Public Safety
September was a very busy month for the department. The department spent a quite a bit of time
preparing for the 300th Parade and Celebrate Tolland Picnic. The Tolland 300th Committee
estimated approximately 4,000 participants at both events on September 19. There were no calls
for service for Public Safety during either event. The Department would like to thank the
following agencies and departments: IAFF Local 3954, Tolland Fire Department , Tolland Fire
Department Fire Police Unit, Tolland Fire Marshal’s Office, Tolland Building Official, Town of
Manchester Fire Battalion Chief Joshua Beaulieu , American Medical Response, Ambulance
Service of Manchester, Staffordville Fire Department , Mansfield Fire Department , Crystal Lake
Fire Department, Tolland County Mutual Aid Fire Service MCV-3, Scott Wright from the
Connecticut State Police CTS Unit, Tri-County Fire Police, Tactical Communications, and
Ellington Agway for their contributions to ensure the 300th anniversary parade and Celebrate
Tolland picnic were safe events.
Two of the four ATV’s were loaned by
Ellington Agway to use at the parade and
picnic.

The department has completed the annual maintenance and certification of all of the fire pumps
on each fire engine. Pump testing and certification is required by the NFPA and the ISO which
assists insurance companies to rate the level of fire protection in each community. These ratings
are used to calculate a portion of each property owner’s insurance premium.
All of the licenses to attach our private municipal fiber project to the utility poles have finally
been released. Sertex has two new poles set on Mountain Spring Rd and one new pole on Bald
Hill Rd. The rigid support cable that the fiber is over lashed onto is currently being installed in
various locations in town. The road permit has been pulled for excavating the conduit on Bald
Hill Road. That work is scheduled to start the second week of October. Actual construction of
the network is starting to finally move forward.
Animal Control
In the month of September the Animal Control Department had an extremely busy month
answering 94 calls/complaints during regular & after work hours.
The calls described below are a sampling of the complaints investigated & current
projects/events:
•

•
After many years of searching for a horse trailer to safely transport large animals. The
department has finally taken delivery of one. Tolland Animal Control would like to thank
the Elliot Family for donating a significant portion of the value of their horse trailer to
Tolland Animal Control.
Officers continue to use the Town of Tolland Animal Control Facebook Page (which now
has 2,164 “likes”) to advertise missing and found animals, animals for adoption, and to
keep residents informed of any ongoing animal related events.
Several dogs were found roaming and all were successfully returned to their owners.
Officers are still receiving a high number of calls for sick/injured wildlife. None had
contact with residents or pets and therefore were not tested.

Officers continue to receive a high number of residents calling about missing cats.
Officer Binheimer received a call regarding 3 roaming horses on Old Stafford Rd. With
the assistance of Troopers Beland and Miller, the horses were moved to safety off the
road until we could contact the owner and have her retrieve her horses.
•
The white male kitten found by a construction worker on Route 30 last month has gone to
his new home in Tolland. Sadly we lost the little female kitten after many veterinary
attempts to make her healthy failed. We do wish “Tres” (now Schroeder) and his family
many happy years together!
•
With the assistance of Trooper McCarthy, ACO Binheimer concluded an ongoing
investigation of a resident owning more dogs than permitted by ordinance and which are
a constant nuisance to neighbors. All dogs have been licensed and the case has been
transferred to the Zoning Department for further review and possible action.
ACO Binheimer has begun sending out overdue license letters to residents who did not
renew their dog licenses in June.
A Homing Pigeon turned himself into the dog pound and after several attempts at
tracking his leg band and contacting his owner in Ontario, California failed, he was
placed with a local pigeon loft for proper care and keeping. We wish “Homer” luck!

We have impounded a long haired, Buff (or Flame Point), Himalayan or Ragdoll type cat
which was chased into a pond and became stuck in the mud. The cat appears feral or semi
feral and was infested with fleas. The fleas have been treated and we are seeking a
suitable placement for this cat. A suitable home would be a barn or other structure where
the adopter will care for the cat which they know cannot be handled. The cat was found at
Shafran Hiking Trails on Eaton Road and named “Willie”.

Two big special events have concluded. One being the 300th parade and picnic; which was
highly attended. The second event was the Cider Mill Road Race. Each event ran smoothly and
was a success.
The 2015 Fall Brochure information has been printed and mailed to the residents of Tolland.
Our afterschool program has started. We have 28 children enrolled in the program.
Tolland Tykes has started this month. We are excited to have two full classes this year! The
four year olds are attending class on Monday, Wednesdays, and Fridays, while the three year
olds are attending on Tuesdays and Thursdays. This week they will be attending a field trip.
Tax Office
The Tax Office has been working with the Auditors to complete the Audit for fiscal year 20142015.
Personal Property Warrants have been given to State Marshal Tim Poloski for collection and
Delinquent Statements have been sent out for all delinquent real estate and motor vehicle tax
bills.
The Tax Sale for the remaining 5 accounts that were sent to Attorney Adam Cohen in April of
2015 is set for December 10, 2015 at 10:00.
The office is in the process of compiling a new list and informational documents for real estate
accounts that currently meet the criteria for Delinquent Tax Collection Enforcement. The
Delinquent Tax Collection Enforcement Committee will meet October 14th to review these
accounts.
The Tax Office is currently online with DMV’s new CIVLS software and able to take off and put
on delinquencies real time. Although we are up and running, DMV has encountered several
glitches in the system and is currently trying to resolve these issues. Our office is doing as much
as we can to assist with the process and help the taxpayers resolve their issues.

