1.0 INTRODUCTION
This report presents the results of a tree assessment for the Verizon Wireless site located at
1455 Lawrence Road in Danville, California. The approximately 1.82-acre site is one parcel
(APN 206-160-0207), which is occupied by Breton’s School for Dogs and Cats. The site
consists of several buildings, including a multi-storied main office and house, three kennel
runs and storage areas. The majority of the property is paved with the exception to the three
fenced play yards and a side yard along the northern boundary. The property is bounded
along the north, south, and east by private residences and to the west by Lawrence Road.
The purpose of this report is to present information on the species, size, condition, and value
of the trees on the property.
The Town of Danville regulates disfigurement, damage or removal of protected trees under
the Tree Preservation Ordinance (Section 32-79.2). A “tree” is defined as a live woody plant
having a single stem or multi-stemmed perennial plant, which is over fifteen (15) feet in
height at maturity. “Protected trees” include any native trees that have a trunk diameter of
ten (10) inches or greater or a multi-stemmed tree that has a combination of trunks totaling
twenty (20) inches or greater measured at four and a half (4 ½) feet above the natural grade
of the site, also referred to as diameter at breast height (DBH). Native tree species are
defined as, coast live oak (Quercus agrifolia), valley oak (Quercus lobata), canyon live oak
(Quercus chrysolepis), blue oak (Quercus douglassii), California black oak (Quercus
kelloggi), interior live oak (Quercus wislizenii), white alder (Alnus rhombifolia), California
bay (Umbellularia californica), California buckeye (Aesculus californica), California
sycamore (Platanus racemosa), madrone (Arbutus menziesii), and London planetree
(Platanus xacerifolia). Protected trees also include trees that are designated as Heritage or
Memorial trees. A “Heritage tree” is defined as any single-trunked tree, regardless of the
species, which has a trunk diameter that measures thirty-six (36) inches or greater DBH. A
“Memorial tree” is defined as a tree planted on public property in memory or
commemoration of an individual or individuals.

2.0 METHODS
The property was surveyed on October 13, 2015 by Charlotte Marks, International Society of
Arboriculture (ISA) Certified Arborist #WE-10519A. All trees on the property and along the
boundary of the adjacent parcel to the north (APN 206-140-0202), along the eastern side of
Lawrence Road and at the entrance of the site were surveyed. A diameter tape or calipers
were used to verify each trunk diameter. The measurement from the trunk to the end of the
longest lateral limb was used as the dripline radius (DLR). The height of each tree was
estimated and photo documentation was taken of each tree. All trees were surveyed and
mapped using a Trimble GeoXT Global Positioning System (GPS) hand-held unit. Larger
trees were tagged with pre-printed aluminum tags, and the remaining small trees were
assigned a tree number, which corresponds to the numbering in Appendix A and Figure 1.
Additionally, the overall health and structural condition of each tree was rated according to
Table 1 below. The health rating considers factors such as the size, color, and density of the
foliage; the amount of deadwood within the canopy; bud viability; evidence of wound
closure; and the presence or evidence of stress, disease, nutrient deficiency, and insect
infestation. The structural rating reflects the trunk and branch configuration; canopy balance;
the presence of included bark and other structural defects such as decay; and the potential for
structural failure. In cases where conditions fall between the good, fair, and poor ratings,
intermediate ratings fair-good and fair-poor were used.

Good
There is an average or below-average amount of deadwood/dieback with respect to the tree’s size and
growing environment; leaf size, color, and density are typical for the species; buds are normal size,
viable, abundant, and uniform throughout the canopy; current and past growth increments are
generally average or better; any callusing is vigorous. This health rating indicates that there is very
little, if any, evidence of stress, disease, nutrient deficiency, and/or insect infestation.
Fair
There is an above-average amount of deadwood/dieback with respect to the tree’s size and growing
environment; leaf size, color, and density may be below what is typically expected for the species;
buds are normal size and viable, but slightly sparse throughout the canopy; current and past growth
increments may be below average; tree may be slow to callus around old wounds. This health rating
indicates that there is moderate evidence of stress, disease, nutrient deficiency, and/or insect
infestation.
Poor
There is an extreme amount of deadwood/dieback with respect to the tree’s size and growing
environment; leaf size, color, and density are clearly compromised; very few viable buds are present
throughout the canopy; current and past growth increments are meager; no evidence of callusing
around old wounds. This health rating indicates that there is widespread evidence of stress, disease,
nutrient deficiency, and/or insect infestation.
Tree Structure
Good
No wounds, cavities, decay, or indication of hollowness are evident in the root crown, trunk, or
primary and secondary limbs; no anchor roots are exposed; no codominant branching or multiple trunk
attachments are present; very little included bark at branch attachments exists; no dead primary or
secondary limbs are present in canopy; there have been no major limb failures; limbs are not
overburdened; branching structure is appropriate for species; any decay is limited to small dead
branches/stubs. This structure rating represents a low potential for failure.
Fair
With respect to the size of the tree, small to moderate wounds, cavities, decay, and indication of
hollowness may be evident in the root crown, trunk, and/or primary and secondary limbs; some anchor
roots may be exposed; codominant branching or multiple trunk attachments may be present, but
included bark does not exist or is not well developed; minor to moderate amounts of included bark at
branch attachments may exist; there may be small to moderate amounts of large dead limbs in canopy,
but there is no evidence of large limb failures; limbs may be slightly overburdened; branching
structure and/or canopy balance may be moderately altered by the tree’s growing environment. This
structure rating represents a moderate potential for failure.
Poor
With respect to the size of the tree, significant wounds, cavities, decay, and/or indication of hollowness
may be evident in the root crown, trunk, and/or primary and secondary limbs; anchor roots may be
exposed and/or the tree may have lost anchorage; codominant branching or multiple trunk attachments
may be present; significant amounts of included bark may exist in trunk and branch attachments; there
may be significant amounts of large dead limbs in the canopy; there may be evidence of trunk or large
limb failures; limbs may be severely overburdened; branching structure and/or canopy balance may be
drastically altered by the tree’s growing environment. This structure rating represents a high potential
for failure.
The monetary value of protected trees were assessed and evaluated in accordance with the
Guide for Plant Appraisal 9th Edition (ISA 2000). The health and structure of the roots,
trunk, scaffold branches, small branches, and canopy were rated on a scale of 1 to 4, with 4
meaning no apparent problems, and 1 meaning extreme problems. The location of each tree
was evaluated using a scale of 10 to 100, with 10 being lowest and 100 highest. The site
evaluates the relative market value of the site in comparison to other sites in the region and
the quality and general appearance of the site in which the tree is located. The functional and
aesthetic contribution of each tree to the landscape was estimated based on location,
appearance, and species characteristics. The placement of each tree was evaluated to
determine how effective the tree is at providing its functional and aesthetic contributions.

