The City of Thetford Mines, population 26,000, is the regional urban centre.
Thetford Mines ranks among the upper third of Québec's most prosperous cities.
Over 247,000 people live within a 60-kilometre radius of the city and spend approximately $5.6 billion in consumer
goods and services.
Thetford Mines is near major freeways such as Autoroutes 20, 40, 10, and 73; located respectively 75 km, 142 km, 95
km, and 47 km away.
In 2005, the City of Thetford Mines ranked 8th in the country and 3rd in the province for the number of businesses per
1,000 people with less than five employees.
A Technopole and two research centres are located in Thetford Mines: the Technopole de la région de Thetford, the
Centre de technologie minérale et de plasturgie (CTMP) and the Centre collégial de transfert de technologie en
oléochimie industrielle (OLÉOTEK).
The region has a diversified and growing economy in areas like plastics, metallurgy, oleochemistry, eolian energy, etc.
Educational facilities consist of an English elementary school, an English
high school, and a full range of French educational institutions
(elementary, high school, college, and university), two vocational
training centres, a Cégep, a university centre, and two research centres.

OVERVIEW
The ideal place to invest, work, start a family… in short, to live.
Located in the Canadian Province of Québec, halfway between the city of Québec and the
American border, the Thetford region (www.regionthetford.com) offers an incomparable
quality of life to business people, residents, and vacationers.
The economic development of the region has undergone a period of renewed vitality in
recent years. Blessed with a well-entrenched entrepreneurial tradition, the Thetford region
has much to offer to both investors and workers. Technological venues have emerged from
our research centres in mineralogy, plastics, and oleochemistry. In 2005, the city of Thetford
was 3rd in the Province of Québec for the number of small and medium-sized businesses; it
also came in 8th in Canada for the number of businesses with less than five employees per
1,000 inhabitants. Both rankings are undeniable evidence of the strength of development
and diversification in the Thetford region.

THETFORD REGION: PROGRESS,
DIVERSIFICATION & VITALITY
The employment situation in the Thetford region has improved markedly in the past ten years with a net gain of
1,400 new jobs, divided among the primary, secondary, and tertiary sectors. The mining industry, which,
historically, made up the majority of blue-collar jobs in the area, now accounts for only 1.7% of employment.
New businesses in eolian energy, plastics, non-ferrous minerals, chemical and wood products, metalworking,
and industrial oleochemistry are increasingly making their presence felt. The region has successfully
diversified its economy.
In the past twelve years, more than 75 businesses have expanded their facilities to meet the needs of growing
markets. Various business organizations are actively involved in the development of new industrial venues and
do their utmost to sustain new ventures.
The region's geographic proximity to major urban centres not only offers its citizens an exceptional quality of
life, it also assures its businesses of unlimited potential development.
Our economy is in full expansion, and this is just the beginning!
History
The MRC des Appalaches (Appalaches Regional County Municipality www.mrcdesappalaches.ca) is part of the
Chaudière-Appalaches administrative region of the Province of Québec (region #12). Situated in the southeast corner
of this region, the MRC des Appalaches shares boundaries with the Centre du Québec (#17) and Estrie (#5)
administrative regions. The MRC des Appalaches is contiguous with the Regional County Municipalities of Lotbinière,
Robert-Cliche, Beauce-Sartigan, Granit, Haut Saint-François, Asbestos, Arthabaska, and l'Érable.
The MRC des Appalaches comprises 19 rural and urban municipalities, each having their own characteristics, for a
total population of 43,500 people. Each municipality offers interesting tourist attractions. Some have industrial parks
and offer services to businesses.
Thetford Mines (www.ville.thetfordmines.qc.ca), the central city, is the most important urban centre in the region.
Nestled in a valley at the foot of the Appalachian Mountains, the City of Thetford Mines came into being in 1876
following the discovery of chrysotile mineral deposits in the area. The new city, created in 2001 from the fusion of the
towns of Black Lake, Robertsonville, Pontbriand, Thetford-Sud, and Thetford Mines, includes urban zones as well as
agricultural communities. With its 26,190 inhabitants, the city is a thriving business centre where industries and the
environment coexist in harmony.
In recent years, the region has undertaken a major effort to diversify the economy. Five major venues are at the heart of
the region's industrial development efforts: industrial oleochemistry, plastics, reprocessing of tailings, mineral
processing, and tourism. The manufacturing sector is also diversifying. Today, the region employs more than 20,000
people in a wide variety of economic activities.
The development of industrial oleochemistry stands at the top of the region's priority list. The Comité de diversification
économique de la région de Thetford, created to keep economic progress at the forefront of issues, believes that this
industry holds enormous potential for the development of the region and the Province of Québec.