The Town Clerk attended a conference this month which Secretary of the State Denise
Merrill attended as well as her staff and reviewed new legislation regulating elections
and the new certification program for Registrars of Voters.
One change that will effect local elections is that effective in January, all major partyendorsed candidates will be required to sign the certification form agreeing to the
endorsement before it is filed in the Town Clerk’s office.

The Town Clerk’s office finished organizing and reviewing all files in the vault in
preparation for the new shelving being delivered next month. Our Parks and Facilities
employees were extremely helpful with moving furniture and did an outstanding job of
stripping the tile floor and refreshing some of the paint.

Senior
Happenings
Dedicated to Tolland’s Senior Citizens
Hi folks!
Let me begin with a comment about Tolland’s 300th Anniversary Celebration…
What an amazing event. The years of planning and preparation did not go unnoticed. I feel so fortunate to
have been a part of this celebration. Those behind the scenes are to be commended for the fabulous job
they did. From the Parade to the Picnic, there was no stone left unturned. The floats in the parade were so
creative and fun. I’d like to take this opportunity to thank Steve Boyer for his participation in creating
Tolland’s Senior Float! He did such a great job – so great, we actually came in 3rd place in the Civic
Group Division and won $200.00. I also want to thank the five people that were willing to represent
Tolland’s Seniors. The committee was looking for Tolland’s oldest active member, and our very own
Dottie Loehr stepped up to the plate and rode the float with us. Thanks also to Pat Kramer, Francis Duntz,
Carol Ingraham, and Helen Haley. It meant a lot to me to see you on the float, and we sure had fun! The
Settlers Still Rock is an understatement!
Thanks also, to all the Town of Tolland departments and volunteers that helped make this such a huge success! Tolland is a town you can be proud of!
Our annual Tag Sale is Saturday, October 3rd, from 9:00 am– 2:00 pm. Please help donate items, or
volunteer some of your time to help at the sale. This is one of our bigger fund raisers and the money we
raise will start building our account back up.
The following week, we have AARP Driving Course on October 10th, directed by Bill Ward and Irene
Raiche. The course will run from 8:30 am– 12:30 pm. The cost is $15 for AARP members, and $20.00
for non-members. Call to sign up – it’s not too late.
A reminder about the Flu Clinic being held here October 13, from 9:30 am – 11:00 am. No sign up is
necessary. Insurance accepted is Traditional Medicare (Part B), Aetna, Anthem Blue Cross, ConnectiCare,
Healthy CT and Wellcare. If you don’t have any of these for insurance there will be a $35.00 fee.
There will be no Senior Banquet this year. We will still be having the Birthday Celebration on October
29th at noon and I’d like to combine this with a Halloween Party. There will be a $4 charge for this
luncheon UNLESS you come in costume Well, why not!!! Let’s have some fun. Your “servers”
will be the judges of the costumes, and there will be a prize for the best one.
We have a new program added to the many activities going on here. There is a Meditation Class being
held on Monday, 1:30 – 2:30 pm. The benefits of meditation are numerous, on many levels. So if you
feel stressed, overwhelmed or even curious, why not give this a try. You won’t be disappointed.
We will be closed on October 12th for Columbus Day.
Enjoy these beautiful days of color - ……..Fran

A Note About Outreach Activities
Rebecca Ellert, Elderly Outreach Caseworker
Greetings and Happy Fall!
October 15 marks the beginning of Fall Open Enrollment. This is the time of the year when Medicare beneficiaries can make changes to their health care coverage. Starting October 1, Medicare
Advantage Plans will start advertising their offerings for next year. Remember, not all plans
abide by the marketing rules set forth by Medicare. Be aware of these rules and be on the lookout for other potential red flags so you can make informed decisions about your Medicare options… some things to remember:
 Unless you are already a member of a plan or have given permission, plans are not allowed to
contact you in any way other than through the mail.
 Plan names cannot suggest that the plan is preferred or endorsed by Medicare.
 Plan representatives cannot approach you in public places.
 If you schedule a time to speak with an insurance broker about Medicare Advantage options,
they cannot try to sell you products other than a Medicare Advantage Plan, such as a life
insurance policy.
 Plans cannot offer gifts worth more than $15. Further, they must provide the gift even if you
do not sign up for the plan.
In addition to being aware of these rules, you should consider these tips to avoid becoming the
victim of marketing fraud:
 Always verify all information you receive from an insurance plan representative. If a
representative says that a particular doctor is in network, call the practice to confirm.
 Be aware of your right to choose how you receive Medicare coverage. Medicare Advantage
Plan representatives should not tell you that Medicare Advantage is your only option.
 If you’re feeling pressured, you can tell the plan rep that you will follow up at a later date.
I am now taking applications for Energy Assistance. Please see page 10 in this newsletter to see if
you qualify. Remember, this program has an asset limit, so even if you qualify by income,
your liquid assets must also fall under a certain amount. Call me for an appointment.
Also, in November, we will be distributing food for the Human Services Care & Share Program.
We are looking for people to sponsor a family/senior. This consists of putting together a meal for
the designated family and bringing it to the Senior Center the morning of November 24 th. The
meal comes to the center unprepared and includes a gift card for meat, fresh fruits and vegetables, breads, and dessert – things like that. Please consider helping us out with this. It’s such a
great way to give back.
Enjoy the beautiful fall weather – and stay in a place of Peace.

training session (3-5 days) would be the week of January 11th at the Glastonbury Senior Center. Educational materials are provided, as well as a mentor to answer your questions. Tax
preparation would be every Tuesday afternoon (12-4 pm) from February 9th to April 12th at
the Tolland Senior Center. If you are interested in volunteering and would like more information, please contact Fran Weigand, Senior Center Director, at 860-870-3730.
