is being held on
Wednesday. There
will be a parade,
lunch, kids games,
program, music
and fireworks. A $3
button admits you to
all of the 4th of July
events. The schedule
is: 10 a.m. parade line
up along frontage road heading west. Floats, businesses, old cars, new cars, horses, teams & wagons, old &
new farm equipment, bicycles, tricycles, walkers, churches
& organizations, other family\class reunions. Any questions

Informational Meetings
To Discuss The MT 16 / MT
200 Glendive to Fairview
Corridor Planning Study
The Montana Department of Transportation (MDT) is
conducting two informational meetings to discuss the MT 16
/ MT 200 Glendive to Fairview Corridor Planning Study. The
study area begins on MT 16 at approximate Reference Post
(RP) 0.6 at the I-94 Interchange in Glendive and extends
northeasterly to the intersection of County Road 123 (RP
50.4) south of Sidney. The study resumes at Sidney’s northern city limit boundary (RP 52.6) north of the MT 200 intersection with Holly Street, and extends northeast on MT 200
to the Fairview city limits (RP 62.5). The study excludes areas within the city limits of Glendive, Sidney and Fairview.
The informational meetings will be held as
follows:
* Wednesday, July 11, 2012, starting at 6 p.m. at the
Sidney High School cafeteria, 1012 4th Avenue South East,
Sidney, MT
* Thursday, July 12, 2012, starting at 6 p.m. at the Dawson
Community College, 300 College Drive, Lecture Hall (UC
102) in Glendive, MT
Both meetings will have the same agenda and will follow the same format.
The purpose of the meetings is to present recommended
improvement options and request community feedback on
the draft corridor study report. Beginning on July 10, 2012,
the draft corridor study report may be viewed at http://

Fair Board members and volunteers, its crunch time as
they are busily preparing for
the annual fair taking place
at the fairgrounds east of
Watford City July 11-14.
This year’s theme is
“Bring out the Kid in You.”
“The board thought this
was a very appropriate
theme because fairs are all
about enjoying the simple
pleasures of being young
and silly. We want people to
come to the fair and enjoy
themselves,” said Janel Lee,
a board member.
General admission is a
$5 button good for all three
days.
Some of the entertainment highlights include a rodeo, carnival, Curly the
Clown and Funtastic Kid
Zone, the Olaf Leiseth Jr.
Memorial Draft Horse Competition, Pinewood Derby
Car Races, demolition derby,
KIDDYUP Goat roping and
youth lil’ buckaroo rodeos.
Funtime Carnival Company, of Payette, Idaho will
be supplying 24 attractions
ranging from kiddies rides to
whizzing and whirling rides,
midway games and carnival
food.
This year, new entertainment is on the venue and features NASCAR Remote Control Racing and Sports Zone.
A 25 foot inflatable archway
will beckon those with a need
for speed to try their hand at
racing through the small track
in an attempt to speed past
the competition to the finish
line.
“We’re pretty excited
about this year. We have
some really good entertainment lined up. With so many
new members in the community we really wanted to create an experience for them
and for everybody that really
showcases what Watford
City and our area is all about.
There are a lot of young
people who are going to be
here and we wanted to offer
them a great fair experience
this year,” said Tim Nelson,
president of the fair board.
The traditional free beef
barbecue is available to everyone wearing admission
buttons and takes place on
July 12.
This year’s fair will
include NASCAR Remote
Control Racing and Sports Zone.
For folks who have
never witnessed a draft
horse competition, the excitement of watching the
massive equine participate
in a type of ag-olympics will
offer excitement and awe.
The annual competition is
named after Olaf Leiseth, a
long time draft horse teamster and member of the Long
X Wagon Team.
Foot traffic at the local
junkyard may have increased as drivers prospect
for sturdy cars to enter into
the third annual demolition
derby which will feature drivers smashing vehicles into
their opponents as they attempt to leave the arena with
the last vehicle running.
Traditionally, the fair has
played host to an extensive
4-H youth lineup of livestock
showing.
“Our city has always
been very big on promoting
and supporting our 4-H
youth program and its members. McKenzie County has
a large program and we like
to get our youth involved and
keep them active by including their livestock showings
and activities into the fair
events,” Lee said.
July 11 kicks off the four
days of fun with 4-H activities starting at 10:00 a.m. and
lasting throughout the
evening.
On Thursday, July 12, 4H exhibits for swine, goat,
sheep, beef breeding and
market beef will take place
until 10:45 a.m. with judging
of the open class taking place
throughout the day.

by popular demand with limited sessions at both 2:00
p.m. and 6:30 p.m.
The fair parade will
make its way down Main
Street starting at 4:00 p.m.
and will be followed by the
beef barbecue at 5:30 p.m.

