Introduction
• “Main research” problem: the formation of police death
squads in Brazil and their dynamics.
• Current stage of the research: multiple cases of
summary executions committed by police officers (during
work hours or off duty).

The “Cabula case”
• Early morning, February 6th, 2015
• 12 young men killed in a police operation;
• 9 police officers involved, from a special unit of Bahia’s
State Military Police - RONDESP;
• Poor neighborhood named “Cabula”, in the city of
Salvador, known for an intense drug trafficking area.

O Ministério Público Estadual (MPE) concluiu, em investigação própria, que houve execuções na operação policial que resultou em 12 mortes, ocorrida
no dia 6 de fevereiro, na comunidade de Vila Moisés, no Cabula. A apuração, concluída na sexta-feira, foi baseada em depoimentos e laudos periciais.

Judicial decision
• After less than 5 months, the judge decided ABSOLVIÇÃO

• In the sentence we read:
"the police officers involved in the case were
obviously innocents, and no further proceedings
were necessary for the case".
• And all the 9 police officers were declared not guilty (before
any criminal procedure in the courts started)

Objectives at this stage of the
research
• To understand the official process, which
includes police institutions and the judicial
system, of “turning deaths (summary executions)
into legal actions”.
• In other words, we intend to understand the
conditions of possibility (Foucault) for the
existence of “accommodation of illegality” and
the subsequent process of transforming illegality
(the execution) into legality, through the juridical
figure of legitimate defense.
