coordinates, controls, plans and
supervises the affairs of the Forestry
Division, with the view to advancing
the mission of the Forestry Division.
Develops
strategies

programmes that would allow
the Forestry Division to fulfill its

Conservation Act, the Wildlife
Conservation Act and any other
relevant pieces of regulation for
the protection of the life, health
and safety of consumers and the
environment.
Advises the general public on
matters of conservation and forestry
and serves as a resource person in the
public education programme.
Provides direction and support
for the identification of necessary
and appropriate training for all staff,
to ensure a competent, effective and

Assists

conservation and wildlife officer in
the prosecution of violators of the
department’s ordinances.

Council (NCPC)
Background
THE National Competitiveness
and Productivity Council (NCPC) is
seeking to establish its website which
will be financed by the Compete
Caribbean Program. The Compete
Caribbean Program is a private
sector development program that
provides technical assistance grants
and investment funding to support
productive development policies,
business climate reforms, clustering
initiatives and Small and Medium
Size Enterprise (SME) development
activities in the Caribbean region. The
program, jointly funded by the InterAmerican Development Bank (IDB),
the United Kingdom Department
for
International
Development
(DFID) and the Foreign Affairs,
Trade and Development Canada
(DFATD), supports projects in 15
Caribbean countries. Projects in the
OECS countries are implemented
in partnership with the Caribbean
Development Bank.
Specific Duties and Outputs
Design and construct an
interactive and professional website
that reaches the Council’s target
audiences and meets the objectives
outlined above;
Upon completion of the website
construction; provide training to
select staff from the Secretariat on
how to complete regular content
updating;
Provide a content management
system and work closely with
Communications Officer and select
Secretariat staff at each stage of
the design and stand-up process, to
ensure integration of all elements
details;
Select a platform that allows
easy integration of multimedia
products, social media platforms, and

user-friendly administrator interface.
This includes migration of content
from donor and partner websites;
Select a platform that allows
users to search content by geographic
location, issue(s) and language. This
content should be available to users
for licensing and/or accessing digital
rights management of content;
Maintain a full backup of the
web site through the duration of
the contract. The backup, code and
source files will be delivered in full
to the client on completion of the
website;
Provide links as requested for
integration with Google Analytics;
Work with Council staff
to guarantee SEO through the
following: Keyword research and
analysis, site analysis, competitive
analysis (identify competing sites),
site content optimization, HTML
code optimization, submission to free
search engines, link exchange and
web ranking report;
Ensure that the NCPC web
site is compatible with MS Internet
Explorer, Safari, Mozilla Firefox and
Google Chrome browsers;
Explore the feasibility and
functionality of the NCPC web site
on Blackberry OS, IOS, Android OS
and Windows Mobile OS;
Qualifications Requirements
At least 5 years’ experience in
information management;
Knowledge of web design and
information
systems,
including
content management;
Experience in databases, Access,
SQL, Windows 2003/2008/2012
Servers, ASP, ASP.NET, UML,
Photoshop, Cascade Styles Sheet
(CSS), W3C and XHTML or
comparable technologies;
Experience
working
with
and addressing the needs of
developmental institutions;
Fluency in current trends
in website design, functionality,
interactivity;

Proven experience in successful
web design for organizations
aiming to showcase multimedia
programming;
Ability
to
creatively
communicate the work of NCPC
in both design and presentation of
website;
Understanding of End User
needs and ability to match with
technical solutions;
Strong track record in website

Google analytics and SEO;
Ability to respond to client
needs and requests within one week
of issuance.
Sound
interpersonal,
organizational and teamwork skills;
Ability to work independently,
with initiative and responsibility
in order to perform the outlined
technical functions for the Program.
Duration
The overall assignment will run
over a period of two months.

TAKE NOTICE that a Fixed Date Claim Form and an Affidavit in support Statement of Claim had been filed in the
High Court of Justice (Saint Lucia) on the 26th February, 2014 by the above named Claimant represented by its Director
MARK ANTHONY CHARLES which said Claimant operates its business house of TOLYN MANUFACTURERS in
Vieux Fort.
THE Fixed Dated Claim Form and Affidavit were filed for the following reasons: For the removal of a right of way registered against Parcels No. 1631B 353, 354 and 355 respectively belonging to the
Claimant;
That the Claimant has caused a diversion of the said right of way which was passing in the middle of the said parcels of
land. The said diversion has been upgraded to an 8.23 meter road which is opened to the residents and boundary owners
and to the public of Lombard if necessary.
The 8.23 meter road can be viewed on Plan of Survey by Surveyor John Labadie Licensed Land Surveyor dated the
17th January, 2012 and shown at the Survey Office as Drawing No. P814R at the Survey Office.
The said 8.23 meter road is quite conspicuous on the ground of the areas above mentioned.
The Fixed Date Claim and Affidavit had been set down for hearing on 8th May, 2014 and an Order was made by
the High Court on the said 8th May, 2014 for the Claimant to give Notice(to all residents) by advertisements in two
consecutive editions of the Gazette and 2 consecutive issues of a local newspaper.
IF ANY PERSON WHO IS RESIDING IN THE AREA OF THE ABOVE NAMED PARCELS wish to view
the said Fixed Date Claim and Affidavit and the said Order made by the Court to advertise the Claim may do so at the
Court Office on Peynier Street, Castries between the hours of 9:00 a.m. to 2:00 p.m. and weekdays 9:00 a.m. to 3:00
