The Official Community Plan (OCP) for Electoral
Area “D-1” is moving forward rapidly. “The project’s
Citizens Committee and RDOS staff have been
working hard over the summer and will have a draft
ready to share in November “ says Tom Siddon, Area
“D’s” Electoral Area Director.
Work has focused on the issue areas residents identified as the Plan Area
priorities through community engagement activities and a resident survey.
The top three issue areas, OCP goals for the issues area, and some of the
changes the new OCP is proposing to address them, are highlighted here.
Natural environment:
Steward and protect the area’s natural features and
systems, including sensitive and endangered ecosystems,
fish and wildlife habitats, and wildlife corridors.
NEW local area policies for Kaleden, Apex, Twin Lakes, St. Andrews and
Other Areas (Green Mountain Road, Farleigh Lake, Marron Valley) with
stronger environmental focus and supporting policies
NEW reorganized and expanded OCP section on the Natural
Environment and Conservation featuring separate sections on Riparian
and Foreshore Areas, Terrestrial Areas, and Conservation Areas
NEW and expanded section on Environmentally Sensitive Development
Permit (ESDP) Areas with mapping developed with South Okanagan
Stewardship and Conservation Program

Water resources:
Protect and manage water
resources, including both surface
and groundwater, for residential and
agricultural uses, and for ecosystem
health and wellbeing.
NEW surface and groundwater conservation and
management policies throughout revised OCP,
including direction to develop a groundwater bylaw
for the Regional District to better protect, manage and
steward groundwater resources in “D-1” and other
electoral areas
NEW policies (19.4.11) to require additional
information for Twin Lakes and St. Andrews for aquifer
protection
Infrastructure and services:
Improve and expand infrastructure
in designated rural growth areas,
including water and wastewater
treatment systems, and cellular and
Internet coverage and connectivity for
all settled areas without compromising the
protection of the Dominion Radio Astrophysical Observatory from Radio Frequency Interference (RFI).
REVISED AND EXPANDED policies on protecting
operations at the Dominion Radio Astrophysical
Observatory (DRAO), a major national research facility
and economic generator for “D-1”
REVISED AND EXPANDED water supply/sustainability
policies with support for additional groundwater
monitoring
NEW policies to support the expansion of sewer
service to Kaleden and improve and expand other
regional services, including cellular and internet access