6:00 p.m. and the event takes
place at 7:00 p.m. in the rodeo arena.
On Friday, July 13, commercial exhibits open at 9:00
a.m. and continue throughout
the day.

and the McKenzie County
Fair.

derby car races kick off with
all participants needing to
register by 3:30 p.m.

5:15 p.m. with car inspections
following. The derby starts at
6:00 p.m.
On Saturday, July 14,
registration for the Great
County Fair Mud Run starts
at 8:30 a.m. and benefits the
MCB Wellness Center.

to put on this event, board
members attend a winter fair
convention as members of
the Rocky Mountain Association of Fairs to prospect
entertainment for McKenzie
County. At the convention
they listen to singers and
musicians, and other entertainment and book their entertainment choices.
Tickets to the demolition
derby or the rodeo cost $10
for adults and $5 for children
ages 6-13. Children six and
under are free.

2012 Acreage Reports Due July 15
The annual requirement of reporting to the FSA office
can be referred to as crop reporting, acreage reporting, or
crop certification. Acreage reports are required to be filed by
any producer requesting payments. This includes DCP,
ACRE, NAP, CRP, LDP and SURE. The deadline for submitting a timely filed acreage report is July 15, 2012. Producers
are reminded that filing an accurate acreage report for all
crops and land uses, including failed acreage and prevented
planting acreage, can prevent the loss of benefits for a variety of programs. Please contact your local Farm Service
Agency for an appointment.

Ribfest 2012 Set For Aug. 10 In Watford City
The Ribfest 2012 Planning Committee has set Friday, Aug. 10 for this year’s
event on Main Street,
Watford City.
The street fair and concessions start at 10 a.m. and
the rib contest will begin at 5
p.m. There will be street vendors and several ping pong
drops that will offer special
deals from Main Street businesses.
The day will be filled
with live music from local tal-
ent, ending with a street
dance featuring the band,
“Branded” beginning at 8 pm.
Prizes will be awarded
for the best ribs with first prize
receiving $1000; second
place receiving $500. The
Booth Showmanship prize is
$250. The “Peoples Choice”
is a new prize this year with
the winners receiving Ribfest
t-shirts.

Shakespeare in the Library!
The grass is green, the sun is shining, and it’s almost time for
an annual visit from the wonderful folks with Montana Shakespeare
in the Park. A lot of folks find Shakespeare a little intimidating, and
even if the notion of spending time with the Bard doesn’t make you
nervous, Old English can be tough to follow. The good news is that
the Library is here to help. First, we’ll get you ready for Shakespeare
in the Park during our annual pre-performance movie night, hosted
by local expert Cindy Osland. On July 5th at 6:30pm, we’ll show a
British film production of Twelfth Night and then Cindy will lead a
discussion about the major themes and historical context. By the
time we’re done, you’ll be an expert, and sure to impress your
friends and audience-mates at Veteran’s Park on July 7th.
But maybe you want to spend a little more time with the literary
classics, without having to actually say, just read a really long play
in Old English. If you do, you should stop by and check out our
Shakespeare display. We’ve got copies of the Montana Shakespeare
in the Parks Family Fun Guide to take to the play, as well as their full
tour schedule (they’re also doing Hamlet in other communities
nearby). And you can pick up a movie or book based on a
Shakespearean play. Did you know that 10 Things I Hate About You
is actually The Taming of the Shrew? Or that Gnomeo and Juliet
does a pretty good job of remaking the original romance classic?
Plus, you can also check out biographies, and copies of most of his
plays complete with footnotes, context, and - where necessary translations.
Summer is a great time to get into Shakespeare @ Your Library.

Entry of Open Class exhibits in the McKenzie County
Fair is from 11 am to 2 pm and from 6 pm to 8 pm on Wednesday, July 11 and from 8 am to 11:30 am on Thursday, July 12
in the 4-H Building on the McKenzie County Fairgrounds,
east of Watford City. Judging takes place from 1 pm to 4 pm
on Thursday, July 12. Exhibit books are available at several
businesses in Watford City.
Top exhibit in each class can receive $10 and monetary
awards will be assigned to all exhibits receiving ribbons as
follows: Grand - $3, Purple Ribbon - $2.50, Blue Ribbons $2, Red Ribbon - $1.50 and White Ribbon - $1.
Open Class also features a “For Show Only” area for
those who wish to not have their exhibits judged. Please feel
free to also share your talents in this way.
Special awards will again be available to youth and
adults who excel in the art of canning. Please see the Open
Class exhibit book for details.

