mowing and shrub bed maintenance, seasonal pruning of shrub beds, irrigation
maintenance, and fall leaf and perennial cleanup.
Snow & Ice Management
Snow management provided by Lawn & Turf means that your employees,
customers, residents, and suppliers arrive at your facility safely. You’ve probably seen
our snow plows sitting around at local shopping centers and malls. We clean parking
lots, roadways, and sidewalks with a focus on large scale commercial shopping
centers. These plows range in size from 4’ to 22’ wide.

We also sell Christmas trees at our main office at the corner of Winchester Rd
and Airport Expressway and at Time Corners Shopping Center on Jefferson Blvd.

Looking forward to an exciting 2015. One in which I would like to see us work together in
forming not only lasting relationships within the association, but also outside including the
Building Departments, OSHA and other organizations we work with.

not always have the answer, but will find the person that does. Including, going right to the organization itself.
An example might be OSHA has updated their new reporting guidelines for 2015 and would be more than happy to
discuss questions or concerns. We have already asked for clarification on the word “admitted”.

You may remember last year about this time, there was a discussion throughout the state
regarding legislation to prohibit licensing of residential builders and remodelers. This was driven
primarily by the IBA due to some challenges in central Indiana because so many local jurisdictions
had licensing requirements and larger companies that worked in multiple jurisdictions had to
carry multiple licenses. Ft. Wayne HBA and some others around the state came out against this
proposal and ultimately, no action was taken with this proposal by the legislature.
Licensing has again come up at the state level, not specifically related to homebuilders and remodelers, but for all categories
of licenses currently issued by the state. The state currently licenses a number of occupations such as barbers, manicurists
and cosmetologist, to home inspectors, real estate brokers, EMTs and, as it affects our industry, plumbing contractors and
their journeymen and apprentices.
Rick Wadja of the IBA was one of the persons to provide testimony to the panel that met this last summer, so the IBA is well
aware of the proposed changes. The report the panel generated does not get specific about which occupation’s licenses
should be eliminated. What is clear (and this appears to be coming from the governor’s office as well) is that the goal is to
reduce or eliminate the training, testing and licensing requirement as a way to open up occupations to those who want to
get into a specific trade but do not have the financial resources, time or inclination to go through the necessary steps to get
licensed. These licensing requirements are portrayed as a detriment, and the conclusion of the report is that this will save
the state money, create jobs and improve economic development in Indiana.
It was proposed that the state will then have a “voluntary certification” program that will allow workers who meet the
requirements of a specific occupation certification to apply to be “state certified”, and by doing so, can then advertise that
he/she is state certified. But it still allows anyone who chooses (whether certified or not) to work in that particular
occupation with no training or experience, and with no oversight as to his level of skill and knowledge. It assumes that the
consumer will recognize a difference between the certified and uncertified persons/companies and make informed decisions.
And simply relying on a contractor’s claim to be state certified has little value.
While the report indicates that there may be some licenses that need to remain under the current licensing system, it does
not give any details as to how that decision will be made. It simply implies that we should pass the law and then work out
the details, and the debate will generally be controlled by the strongest lobbies for the various industries. While there may
be some occupational license requirements that are overly restrictive, It is my belief that plumbing is not one of them. There
are true life/safety and property damage issues related to plumbing that could cost, at best, significant dollars to
unsuspecting property owners and, at worst, injury or loss of life to those who employ untrained or incompetent plumbers.
We will also see (under the disguise of job creations and economic development) unqualified workers taking work from
competent trained workers because the property owner can get the work done for a few dollars cheaper. Yet believing he is
getting equal performance. I would like to believe property owners are able to look beyond just price and also consider
experience and training, but based upon the complaints that come into this office about poor quality of work done by
unlicensed contractors, I am not confident that this will occur. Some of those lower paying jobs that are created will be at
the expense of higher paid, well trained workers.
I would encourage each of you to get involved and make your opinion known on this issue to the IBA as well as to our local
state legislators. State plumbing licenses should not be included in this proposal. This type of change needs to be evaluated
thoroughly, occupation by occupation, with input from the various industry associations and representatives and needs to
consider the long term detrimental effect rather than just the short term political gain. We see far too many “unintended
consequences” of these types of broad proposals.

It’s not uncommon for new people to Fort Wayne to be a little perplexed by the company name “Doc” Dancer, as they try to

The meeting was called to order at 7:39 AM by President Tamra Stier
Treasurers Report: Justin Berger reported that we are on schedule financially and we are ahead for the year with our AIG
investments. The report was approved by the Board.
Secretary’s Report: The minutes were mailed out and approved by a Motion by the Board.
2015 budget. The proposed budget was approved by a motion and a second by Justin Berger and Greg Gerbers.
New Member Report. New members were approved subject to a BBB Report. They are Stoops Freightliner, Salin Bank,
Wible’s U-Pick Hardwoods, and Stonegate Mortgage.
Members to Renew. Board Members will make calls to remind Members to renew.
Foundation report. The foundation work is now complete. The Total cost was $24,002.25. We received $6,580.00 from the
city, and made $4,313.05 from the chili cook off, making a net cost of $13,109.20.
IBA dues increase. The state budget is still being reviewed by
the Senior Officers. They hope to resolve it in February. One
main position was unfunded.
Upcoming events:
Inaugural / Casino night January 9, 2015 at Goeglein’s. We
are looking for three more table sponsors. The dress will be
casual as in ugly sweaters etc. Watch e ails for new
programs. Signup sheet to sponsor next years outings is
being emailed to Members. You may bring non-members to
functions.
Greg Gerbers noted that OSHA has new requirement for
reporting injuries. Maurine will send out the information.
Greg also mentioned that the new insurance program is
getting a slow start as many companies are grandfathered
with their old policies for another year.
Jessica Scheurich noted that there is a new fire code and
there is some confusion. If there are problems, please call
her.
Next meeting: January 13 at 7:30 AM at the HBA office.
February 17-18 is Legislative day at the Statehouse.

Insul Slab® System Debuts
December 4th and 5th saw the launch of the Insul Slab® System, a new building product that creates a thermal break and
solves the problem of heat loss at the slab edge. To mark the inaugural installation of the Insul Slab® System, TB
Holdings, LLC and CMA Supply hosted an event at the site of a new construction project on the southwest side of Fort
Wayne. The event was designed to give local contractors and other interested parties an opportunity to see the product
as it was being installed.
The Insul Slab® System was designed by local builder Tony Hicks and is offered by his company TB Holdings, LLC. Along
with Tony, the company is made up of local businessmen Vern Schoore and Mike Peters and local attorney Bob
Nicholson. They have secured a patent on the product and the system, and are looking to have the product available to
the market for spring construction.
Hicks describes the Insul Slab® System as the only product that meets the requirements of IECC Section 402.2.9. The
product provides an R10 24” continuous thermal break from the top of the slab at the edge of the slab foundation. It is
also cost effective, easy to install, and takes into consideration the realities of the building process. This all translates
into lower heat bills and warmer floors for homeowners and time and material savings for builders.
The installation event was filmed as part of a live feed to allow folks who could not make it to the event to view the
activities. For those who could not attend or did not log on to the live feed you can view a video tape of the event at
