Report of the IEB’s activities 2009
1. Presentation
The Institut d’Economia de Barcelona (IEB) is an applied economics research centre at the University of Barcelona.
Its aim is promote, develop and disseminate economic research, placing particular emphasis on economic policy
decisions.
The IEB was created in 2000 to continue the work carried out by the quality group on Fiscal Federalism and Regional
Economy, accredited by the Generalitat (the Catalan Government), and the University of Barcelona. The creation of
the IEB Foundation in 2008 represented an important boost for the IEB, as several private enterprises joined the
project: “La Caixa”, Caixa de Catalunya, Gas Natural, Abertis and Applus. In 2008, too, the UB’s Chair in Fiscal Federalism was set up, thanks to the help of the Fundación ICO, the Instituto de Estudios Fiscales, and the Institut d’Estudis
Autonòmics.
The IEB currently has more than 40 staff members, including researchers and doctoral students. Its research is mainly
carried out in the area of applied economics, especially in the areas of fiscal federalism, regional economics and public
economics.
The results of its members’ research can be found in specialist journals and in collections of working documents, in
presentations at the IEB’s seminars, workshops and summer schools, and in applications for research grants. The IEB’s
researchers also present their work at symposiums and in publications such as the reports on fiscal federalism.
The members of the IEB carry out studies in their areas of expertise for government institutions, providing guidance
for economic decision-making.
The IEB staff are pleased to present this annual report, which will help to bring the institute’s work and activities to
a wider public.

3.3. Reports on Fiscal Federalism
The IEB has published its first “Informe sobre Federalismo Fiscal en España ‘09” and its first international report “IEB’s
World Report of Fiscal Federalism ‘09” prepared by the Chair in Fiscal Federalism at the University or Barcelona. The
two documents can be downloaded from the IEB website on payment of a fee.
These reports will be published annually; focusing on specific topical issues, they will include contributions from experts at the IEB or other universities, research centres and government institutions.
Informe sobre Federalismo Fiscal en España ‘09
The topic chosen for the first national report was the “New funding model for Autonomous Communities”, presented in July 2009,
and approved by the Spanish parliament last December, after lengthy
negotiations between the central government and the Autonomous
Communities and after a long political and social debate, specially following the approval on the new Statute of Autonomy of Catalonia in
2006.The report’s “Forum” section includes the views of four experts
from the IEB and from other institutions on the new funding model.
This document, the first academic evaluation of the model, includes
contributions from Núria Bosch, IEB researcher; Julio López-Laborda,
professor of Public Economics at the University of Zaragoza; Jesús
Ruiz-Huerta and Miguel Ángel García, professors at the Rey Juan Carlos University; and Santiago Lago Peñas, lecturer at the University of
Vigo.
According to Núria Bosch, IEB researcher and co-editor (with Albert
Solé-Ollé) of the report, all the authors note several positive aspects
of the new model, such as the additional contribution of resources
made by the State, the distribution of these resources, the increase in
tax autonomy, the increase in the ACs’ jurisdiction regarding income
tax or the system to reduce the differences between Autonomous
Communities in the provision of fundamental public services.
The experts also agree in underlying some of the questions that remain open: for example, they regret that the new
model does not cover the jurisdiction to impose VAT, and warn that the “Fondo de Suficiencia Global” and the “Fondo de Convergencia” make the model excessively complex. Other question which, in the experts’ opinion, remain
unresolved are the differences in the results of the foral model and the standard model.
As well as this analysis of the funding model, the “Informe sobre Federalismo Fiscal en España ‘09” deals with other topical issues such as the situation of municipalities in the present recession, an evaluation of the State Local Investment
Fund, the decentralization of wealth taxes in Spain, the situation of public companies in the Autonomous Communities, and efficiency in the delivery of local public services.