The year 2006 brought good news: the population of the Thetford region grew by 0.3% from 2001 to 2006. These new citizens
and their qualifications help fill the needs of regional employers and investors.
Young and not so young; French-, English-, and Spanish-speaking; thus is the labour pool that participates in the economy.

Road network
The main urban centre, Thetford Mines, is close to many freeways such as Autoroutes 20, 40, 10 and 73, respectively 75 km,
142 km, 95 km, and 47 km away. One or more highways serve the 19 smaller communities of the region.
The road network is organized as follows:
National road network
Québec's primary highways are major links between its regions. They connect major urban centres, correspond to corridors
and tourist venues, and serve as feeds to Québec's freeways. In the MRC des Appalaches, there are three primary highways.
Route 112 connects the Estrie and Beauce administrative regions. Within the MRC des Appalaches, it serves as a link
between Thetford Mines and secondary towns such as Disraeli and East Broughton.
Route 165 is the second most important highway in the Thetford region. It starts at the junction with Route 112, and then gives
access, via Route 116 in the MRC de l'Érable, to Autoroute 20 in the MRC d'Arthabaska.
Route 161 only travels 5.6 kilometres in the Thetford region. Route 161 links Route 112 to Victoriaville.

Regional road network
In the MRC des Appalaches, two roads belong to this category. Their main function is to connect the Thetford region with other
border regions, notably the Lotbinière and the Mégantic regions.

Airport
The Thetford region has its own airport five minutes away from the centre of Thetford Mines via Route 267. This is the only
airport located between Québec City and Sherbrooke. Its fast casual food restaurant makes it an ideal place for meetings and
receptions. Two large reception rooms are available: one with a bar and capacity for 45 people, the other with capacity for 75
people. The airport has terrain and buildings available to answer the needs of business people.
The runway, always open, is 4,500 feet (1,461 meters) long and 100 feet (32 meters) wide. The following services are

TRANSPORTATION
Public transportation
The public transportation network, TaxiBus, offers safe, on-time transportation within the City of Thetford Mines.
To use this service, the beneficiary disburses five dollars for a one-time registration fee to obtain a user's card from the
dispatcher's office. A four-dollar fare applies to each trip, regardless of destination or distance. A monthly transit pass is
available for $80 giving access to unlimited travel between the first and last day of the month.

Bicycle paths
An alternative method of discovering the region is via its network of bicycles paths. Different
towns in the MRC des Appalaches propose itineraries, the longest one being in the City of
Thetford Mines. Bicycle and inline skating enthusiasts particularly appreciate the Bicyclable;
a 21 km path that winds through wooded areas, mining landscapes, and the centre of
Thetford Mines.
The Bicyclable is a paved path completely separate from road traffic for the enjoyment of
skaters and bikers. The towns of Disraeli and Saint-Joseph-de-Coleraine also offer bicycle
paths.

Please note that the information in this section applies to the City of Thetford Mines.
The Thetford region is safe and secure thanks to the effectiveness of police patrols and a multitude of reunions and activities
with students, parents, social workers and the general population.
In 2007, the Chaudière-Appalaches region had the lowest crime rate of any administrative region in the Province of Québec.
That same year the crime rate per 100,000 inhabitants was at 3,766, well below the provincial average of 5,321 in 2006.

