HISTORY
Cisterra was formed by Steve Black in August 1999 to partner with Cisco Systems Inc., a
multinational corporation, to help accommodate its rapid growth through the development of large
regional office campuses and sites throughout the U.S. and Europe. Since then, it has developed
over eight million square feet of best-of-class projects ranging from high-rise urban mixed-use
projects to biotechnology and research facilities, to inter-modal rail-served industrial, to traditional
multi-family.

STEVEN L. BLACK, Chairman
Mr. Black formed Cisterra in 1999 to develop technology campuses
on the East Coast, Europe and Canada for Cisco Systems. His
present responsibilities include setting the strategic vision for the
company and managing its talented group of professionals. Prior to
forming Cisterra, Mr. Black served as Chief Development Officer of
Kilroy Realty Corporation (KRC:NYSE), a publicly traded real estate
investment trust. Mr. Black joined Kilroy Realty Corporation through
merger with The Allen Group. The combined company is one of
California’s preeminent commercial development companies.
Mr. Black has also served in a number of other prominent senior
management positions within the real estate development industry
during the last 30 years. Over the tenure of Mr. Black’s career, he
has been involved in the development of approximately 20 million
square feet of projects.
Mr. Black also served as Vice Chairman of Hearthstone Realty Advisors,
one of the largest institutional investors in the homebuilding sector
in the United States.
Mr. Black was a certified public accountant with Deloitte. Mr. Black also founded The Four Graces
winery located in Oregon, which produces high-quality Pinot Noir.
In 2007, Ernst & Young named Cisterra Partners, LLC “Entrepreneur of the Year.” In 2004, the National
Association of Industrial and Office Properties (NAIOP) named Cisterra “Developer of the Year.” A
number of Cisterra’s projects have been recognized as “Project of the Year” for their excellence.
A graduate of San Diego State University with a degree in accounting, Mr. Black has been a significant
supporter of educational, arts, and environmental organizations and serves as a Fellow with The Aspen
Institute, and Advisor to the Burnham-Moores Center for Real Estate at the University of San Diego, a
John Muir Society Member of the Sierra Club, among others.

JASON R. WOOD, Project Principal
Mr. Wood’s key role is identifying new investment and development
opportunities for Cisterra. His strategic and successful development
oversight and years of experience structuring transactions is
demonstrated through projects like the award-winning DiamondView
Tower adjacent to Petco Park in downtown San Diego, the Sempra
Energy Corporate Headquarters Building across from the ballpark,
and the Gateway at Torrey Hills project in Del Mar. Mr. Wood’s
other essential roles include overseeing leasing, financing and
underwriting of all Cisterra projects.
Prior to joining Cisterra in 2001, Mr. Wood was Director of
Acquisitions and Development for Kilroy Realty Corporation where
he participated in the acquisition and development of over $500
million in existing properties and new development opportunities.
He also structured and negotiated over 1.5 million square feet of
lease transactions.
Mr. Wood’s experience also includes C.B. Richard Ellis where he underwrote real estate transactions,
and Picus Associates in Princeton, New Jersey, where he helped develop and manage the 2,200 acre
mixed-use Princeton Forrestal Center development.
A 1993 graduate of the Wharton School at the University of Pennsylvania, Mr. Wood is also a former
member of the United States National Rugby Team and former board member of the San Diego
Downtown Partnership and National Association of Industrial and Office Properties (NAIOP) San Diego
Chapter.
Cisco Amsterdam
JOSEPH B. TYSON, Principal
Mr. Tyson is responsible for all operations and capital markets
activities. During his career, Mr. Tyson has been involved in over $10
billion of both public and private real estate transactions.
Prior to joining Cisterra, he served as President and Chief Operating
Officer at The Picerne Group, an international real estate investment
company. Before The Picerne Group, Mr. Tyson was an executive at
Pan Pacific Retail Properties, Inc., a public Real Estate Investment
Trust (“REIT”). He was appointed Executive Vice President, Chief
Financial Officer, Treasurer and Secretary from 1999 until the sale of
the company in October 2006.
Prior to joining Pan Pacific, Mr. Tyson served as Chief Financial Officer
of The Allen Group, a San Diego based real estate company. Before
relocating to California, Mr. Tyson worked at Heitman Financial
Ltd. for 11 years serving in various capacities, including Senior Vice
President and as a member of the Executive Committee. Prior to
commencing his real estate career, Mr. Tyson was a certified public
accountant with PriceWaterhouse in New York.
A graduate of Indiana University with a degree in accounting, Mr. Tyson serves as an Executive
Committee member at the University of San Diego Burnham-Moores Center for Real Estate and served
on the Board of Directors of Volcom, Inc (VLCM).