IEB’s World Report on Fiscal Federalism ‘09
“IEB’s World Report on Fiscal Federalism ‘09” is published in English.
According to the editor, IEB reseacher Albert Solé, “even though the
subjects addressed are also of interest in this country, the report’s
outlook is clearly international and aims to establish the IEB as a
reference institution throughout the world in the area of fiscal federalism”.
The main theme chosen for this report is the situation of subnational
finances in times of recession.The report includes contributions from
Robert P. Inman (University of Pennsylvania), Teresa Ter-Minassian
(IMF Fiscal Affairs Department) and Thiess Buettner (Ifo Institute and
University of Munich). The report will also examine questions such
as the subnational dimension of stimulus packages, the effects of the
crisis on the finances of the world’s largest cities, and the increase in
decentralization processes worldwide.
One of the conclusions of the report is that the subcentral budget
crisis has had major effects on the subcentral deficit: for instance,
the reduction in tax receipts, the reduction of income and transfers,
the increase in social spending, the increase in bail-outs for financial
and non-financial firms, and the losses deriving from poor financial
investments.
The experts also express their concern that subcentral deficits may create problems for the central governments’
stabilization policies; they warn that the adjustment of subcentral budgets is negative in a situation of crisis, but stress
that subcentral deficits are not a good solution either. All the authors agree on the importance of intergovernmental
transfers for stabilizing subcentral budgets and of adequate design of the transfers.
The experts recommend the adoption of precautionary measures during the expansive phase such as the accumulation of surpluses. They applaud the prominent role of intergovernmental transfers in economic stimulus packages,
and consider them to be the fastest, most effective instrument for fighting the recession, in particular in the case of
capital transfers to local governments.

The IEB organized the following events in 2009:
• III Workshop on Fiscal
Federalism: “Financing
Sub-Central Governments”
(18-19/06/2009)
On 18 and 19 June, the IEB hosted the III
Workshop on Fiscal Federalism, which is
held every other year. On this occasion
the aim was to analyse the economic
effects of the funding systems of subcentral governments and to provide
theoretical and empirical evidence.
Decentralization of public expenditure
responsibilities has spread in recent
years in both developed and developing
countries. However, the fiscal autonomy
of sub-central governments is limited.
Although part of their expenditure is
funded by sub-central taxes and borrowing, the rest is funded by transfers which are often earmarked: that is to say,
it is the government making the transfer that decides how it should be used. What is more, sub-central governments
have limited autonomy regarding tax raising revenue and borrowing.
This lack of autonomy undermines the ability of sub-central governments to provide public goods and services
effectively and, in the long term, creates problems for public finances. There are several arguments in favour of the
decentralization of public spending, such as the improvement of equity in the access to public services, the reduction
of administrative costs, and the guarantee of the sustainability of subcentral public finances.
The workshop organizers invited three of the most important researchers in the world of fiscal federalism to shed
light on these issues: Robert P. Inman, PhD (Harvard University) and professor at the University of Pennsylvania;
Dennis Epple, PhD (Princeton University) and professor at Carnegie Mellon University; and Kai A. Konrad, PhD
(Ludwig Maximilians-University, Munich) and professor at the Social Science Research Centre (WZB) in Berlin.
In addition to these three experts, the scientific committee of the Third Workshop on Fiscal Federalism comprised
four lecturers from the IEB and the University of Barcelona: Núria Bosch-Roca, Alejandro Esteller-Moré, Albert SoléOllé, Pilar Sorribas-Navarro and Santiago Lago-Peñas of the University of Vigo.

• II Summer School in Public Economics:
“Economics of Corporate and Personal Income
Taxation & Political Economy”

For the third consecutive year the Barcelona Institute of
Economics (IEB) has organized a summer school, this time
under the title “Economics of Corporate and Personal
Income Taxation & Political Economy”.
Held in Barcelona between 29 June and 10 July, the school
had a dual objective: to provide intensive training for doctoral
students and young researchers, and to offer them the
opportunity to discuss their own research with internationally
renowned professors, who offered criticisms and suggestions.
The II Summer School in Public Economics comprised two
courses. The first, focusing on the study of the economic
effects of personal income tax and corporation tax, was
taught by the professors Jack Minz of the University of Calgary
and Clemens Fuest of Oxford University, both international
figures of reference in this area of research. This first course
was attended by more than twenty doctoral students and
young researchers from universities and research centres
in the US, Germany, Switzerland, Denmark, Austria, France,
Switzerland, Italy, UK and Spain.
The second course at the summer school, focusing on
political economy, was taught by the professors James Snyder
(Massachusetts Institute of Technology) and Ben Lockwood (University of Warwick) and was attended by around thirty
participants from universities and research centres in the US, Canada, UK, Switzerland, Italy, Sweden, Portugal, South Africa,
Germany, and Spain.
The scientific committee of the II Summer School in Public Economics comprises the University of Barcelona & IEB
lecturers Albert Solé-Ollé, Pilar Sorribas-Navarro, Alejandro Esteller-Moré and José María Durán, and Julio López-Laborda
from the University of Zaragoza and Eva Mörk from Uppsala University & IFAU.