Most Americans don’t realize July 4th is one of the deadliest holidays of the year due to
alcohol-impaired driving
crashes.
Impaired-driving crashes
killed 10,228 people in 2010, accounting for 31 percent of all traffic-related deaths in the United
States. That’s an average of one
alcohol-impaired driving fatality
every 51 minutes.
The Fourth of July holiday
period (6:00pm July 2- 5:59am
July 6) is deadly. In 2010 during
the holiday, 392 people were
killed in motor vehicle traffic
crashes. Of those fatalities - 39
percent were in crashes that involved at least one driver or motorcycle operator with a blood
alcohol concentration (BAC) of
.08 higher.
Nighttime is particularly
dangerous. Across the country,
impaired driving fatalities spike
during the nighttime hours. During the 2010 July 4th holiday period (6:00pm July 2 - 5:59am July
6), more than 80 percent of alcohol-impaired driving fatalities
took place at nighttime (6 p.m. to
5:59 a.m.)
The proportion of alcohol
impairment among drivers involved in fatal crashes in 2010
was almost five times higher at
night (6 p.m. to 5:59 a.m.) than
during the day (6a.m. to 5:59
p.m.) for the July 4th holiday period (6:00pm July 2 - 5:59am July
6).
Young (18 to 34 year old)
people still don’t get the message
that drinking and driving kills.

together to promote safe boating in the state.
“Montana’s auxiliary Coast
Guard members are part of the
United States Coast Guard Auxiliary District 13 serving Washington, Oregon, Idaho and Montana,” said Dave Hansen, Commander of Division 10 in Montana.
The Coast Guard Auxiliary
was set up in 1939 as a group of
volunteer lifesavers to support
the active duty Coast Guard.
“We patrol in boats on inland reservoirs and lakes, provide vessel examinations to private vessel owners and carry
out public education activities,”
Hansen said.
“A vessel exam is free for
the asking,” Hansen said. “We
especially encourage boaters to
have an inspection this time of
year to prepare for a safe boating season. We systematically
go over the boat and all necessary equipment to correct potential problems before they become a safety issue on the water.”

accepting registrations for Becoming an Outdoors-Woman
workshops in 2012.
The annual summer workshop is Aug. 10-12 at Lake
Metigoshe State Park, Bottineau. Participants may take several programs including archery, canoeing, introduction to
firearms, fly-fishing, kayaking, navigating outdoors, global
positioning system, plant identification, introduction to photography, and tracking and trapping. Workshop fees of $135
cover instruction, program materials, use of equipment, all
meals and lodging.

Fireworks Safety Tips:
Never allow young children to play with or ignite fireworks.
Avoid buying fireworks that are packaged in brown paper because this is often a sign that the fireworks were made
for professional displays and that they could pose a danger
to consumers.
Always have an adult supervise fireworks activities. Parents don’t realize that young children suffer injuries from
sparklers. Sparklers burn at temperatures of about 2,000
degrees - hot enough to melt some metals.
Never place any part of your body directly over a fireworks device when lighting the fuse. Back up to a safe distance immediately after lighting fireworks.
Never try to re-light or pick up fireworks that have not
ignited fully.
Never point or throw fireworks at another person.
Keep a bucket of water or a garden hose handy in case
of fire or other mishap.
Light fireworks one at a time, then move back quickly.
Never carry fireworks in a pocket or shoot them off in
metal or glass containers.
After fireworks complete their burning, douse the spent
device with plenty of water from a bucket or hose before
discarding it to prevent a trash fire.
Make sure fireworks are legal in your area before buying or using them.
Severe burns, amputations, blindness, and in some
cases death are often the result of 4th of July Celebrations.