PAUL THOMETZ (AIA), Project Executive
As Project Executive, Mr. Thometz supervises and is responsible
for direction of the design & construction activities associated with
Cisterra’s development projects. Paul serves in an executive capacity
guiding and overseeing the company’s interaction with government
and administrative agencies in connection with entitlements, project
planning and permitting and negotiation and fulfillment of project
activities with contractors and consultants.
Prior to joining Cisterra, Mr. Thometz was V.P. and Director of Design
& Construction for LBA Realty, a real estate investment trust with
nearly 40 million square feet of office and industrial space in the
western United States. Prior to that, he managed the Los Angeles
office of the architectural firm of Austin Veum Robbins Partners
(AVRP). Previously, Paul was a Principal with HOK Architects and a
member of the firm-wide Marketing Board.
In his career, Paul has overseen the development and construction of more than 30 million square
feet of commercial, residential, mixed-use, resort and institutional buildings and facilities for private
interests and public agencies through the United States and Mexico. His recent projects include a 1
million square foot high-end residential high rise and mixed use project in downtown Los Angeles; the
770,000 square foot world headquarters campus and R&D facility for Biogen Idec Pharmaceuticals in
San Diego; and the 330,000 square foot Sempra Energy Headquarters tower in San Diego.
Mr. Thometz is an honors graduate from California Polytechnic University San Luis Obispo. He has
served on the boards of numerous professional organizations. His current and past affiliations include
the American Institute of Architects (AIA), National Association of Office & Industrial Parks (NAIOP),
the Commercial Industrial Development Association and the Urban Land Institute (ULI).

ALEX P. BEATON, Project Director
Mr. Beaton’s responsibilities as Project Manager include management
of the day-to-day operations of Cisterra’s active construction
projects, including preparation and processing of development
entitlements and permits, coordination of the efforts of contractors,
design professionals and other project consultants and management
of project budgets and schedules.
Prior to joining Cisterra, Alex served for five years as the Development
Manager of CityMark Development, a San Diego-based boutique
urban condominium developer, overseeing the firm’s development
projects in San Diego and Las Vegas. Before joining CityMark, Alex
served for five years as a Project Manager at Intracorp Companies, a
West Coast-based developer of multi-family projects, managing the
development and construction of projects in the greater San Diego
area. His experience spans the range of acquisition and development
activities, including due diligence, financing, leasing and sales management. He has participated in
the development of more than $1.5 billion of office, retail, multi-family and single-family projects of
varying types and sizes.
Mr. Beaton is a graduate of University of San Diego where he earned a Bachelor of Arts degree in
Business Administration. He is an active member of the Urban Land Institute, the San Diego Downtown
Partnership, the San Diego Chapter of Lambda Alpha, the honorary society for land economics, and
Big Brothers of San Diego County.

JOHN W. LUEDTKE, Project Principal
Mr. John Luedtke is responsible for all development, construction, and
operation of multi-family communities for Cisterra. Most recently, Mr.
Luedtke successfully completed a 382 unit, award-winning apartment
project, Redstone at SanTan Village, in Gilbert, Arizona – generally
regarded as the best in class.
Prior to joining Cisterra, Mr. Luedtke was involved in the entire development
and major rehabilitation of over 11,000 multi-family units while Senior Vice
President of Archstone-Smith, the second largest apartment REIT in the
country at the time. Prior to Archstone-Smith, Mr. Luedtke held senior
executive positions with ConAm Properties, Lincoln Property Company,
and Pacific Scene Inc.
Early in his career while at First Interstate Mortgage Company, Bank of
America, and Coldwell Banker, Mr. Luedtke obtained extensive mortgage
banking, appraisal, and property management experience.
Mr. Luedtke graduated with a B.S. in Business Administration with an emphasis in Real Estate from the University
of Southern California.