Using the results of the tree assessment, Species Classification and Group Assignment lists
provided by the Western Chapter of the ISA (2004), and typical local prices for nursery
stock, an estimate of the value of each protected tree was determined using the Trunk
Formula Method. Appraised values were rounded to the nearest $10.00. Detailed
evaluations and value calculations for protected trees are provided in Appendix B.
Additionally, the remaining life span of each protected tree was estimated based upon the
overall health rating as shown in Table 2.

3.0 RESULTS AND DISCUSSION
A total of 139 trees, consisting of 40 black walnut (Juglans nigra), 30 English walnut
(Juglans regia), 26 valley oak, 9 willow (Salix sp.), 5 coast redwood (Sequoia sempervirens),
5 juniper (Juniperus sp.), 5 white mulberry (Morus alba), 4 foothill pine (Pinus sabiniana), 3
Italian cypress (Cupressus sempervirens), 3 ash (Fraxinus sp.), 2 crape myrtle
(Lagerstroemia indica), 2 Chinese hackberry (Celtis sinensis), 2 California sycamore, 2
interior live oak, and 1 Prunus (Prunus sp.), and are located on or adjacent to the site.
Appendix A shows detailed tree survey data for all trees. Tree locations are shown on
Figure 1.
Of these trees, 20 trees, consisting of 15 valley oaks, 2 California sycamores, 2 black
walnuts, and 1 willow, are protected under the Tree Preservation Ordinance. In general, the
trees on the site are in good to fair-good condition with an estimated life span from 10 to 20
years. Three trees are large enough to be considered Heritage trees (#59, #154, and #179),
but all three of these trees are in fair to poor condition with significant deadwood, large
wounds, and lack of canopy and are anticipated to live no more than one to two years. Table
3 summarizes the data of the protected trees and Appendix B shows detailed appraisal
information for each protected tree. The total appraised value of the protected trees is
$108,340.00.

3.1 Impacts and Mitigation
The project is expected to remove Tree #129; a Chinese hackberry located next to the
existing utility pole and may remove Trees #102 and #103, both small native oak trees with a
trunk diameter of 1 inch, due to utility trenching. No protected trees will be removed by the
proposed project. Tree #48 is located just outside of the utility corridor along the northern
boundary. Although its canopy is extremely small, consisting mostly of stump sprouts due to
previous topping at ~6 feet, the roots of this tree likely extend into the utility trench area.
This tree will never recover from the loss of the entire canopy. Although it shows good vigor
and may survive for another 5-10 years, new growth is likely to be structurally unsound and
the tree is likely to develop decay and additional structural problems over time. Therefore,
this tree is recommended for removal. Although it is recommended for removal, a tree
permit would be required for the removal Tree #48. Mitigation, in the form of on- or off-site
planting of replacement trees with a cumulative diameter equal to the tree being removed,
may be required for removal of this tree, at the discretion of the Town of Danville Planning
Commission. If the tree is not removed, then no permit or mitigation is required.
3.2 Tree Protection Recommendations
The following tree protection measures should be implemented to minimize impacts to trees
to remain on or adjacent to the project site.
•
Tree Protection Fencing, consisting of four foot tall, brightly-colored, high-visibility
plastic fencing, shall be placed around the perimeter of the tree protection zone (TPZ)
(dripline radius +1 foot or edge of planter). The TPZ is the minimum distance for
placing protective fencing. Tree protection fencing should be placed as far outside of
the TPZ as possible. Signs shall be placed along the fence denoting this as a Tree
Protection Zone that shall not be moved until construction is complete. In cases
where proposed work infringes on TPZ, fence shall be placed at edge of work.
•
Whenever possible, fence multiple trees together in a single TPZ.
•
Tree protection fencing shall not be moved without prior authorization from the
Project Arborist or the Town of Danville.

•
No parking, portable toilets, dumping or storage of any construction materials,
grading, excavation, trenching, or other infringement by workers or domesticated
animals is allowed in the TPZ.
•
No signs, ropes, cables, or any other item shall be attached to a protected tree, unless
recommended by an ISA-Certified Arborist.
•
Underground utilities should be avoided in the TPZ, but if necessary shall be bored or
drilled. If boring is impossible, all trenching will be done by hand under the
supervision of an ISA-Certified Arborist.
•
Pruning of living limbs or roots over two inches in diameter shall be done under the
supervision of an ISA-Certified Arborist.
