This document represents a comprehensive list of programs available and
serving the health care needs of the uninsured in Florida. Other resources exist
that outline various community social service programs, however, this is the first
to focus entirely on health care. While it is intended to be a comprehensive,
exhaustive list of all health care resources provided in Florida’s communities, the
sheer volume of public and private programs available make it likely that some
were omitted from this document. The authors would like to gratefully
acknowledge the assistance and input of the various agencies and partners in
the state, and encourage anyone with additional information on any programs
that may have been overlooked to contact the Office of Medicaid Research

Healthy Start Coalition Programs
o Healthy Start – pre- and post-partum care, parenting classes and
support for expectant mothers
o MomCare – provides prenatal care for pregnant women between 150%
and 185% of the federal poverty limit – funded by Medicaid
o Improved Pregnancy Outcome Program – DOH program that ensures
all women will receive prenatal care

Florida KidCare - funded through the state of Florida and the federal
government; provides Medicaid coverage for kids above the federal poverty
limit.
Healthy Communities, Healthy People Program, a comprehensive and
community-based health promotion and wellness program designed to
reduce major behavioral risk factors associated with chronic diseases. It is
funded through the state of Florida and the CDC.
Healthy Families Florida – home visitation for families with children,
newborns up to age five, that provides counseling, connects them with
medical care, and arranges other social services:

The Florida MediKids Program is the health insurance program designed to
provide health insurance to children and teens under age 19 whose families
may have too great an income to qualify for Medicaid, but who may not be
able to afford health insurance. The program is funded by the federal
government and the state of Florida.
Florida Breast and Cervical Cancer Early Detection Program- funded through
the Centers for Disease Control and Prevention (CDC) – offered in nine
counties, open to all FL residents

The We Care Program provides referrals to physicians and dentists for
services for the uninsured. All services are performed on a voluntary basis,

The Central Florida Regional Health Information Organization (CFRHIO) is a
comprehensive knowledge-based network of interoperable systems of
clinical, public health and personal health information that improves health
and health care decision-making by making health information available
when and where it is needed. There is initial funding for the CFRHIO through
grants and start-up donations. There is also an ongoing funding through
subscriber fees from those who use and/or benefit from the RHIO.

Health Flex Plan Program- Florida Legislature found that a significant
proportion of the residents of Florida are unable to obtain affordable health
insurance coverage. Therefore, it is the intent of the Legislature to expand
the availability of health options for low-income uninsured state residents by
encouraging organizations to develop alternative approaches to traditional
health insurance which emphasize coverage for basic and preventive health
