The Calexico High School
Class of 2016 graduated this past
week and are now looking forward to the challenges ahead.
The Calexico High School
Commencement Ceremony took
place Wednesday, June 15, at the
Ward Field where approximately
672 students walked proudly to
conclude their high school years
and receive their diplomas. The
hot weather temperatures cooled
down Wednesday evening making it an enjoyable evening for
graduates and those who attended
in honor of the graduates.

President
Raul
Gutierrez congratulated his peers
on their graduation and described
his father as being his biggest
inspiration in life.
"Like my father, our task is
not to let the circumstances we
were put into, affect the outcome
of our actions," Gutierrez said.
"In life we will have lots of ups
and downs but we can choose to
have amazing outcomes. We can
choose to be a blessing in the life
of others and our world will be
better for it."
Guest Speaker Franco Nunez
spoke to the students about being
humble and to show respect to
everyone.
"We can only live in ourselves; we can either be optimistic and pessimistic, life will
throw you curveballs and keep
recognizing the people that will
help your through your life,"
Nunez said.
Salutatorian Fausto Vaca,
encouraged his fellow classmates
to pursue their dreams and have
no fear in what they set to accomplish.
"Life is more than a game of
chess; life has real meaning
where we are filled with heart
and soul. Change the world by
doing great and unimaginable
things but please do not forget the
different views of what life is all
about. We must go out there and
give nothing but our positive
energy to others and rewrite the
standards and live a meaningful
life." Vaca expressed.
Class Valedictorian Arturo
Medina said that their class went
through a lot of things but they
still managed to be a strong, united class. Medina highlighted how
the Class of 2016 has placed CHS
at the top of State and National
Competitions.
"Calexico has a "Si Se Puede"
mentality because we do a lot
with what we have and with the
limited resources, we proceed
with our heads up because school
is our family." Medina said. "As
CHS Students, we have to work
double, or triple, than other
schools and we have proven time
and again that we can go outside
of our bubble and still excel in
anything," Medina said to his
peers.
As a tradition, the Calexico
High School celebration ended
with a display of fireworks.
Calexico Looks At $3.5 Million Debt In Preliminary Budget Talks

The Calexico City Council
discussed the preliminary budget
for the 2015-2016 Fiscal Years at
their regular meeting.

Chamber was full of employees
and community members to listen to the presentation by consultant Susan Meyer regarding the
budget that she described as
severe. The General Fund started
the 2015-16 fiscal years with a
nominal reserve of $52,000. Prior
General Fund reserves had been
depleted in 2014-15 due to overstated revenue projections and
spending in excess of revenues.
Meyer said that during 201516, the General Fund is expected
to overspend its revenues by $3.5
million also due to overstated
revenue projections, employee
investigations and turnover costs,
and costs to establish the City's
new self-insured workers compensations and general liability
insurance programs effective
January 1, 2016.
Meyer said that the City
intends to finance the amount of
the deficit using a lease obligation between the City and the
Calexico Public Financing
Authority.
"The City has determined that
the unallocated reserves of the
City's Water Enterprise Fund may
be used to purchase the lease
obligation. The purchase of the
lease obligation by the Water
Funds will constitute and invest-
ment of such funds in that the
investment will be the purchase
of an obligation of a local agency,
the obligation is for a term of less
than 5 years, and the purchase of
the obligation will not interfere
with the cash flow needs of the
Water Enterprise Fund for the
term of the investment." Meyer
said.
The Water Enterprise Fund
will advance the amount of
$3,000,000 to the City's General
Fund, and in return the City will
enter into the lease obligation
with the Calexico Finance
Authority. The property which
will be the subject matter of the
lease is City Hall. The Authority
will assign its right to receive the
lease payments to the City's
Water Enterprise Fund for the
term of four years in order to
repay the entire amount advanced
to the General Fund including
interest at a rate of 0.20%.

working for the city Wednesday
morning.

with a 3-2 vote with Mayor
Joong Kim and Council member
Maritza Hurtado voting against.

