Our township manager, Mr. Aaron Bibro, left this position in April to take on a similar position in Hatfield Township, which is about 30 miles outside of Philadelphia. Aaron served Robinson Township for the past four years as a dedicated employee and served in a solid fashion – a true asset. He will be sadly missed. We have recently replaced our former solicitor with the law firm of Bruce E. Dice & Associates and I would like to welcome them to our township. We are also in the process of changing and upgrading our township banking services. These efforts have been achieved by all of our commissioners working in unison and in a nonpartisan fashion for the overall benefit of our residents. Robinson Township is, and has always been, a great place to reside, work and worship, as illustrated by all of our superior amenities. Minor and major renovations are always foremost in the minds of the governing body and ongoing. All of our seasonal events and activities are the result of the tireless work performed by our dedicated Parks Board individuals, headed by Jane Tallon. The Park & Recreation facilities in Robinson Township are arguably the best in Allegheny County. Be assured you can always 2 find a list of activities and events scheduled for our residents by visiting the township website at www.townshipofrobinson.com. Our Public Safety and EMS Departments work together to keep us safe and maintain all of our health concerns. Our Police Department is dedicated to the safety and service of the community and its citizenry and is headed up by Chief Dale Vietmeie,r who has given our Township 34 years of service, almost 20 years serving as chief. He works to maintain safety in both residential and commercial areas of the Township. The Department has recently acquired a police dog that will be used in many different aspects of police work. The dog will be working under the direction of Officer Bryan. Thanks to our highly qualified EMS Department for their professionalism and critical timing of response to our residents when called upon to deliver the highest possible quality of pre-hospital care. We appreciate your efforts. Our Public Works Department is to be commended for their hard work and dedication to keeping our Township well maintained. This department is not just about snow removal. Some of the areas covered by Public Works include road maintenance/repair, storm sewer maintenance, street signs, brush removal, snow and ice removal, leaf collection, mowing and landscaping, and parks maintenance, not to mention our spring and summer clean-up and ongoing maintenance and autumn festival preparation. You can always realize when you enter or leave Robinson Township by the conditions of our roads and facilities. We are very proud to have the services of our three volunteer fire departments -- Groveton, Forest Grove, and Moon Run -- watching over all of our residential and commercial properties. This is a prime example of highly skilled volunteers providing professional results in time of need. Samuel Abatta, Chairman, Robinson Township Board of Commissioners Robinson Says Farewell to Aaron Bibro Aaron Bibro spent the last four years in Robinson as township manager and assistant manager. He brought many new and fresh ideas, and was the type of individual who worked selflessly for the betterment of our community. Aaron said his goodbyes this past April; he and his family will be missed. They will be moving to Hatfield Township in the Philadelphia area. We wish Aaron and his family all the best as they venture forward in this new chapter of their lives. Township Welcomes New Manager Robinson Township welcomed a new manager last month, Jeff Silka. Aaron’s drive and fortitude produced a working environment that created consistency and promoted productivity. Aaron was implemental in the development of the comprehensive study of our park system to ensure Robinson will remain leaders providing a safe, friendly environment for all aspects of recreation. He is a type of individual who worked selflessly for the betterment of our community, Aaron, you will be missed! All my best goes out to Aaron and his family as he ventures forward in his career and all the new adventures life has to offer. Aaron you are the best! Hard to believe that this will be my 13th year as a member of the Robinson Township Parks and Recreation Board. It has been a pleasure to serve on the board as a member, vice-chair, and currently, chairperson. Over the years, I have had the opportunity to work with a variety of people who have been inspirational. We are lucky here in Robinson to have a board of commissioners that takes pride in their park facilities and support the parks financially. With the support of Chairman Abatta and Township Manager Bibro, we recently completed a study of the park system. This will open the door to new development in the parks for years to come. Having a good working relationship with township commissioners, public works, and our residents, only good things can happen. 