TAX CREDIT PROGRAM TO PROMOTE INDUSTRIAL ESTABLISHMENT
The Thetford Mines City Council can assist businesses by offering tax credits to anyone who
operates a for-profit business and who is the owner or occupant of a building included in an
evaluation unit recognized under one of the following categories of the "Manuel d'évaluation
foncière du Québec" (property assessment guide): "2-3 - INDUSTRIES MANUFACTURIÈRES"
(Manufacturing industries) "47 - Communication, centre et réseau" (Communication centre or
network) "6391 - Service de recherche, de développement et d'essais" (Research, development,
and test services).

Already active in several areas such as agriculture, manufacturing, and tourism, the Thetford region relies on the research and
development of new industrial venues to secure its future. Advanced sectors such as industrial oleochemistry, mineral
processing, and eolian energy are under development in the region.
Local educational institutions offer training programs tailored to these new sectors. Different organizations bring a large
number of researchers and specialists together to further the state of these technologies.
Technopole de la région de Thetford
Focussing mainly on industrial oleochemistry, the Technopole de la région de Thetford (www.technopolethetford.ca) is a
centre of development, advanced knowhow, and assistance for researchers and developers. The Technopole facilitates
business start-ups by helping them with the application of technologies developed in specialized research centres; it also
serves as the hub of a broad network of contacts and expertise for people interested in this domain.
The region's industrial parks help the Technopole with these tasks. Thus, the region can offer many sources of competitive
advantage to entrepreneurs: competitively priced land, adequate infrastructure, a tax credit program, technical assistance
with new technologies like oleochemistry, funds for financing, and the possibility of obtaining governmental financial support

Desjardins oleochemistry fund
This $250,000 oleochemistry fund was setup by the region's Caisses Desjardins.

Centre collégial de transfert de technologie en oléochimie industrielle - OLEOTEK (College Centre for the Transfer of Industrial Oleochemistry Technology)
An important organization within the Technopole's industrial oleochemistry activities, OLEOTEK (www.oleotek.com) is a
Centre collégial de transfert de technologie en oléochimie industrielle - OLEOTEK (College Centre for the Transfer of Industrial
Oleochemistry Technology) affiliated to the Cégep de Thetford. This centre offers applied research, technical assistance, and
information services to businesses in the areas of organic chemical synthesis and oleochemistry. The Centre specializes in the
development of bioproducts for applications such as lubricants, bioplastics, and biofuels adapted to northern climates. It also
conducts its own research and development projects with the goal of helping the regional economic development of industrial
oleochemistry.

Property and special taxes
(Effective January 1, 2009)
Taxation of landed property is based on the assessment of land and buildings according to chapter 72 (L.R.Q. - 1979) of the
Municipal Taxation Act. This assessment must represent the actual value of the property in a free market open to competition,
in other words it represents the most likely selling price reached by mutual voluntary agreement. The annual rate varies

Coopérative télé-câble et câblodistribution
Unable to find a large cable company willing to serve their citizens, some municipalities in the Thetford region decided to start
cooperatives. Thus came into being the Coopérative de câblodistribution de Saint-Jacques-de-Leeds and the Coopérative
Télé-Câble de Sainte-Clotilde-de-Beauce. These cooperatives provide high-speed Internet access, digital and high definition
TV, and cable telephony to their citizens.
Press coverage
A variety of TV, radio and printed media cover the Thetford region. TVCOGECO and the Thetford region Community Television
cover local and regional news events on channel 9. Passion Rock 105.5 and O 97.3 are the regions official radio stations. The
local newspapers Courrier Frontenac, Le Cantonnier, l'Arrivage d'Adstock, le Contact and MAG 2000 provide weekly and

