FUNDING
PATHWAYS TO
POTENTIAL
The City of Windsor and the
County of Essex have recently
embarked on a new poverty
reduction strategy called
"Pathway to Potential" which will
increase the quality of life for
seniors, families and youth living
with low-income. Recreation
and health is included within this
poverty reduction strategy. The
Town of Kingsville has proposed
a new program called the "Youth
& Senior's Recreation
Affordability Initiative" to provide
financial assistance for program
registration and equipment to
Kingsville Residents only.
Pathways to Potential (P2P) is a
program designed to financially
assist qualifying Kingsville
families taking part in Kingsville
sports and or activities.
To receive Pathways to Potential
funding you must receive
National Child Tax Benefit
Supplement; this information will
be stated on your Revenue
Canada Assessment form.
Qualified families will be
required to pay 10% of the
registration fee for that particular
sport or activity.
If you have any questions or
require more information, please
do not hesitate to contact
519.733.2123.

FINANCING
1) Fees: Any Person taking a course or courses pays a Membership
Fee. [For example: Capilano University offers the following Membership Fee
Schedule: A One Course Membership is $72; A Multiple Course Membership
(take as many as you like per Session) is $135]. We would propose to do much
the same thing with a Membership fee roughly equivalent.
2) Government Grants: We are pursuing financial support from the
Province and have met with two local Cabinet Ministers. We have requested
“Bridging Finance” for from 3 to 5 years. We are awaiting the Provincial
response. Grants from other Agencies such as Trillium will be pursued once we
have an Eldercollege program in place and operational.
3) Sponsorships: Companies interested in supporting the concept of
Eldercollege, such as Retirement Centre management companies, will be
invited to become durational sponsors (a duration is defined as three
consecutive years). Sponsors may also donate in-kind including services,
facilities and essential supplies (eg. cookies/coffee/tea).
4) Donations - Eldercollege would benefit from individual donations
and including Estate donations. Such donations to Eldercollege would be
administered in Trust by Canterbury College.
COURSE DELIVERY
Courses are arranged or delivered by “Facilitators”. A Course Facilitator
can offer an entire course; part of a course; arrange for others to deliver
segments of a course. Courses can be as short as one-half day or as many as 6
sessions over a 1 to 3 week period. Courses should attract a number of people,
although certain courses may require limited enrollments. Courses are offered
between approximately 9:30am - 4:30pm, no courses on weekends or
evenings. (We don't want Members driving in rush hour or at night!) Courses are
offered in diverse and convenient locations and could be scheduled in; Public
Libraries, Seniors Residential Centres, Community Centres
(Seniors/Recreational), Wineries, Restaurants, wherever enough interested
people can gather to offer a viable and valuable course.
Some courses may require a small added Supplementary fee (eg. a
Gourmet Food course held in restaurants). Some courses also may necessitate
a small Honorarium for a special guest participant (eg. travel expenses).
Normally, Facilitators nor Guest Participants are remunerated. Voluntarism!
If you enjoy thinking and creativity and you want to stimulate
your mind, then consider Eldercollege.

