The Community
Waxahachie, Texas, (popula1on 31,757) is known as the Crape Myrtle Capital, Gingerbread City, and Crossroads of Texas, and with its 2010 First Lady’s Texas Treasure award, is truly a jewel of the Lone Star State. Founded in 1850, Waxahachie is the county seat of Ellis County and has long been known as an important center of agriculture, commerce, educa1on, retail, and transporta1on. The area grew rapidly in the late 19th and early 20th centuries due to the prosperous coYon industry. Ellis County became the largest coYon producing county during the early 1900s.

Navarro College and Southwestern Assemblies of God University are located in Waxahachie. Governance and Organization
The City of Waxahachie is a home rule city with a council-­‐manager form of government. The Waxahachie City Council consists of the Mayor and four City Council Members, all elected at large and serving two-­‐year terms, with no term limits. The City Council appoints a professional City Manager who is responsible for the day-­‐to-­‐day opera1ons of the organiza1on. Paul Stevens is in his 15th year with the City of Waxahachie and has been City Manager since 2007. Prior to becoming City Manager, Mr. Stevens served as Assistant City Manager for eight years. He holds a Bachelor of Arts degree in Poli1cal Science, and a Master of Public Administra1on degree, both from the University of North Texas.
The Chief of Police is appointed by the City Manager and the City Council confirms the appointment. The City Manager also appoints three commissioners to the Civil Service Commission and those appointments are confirmed by the City Council.
The City has 313 employees and an annual FY 2013-­‐2014 budget of $25,645,280. The current tax rate is $0.68 per $100 of valua1on.
Police Department
The Waxahachie Police Department became a “Recognized Law Enforcement Agency” by the Texas Police Chiefs Associa1on Law Enforcement Recogni1on Program in 2013. The program evaluates compliance with more than 150 Best Prac1ces for Texas Law Enforcement. The Waxahachie Police Department is one of only 100 law enforcement agencies in Texas to receive this recogni1on.
The Waxahachie Police Department is a full-­‐service law enforcement agency with 59 sworn officers and 17 civilian employees. The annual opera1ng budget for FY 2013-­‐2014 is $7.1 million. Divisions include Administra1on, Communica1ons, Inves1ga1ons, Opera1ons, and Patrol. The department is also responsible for Emergency Management, Animal Control, and Mosquito Vector Control. The Chief of Police reports to the City Manager. Two Assistant Police Chiefs and an Administra1ve Assistant report directly to the Chief of Police.

The former Chief of Police recently re1red aker 32 years in law enforcement, having served as the Waxahachie Chief of Police since 2007. The department works with the Ellis County Sheriff’s Office (ECSO) and has a memorandum of understanding for the use of their training facility. In exchange, the ECSO uses the City’s gun range and physical agility course.

The Waxahachie Police Department is organiza1onally stable, has a strong founda1on, and delivers high quality service resul1ng in a safe community with a low crime rate.
The City will be building a new Police headquarters building in the near future. The new Chief of Police will be instrumental in the design, development, and building of this facility. A candidate with knowledge or experience in a significant public safety construc1on project would be beneficial.
Developing the internal talent of the department and leadership staff will be a primary goal for the new Chief of Police. The successful candidate will be ac1ve in the community, be the “face of the department” at public and community events, and be a representa1ve of the City’s execu1ve management team. Ideal Candidate

A dedicated mentor, with the ability to manage and direct a comprehensive law enforcement program while developing the next genera1on of police leaders will be successful. Working coopera1vely with other City departments and embracing a team player altude is crucial.
The new Chief of Police should be proficient in developing and nurturing collabora1ve rela1onships with area law enforcement agencies and representa1ves, and aYend and par1cipate in professional associa1ons. Experience in the development and administra1on of department goals, objec1ves, municipal budge1ng, and performance measures is desired.
The ideal candidate will be experienced in law enforcement theory and principles and prac1ces of crime preven1on and police science and be aYuned to new trends and innova1ons in the public safety field.
Although not required, residency within Waxahachie is preferred, and the new Chief of Police must live close enough to respond 1mely when necessary.
Education and Experience
The selected candidate should have educa1on equivalent to a Bachelor’s degree from an accredited college or university with major course work in criminology, police science, public administra1on, or a related field. A master’s degree is preferred. A minimum of 10 years of progressively responsible municipal law enforcement experience, including five years of senior level command and administra1ve responsibility, is required. The new Chief of Police will be required to hold or have the ability to obtain a valid Texas Commission on Law Enforcement (TCOLE) cer1fica1on, TCOLE Master Police Officer Cer1fica1on, and a valid Texas driver’s license. Experience in management and administra1on of Chapter 143 Civil Service is highly desired. Successful comple1on of an advanced Law Enforcement Leadership Development program such as FBI Na1onal Academy, Senior Management Ins1tute for Police, Law Enforcement Management Ins1tute of Texas, and/or Southern Police Ins1tute is a plus.
Compensation & Benefits
The Waxahachie Police Department offers a compe11ve $101,000 to $111,000 salary range depending on qualifica1ons and experience. The Department par1cipates in the Texas Municipal Re1rement System (TMRS) at a 7% employee deposit rate with a municipal matching ra1o of 2:1 and five-­‐year ves1ng. A full range of leave and benefits, including car and cell phone allowance, is also provided.