2013 will be a year for new beginnings. This year our board held yet another activity for our youth. We have been developing a pre-teen dance and are hoping to make it a regular activity. Our Community Flea Market is an activity that has been developed within the past few years, and our township festival is second to none! The Parks Board began planning for the 11th Annual Autumn Festival in early February. We have some fresh ideas that we expect will bring good things. There will be some new attractions for all ages, and we plan to showcase our local talent on a higher level. Parkway West Rotary Club is planning to provide us with a new stage for use at the festival that will help in many ways. Please support this organization in any way you can. They will hold the Gerry Dulac Charity Golf Classic on Monday, July 29 at Diamond Run Golf Club, Sewickley Heights. Proceeds will benefit our parks and Parkway West Rotary charities. For additional information or to registration, visit www.parkwaywestrotary.com. I would like to thank my fellow board members, and the many board members I have worked with over the years. It takes teamwork to present PARKS & RECREATION BOARD successful programs. It is these volunteers that Jane Tallon Chair Person make our events extraordinary. Thank you to our Diane Freese Vice Chair Person Township Commissioners, our Public Works Beth Crawford Secretary Department, and the community for all of your Janet Hammer Member support. Dolly provided her services to the Township for the past 27 years and her hard work and dedication to the job was beyond reproach,” Sam Abatta, Chairman of the Board of Commissioners, stated. He added, “she was not only a colleague but a friend to everyone she worked with. Dolly will be sorely missed.” Anyone who knew Dolly realized she was the heart beat of Robinson Township; truly one of a kind. “You could always count on Dolly to know the answer to any question,” said Carol Merks, who worked alongside Dolly. “She had so much personal history about Robinson Township and really cared about it. She helped me when I accepted the position in the Administration Department and I cannot express how much her friendship meant to me.” For 27 years Dolly worked here in Robinson. She began her career as a bookkeeper in 1985. Dolly was appointed as township secretary in 1992, where she kept the township accounts and balances running smoothly until her retirement in 2012. When Aaron Bibro, Township Manager, began his administrative career in 2006, he credited a great deal to her. “She was instrumental in my development as a township manager. Her passion and hard work were contagious and she will be deeply missed by the many lives she touched.” Dolly touched so many with her encouragement and guidance throughout her life. You will hear many township employees and residents alike eulogize Cvengros for her compassion, counsel and assistance. Joe Bonkowski, Public Works Foreman, remembers Dolly as kind but firm when performing her duties for the township. He said, “Dolly kept our township running smoothly. Dolly handled payment of the bills here in Robinson and she watched every penny.” Dolly was preceded in death by husband, Edward. She is survived by a brother, Victor/Margret, her son, Paul (Diane) Cvengros, her daughter Amy, (Tom) Koval, eight grandchildren, and one great-grandchild. Dedication of the “Daniel P. Tallon Memorial Field” On February 15, 2012, the Township of Robinson lost a friend, retired Commissioner Daniel P. Tallon. Dan was an official who had insight; he watched out for the tax base and his community. At the 10th Annual Autumn Festival, Robinson commissioners remembered Tallon by dedicating the naming of a sports field in his honor. Tallon was remembered with a ceremony by Chairman Abatta, Vice-Chair Forquer, Commissioners Shiwarski, Mapel, and Cegelski, State Representative Nick Kotik, Township Manager Aaron Bibro, Pastor of Holy Trinity Church, Fr. Ken Keene, along with the Tallon family -- wife, Jane, sons Eric, Daniel, and Brandon. Abatta described Dan as a selfless individual who had a way of bringing the best out in people. Dan secured funding for a number of community projects, most notably an expansion of Burkett Park. Dan was always the first person at the seasonal events, even as he was in the midst of his fight with lung cancer. “Dan would have been here today helping to get this festival set up, his day would have begun at 7 this morning,” Abatta said. The monument reads “Daniel P Tallon / Dedicated to his Community / Chairman of Board of Commissioners / In honor of his commitment to our community / And for his leadership in renovations of the Burkett Sports and Recreation Complex.” The monument was designed by Tom Somma. 8 Parkway West Rotary Club Presents its 15th Annual Gerry Dulac Charity Golf Classic parkwaywestrotary.com Monday, July 29, 2013 Diamond Run Golf Club Sewickley Heights Golf Club, Sewickley, PA Benefiting: Robinson Township Parks & Recreation & Parkway West Rotary Charities 10:00 – 11:00 am Registration – Range Open Putting Contest Qualifying Continental Breakfast 11:00 am Shot Gun Start- Scramble Lunch Available at Club House Beverages and Snacks on the Course 4:00 pm Putting Contest Finals Cocktail Reception 5:00 pm Dinner (casual dress) Program Gerry’s Comments, Awards, Auctions and Prizes For additional information or registration Visit: www.parkwaywestrotary.com BELOW: Proposed stage to be donated to Robinson Parks. 