The City of Pittsburg is a distinct Northern California
community situated at the confluence of the Sacramento and
San Joaquin rivers. The city has long been a place of
advancement, with continuing communitywide improvements
being implemented to better serve residents, businesses and
visitors alike.
Pittsburg is a thriving city of more than 63,000 residents and

revitalized Old Town district, rich cultural avenues, amenityfilled parks, beautiful homes and exceptional schools. The city
continues to invest in revitalization having spent more than
$100 million in redevelopment projects since 2004.
The dynamic city’s enviable location places it within a close
distance to several big-market cities and a vast transportation
network of roadways, rail lines and airports. California State
Route 4 offers an advantageous connection to Interstate 680
approximately 12 miles west of town. Commuters and tourists
searching for a cost-effective and convenient way to travel are
afforded the services of two public transit options. Tri-Delta
Transit operates fourteen local bus routes during the week
and three on weekends and holidays, which link riders with
employment centers, schools, parks, shopping centers and
Bay Area Rapid Transit (BART) terminals. The Pittsburg/Bay
Point BART terminal station operates along the yellow line – a
route that begins in Pittsburg and ends at the San Francisco
International Airport (SFO).
Additionally eBART is coming to East Contra Costa County!
Construction on this exciting project has already commenced.
Being built in coordination with the Highway 4 widening
project, the combined project represents approximately $1
Billion invested in the corridor. eBART will allow East County
residents to board a train at Hillcrest Avenue in Antioch and
arrive at the Pittsburg/Bay Point BART Station in 10 minutes. eBART trains will be timed to meet BART
trains at Pittsburg/Bay Point. The city anticipates the development of a transit oriented village and
a possible Railroad Avenue station.
In addition to the increasing development plans, the incentives continue to grow for businesses in
Pittsburg. On September 30, 2009 the City of Pittsburg and the unincorporated area of Bay Point were
awarded a conditional Enterprise Zone Designation from the Department of Housing and Community
Development (HCD). It is anticipated that the Zone will receive formal designation by HCD in July 2012.

The Pittsburg Library and future coffeehouse is
located in the Civic Center Complex. The
Complex is a hub for many government agencies
including City of Pittsburg City Hall, Pittsburg
Superior Court, California Army National Guard
185th Battalion Headquarters, and Pittsburg
Unified School District Administrative Offices.
The Complex has average monthly foot traffic of
approximately 40,000 people of all ages.
Located directly across the street from the
Complex is Pittsburg City Park, a 28-acre
community park. This park has 7 baseball

diamonds, an all weather Astroturf soccer field,
basketball courts, play structures, and is the
home field for the Pittsburg High School baseball team. This park is heavily used all week long and is the
site location for many baseball and soccer tournaments. Success Through Self (STS) Academy, the
organization that is responsible for youth and teen programs such as before and after-school sessions,
summer camps, and a summer feeding program, is located at the Youth and Teen Center in City Park.
Being that the coffeehouse location is less than half a mile away from Pittsburg High School (over 2,000
students and staff); many of these students walk past the coffeehouse on their way to and from school
every day. Additionally the newly opened Contra Costa Fire Station #84 is also 1 block from the
coffeehouse. There is also a future planned development for a midrise office building on the adjacent
lot which has the potential to increase the daytime population.

Site Details
The Pittsburg Public Library located at 80 Power Avenue is
undergoing an expansion as part of the Library Renovation
Project. This project includes the expansion of an
additional 2,120 square feet to the library, as well as the
addition of a coffeehouse. The coffeehouse is currently
under construction and will be approximately 1,280 square
feet of interior space and an additional 910 square feet of
outdoor dining and is scheduled to be completed by Spring
2013.
The coffeehouse will consist of six areas: food service and preparation, scullery, dining, storage,
restroom and patio. The seating and serving areas has a legal occupancy load of 50 persons and is fully
ADA compliant.

Request for Qualifications
Interested parties must submit qualification packages to the City by 4:00 p.m. on Friday, August 3, 2012.
No emailed or faxed responses will be accepted. All responses will be time stamped upon receipt to
ensure compliance with the submittal deadline. No responses will be accepted after this time. For more

Qualifications Package
The initial submittal shall include the following components:
1. Cover Letter
The attached questionnaire is to be completed signed and returned along with your package as your
cover letter. Respondent may include a statement of why they should be selected. Incomplete
questionnaires will automatically disqualify a candidate.
2. Relevant Experience
Provide a narrative of prior experience within the last 2 years and qualifications in operating a
coffeehouse establishment. Identify consultants and any proposed key personnel to be involved
with the project and provide their resumes.
3. Financial Data
A summary of the potential operator’s capability to source the capital necessary to successfully fund
and/or finance the proposed concept.
4. References
Provide an accurate list of no less than 3 financial/lending references (name, title, entity, telephone
number and contractual relationship to respondent) that may be contacted with respect to current
and past project experience. Additionally, a reference list of and contact information for clients that
are familiar with the quality of work in similar nature performed by respondent

Evaluation Criteria
The following criteria will be used as the primary basis for evaluating responses throughout the selection
process:
• The quality and thoroughness of the response.
• The respondent’s applicable experience and expertise as well as alignment with the City’s goal
for rent proceeds to directly benefit the Library’s operation.
• The respondent’s track record, experience, and financial capacity to operate a coffeehouse
establishment.
• Experience of key project team members with similar projects.
Selection Criteria
Once a qualified vendor is selected, City staff will negotiate detailed terms of a lease agreement. Once
the agreement has been fully executed, it is anticipated that the vendor will be given the opportunity to
provide input to the construction of the coffeehouse during the final phase of work.
