Local History
At its beginnings in the 1700s, in
nearby Beauregard Town, Government
Street was the central street known
as Grand Rue and only stretched six
blocks east from the Mississippi River.
By the 1890s, it had expanded to
intersect with the current Park Blvd
and included a street railway car
system that looped from this spot
through downtown.
In 1908, Governor Jared Sanders
oversaw the extension of Government
Street, saying this road would be the
model for all roads in the state. It
was almost named Model Road, but
instead received its current name.
By 1940, it was paved all the way
to Calandro’s Grocery. The Capital
Heights neighborhood was emerging,
business was beginning to boom,
and the street was soon extended to
its current length. In the following
decades, Capital Heights saw ups and
downs with a changing Baton Rouge,
but has recently seen a new
resurgence. With the new changes
coming to Government Street, it
is well on its way to becoming the
“model road” Governor Sanders
knew it could be. It certainly will be
the Grand Rue of Mid City!
Meet WebB Park
Civic Association
Residents of Westdale Heights,
Glenmore Place, Capital Heights and
other surrounding neighborhoods
met June 24th for the first meeting
of the Webb Park Civic Association.
Organizers of the association hope
to “preserve the beauty and value of
one of the oldest and distinguished
neighborhoods in Baton Rouge.” They
are looking to address traffic, develop
bike and walking trails, improve Webb
Park playground and Golf Course,
and better the neighborhood crime
watch initiatives in Webb Park and all
nearby neighborhoods.

off City Mix at La Caretta. The show will
include a retrospective look at vintage
fashion of the 1960s, from the let loose
modern interpretations of the flower
power era to the current mod trends of
minimalist graphic silhouettes of the
British invasion. Get dressed, grab a
friend and enjoy the show!

What are your goals for CHNA? “My
goal is to create a community that thrives
on a "go local" theme, committed to local
artists, vendors, and entertainment. I
would like to see our community events
maximize participation on every age
level, youth to senior, welcoming and
accessible to all.”
Why do you love CH? “My favorite
thang-- the spirit! The CH is full of
diversity and welcomes lifestyles of all
sorts. My friends and I refer to Mid City
as our "bubble," we hate to leave! Whether
grocery shopping and grabbing a bottle of
great wine at Calandros, walking over to
La Carettas for live music and happy hour,
dressing it up for dinner at Bistro Byronz,
or simply dancing the night away at Phil
Brady's. Our bubble is our bubble and we

Bistro Byronz has
big changes in store
for BR locals! A new
dinner menu with
updated food and
drink items debut on
July 16th, including new cocktails and the addition of
a veggie burger. In October, a 4th location will open in
Baton Rouge’s new Willow Grove neighborhood,
adding to the Government Street, Mandeville, and

RUN club
Join us every Monday at 6pm for a
run around the neighborhood. We
start at Phil Brady’s Bar and then
finish there for $1 hamburgers!!!

organization better. If you are interested in any of the

Interns (2 positions available)
• Average of 15 hrs/week.
• High School or College student.
• Must have marketing and design skills.
• Will asssist with social media platforms, event logistics,
marketing efforts, increasing membership, etc.

• Help make sure the neighbors on your street
receive our monthly newsletter, and the CHNA
board knows what the particular issues and
concerns are of your neighbors.

reflect our new branding.

O Magazine
Southern Hospitality
colors the pages of O
Magazine’s August Edition.
The edition follows two
young Canadian girls on a cross-country road trip all
the way to Capital Heights, in Baton Rouge. The
magazine catches a glimpse of residents David Mooney
and Penni Guidry’s eccentric, shabby chic presence
located in the heart of the Capital Heights neighborhood.
David Mooney, a 10 year resident, and Penni Guidry, a
5 year resident, invited Kyla and Jill right in to the
Capital Heights neighborhood as a rest stop in route to
New Orleans. The travelers, planning a short stay in the
Red Stick, quickly reevaluated the planned route and
extended the amount of time in Baton Rouge, with home
base being David and Penni’s. The travelers, referred to
as Instagram Sensations, found themselves celebrating
front porch living with David and Penni, and that
celebration was photographed and posted to Instagram
catching the attention of writers at O Magazine.

Street Smart
Recap
So, why Street Smart? In short, our
links to Downtown, City Park, and LSU,
as well as links within our own neighborhoods are not safe enough. CPEX and
Capital Heights will need YOUR ideas and
input in the next few months in order to
form viable solutions to slowing traffic,
making safer streets with more cohesive
bicycle and pedestrian access, and to
connect more easily with nearby parts of
town.
This plan focuses on the Capital Heights
and surrounding neighborhoods, Bernard
Terrace, Glenmore/Steele Place/Westmoreland, Walnut Hills/Hundred Oaks,
Valley Park and Westdale Heights/Webb
Park. Residents of each area were able
to sit down and point out problem areas
and discuss possible changes. Issues and
areas of concern to Capital Heights that
were mentioned were lighting on CH Ave.,
speeding, bikers not being mindful of
traffic rules, etc.
CPEX’s goals for the next six months are
to form a Steering Committee with
representatives from all six areas; identify
major issues in each zone; identify top
three goals for each zone; have three
Better Block demonstrations to test ideas
and gather final recommendations and
have an implementation matrix.

Crime Update
There has been an increase in the
number and frequency of break-ins in
the past fews weeks. If you haven’t signed
up for Crime Alerts you can do so on our
website, www.chnabr.org. Click on the
Crime tab at the top. We will send out a
weekly email detailing the crimes in the
neighborhood. Residents are encouraged
to report all thefts/break-ins/suspicious
activity to the BRPD and to the
Neighborhood Association.
Summer Beat is rebranding to City Beat.
The rebranding and name change is due to
the change in concert dates from the summer to a late spring/early summer series
as well as a fall series to capture the best of
Louisiana weather. With Summer Beat just
wrapping up, organizer David Johnson is
very pleased with the success of this series.
“We increased the series from six weeks to
eight weeks in case we were rained out a
couple weeks, and we are very glad we did
since we canceled two concerts and moved
one inside Ingleside’s gym,” Johnson said.
City Beat will bring concerts to Mid-City
twice a year to give residents the
opportunity to hear live music right in their
own backyard.
In addition to City Beat, Mid-City Mix will
also be rebranded to City Mix. The new
name will be unveiled at the 60’s “Summer”
of Love Fashion Show at La Carreta on August 20th. The rebranding comes from the
idea to bring City Mix throughout Baton
Rouge and not to just the Mid-City area.
FYI: West Nile
The Federation of Greater Baton Rouge
Civic Associations informed us that EBR
Mosquito Abatement has found mosquitoes
testing positive for West Nile virus very
close to Capital Heights (a trap located at
Goodwood and Lobdell). Please remember
to keep your property free from standing
water. Residents can also contact the EBR
Mosquito Abatement at (225) 356-3297 to
have their property inspected/sprayed.