9 Robinson Township Police Department The Robinson Township Police Department is headed by Chief Dale Vietmeier. The Police Department has 26 full-time officers including one lieutenant and three sergeants. There is also one Police secretary and desk clerk. In 2012, officers responded to 9,542 calls to service along with 646 motor vehicle crashes. As a result of such a high volume of motor vehicle traffic along with crashes, the police receive multiple grants from Penn DOT to run traffic safety programs. The Robinson Township Police Department will introduce its first ever K-9 Officer in 2013. K-9 “Jarik” (pronounced “Sarik”) was purchased in February 2013 from Shallow Creek Kennels in Mercer County. K-9 “Jarik” is a 16-month-old German shepherd who was imported to the United Stated from the Czech Republic. The initial cost of the K-9 was paid for by donations from Bayer Corporation, The Mall at Robinson, and Giant Eagle Market District. The specially equipped K-9 vehicle was purchased with drug forfeiture money provided by the Drug Enforcement Administration. The K-9 vehicle was outfitted with a custom made kennel, a temperature monitoring system, and a remote door access system, which allows for rapid deployment of the K-9. The cost to outfit the vehicle will be aided by a grant from the Ben Roethlisberger Foundation and the Allegheny County District Attorney’s Office, and an equipment donation from the Total Image Auto sport. Giant Eagle Market District has also agreed to provide food for the K-9 at no cost. K-9 “Jarik” is currently in training at the Pittsburgh Police K-9 Academy and will undergo 12 weeks of extensive training in drug and narcotic detection, locating lost or missing persons, and criminal apprehension. K-9 “Jarik” is being provided with training from the city of Pittsburgh at no cost and will graduate in May of 2013. (PHOTOS BY OFFICER CHRISTIAN SHORT) Police Chief Dale Vietmeier Robinson Township Public Works Department Public Works Foreman Joe Bonkowski 10 The Robinson Township Public Works Department provides services fundamental to safety and the quality of living in our community. Many of these important services go unnoticed until the snow flies and our roads are left with gaping potholes. The Public Works department goes far beyond plowing snow and repairing potholes in our neighborhood streets. Spring and summertime tasks are very labor intensive to keep our parks green and clean, cutting grass and trimming shrubs. Leaf collection and working closely with the parks board in preparations for the Autumn Festival keep them busy in the fall. Robinson Township's Public Works' personnel maintain play areas, the sports complex and equipment, shelters, swimming pool, fields, courts, buildings, and playgrounds. They work year-round to ensure that the township's properties are in good condition and functional, they collect leaves in the fall at no cost to the residents, and they make sure the township roads are plowed and salted during ice and snowfalls. The Public Works Department responds to local emergencies that may arise from clogged sewers, potholes, and other problems. A Note About Our Roads Robinson Township has a Pavement Management System (PMS) to provide long-range planning for the maintenance of the Township’s owned and maintained roadways. It is a blueprint to maintain the Township’s roads that are in good condition while improving roads that are in poor condition. The condition of roads are reviewed periodically to determine the proper maintenance Public Works Department is located: off Leona Road, Robinson Township. Contact Public Works through the Administration Office, 412-788-8120. Message to Pet Owners Remember you must clean up after your pet no matter where you are, in our parks, in your neighborhood, and throughout our community. Ordinance 7 of the 1980 states owners can be fined $1,000.00. All dogs must be wearing a dog license. Dog licenses are issued by Allegheny County. For your convenience, applications are available at the Robinson Township Municipal Building. Snow Removal Code 360 No person shall deposit or cause to be deposited any snow or ice on or immediately next to a fire hydrant or on any sidewalk, roadway, or loading and unloading areas of a public transportation system. Public Works General Services Provided: Road Maintenance/Repair - Storm Sewer Maintenance - Street Signs Brush Removal - Snow & Ice Removal - Leaf Collection Program - Mowing & Landscaping - Parks Maintenance Meet Your Volunteer Fire Companies MOON RUN VOLUNTEER FIRE COMPANY The Moon Run Volunteer Fire Company, located on Route 60, has provided services for over 70 years. The department is responsible for roughly nine square miles of the Township for fire-related calls. In addition, they are responsible for all of Robinson Township when vehicle or technical rescue is needed. Along with responding to calls, the firefighters spent hundreds of hours training and promoting fire prevention. They visit schools, daycare centers, andsafety fairs and have open houses at the station. All of this is an effort in teaching their neighbors fire safety such as the importance of having Exit Drills In The Home (E.D.I.T.H.) twice a year. Founded in 1939, the