The Thetford region is a hub of commercial activity. Data collected in 2006 indicate that 247,000 people lived within a 60
kilometre-radius of the city. This market spends no less than $5.6 billion for consumer goods and services. With such
numbers, business opportunities abound in the Thetford region.
In 2008, the City of Thetford Mines opened a Commerce Commissioner's office to oversee the growth of the city's commercial
sector. The mission of this office is to develop the commercial sector and to revive the main streets and neighbourhoods
affected. Backed by a specialized team in commercial development, the Commerce Commissioner assists promoters with
recruitment, counselling, neighbourhood profiles, and customer origin surveys. The office promotes Thetford Mines' economic
interests and demonstrates its commercial and economic strong points to anyone or any group of persons interested in

In winter, the region offers magnificent panoramas, exceptional snowfall and, above all, the liberty of wide-open spaces.
Summer means rendezvous on tranquil bike paths, treks in the forest, and kayak or canoe excursions on a number of lakes.
During the fall, the Thetford region's forests take on spectacular foliage.
Whether from the City of Thetford Mines or from one of the surrounding municipalities, you will notice that the region treasures
its green spaces. The urban hubs fit right in with the rural areas; together, they enhance the population's quality of life. Parks,
bike paths, golf courses, ski and trekking trails, lakes, mountains, all features that contribute to the well-being of the people of
the Thetford region!
A large assortment of nearby outdoor attractions endows the Thetford region. These provide a complete and diversified range
of activities to the population. In fact, it's quite unusual to find rock climbing, scuba-diving, fishing, hang gliding, kayaking,
trekking, wakeboarding, snow kiting, snowshoeing, alpine skiing, cross-country skiing and biking in a single regional
municipality.
A notable source of regional pride is the Parc national de Frontenac. In addition to providing citizens and visitors with a wide
range of outdoor activities, this park puts forward and protects one of the great treasures of the region, the magnificent Grand
lac St-François. Other attractions unique to the Thetford region relate to its past as a mining community. For instance, the
Flintkote quarry welcomes many divers, in summer as in winter.
The enormous recreation potential of Mont Morne, located near Sainte-Clotilde-de-Beauce, also deserves mention. A large
array of activities can be practiced there, including rock climbing, trekking, hang gliding, star gazing and wilderness camping.
From the peak of Mont Adstock, accessible in summer as in winter, you will enjoy a magnificent 360-degree panorama of the
region. Take a moment at the top to admire the lakes and maybe observe paragliding enthusiasts launch themselves from the
summit. For hiking amateurs, the Sentier Pédestres des 3 Monts in St-Joseph-de-Coleraine offers 30 kilometres of safe,
marked trails through nature at all levels of difficulty with acces to Serpentine-de-Coleraine a unique geological point of
interest.

The region has developed a dynamic cultural life appropriate to its image. Every talent finds a place to express itself and makes
itself known thanks to the presence of about sixty organizations and associations active in a variety of fields, notably in music
and choir, in theatre, in history and heritage, in libraries and communications.
The disciplines practiced in the performing arts are both dynamic and varied. Disraeli's concert band, l'Harmonie de Disraeli,
has been training musicians for more than 100 years; Les Cabotins, a theatre troupe, initiated hundreds of people to the theatre
during its 40 years. The Cirque ADODADO, part of the Polyvalente de Disraeli (high school), offers a springboard to youngsters
who are attracted by a career in circus arts.

