A FOUNDATION FOR EDUCATION IS BORN!
Turkish Educational Foundation was established by 205 philanthropists under the leadership of
the late Vehbi Koç. The most important goal of Turkish Educational Foundation is to build a platform where people can develop and apply their knowledge for the benefit of society. The most
important approach of the Turkish Educational Foundation is, therefore, to create an environment
where our people can obtain the means to contribute to the development of the ideal of modern
Turkey and humanity.

AIMS
As Turkish Educational Foundation aims to create an environment
where people can acquire the opportunities to contribute to the
development of the ideal of modern Turkey and humanity, we also

• To give more scholarship to young people who are successful,
but lack the financial support they need,
• To give more Outstanding Success Scholarships to young people
who have leadership qualities and play a role in the future of
country,
• To educate more highly gifted young people in TEVITOL and bring
this potential to our country,
• To increase the number of hostels,
• To open primary schools, student dormitories and teaching
centers where needed in every corner of our country,
• To support social responsibility projects

Our mission is to support leading youth who are successful and will contribute to our country and
humanity, but in need of financial support.
PURPOSE
Our aim is to give scholarships to the students who are successful, but lack financial support; to support education system by building schools, student dormitories and libraries; to give awards in order
to encourage success; and to conduct scientific research on educational issues.

Together with the pride of being a big TEV family with our benefactors, volunteers, and administration,
we always strive to give more.
Our approach to management always relies on the principle of transparency. As an outcome of this
understanding, the TEV Annual Activity Reports present information about ever-widening range of
activities and their results to the general public.

Distinguished members of TEV,
TEV is a non-governmental organization which maintains the vision to build a platform where people
can develop and apply their knowledge for the benefit of the society.
TEV was established by 205 generous individuals and corporations with the leadership of the deceased
Vehbi Koç in 4 May 1967, under the name of “Turkish Education Facility”. In accordance with Article 3
of Law No.903, it was renamed “Turkish Education Foundation” in July 24 1967.
TEV, throughout its life of 45 years, has aimed to be the light of education for the youth, with an
approach that embraces every segment of the society. TEV has not been a foundation of any one
conviction, district, corporation or family. The sense of confidence this has fostered has exceeded the
borders of our country. TEV has been carrying out partner scholarship programs with various foreign
countries.
One of the most significant features of TEV, which will live on forever as a legacy from our founders
to us and from us to the new generations, is to realize and immortalize desires and ideals of many

Our dream was to make Turkish Educational Foundation; “The Educational Foundation of Turkey”.
Today, we live in happiness of having fulfilled this dream. It has been a great pride for me to be with
many talented and prosperous young people and contribute to our country’s development, culture
and technology together with them for the last 45 years. We feel honored for building schools and
dormitories for our students with the support of our venerable benefactors. I would like to thank every
member of TEV, including our graduated TEV scholars who promote the foundation through their active
participation, boosterism and standing by it at all times, for making this happy family a reality.
Our foundation was established by 205 members, including our country’s leading industrialists,
educators, administrators and businessmen of various other vocations. This reputable institution has
been working for 45 years, following the footsteps of its founders, and never compromising its beliefs.
Our exemplary work and implementations have brought us respectability both at home and abroad,
encouraging our increased cooperation with many recognized universities overseas. Another factor
worth mentioning which improves our prestige is our TEV scholars, who work devotedly and show high

Anatolian Teacher Training High School and its sports hall. Together with board of directors and board
of trustees, we drew plans in order to make our dreams come true. With our Annual Report, we aim to
provide extensive information on TEV and share with you what we have put into practice in 2012.
We have a lot to do…We will start working with love and we will end up again working collaboratively
with love …in order to contribute to a greater happiness and a wider eternity…in order to be hope and
education…
I commemorate all of our founders who have built our foundation on our unchanging principles and
institutional insight and thank warmly all our benefactors, project partners, volunteers, old and new
scholars, managers, workers and all the family members who provide full support and allocate their
valuable time and resources to our Foundation.