The project vision focuses on creating a landmark tower
along Market Street that combines a mix of residential,
retail, hotel and public parking uses, and then steps down
to an office tower along Island Avenue. The project
was designed to integrate seamlessly into the urban
fabric of the city and to enhance the pedestrian and
residential experience as well as the visual experience
from the ballpark. The project as planned will be a
landmark vertically integrated mixed-use development,
worthy of the most discriminating tenants and residents.
This is clearly demonstrated by the fact that we have
commitments from Ritz Carlton Hotel Company, a worldclass gourmet grocer and pre-leasing interest from two

Cisterra is developing a new Class A office building to
serve as Sempra Energy’s new corporate headquarters
in downtown’s East Village, situated across the street
from Petco Park. The 15-story building, designed
by Carrier Johnson + CULTURE will include 330,000
square feet of office space, 500 parking spaces (above
and below ground), and green building features
designed for LEED Gold certification. The building
plan incorporates smart planning principles including
raised floors, demountable walls, indoor-outdoor event
space, a high floor plate-to-core ratio and multiple view
portals. Iconic and distinctive, the building will be a
fitting symbol for the progressive company - Sempra
Energy.
The design of the project was greatly influenced by
the existing historical buildings on site and the desire
to maximize views into Petco Park the surrounding
downtown areas. In order to capitalize on the spectacular
vistas this site affords, there will be three balconies facing
south, peering into the ballpark and beyond to San
Diego Bay, Coronado and Point Loma. Floor-to-ceiling
glass walls, looking out to two beautifully landscaped
plazas, containing a “green” plant wall and a water
feature, will enclose the building’s expansive lobby.
The lobby and entire base of the tower was designed
with large expanses of glass to create transparency and
porosity so the lobby and the public right-of-way are
seamlessly connected.
The building’s location offers its tenants the best in
entertainment, dining and amenities that San Diego
has to offer. Located across the street from The Park at
the Park, the ballpark and a short walk to the Gaslamp
District – occupants will have over 50 restaurants, 8
hotels and various other conveniences at their disposal.

DiamondView Tower is a distinctive, Class A office tower
in one of Downtown San Diego’s most unique and
sought-after locations. Sitting just beyond Petco Park’s
right field fence, tenants have a spectacular bird’s eye
view of game action. Add to this excellent parking, access
to local and regional transportation, walking proximity
to San Diego’s finest downtown amenities including the
Gaslamp Quarter.
DiamondView Tower is the first office in the U.S. to be
built in association with a major league ballpark and only
the second high rise to open in downtown San Diego
in 20 years. Visitors and tenants are greeted by two 30
by 40-foot graphics of legendary baseball players Ty
Cobb and Babe Ruth, and the “Hall of Fame” lobby
features memorable baseball wall graphics, TV monitor
broadcasting sports, news and Padres games.
DiamondView Tower has become Downtown’s most
desired office address and one of the most exciting
places for retailers, event planners, and neighborhood
residents with “The Ultimate Skybox” event space on
top and Fit Athletic Club and other retail tenants on the
1st two floors.
Cisterra worked with Carrier Johnson + CULTURE as
the building architect to create a design that, while
contemporary and iconic, still works well with the adjacent
historic Candy Factory Building. Careful selection of
materials that reference the surrounding historic brick
structures, layering of facade elements, strategic building
massing and setbacks, and articulation of key building
components all combine to create a landmark tower for
the San Diego skyline. Ground floor restaurant and retail
spaces help to energize the adjacent pedestrian public
spaces.

The Biogen Idec campus is an award-winning
facility that serves as the company’s worldwide
headquarters. In addition to the office division of
the project, the campus also includes laboratory
space including a 12,000-square-foot vivarium
creating a state-of-the-art cancer research center.
Infrastructure is in place with a central plant and
underground utilities designed to support up to
770,000 square feet of total development sensitive
to the environment and natural topography, the
project incorporates LEED strategies such as
“Green” bio-swales which treat rain and irrigation
water run off as well as utilizing reclaimed water
irrigation systems.
This people oriented campus connects the
administration building to the research and lab
building via a glass bridge which crosses over
the stream and landscaped Arroyo with views
of a lake and walking paths for employees.
The abundant lifestyle amenities at Biogen include
a fully equipped gourmet kitchen with a 360 seat
dining facility, full service espresso bar and lounge
adjacent to the main lobby for visitor and employee

Gateway at Torrey Hills is a two-building Class A
office project strategically located on an ocean-view
site fronting Interstate 5 in prestigious Del Mar. The
200,000-square-foot project features a graceful
“stepping back” design concept with natural stone
tile, green glass and metallic aluminum elements
arcing along the exterior facades to complement
the surrounding hillsides and open space. Each
building has been strategically positioned on the
7.7-acre site to provide maximum freeway visibility
and signage and panoramic views of the ocean
and Torrey Pines Reserve.
Gateway at Torrey Hills is ideally situated on
Carmel Mountain Road near Interstate 5 and SR56 giving tenants easy access to all points of the
county. Every detail has been considered for this
campus which includes a fully-equipped fitness
center, state-of-the-art technology infrastructure,
multiple patios and gathering areas, waterfall water
feature and beautiful landscaping to complement
the surrounding area.
In keeping with its desire to crate a truly special