"Mandy" Real had been in negotiating with Armando G. Villa for
his services as City Manager.
Villa's contract includes
$169,000 salary with no required
increases; optional annual merit
increases of up to 5%, at
Council's discretion. The term of
the agreement is for five years.
Termination without cause during the first three years of
employment agreement will
require a 4-1 vote from the City
Council. Otherwise, three votes
from the City Council are
required for termination.
Calexico Mayor Joong Kim
said that he opposed Villa's
appointment as City Manager
since it was done as a backdoor
deal. Councilwoman Maritza
the other candidates for the position that applied when the City
Manager position was open.
Calexico resident Manuel
Yanez said that he knows
Armando Villa is said to be a
qualified person for the position
but said he was concerned about
the 4-1 vote to terminate him.
"History shows us that City
Manager's that have a 4-1 vote
take the city hostage. I believe
Mr. Villa should change his contract and have a 3-2 vote," Yanez
stated.
Former Councilman Bill
Hodge was also concerned about
the 4-1 vote but said that he has
worked with Villa when he was
on the council and said he is a
competent individual to lead the
city and asked the Council to
work with him.
Councilman Armando Real
said that Villa is a very qualified
individual who served as
Assistant CEO at the County of
Imperial and decided to come
back to Calexico to serve the residents and work with staff.
"He (Villa) is from Calexico
and we need someone that bleeds
garnet and takes care of our city.
We don't need another outsider
that will put us in the hole again,"
Councilman Real said.
Villa was Assistant County
Executive Officer at Imperial
County and former Director of
Imperial. Prior to his departure in
2010 from the City of Calexico,
Villa held responsibilities as
Assistant City Manager and
Community
Development
Director. Villa has over 26 years
of Government Management,
Administration,
Economic
Development and Land Use and
Urban Environmental Planning
experience in both the public and
private sectors. Villa has worked
for various jurisdictions in Los
Angeles, Riverside and Imperial
Counties.
Villa holds a Master's Degree
in Public Administration from
California State University, San
Bernardino, and a Bachelor of
Science Degree in Urban and
Regional
Planning
from
California State Polytechnic
University, Pomona. Villa also
attended Imperial Valley College
and is a graduate of Calexico
High School.
He has been awarded
Credentialed
Government
Manager status and is an active
member of the American Institute
of Certified Planners and the
Academy of Board Certified
Environmental Professionals.

governments, One World Beef
announced that they have fully
purchased the former National
Beef processing plant north of the
city of Brawley.
The announcement came last
week as the Imperial County
Board of Supervisors and the
Imperial Irrigation District
approved a total of $5 million in
loan extentions and grants to the
plant owners at their last meetings. According to One World
Beef CEO Eric Brandt, the
money will be used to reopen the
facility and to start hiring workers.
One World Beef, the market-
ing arm of Brawley-based Brandt
Beef, is expected to reopen the
facility later this year with
between 300 and 600 jobs
expected to become available
over the next calendar year. It
was not known how many of
those jobs would be filled by
Imperial County residents.
The county's funding came
from a program that compensates
the county for agricultural jobs
lost due to renewable energy programs and projects. The IID's
grant requires the creation of at
least 250 jobs.
IID's Board of Directors also
gave One World Beef a reduced
rate in electricity usage over the
next ten years. The City of
Brawley was also able to secure
current water and wastewater
rates in exchange for the facility
to have a separate wastewater
connection for employee bathrooms.
The plant was shuttered in
May of 2014 by National Beef
mostly due to a $3.75 million fine
for dumping high levels of biosolid pollutants into the wastewater supply. Brandt has pledged
that the new facility will only
process the amount of cattle it
was designed to and that previous
wastewater problems shouldn't
be an issue.
National Beef originally
announced the closure of the beef
plant on February 1, 2014, when
the Colorado River Regional
Water Quality Control Board
issued their fine over a decade's
worth of discharge violations.
Reaction in Brawley was
mixed, with many praising the
upcoming influx of jobs and
income to the city.
"Three hundred jobs is nothing to sneer at," said Robert M, a
retiree. "It's not the 1500 jobs
that were there before, but it's
something."
On the other hand, with no
guarantee that the upcoming jobs
will be filled by residents of
Imperial County, some expressed
concern over who was going to
get hired.
"I would like a chance to get
a job there," said Armando G, an
employee at an area restaurant.
"I hope they're not just going to
hire people from Mexicali."
One World Beef is expected
to begin hiring workers in the
coming months but have not
announced a date at press time.

