water, trace amounts can be detected in many food and beverage
products (including those which
people eat and drink). Arsenic is in
the air, water, rocks and soil, which
is why some plants, including rice,
absorb it. The question is, how
much is acceptable? We constantly
test for scary things, as do other pet
food companies.”
By the way, as far as Cline is
aware, it’s white rice, not brown
rice, which has been implicated
regarding arsenic concerns.
Potatoes might be a substitute,
though brown rice contains B
vitamins, which then would need
to be supplemented for.
Cline adds, “I always suggest
pet owners who choose to use
homemade diets have their recipes
evaluated by a veterinary nutritionist or a Ph.D. animal nutritionist to
make sure that they are safe and
contain all of the nutrients that a
pet might need. There are several
websites that will evaluate homemade recipes to ensure that they
are safe and well balanced.” And
there are links through these sites
to others, some of which feature
established diets:
One such site is the University of California-Davis School of
Veterinary Medicine: http://www.
vetmed.ucdavis.edu/ucvmc_sd/

cfm.
Another option is available at the
Ohio State University Veterinary
Medical Center site: http://vet.osu.

Q: My 4-year-old Yorkshire
terrier marks three or four times
whenever we visit another home.
To stop this, Sophie now wears
diapers whenever we go to someone’s house, which she isn’t happy
about. Is there anything else we
can do? - M.C., White Bear Lake,
MN
A: “Dogs mark for various reasons,” says St. Louis, MO-based
veterinary behaviorist Dr. Debra
Horwitz. “It may be anxiety or
territorial, assuming the dog is
actually marking.”
There are lots of things you can
try to curb this behavior, starting
with a long walk before going
inside. At least your dog won’t
have as much in the tank, if you
get my drift.
“The good news is that Sophie
is a small dog. Keep her on-leash
at your friends’ homes, and if she
begins to lift a leg, scoop her into
your arms and quickly take her
out,” advises Horwitz, an editor
of soon-to-be-released book “Decoding Your Dog,” written by the
College of Veterinary Behaviorists, and also edited by Dr. John
Ciribassi and myself ((Houghton
Mifflin Harcourt, New York, NY,
2014; $27).
It’s best not to give your dog
an opportunity to mark in the first
place. When you enter a friend’s
house, keep her on your lap or
hold her until she’s relaxed Then
give her something to do: Stuff
a treat inside a toy, for example,
so she stays busy ferreting out
the goodie instead of wandering
around the house.
Q: We have a year-old tabby we
rescued from the woods when she
was 6 weeks old. She was really
wild, but my son befriended her.
She’s still a bit skittish and runs
from me. She’s also peeing along
the wall in one room, and also on
a vinyl desk chair. We do have
an older cat that I know is not
responsible. The two cats have
always gotten along well. How
do we stop this behavior? - S.B.,
Eden, NY
A: If this behavior is new, there
might be a medical explanation.

If your veterinarian rules that
out, certified feline behavior consultant Pam Johnson-Bennett of
Nashville, TN, and host of Animal
Planet Canada’s “Psycho Kitty,”
says to place a litter box at the spot
where the cat is piddling regularly.
This should be (at least) your third
litter box. The boxes should be
scattered in various places in the
house. If you offer four boxes,
that’s even better.

While some cats prefer covered
boxes, most seem to like them
uncovered; with three boxes you
can offer choices. Of course, it’s
always important to keep all litter
boxes clean.
“It might be the cats aren’t
getting along as well as you believe,” says Johnson-Bennett. “In
cats, aggression might be awfully
covert. It’s challenging for even
observant cat owners to notice all
their signals.”