Innovation”

This year, the IEB hosted the European
Summer School of Industrial Dynamics
(ESSID 2009), which focussed on the
relations between “Agglomeration, industries
and innovation”. Between 31 August and 4
September, more than 40 researchers and
professors from universities all around Europe
met at the IEB to take part in the event, which
was held for the ninth time in all and for the
first time in Barcelona. In the last three years,
the event has been held in Cargèse (France),
Dubrovnik (Croatia) and Monte Sant’Angelo,
Puglia (Italy).
The ESSID 2009 had a dual objective: to provide intensive training for doctoral students, and to offer them the opportunity
to discuss their own research with internationally renowned professors. In the morning sessions, presentations were
given by Philip McCann (University of Groningen, Netherlands), Francesco Lissoni (CESPRI-University of Bocconi, Milan),
Ajay Agrawal (University of Toronto, Canada) and Attila Varga (University of Pecs, Hungary). In the afternoon sessions,
the students presented their work to the experts, who made criticisms and suggestions.
Doctoral students from the following universities took part: London School of Economics, Copenhagen Business School,
University of Toulouse, Polytechnical University delle Marche, Utrecht University, Eindhoven University of Technology,
Maastricht University, University of Miskolc, University of Groningen, IMT Lucca, Free University of Brussels, Leibniz
University of Hannover, Polytechnical University of Milan, Friedrich Schiller University, Erasmus University Rotterdam,
IUAV Venice, INGENIO Institute for Knowledge and Innovation Management, Jean Monnet University, University of Pecs,
University of Jena, Rovira i Virgili University, University of Barcelona, International University of Catalonia, Complutense
University of Madrid, the Autonomous University of Madrid and University of Zaragoza.
The ESSID 2009 also held a series of workshops on research techniques and organized a tour of the 22@Barcelona
district for the participants. The 22@Barcelona project has transformed the industrial area of Poblenou into a strategic
pole of knowledge-intensive activities.

by the Sixth Framework Program of the European Union. The school was also supported by the Department of
Universities, Research and the Information Society of the Catalan government, the Ministry of Science and Innovation
and the City Council of Barcelona.
• Symposium on railway regulation in metropolitan areas
(13/11/2009)
The Reference Network in Applied Economics (XREAP) hosted its annual
symposium. In the context of the process of liberalisation and reform
of European railways, different regulatory options can be applied to the
metropolitan railway systems. The main objective of the Symposium
is to contribute to the debate about this reform in the context of the
changes of the Spanish railway model, making it possible to connect the
academic analysis with the discussion of the public policy options regarding
management, finance and the introduction of competitive mechanisms.
The first session was by professor Chris Nash, Institute for Transport Studies at
Leeds University, who explained various aspects of the introduction of market
competition on railways in the UK and Sweden. In the second session, Prof.
Rosário Macario, Instituto Superior Técnico of Lisbon, analyzed the institutional
framework required for the regulation of transport in the metropolitan areas.
Last, the symposium ended with a round table formed by representatives of
governments, private companies such as Alsa Group - National Express, Frontier
Economics, Unió General de Treballadors de Catalunya, Direcció General de
Transport Terrestre (Catalan Government) and Ministerio de Fomento.
The director of the XREAP, Marti Parellada, the Catalan government’s
Secretary for Mobility, Manel Nadal, and Javier Asensio of the GEAP group
hosted and presented the symposium. The Catalan government’s General
Director for Ground Transport, Manel Villalante, made the concluding remarks.