Kevin Robb to crate a one-of-a-kind piece
of art to stand permanently in celebration
of the project and those who work within it.
The 30-foot stainless steel sculpture, titled
“Dancing in the Sun,” reflects the sun’s rays so
they appear to be dancing off the sculpture’s grind
marks. The sculpture’s visibility from the freeway

Cisco’s Amsterdam campus functions as Cisco’s
European headquarters. The campus includes
six interconnected buildings bisected by an
11-story connected spine building. The building
features flexible ventilation, flexible interiors using
demountable partitions and modular based design
for mechanical and electrical systems and l interior
column-free space to accommodate flexible
interior space planning.
Other highly specialized systems include an
Underground Thermal Storage (UTS) system,
utilizing wells and aquifers for storage of cool and
warm water, complete redundancy feeds from offsite electrical utility grids, multiple large computer
labs complete with raised floors, redundant
cooling and power systems, and a LON Internet
(IP) addressable lighting building management
controls systems.
A 7,500-square-foot visually stimulating display
center showcases Cisco’s technical accomplishments
and all of the six have an abundance of natural
light. The Commons Buildings includes a fullyequipped gourmet commercial kitchen and has a
600-seat dining facility.

Cisco’s Boston campus, known as the Boxborough
Campus, features office, laboratory and briefing
and training centers and sits on 350 acres. Cisterra
worked closely with town officials, state agencies
and local community groups to master plan and
permit the campus in accordance with land use
regulations and community input.
Infrastructure on this campus includes 1.5 miles
of landscaped roadway, all underground utilities,
wastewater treatment facility, potable water supply,
fire pump house and integrated fire protection
system as well as many off-site improvements
including traffic signals, road improvements and
sidewalks.
The campus incorporates numerous communal
spaces that are strategically integrated by covered
walkways between each building to encourage
employee interactions and communication. Other
unique features include data and executive briefing
centers which showcase Cisco’s latest technology.
The campus also includes a full service cafeteria
with 500 seats and a fitness center.
As with other Cisco locations, nature was a priority
in the planning of this campus which features
over 4 miles of trails for walking, jogging, biking
and skating. It also includes ten acres of active
recreation areas, a multi-purpose athletic field, two
basketball courts, a sand volleyball court and four
ponds providing wetland and wildlife enhancement
as well as storm water retention.

The Point is a timeless statement of quality

in Rancho Bernardo has excellent freeway access and

Cisterra’s planned redevelopment of The Point will
include the addition of a twelve-story Class A office

feet. The new building expand the campus to

Bernardo. The expansion also serves to enhance
the project’s signage, freeway visibility and views of

Civic Center Plaza is located in the heart of
downtown San Diego in a strategic location
next to City Hall. The property is unique in its
location and will be a prime component of any
redevelopment of the Civic complex. Civic Center
Plaza was acquired by Cisterra Development and
leased to the City of San Diego to accommodate
continued occupancy of the property. The City
and Cisterra entered into a twenty year absolute
bondable net lease whereby the City has certain
options to acquire the building. This was important
to the City in the event it determined to redevelop
the entire City Center Plaza area. Cisterra used an
extremely low cost finance vehicle and was able to
pass this low cost financing benefit through to the
City in the form of reduced rent creating a win-win
relationship.
Built in 1973, Civic Center Plaza is surrounded by
the Civic Theater and city offices. Benches, picnic
tables, shade trees, and landscaping around
the perimeter help create a welcome gathering
space for civic events and provide space for area
employees to enjoy an outdoor break. A water
fountain, emulating the bow of a ship cutting
through the sea, entitled “Bow Wave” by Leland
Malcolm and a terrazzo design commemorating
Juan Rodriguez Cabrillo’s discovery of San Diego
bay in 1542 can be found at Civic Center Plaza.

Logistics Park Kansas City (“LPKC”) is a 1,000 acre
intermodal-served logistics park situated 25 miles
southwest of Kansas City in Gardner, Kansas. BNSF
Railway worked with Cisterra Development and The
Allen Group to develop the project for distribution
and warehouse facilities for their customers. With
the rapid growth of the international trade and
continuous west-to-east rail freight transit, LPKC
serves as a key hub for major distribution to the
population centers throughout the central United
States. The project will consist of more than 7
million square feet of state of the art distribution
facilities and create over 7,700 new jobs, providing
a $1 billion economic impact to the state of Kansas.
