IV. Introduction
Purpose of the Regional TIP
As the Northeast Washington Regional Transportation Planning Organization (NEW
RTPO), state regulations require the development of a six-year Regional Transportation
Improvement Program (Regional TIP) that must be updated, at least, every two years.
The purpose of the Regional TIP is to outline the region’s transportation projects,
financing plans based on demonstrated consistency between project implementation and
regional planning goals.
The TIP includes projects such as pavement overlays, roadway widening, bridge
replacement or repair, signal systems, safety enhancements, bicycle and pedestrian
facilities, and transit improvements.
The Regional TIP is formed from the 2013-2018 Six-Year Transportation Improvement
Programs (Local TIPs) that are developed by NEW RTPO member jurisdictions. The
State of Washington requires cities, towns, counties and tribes to submit a list of projects
annually; the list constitutes a six-year financial plan for transportation project
implementation.
Consistent with State as well as Federal mandates, the Regional TIP is a financially
constrained plan. All projects listed as “selected” (S), have secured funding and are
ready for implementation in 2013, 2014, or 2015. All projects listed as “planned” (P), are
projects listed in the Local TIPs but do not have secured funding. The list identifies
needed improvements in the region.
Background
The NEW RTPO was established in 1990 to serve Ferry, Pend Oreille, and Stevens
counties. Members of the NEW RTPO represent the general purpose local and special
district governments in the tri-county region. Tri County Economic Development
District (TEDD) serves as the lead agency for the NEW RTPO.
The principal mission of the NEW RTPO is to provide northeast Washington with a
Regional Transportation Plan (RTP) that fosters a positive quality of life, encourages
economic development, and provides a safe, reliable, efficient system to transport people,
goods, and services.
Regional TIPs for RTPOs are governed by WAC 468-86-160, for six-year program
(calendar years) periods, to be developed cooperatively with local governments, WSDOT
and transit operators. They are required to be consistent with the Regional Transportation
Plan approved by the RTPO and must be updated at least every two years.
V. Regional TIP Development Process
Process
The NEW RTPO begins the development of the Regional TIP in August of each year
when local jurisdictions and agencies provide copies of their Local TIPs to the NEW
RTPO. The Local TIPs are then compiled into a comprehensive document. The NEW
RTPO is responsible for checking consistency of TIP projects with RTP goals.
Public Involvement
The NEW RTPO, through TEDD, follows the guidelines for public participation that
have been outlined in the Washington State Open Public Meeting Act (OPMA); each
jurisdiction includes public involvement when developing their Local TIPs.
Regional TIP Amendment Process
Upon completion, the NEW RTPO presents the Regional TIP to the Board of Directors
for adoption. If a jurisdiction needs to make an amendment to their TIP, the amendment
must be submitted to the Washington State Department of Transportation (WSDOT) and
the NEW RTPO per the monthly schedule they provide. Amendments are presented at
open meetings and the public is welcome and encouraged to attend.
Air Quality
The NEW RTPO is not an air quality “non-attainment” area and is not subject to “Safe,
Accountable,
Flexible, Efficient Transportation Equity Act: A Legacy for Users’’ or SAFETEA–LU,
requirements.
Congestion Management
The NEW RTPO is not a Transportation Management Area (TMA) and is not subject to
SAFETEA-LU congestion management system requirements.
VI. 2013-2016 NEW RTPO STIP Summary of Financial Feasibility Obligation
Costs
Financial feasibility summary of the selected 25 NEW STIP projects, for period 20132016 period, as provided by WSDOT is estimated as $20,428,183. The sources of this
funding are as follows: $10,965,799 (53.6%) federal, $7,101,000, state (34.7%) and
$2,361,384 (11.7%) local. Detailed project listings and WSDOT summary of financial
feasibility obligation costs are provided in Appendix A and Appendix B, respectively.