Turtle River State Park will host a workshop Sept. 21-23.
Classes include mountain biking, wild game cooking, stream
fly-fishing, nature journaling and archery. Workshop fees of
$135 include instruction in all sessions, program materials,
use of equipment, and all meals and lodging.
Waterfowl hunting is scheduled Oct. 6-7 in Bismarck.
Participants are instructed in firearm and waterfowl safety,
shotgun shooting, waterfowl identification, water/field decoys
and gear, and techniques for decoying and calling waterfowl. A mentored hunt will be featured Oct. 7. Participants
must possess a hunter education certificate, current hunting
licenses and provide their own hunting clothing, boots or
waders. Workshop fees of $20 include instruction, program
materials and use of equipment. No lodging is provided.
A bow hunting workshop for women with no or minimal
archery experience is set for Oct. 24-28 at Lake Metigoshe
State Park. Participants will achieve the necessary education, experience and confidence to archery hunt
alone. Participants must have previously taken the beginning archery course or have demonstrated a minimum level
of proficiency, and must provide their own archery equipment. More information on this event, including cost, will be
available in midsummer.
BOW workshops are designed primarily for women with
an interest in learning skills associated with hunting, fishing
and outdoor endeavors. Although open to anyone age 18 or
older, the workshops are tailored primarily to women who
have never tried these activities or who are beginners hoping to improve their skills.

McKenzie County Implements Building Department
Oil production in McKenzie County has certainly been a mixed
blessing of job creation and tax revenues, balanced by strained
infrastructure and quality of life challenges. One of those challenges has involved the accelerated construction of homes, businesses, and other buildings. The county is required to adhere to
state building codes which are essential to protecting the long-term
safety and welfare of the people of McKenzie County. It is also an
important part of insuring that buildings maintain their value and
usefulness long into the future. How and what we build in our community today, matters to our residents tomorrow.
Earlier this year, the county commission unanimously adopted
the North Dakota State Building Code as the standard for construction within the county. The next step in the process was the establishment of a building department and permitting process. Effective
July 9th a permit will be required for all new construction projects
within the jurisdiction of McKenzie County. Agricultural buildings, of
course, will be exempt from the permitting process in accordance
with state and county code. Also, all commercial and residential
projects currently under construction prior to that date must be
registered with the McKenzie County Building Department by October 1st. There is no charge for registration of existing projects. However, builders may request a Certificate of Occupancy for their ongoing project at their option.
When do I need a permit? There are multiple types of building
permits to meet different needs including:
Residential Construction: Standard building permit required.
Commercial Construction: Standard building permit required.
Modular Construction: Standard building permit required.

Please contact the building department to discuss your plans
with the code official before beginning construction if you are uncertain whether or not you need a permit. Even if a permit is not needed,
the code official will answer code questions and may provide valuable advice. All work regardless of permit requirements must be
completed in accordance with all applicable state and local codes.
How does the permitting process work? Permits are relatively
simple to obtain. Fill out the appropriate permit application and
submit it with the necessary drawings (2 sets) to the Building Department. Please be aware that, depending on the degree of difficulty, 1st time plan reviews can vary from 2 days to 2 weeks (for
larger commercial buildings). If you would like to meet directly with
an Inspector, call the Building Department to schedule an appointment
Building permit applications and plans will be reviewed by both
the planning and Building department staffs. Once the reviews
have all been done, the listed contact person will be notified to pick
up plans and comments, make the appropriate corrections, and
resubmit. Once all requirements have been met, your plan will be
stamped approved, issued a permit number, fees assessed, and
the permit will be released for construction. The work is then inspected during construction to confirm adherence to the approved
plans and codes. A Certificate of Occupancy or approved final
inspection is issued when the work is completed and found to be in
substantial compliance with code requirements.
Forsgren Associates Engineering: Under the direction of the
county, Forsgren Associates Engineering is assisting with the startup
and operation of the new building department. Forsgren Associates
is celebrating their 50th year in business and the opening of their
newest (eleventh) office in Watford City. They have extensive experience providing building inspection and plan review services from
many communities, as well as state and federal agencies.
What about Zoning? McKenzie County currently has no zoning ordinance. However, the county is currently in the process of
developing zoning requirements. It is anticipated that the new zoning ordinance could be adopted as early as late August of this year.

Wacha Awarded Ben York Masonic Scholarship
Tyler Wacha
Lower Yellowstone Lodge #90 of Masons has announced that
Tyler Wacha has been awarded the Ben York Masonic Scholarship for 2012. Tyler is a 2012 graduate of Sidney High School.
He plans to attend the North Dakota College of Science in
Wahpeton, ND to study Electrical Construction. Tyler hopes
to return to Richland County after his education is complete.
The scholarship award is $500.The Ben York Masonic Scholarship is in memory of Ben York who was a very active Mastor
Mason and Shrine member and Past Grand Master of Montana. Ben was a long time plumber and electrician in Sidney.
The scholarship is designated for students who plan to study
the construction trades.