Giant Afternoon Fire Destroys GP Recycling In Calexico

A big fire took away a recycling business in Calexico
Monday afternoon as agencies
from all over the Imperial Valley
assisted in battling the flames.
The fire started at GP
Recycling Center located at 711
Cesar Chavez Blvd. around 2:45
p.m. on Monday, June 20th.
Calexico Fire crews were being
pushed back by the large flames,
smoke and heat.
"When it was all said and
done there were over 100 firefighters, law enforcement, and
support personnel assisting our
efforts," Calexico Police Chief
Pete Mercado said.

Ambulance, and the American
Red Cross were helping out.
Mercado said that the fire origin and cause is currently being
investigated by fire investigators
and with the assistance of
Alcohol Tobacco and Firearms.
The fire continues to smolder at
the location where the fire originated and will probably do so for
a few days. The intense heat and
flames caused the fire to impinge
on an exposure north of the location where substantial water,
smoke and fire damage occurred.
Approximately four businesses have been affected and will
remain closed as they begin to
clean up. The damaged building
was leased by Snap Fitness.
Chief Mercado stated that
there was only one minor injury
given high temperatures and
excessive labor intensive work
being performed. The injured
firefighter sustained a bruised
foot subsequent to a heavy piece
of equipment that collapsed on
his foot. Firefighters were
required to rehab and be evaluated before re-entering after each
work cycle.
Cooperation has also been
requested from the Department
of Toxic Substance Control for
environmental concerns and will
be working alongside Calexico
fire throughout the mitigation
process. Factors that hindered the
immediate knock down of the fire
include high temperatures, high
winds, excessive storage of combustible materials and their proximity to the adjacent structure.

Brawley Council Approves $48 Million Budget With Some Earmarks

unanimously approved a budget
of just over $48 million during
their latest meeting on Tuesday,
June 21, 2016.