Three entertainment facilities ensure the promotion, production, and propagation
of the performing arts: the recently renovated Salle Dussault and the Salle P.É.
Bonneville in Thetford Mines, and the Salle Desjardins in Disraeli. Professional
artists visit the region thanks to two local promoters: the Comité des spectacles de
Thetford Mines (Spect-Art) and the Comité culturel de Disraeli. Many churches,
community centres, and bars present concerts and shows featuring amateur as
well as professional talents.
The Festival de la relève, an August festival in the City of Thetford Mines, exhibits
up-and-coming talent to the many festival goers. The Concerts sous les arbres
presents shows in the scenic setting of the shores of Lake Aylmer in BeaulacGarthby.
Exhibition centres and museums, notably the Musée minéralogique et minier (mineralogy museum) and
the Station des Arts, both in Thetford Mines, serve as a showcase for the visual arts. Numerous artists,
many professional, live in the region and let themselves be inspired by its beautiful scenery.
Every autumn since 1998, a major visual arts and crafts event stirs the region. The Chemin des artisans
shines a spotlight on the rural municipalities. This event attracts thousands of visitors to thirty or so exhibition sites where
artists and craftspeople present their creations. In Beaulac-Garthby, November's Salon des créations offers the same
opportunity to the artists of the southern part of the region.
The preservation and propagation of the region's historical heritage occupies a special place in the hearts of its citizens, thanks
to the presence of the Musée minéralogique et minier de Thetford Mines and many historical societies. Heritage sites, many of
them related to mining or religion, abound on the territory. A rich natural and agricultural heritage also characterizes the region.
Mountains, lakes, and rivers are scattered throughout the rural
areas.
The majority of citizens have access to a public library close to
their home. In addition to encouraging literature, many
libraries host literary and cultural events.

A number of service and resource centres for physical and mental health can be found in the region, such as the Centre de
santé et des services sociaux de la région de Thetford (CSSS www.centresantethetford.ca), purveyor of health and social
services, and the Corporation de développement communautaire de L'Amiante, which supports community and social
development organizations.
Centre de santé et services sociaux de la région de Thetford
Proud to work with its partners, the CSSS's mission is to maintain and improve health and the welfare of the population of the
MRC des Appalaches. The CSSS is responsible for the organisation, coordination and supply of health services and social
services in the territory of the MRC, including prevention services, assessment, diagnosis, treatment and of accommodation
as well as hospital services.
It offers a full range of services within four CLSC, Thetford Mines hospital and six accommodation centers.
The CSSS relies on a team of more than 1,700 caretakers composed of 1,340 employees, 60 doctors and dentists and 300
volunteers .
In its 2007 report on Québec hospitals, the newsmagazine "L'Actualité" awarded a perfect score to the Centre de santé et de
services sociaux de la région de Thetford (CSSSRT) for its operating bloc, calling it "one of the best-performing operating blocs
in Québec". The CSSSRT also distinguished itself with a score of 96% for the average length of stay in the ER. Finally, the ease
of access of its no-appointment laboratory service was also recognized.
In the Thetford region, four foundations help improve the health services offered to the population and the residents of care and
lodging centres.

ownership incentives to newcomers. Through these initiatives, the municipalities wish to attract families, young couples,

SAINT-JOSEPH-DE-COLERAINE Construction of a principal building (residential, commercial or industrial)
Subsidy to any owner of an assessment unit (vacant lot) on which a principal building has
never been constructed, when the owner builds a principal building upon it, whether the
end-use is residential, commercial or industrial.
The building constructed must increase the property value on the municipality's
assessment by more than $50,000.
The maximum subsidy is $5,000 for each of the first three fiscal years.
This subsidy is provided by the Comité de développement industriel et commercial de
Coleraine.
THETFORD MINES
Construction of a new single-family dwelling
Property tax credit, equivalent to 100% of the unit's assessed property value for the first
two complete fiscal years following construction.
Purchase of an existing residence
Property tax credit equivalent to 50% of the unit's assessed property value for the first two
years following the purchase.
Construction of new multi-family dwellings

Thetford Regional Economic Development Society (CLD)
The Thetford Regional Economic Development Society (CLD) (www.regionthetford.com/sde) is a major contributor to the
development of the economy in the Thetford region. Devoted to its task, it offers a multitude of services that often take the
shape of financial or technical assistance. The Economic Development Society supports local entrepreneurship, coordinates
communities in their approach to economic development, and mobilizes partners, promoters, and entrepreneurs in a
concerted effort. Proactive in its environment, the Society demonstrates the magnitude of the entire region's commitment.