As for the chair the cat is piddling on, either hide it for now
or make it uncomfortable for the
cat. Play upside down car mats
(nubby sides up) on the chair, or
line the chair with double-stick
tape or a similar manufactured
product called Sticky Paws. Placing a litter box near the chair also
makes sense.
All cats can be thrown by
change, especially those with the
temperament you describe. Johnson-Bennett can’t help but wonder
if your son has a new schedule;
even his going back to school
might stress out your cat. Home

AutoMatters+: Perception & Illusion at Reuben H. Fleet
performing here, but for a very
limited time. Jason specially
designed his show – entitled
“Perception: See Beyond the
Illusion,” to make interactive
use of the Fleet’s large IMAX
dome, resulting in a stunning,
large-scale, audio-visual treat
for the senses.
Jason has a strong connection with the audience and great
objects from them.
Jason is not your typical magician. Billed as “The World
Champion of Magic,” he was
one of the youngest individuals
to ever headline at the World
Famous Magic Castle in Hollywood. Having grown tired of
working in casinos and putting
on theatrical shows, he currently stars – along with Penn
L

Science Center in San
Diego’s Balboa Park has been
experimenting with new types
of exhibits and shows. That’s
appropriate, since experimentation is an important part of the
scientific method. Prepare to be
amazed by an audience participation magic show.
Jason Latimer is the world-famous magician who performed
a seemingly impossible magic
trick: a STAR TREK-like ‘teleportation’ of five randomly
selected people from one opensided, moving semi-trailer truck
to another, while a second group
of people witnessed this from
a third truck that was driving
alongside (for the BBC one
video, go to http://www.jasonlatimer.com/media.html and click
on the Amazing Truck Teleportation! – “ Truck to Truck”).
We are very fortunate to have
such a world-class magician
Verifying that the water-shaped sphere is real.
comedic timing. In his show he
performs some amazing feats
of magic, including walking
through a solid mirror, shaping
water from a bowl into a sphere
and then letting a member of the
audience touch it to verify that it
is real and, in the finale, not only
bending beams of laser-light but
also managing to somehow hang
and Teller, as a judge on the
Syfy channel’s new TV show
entitled “Wizard Wars,” where
teams of magicians compete to
see who can create the most captivating tricks using common,
everyday items. The magic is
incredible. What they did with
a rocking chair absolutely blew
him away.
Asked how much formal
education he has, Jason replied
“a lot.” His college studies have
included the fields of economics,
mathematics, applied physics
and perceptual psychology. He
lectures at UCLA and elsewhere.
He quickly added that he never
confuses education with intelligence, just as he jokingly
pointed out that we should not
automatically confuse advanced
age with maturity. He said that
he sees science and magic as the
same thing.
He regards magic as a way to
inspire creativity and promote a
sense of wonder, encouraging
audiences to think about how
the magic might be done. As
with so many other things in life,
there is often more than one way
to accomplish something. If he
told us how he does his magic
tricks, we might be less inclined
to think about new, different and
perhaps much better ways to
not only accomplish them but
go well beyond them and create
new things.
To illustrate how “wonder
can change everything,” he told
us the story of how his “totally
fake” magic trick was transformed by others into something
very real. Researchers, after seeing Jason’s bending laser-light
trick and wondering about it,
devised a radical new metamaterial to bend certain frequencies
of light around solid objects.
“If the facts don’t fit the
theory, change the facts.”
- Albert Einstein
What does Jason enjoy the
most – and find the most difficult? “If something were to go
wrong, that’s when you’ve got to
turn it on. Every year of experience, every show you’ve ever
done, is now working with you
and you have to process what’s
the fastest, most effective way
to fix this problem.” He experienced that in today’s show and
did not skip a beat, after a piece
of equipment failed to work as
expected.
According to Jason’s mentor, “good magicians don’t
make mistakes: great magicians can get through every
mistake.” Think about that. It
is one thing to be so well practiced at doing certain things
that mistakes are not made; it
is quite another to be able to
improvise and grow – on stage,
in front of a live audience.
“Perception: See Beyond
the Illusion” runs through Aug.
31, 2014.
Also not to be missed is the
North American premiere of “Illusion: Nothing Is As It Seems.”
That is an appropriate name for
the more than 20 exhibits on
display, which combine magic,
psychology, optical illusions and
scientific reasoning. This runs
through Sunday, Jan. 1, 2015.
For more information and
showtimes, go to www.rhfleet.