Summer Programs

The Brawley Library and
Parks and Recreation departments are in the final stages of
preparations for their summer
programs, which begin later this
week and into the rest of the season.
The always busy Parks program has a number of activities
lined up for Valley youth in the
hot months, starting with their
Open Gym (which started on
Monday, June 20, 2016) and
leading up to their month long
Summer Day Camp, which
begins on July 5, 2016.
Open Gym, which costs $5
per child per day and requires
parents to bring a sack lunch for
their children, runs from 8 am
until 3 pm Monday through
Friday. Summer Day Camp,
which will run from Tuesday,
July 5, until Friday, August 5, has
a fee of $75 for Brawley residents
and $100 for those outside the
city.
This year's Day Camp theme
is "Superheroes" and will feature
local cosplayers and performers
in various costumes along with
hero themed activities. The Day
Camp also focuses on healthy
habits and physical activity as a
way to combat potential health
issues many children and young
adults currently face.
Other activities available
from the Parks & Recreation
department include public swim
sessions every day from 1 pm
until 5 pm, with a fee of 50¢ for
children 15 and under and $1 for
those 16 and up, and special sessions all day.
Special activities hosted by
the department include a "DiveIn Movie" on Sunday, July 3 and
a free swim party hosted by the
Brawley Soroptimists club on
Monday, July 4.
The department also offers
programs throughout the summer, from adult swim and Zumba
classes, to co-sponsored art classes with local professionals and
the Senior Center.
The Brawley Library will
also begin their summer reading
program soon, with special readings for children on Thursdays at
their Del Rio Branch and on
Fridays at their main Branch.
This year will also see a teen
reading program on Saturdays.
This year’s youth reading
program theme will be “On Your
Mark, Get Set... READ!”
and around $33 million for
"enterprise" expenditures funded
by non-sales tax revenue.
The approval comes after
nearly five months of work from
city staff, strategic planning sessions and input from the council.
Components of the city's general fund budget will include the
permanent hiring of three workers, an additional firefighter (the
fourth in the past four years as
per council direction), a perma-
nent Coordinator at the city's
Senior Center and a permanent
Graffiti Abatement worker,
which will result in an increase in
the budget of $46,000.
The general fund budget also
includes nearly $850,000 in "earmarked" expenditures from the
city's reserve fund.
These
expenses include:
• $500,000 for a rehabilitation
of the city pool.
• $27,000 to replace fencing
at the Abe Gonzales Basketball
Courts.
• $50,000 to rehabilitate restrooms at the city's parks.
• $210,000 to replace the Fire
Department's breathing apparatus
equipment.
Most of the general fund
budget, around 80%, will go
towards employee pay and supplies.

Imperial County Oren R. Fox Adult Detention Facility Project, located adjacent to the existing

Please note: Balfour Beatty Construction has already bid and contracted with a number of
trades as design-build partners. They will have work for local union personnel per the Project
Stabilization Agreement. Additional scopes of work to be bid out will also be discussed.
This $28 million project consists of a new approximately 62,000 square foot two-story medium
security adult detention center and an approximately 8,000 square foot building for a video visitation center and vocational print shop on approximately 2.3± acres of county owned land adjacent to the county's existing jail located in the city of El Centro. This project will provide approximately 274 beds and will include housing, healthcare, program, intake and release, administrative, and support services space. An existing laundry building will be demolished to make way for
the new adult detention center. Construction will begin in July 2016 and complete in December
2017.

Pioneers Hospital Opens Pair Of Specialist Centers

concurrent grand openings on
Wednesday, June 15 to celebrate
their latest occupants at their
facility across the street from the
main hospital in Brawley.
The ceremony, which cele-
brated the opening of the facility's new Surgical Health Center
and the Specialty Center, included a ribbon cutting for both
offices and brief presentations

The Surgical Health Center
offers pediatric and adult consultations as well as in-office procedures for general surgery and
urology treatments. The doctors

The Specialty Center focuses
on treatments for neurological
disorders and is staffed by Dr.

specializes in neuro-muscular
and neuro-degenerative disorders, seizure treatments and
headaches while Manhas focuses
on physical issues that affect
brain function.
The addition of the two
offices co-incides with a recent
expansion of the whole facility
and the recent affiliation with
Scripps Health Network of San
Diego. The hospital staff have
been actively seeking specialty
health services to better suit the
city and county needs and to help
special needs patients from traveling to San Diego or elsewhere
for needed care.

With the new openings, there

ELECTION TIME IS now
over and school is out for summer.
This will be a time for relaxation and enjoyment but with the
severe heat taking place right
now in the Imperial Valley it
makes it difficult to do something
outdoors. It's funny because I was
looking at old files and noticed
that two years ago I wrote a column about taking a break from
politics and elections and enjoy
the World Cup Soccer that was
taking place in Brazil. At this
moment the Copa America
Centenario is taking place in the
United States where good soccer
matches are taking place. For the
first time in history we have this
tournament in the United States
that usually takes place in South
America and has been successful
so far.
Tournaments like Copa
America and the upcoming
Olympic Games in Brazil give us
a well deserved break and allow
us to have fun. Personally, I love
these tournaments, it gives me a
break from the tedious elections
and politics in Calexico. Last column I spoke about the upcoming
elections in the Imperial Valley
and give you some names for the
upcoming City Council election.