department was started by a half a dozen men who had a desire to make their community safer. They were known as "The Crazy Club." Together, through their band of the same name, they raised funds, holding dances to entertain their neighbors. Those funds, along with some of their own savings, were used to charter the Moon Run Volunteer Fire Company. In 1946, the department found its home on Steubenville Pike at the old Summit House Hotel. The banquet hall that is used for fundraising claims to have the best hardwood dance floor in Western Pennsylvania. It is ready to handle events of up to 275 people. In addition to hosting weddings, graduation parties, showers, and family celebrations, the department frequently will host live bands. Be sure to check your homeowners’ policy! Your fire department loses money if you simply allow your zip code to determine which community receives your money. In order for our three Volunteer Fire Departments to get full reimbursement, you must make sure Robinson Township is listed as your place of residence. In addition, you will pay less for your premiums as lower rates are applied for theft, burglary, and auto insurance in Robinson’s zone. Do not wait; check you homeowners policy today. 11 Meet Your Volunteer Fire Companies FOREST GROVE VOLUNTEER FIRE DEPARTMENT The members of the Forest Grove Volunteer Fire Department would like to thank the residents of Robinson Township for their support over the past 65 years. During this time, Robinson has grown from rolling farm land to a major business area, and, along with the growth, the fire department has grown as well to keep up with the needs of the Township. From its founding in 1947 and using a borrowed engine from Groveton Fire Department, the department has grown to include two engines, aerial platform, squad, and our newest addition, a UTV. The members of the fire department have volunteered and served the residents of Robinson Township as needed during this time. Without the members, there would be no fire department. We are proud of our members and the diversity they bring to the fire department. We are all volunteers and receive no pay for the work we do for the fire department. Our members are trained in a wide range of classes and skills. We are always looking to add new members. We welcome all residents to stop down any Tuesday night and meet your neighbors and see what we do. If you have small children ,please feel free to stop down and we will be very happy to show the children the fire trucks. The Forest Grove Volunteer Fire Department has always been very active in doing fire prevention programs with all the local schools. Members teach students the dangers of playing with fire, what to do if there was a fire in their home, and helping to keep them and their PHOTOS SUBMITTED BY FOREST GROVE VFD 12 families safe. Last year ,retired Chief Jack Carney had the opportunity to go to the National Fire Academy in Emmitsburg, Maryland, and received additional training in fire prevention which he passes on to the children of the area. Fire prevention and safety are the primary objectives in publishing our annual fund drive letter and we thank our residents for supporting this most important campaign. Without this support, the rising cost of operations would limit our ability to upgrade needed equipment and operating supplies. Remember to teach the children to: STOP, DROP AND ROLL. Also know and practice home fire escape routes. Instruct the children to know the place to meet outside the home in case of a fire. We would also like to remind our residents that the newly renovated and air conditioned Forest Grove Fire Hall is available for rentals for any occasion or celebration. The facility has a seating capacity for 125 people with ample parking and a new food preparation area. Please call 412-906-2011 for availability and rates. REMINDER: Forest Grove VFD volunteers are ready to serve your fire and emergency needs; we are as close as your phone. Just dial 911. GROVETON VOLUNTEER FIRE DEPARTMENT Yes, there is a river in Robinson Township, as well as two creeks and several standing bodies of water. Water and flood management have been a core competency of our department since 1943. The first boat was purchased from Dravo Corporation in February of 1943. This 16-foot boat was used in flood rescue operations. Two additional boats equipped with 5 HP engines were added in 1948. Fast forward to September of 2004. Starting on September 8, widespread flooding occurred as the remnants of Hurricane Frances moved into the Ohio River Valley. Rainfall ranged between 2-4 inches in western Pennsylvania. Numerous roads were flooded as creeks and rivers rose, some to record levels. As bad as the flooding was with Frances, it served as a precursor to the record flooding that occurred just a week later. Hurricane Ivan dropped as much as nine inches of rain in the local area. On September 17, the area received 5.95 inches of rain, setting the record for the most rainfall in one calendar day. This beat the record of 3.60 inches of rainfall that had stood for just nine days since September 8. That record had stood since 1888. The yearly precipitation record for Pittsburgh was also set in 2004, with the airport