2011-12
ELDERCOLLEGE
Capilano University in North Vancouver, B.C. is now in its 21st year of
offering Eldercollege programs for those over age 55. We are patterning our
proposed Eldercollege programme for Windsor, Essex County and West Kent
County on the well developed Capilano University model.
Capilano University's program is under the Office of Continuing
Education. We are proposing to develop Eldercollege under the auspices of
Canterbury College an affiliate College of the University of Windsor. In the longterm, we hope to be able to offer Eldercollege courses in a number of “Pod”
locations in Windsor and throughout Essex County and West Kent County.
Eldercollege provides learning opportunities for older adults who wish
to enrich their lifestyle through active involvement education and contribute to
the social and cultural development of the community. Eldercollege participants
design and offer quality educational activities to stimulate interest in learning
and to provide a forum for sharing ideas and knowledge and social experience
with others. Members can lead study groups, serve on the Eldercollege board
and its committees, and be study group participants, and, most importantly,
Take Courses! Activities are both planned and operated by members to
maintain a high quality offering at a minimum cost.
TYPES OF COURSES
Courses are offered only during week days and never in evenings or on
weekends. Courses are offered in locations more convenient to persons over
age 55 such as libraries, community centres, seniors' centres and residences,
recreation centres and such other locations as may both suit a course or be
arranged by a Facilitator. (“Facilitators” may deliver a course or organise others to).
Diversity of Courses makes the Eldercollege concept so appealing.
Some examples of courses offered at Capilano University: “Incredible
Journeys”–travel adventures; “Gourmet Club”–six restaurants host do-ityourself gourmet lunches; “The Leading Edge”–new and creative ideas;
“Pivotal Events in 20th Century History”; “North American/Canadian History”;
the “Wonderful World of Wine”; “21st Century Technology”; “Computers for
Scaredy Cats”; “What's New–Current Affairs”; “Opera Hilights”; “Crime and
Justice”; “A Geological Walk”; “Lawn Bowling for Beginners”; “Eldercollege
Music Mornings”; “Local Art and Artists”; “Six Great 19th Century Novels”;
“Classic 20th Literature” ; “Innovative & Creative Ideas”; “The Universe–Stars
and Planets”; and many more!
FINANCING ELDERCOLLEGE: Eldercollege could not exist without money
and donations-in-kind. Rarely, for example would any payment be offered for
Facilitating a course–it is driven by volunteer work. But to sustain, Eldercollege
will require funding. Funding can come from several sources. Ultimately there
needs to be a full/part-time office at Canterbury College responsible for all
aspects of the Eldercollege programme delivery including publications,
advertising, course scheduling, liaison with the University of Windsor, liaison
with Sponsors, finance and accounting, Course Registrations and much more.

THE SPORT ALLIANCE OF ONTARIO
ONTARIO SENIOR GAMES
The Sport Alliance of Ontario is rebranding the Ontario Senior Games Program. Effective
immediately the Games will be known as the Ontario 55+ Summer Games and the Ontario
55+ Winter Games. This aligns with the national Senior Games, as well as with 6 other
provinces and territories to better reflect the level of competition and calibre of athletes.
"The Senior Games are an important way that the Ontario government, in partnership with
the Sport Alliance of Ontario, is providing opportunities for people over the age of 55 to be
active. Participants in these Games are role models who showcase the health benefits of
being involved in sport and competition and striving to be your best - at any age."--Margarett
Best, Minister of Health Promotion and Sport.
"The name change to Ontario 55+ Winter/Summer Games is a positive move that will help
streamline these Games with our Ontario Games program and the Canada 55+ Games
Program. We are excited about the opportunities that these Games provide including the
development of athletes, officials and volunteers and the celebration of active healthy living."
Holly Abraham, Chair of the Sport Alliance of Ontario.
The new name will also differentiate this event from other summer or winter festivals, known
as "Summerfest" or "Winterfest", and eliminate potential confusion with "senior" youth sport
programs. "With the OSGA's newly developed logo and focus on referring to ourselves as the
OSGA 55+ Games, this name change for the Provincial Games program is a perfect fit with
our branding vision" Ronnie Brown, President of the Ontario Senior Games Association.
The Ontario 55+ Games Program is a celebration of active living which began in 1986 and
has been hosted by over 14 communities across Ontario. The Ontario 55+ Summer Games
are hosted in August of even numbered years and brings together approximately 1,200
people competing in approximately 18 events. The Ontario 55+ Winter Games are hosted in
February of odd numbered years and has approximately 900 participants competing in ten
events. The Ontario 55+ Games is a program of the Ministry of Health Promotion and Sport
and is delivered by the Sport Alliance of Ontario in cooperation with the Ontario Senior
Games Association.
Quick Facts
- The first Ontario Senior Games Actifest was held in 1986 in Kitchener.
- The first Ontario Senior Games Winterfest was held in 2000 in Collingwood.
- The Ontario Senior Games Association has 41 member districts across Ontario
which hold qualifying events for participants to move on to the Ontario 55+ Games.
- The Ontario 55+ Games are a qualifier for the Canada 55+ Games held every two
years in cities across the country.

Healthy, active and vibrant communities, like Kingsville, rely on
infrastructure for recreation and leisurely pursuits. The Town of Kingsville
renovated a multi-purpose Community Centre, in the heart of beautiful
Kingsville. The Unico Community Centre opened in September 2010.
The all new Kingsville Arena Complex includes seven new dressing

downtown core. Located at 40 Main St. W., the new Highline Public Library
features a new interior and is fully accessible.