hold on! This year will be interesting since there is a Third Party
Option for those that are not
enthusiastic about Trump or
Clinton. Former New Mexico
Governor Gary Johnson won the
nomination of the Libertarian
Party last May and will be running with the former Governor of
Massachusetts,
Bill
Weld.
Johnson was the Republican
Governor of New Mexico from
1994-2003. During this term as
governor he vetoed more than
750 bills during his term in
office. Gov. Bill Weld was elected Governor of Massachusetts in
1990 with 51% of the vote, and
re-elected in 1994.
Johnson ran for nomination
of President of the United States
in 2012 as a Republican but withdrew his candidacy and ran for
the nomination of the Libertarian
Party. His chosen running mate
Judge Jim Gray of California
won the vice-presidential nomination. The Johnson/Gray ticket
received 0.99% of the popular
vote, amounting to 1.27 million
votes, more than all other minor
candidates combined and the best
showing in the Libertarian Party's
history by vote count.
This year Johnson is showing
a stronger presence in the polls
and gaining traction towards an
appearance in the fall debates.
According to Real Clear Politics,
both Trump and Johnson are
more popular among independents voters than Hillary Clinton.
This data was taken from a Fox
News Poll released June 9.
Trump has the support of 32 percent of independents while
Johnson is polling at 23 percent.
Clinton trails both at 22 percent.
Johnson needs 15 percent
support in at least five national
polls to be allowed to participate
in the fall debates. It will be an
uphill battle for Johnson and
Weld but having two former governors in a presidential ticket will
look interesting to independent
voters who do not trust the two
major party candidates. Having a
third party candidate is healthy
for elections and American
democracy since people should
not be forced to choose from two
options.
For me, this will be a three
way race for the Presidency of
the United States and will be a
historic race. We haven't seen a
third party candidate since 1992
when Ross Perot ran for president
and it may happen again in 2016.
So
let's
see
how
Johnson/Weld ticket does during
this race and if they manage to
climb up in the polls and how the
Clinton-Sanders-Trump
saga
ends. Meanwhile, enjoy your
summer, watch soccer, the
Olympics, go swimming at the
Margarita de Necochea Bulldog
Aquatic Center, go to the beach,
recharge your body and mind and
get ready for a very intense fall
election.

Story Time With Mr. Banks, A Children's Favorite At The El Centro Library

There has been an increase
of children attending the "It's
Story Time," activity at the El
Centro Libray to see Mr. Banks,
who has been teaching the
young children through dance
and music.
As Mr. Banks prepares for
the children to arrive he places
small cards that have a letter of
the alphabet on them in a circle.
Upon arrival he gathers all of
the children to form a circle
around them. Mr. Banks then
plays some music and the children start walking around the
circle until a letter is called out
and the children are asked to
find that letter.
Mr. Banks plays several different songs all with a lesson to
help teach the children. The
children range from 2 to 4 years
old and seem to be learning
well.
Moms are encouraged to
particapate and help out as well.
At the end of the program
Mr. Banks had the children
form a line and march around
the library he concluded by
reading a story to them.
MR. BANKS IS very dedicated to this program and puts in a lot of hard work to prepare and make
all activities fun and exciting for the children who attend.
MR. BANKS CHECKING to see if she had the correct letter and
then praises her by telling her she had it right.
MR. BANKS TALKED to the children about Flag Day then gave
all the children a small flag to march around the library.
THE CHILDREN AND parents are participating in one of the several activities that provide an
opportunity for children to learn.