receiving 57.43 inches of rain that year. The event of 2004 identified training gaps. We immediately sought opportunities to upgrade our equipment and our skill set in water emergencies. In March, 2005, five of our members attended the Water Rescue and Emergency Response program in Harrisburg. Another group attended the same program in 2007. Recently, we have attended training in Emergency Boat Operations, Ice Rescue Emergencies, and Advanced Line Systems, all Operation level certification. We have set a goal to reach Voluntary Rescue Service Recognition (VRSR) accreditation in Swiftwater Rescue and Flood Evacuation, recognized by the Pennsylvania Department of Health, Bureau of Emergency Medical Services, Pennsylvania Fish and Boat Commission, and the Office of the State Fire Commissioner. It is the intent of the program to recognize emergency service organizations in swiftwater rescue. The VRSR program is intended to provide guidance and to develop recommendations for Pennsylvania swiftwater / flood evacuation including but not limited to: o Organizational development o Resource identification and categorization o Training and equipment o Develop recommendations for staffing, training and equipment, based on the applicable standards. We have started the application process which could take up to six months to vet the application and validate the training and equipment requirements. We will become an asset within Allegheny County and the Region 13 area and could be deployed anywhere in the state or nation to assist in flood evacuation and rescue operations. Joint exercise with Allegheny County Fire Marshall’s Office On Saturday, March 2, 2013, the Allegheny County Fire Marshal’s Office held a live-fire investigation exercise in Robinson Township. The purpose of the exercise is to provide a training opportunity for the Fire Marshal’s Office intern program and investigative officers. Although the live burn is not considered a training exercise for the fire department personnel, fire suppression activities were conducted by the Robinson Township VFC #1 and Forest Grove Fire Companies, allowing the investigation teams to safely perform their duties. Additional mutual aid fire departments involved included Coraopolis, Neville Island, Kennedy Township, and Aleppo Township. Robinson EMS and Salvation Army also assisted in support activities. Robinson Township VFC#1 Ladies Auxiliary provided lunch for everyone. The structure involved was a single story residential mobile home donated by the Coraopolis Sportsman Association. Over the last month, the floor of the structure was reinforced, electrical wiring was completed, and the structure completely furnished to make it look “lived in” for the drill. Cameras were installed inside and outside the trailer to record the fire characteristics and demonstrate how quickly a structure like this can be consumed. News crew from Channel 11 and Channel 4 as well as local newspapers were also on hand to report. The training exercise was a success for all involved. No one was hurt and everyone went home safe with a better understanding and awareness of how we can all work together towards a common goal and purpose of providing safe and efficient Emergency Services to the residents of our communities. Our 18 members participate in a very busy training schedule which allows us to better serve the residents and businesses within our community. We are proud to be Robinson Township VFC #1 and our goal is to better our community through education, training, and ability to adapt to any situation with which this Township may ever deal. (Robinson EMS) has partnered with the Robinson Township Police Department to sponsor a request for a grant through the Ben Roethlisberger Foundation, at The Giving Back Fund. Robinson EMS is happy to announce the approval of the grant and subsequent receipt of a $10,000 check which was awarded to the Robinson Township Police Department on February 21, 2013. This grant was obtained to assist the police in adding a K-9 unit to the department. Robinson EMS shares a common goal with Robinson Township Police in striving to keep our community a safe place to live, work, and shop. We are certain the addition of a K-9 unit to the Police Department will assist greatly in achieving this most important goal. She and her husband Ed moved to Beaver Acres in Robinson Township in 1954. (Ed passed away in December 2010. ) She was a 59-year member of Holy Trinity Church. In their retirement years, Alberta and Ed became involved with RTHS from the first meetings at the old Nike Site in 1988, incorporation in 1989, and the beginning of the Society office and Museum rooms in 1991. They worked on early projects of the society such as video interviews of elderly township residents, which Alberta would later turn into articles published in the Suburban Gazette, the time capsule buried in the UP cemetery in 2001, and the Robinson Township Bicentennial history book published in 2001. Alberta loved Robinson and its history and the camaraderie and friendship shared with her fellow historians at RTHS. Alberta was the mother of Fran Galvis, Elaine Schotting, and Steven (Mary Beth) Schotting and grandmother of Sarah, Stephanie, Kevin, Eden, and Audrey.