Holtville Chamber and Fire Department Hold Farmers Market/Ice Cream Social

The Holtville Chamber of
Commerce and the Holtville Fire
Department came together for a
Farmers Market and Ice Cream
Social this past Thursday, June
16th at Holt Park.
The Fire Department has
been hosting an annual Ice Cream
Social just after school gets out
for summer vacation. Over the
past few years in an effort to keep
the kids cool they had held the
event at the City pool but this
year it was moved back to Holt
Park where they set up slip and
slides for the kids to cool off and
to have a great time. There was
also an ice cream eating contest.
The Holtville Chamber had invited a few vendors to supply food
and shaved ice along with the
ever present kettle korn. It was a
fun time for all that attended.

The overall budget also
includes several special and
"enterprise" funds that are paid
for by federal, state and county
sources, such as:
• $2,452,500 for improvements to Alyce Gereaux Park,
located north of Oakley
Elementary school.
• $764,000 for rehabilitation
of South Palm Avenue
• $959,000 for ADA improvements to the city's Gold Line and
Imperial Transit routes.
• $1,900,000 for the 11th
phase of the city's Street Repair
project.

including City Manager Rosanna
Moore, for their work in putting
together the budget prior to their
approval before approving the
budget
While usually approved at the
end of May in Brawley, this
year's passage took an extra
month due to negotiations with
labor groups.
In other Brawley news...
The City of Brawley will
begin working on informing their
residents on the city’s street
sweeping schedule in the coming
months.
This was in response to an
item requested by George Nava
concerning missed spots due to
parked cars. Representatives
from Republic Servies were on
hand to answer questions and
explain their procedures.

The City will promise to
annually budget and appropriate
the amounts equal to the lease
payments in order to repay the
Water Enterprise Fund.
Meyer further added that the
General Fund budget 2016-17
based upon current staffing and
current employee compensation
is projected at a $2.9 million
annual deficit. She recommended
some balancing solutions such as
restoration of fees temporarily
reduced during 2015-16 such as
business
licenses,
parking
meters, and fire inspections that
will give $500,000 to the city.
Staff position or compensation
reductions $3 million annual, for
estimated 11 months of fiscal
year and operating reductions
such as deferred equipment and
temporary held reduction.
"This includes the cost of
Housing Department employees
without current Federal and State
grants to cover administration
cost." Meyer said, "Adding $1
million debt service payment to
the wastewater fund for the 201516 liquidity loan, the projected
annual 2016-17 budget becomes
$3.9 million."
Meyer said that this proposed
budget, a nominal 1% fund balance reserve is targeted for June
2017, including Measure H operating funds.
"During the 4 year loan
repayment workout period,
restoration of a $1 million contingency reserve (6% of revenues) is
targeted." Meyer stated on her
report.
Meyer recommended having
a special meeting next week to
discuss proposed budget for all
city funds and consider the adoption of the 2015-2016, 2016-2017
projection as budget.

Imperial Valley for Veterans
committee, I want to thank each
of you for your participation
Saturday during the 1st clean-up.
Our vision is becoming a reality
every time we gather for the
future restoration of Imperial
Valley
Memory
Gardens
Cemetery, ultimately providing a
beautiful place for our Veterans
of WWI, WWII, Korean War,
Vietnam War, and even one from
the Spanish American War, and
their loved ones to rest in peace.
We had a great turn-out
Saturday. At one point I counted
40 volunteers. Thank you Helen
for the delicious burritos, and
thank you to all those who donated water and other drinks. But
most importantly, THANK YOU
to EVERYONE who came out
and volunteered on every level.
Without YOU, we would not
have accomplished everything
we had. This is a continued team
effort. Continue to be mindful of
others and stick with our goal of
restoring the Imperial Valley
Memory Gardens Cemetery. This
is our way to honor and pay tribute to those who are interred at
Memory Gardens Cemetery,
whether a Veteran of the United
States Military or their families,
dead or alive, in a respectful and
dignified manner. Please find
attached the Memory Gardens
Cemetery Restoration flyer for
the 2nd clean-up on Saturday,
June , 2016 from 6-10 a.m.

where you feel you may best
serve the project, as you may

one that we initially thought was