Dear members of TEV family,
To give from the heart is bliss on its own; to learn is another and to do the job you love, another…
Sharing and giving from the heart to support the ones in need while doing the job you love is again a
great source of happiness. In its 45th year, TEV continues to work for education by bringing everyone
together and guiding them in a ring of hope by touching each other’s lives.
This has been a year to be proud of. Donations from our supporters made it possible for us to
construct TEV İfakat Yavuz Elementary and Secondary School in earthquake-devastated Van. We
brought education to over 1700 students. In collaboration with the Ministry of Education and Turkcell,
TEV launched Turkey’s Money Box Project, an educational fundraising campaign. We brought houses to
200 teachers, dormitories to 100 students and scholarships to 100 students. Our girls’ hostel in Izmir
became fully operational and we opened a new girls’ hostel in Trabzon which has become home to
female students from numerous provinces. By adding a new destination country to overseas education
opportunities with SINGA (Singapore) scholarships, we have also brought hope for doctorate students.
At the Safiye Ayla- Zeki Müren Song Competitions we organize in order to perpetuate the names of our
valuable benefactors, we met with young voices, and TEV has become the music itself. We got together
at year end dinners; we carried out various organizations in our branches and TEVITOL by coming
together with other branches of TEV. In the recent year, we have also made the opening of Orhan Çetin

I have served TEV with great commitment since its establishment. During these 45 years, TEV has
provided 200,000 domestic scholarships and 1,441 overseas scholarships for postgraduate education.
We have awarded 9,500 domestic scholarships and 121 overseas scholarships in the 2012- 2013
academic year alone. TEV is the only Non-Governmental Organization that has partnerships in 9
countries in the field of educational scholarships.
TEV added the TEV SINGA PhD Scholarships to its overseas scholarships. It is generally hard to attain
success in the first years of these programs however with our enthusiasm, we implemented our projects
successfully. In this scholarship, the needs of 9 chosen scholars are funded by SINGA. The selection
and orientation process was welcomed by Singapore and it was decided to increase the quota further.

Today, education is a necessity for life.
It can be clearly seen that the creation and perpetuation of civilizations, and scientific and cultural
improvement comes only with the spread of awareness of education.
Although governments attempt to give priority to educational services, the cost of a quality education
has reached significantly high levels in our day and age. In fact, we had made this assessment
in 1967 with the foresight of the deceased Vehbi Koç, and actualized it within the body of Turkish
Education Foundation.
TEV was established to promote Turkish National Education by providing support for prosperous
students who are in need, strengthening the system they will receive education within, opening schools,
dormitories and education centers and conducting research in field of education. As our founders
remarked 45 years ago, alleviating the deprivations in our country is possible only by strengthening
education alongside industrialization. Everyone contributing in accordance with their abilities to support
education is incredibly crucial at times when government sources are lacking. I would like to state that I
am proud of sustaining this belief for 45 years.
Our foundation gives ‘Outstanding Success Scholarships’ in its 40th year with the aim of supporting the
leaders of the future. Students in the top 2000 ranking in University Placement Exams (LYS) have been
the new children of TEV family; 216 students still receive their scholarships from this quota and the
number of Outstanding Success Scholarships continues to increase in every academic year.
TEV does not only give scholarships to students, but also gives provides social opportunities to improve
themselves, such as internship positions, free English courses and technical visits.
It is important to remember that the development of a nation can only be achieved by increasing
level of knowledge and culture. It becomes our principle to increase the scale of our services with the
support of responsive philanthropists and scholars.

have completed engineering, business and government studies), Social Sciences (for
law, international relations, sociology, psychology and European Unions), fine arts and
medical studies.

Today, by valorizing the financial support that Turkish Educational Foundation obtained from
citizens on near 4.500 funds and converting their income to scholarships with the vision of being
‘’sustainable and permanent’’, TEV has reached $ 350 million in financial power.

Along with the scholarships, TEV provides ‘Outstanding Success Awards’ in order to encourage students
to education. Until now, 20.731 scholars are awarded, but only in this academic year (2012- 2013),
TEV rewarded 1.524 scholars. Every year, virtually 28% of higher education scholars are awarded with
‘Outstanding Success Awards’.

TEV provides scholarships to technical and industrial vocational high schools, universities, higher
education and doctorate students who are devoted to the principles and reforms of Atatürk and
successful, but in need of financial support.
In the first year of TEV’s establishment, the number of beneficiaries was 119. Today this figure has
reached to 200.000. Overall, TEV supports 9.500 scholars, merely in the academic year 2012- 2013,
2850 of which are vocational high schools, 6339 for university, 95 for masters and doctorate and 216
students for outstanding success.
Apart from the students chosen by teaching institutions, students who are disabled, who were raised in
orphanage and whose families are damaged during natural disasters are awarded by higher education
scholarships.
After the earthquake in Marmara in the late 1990s, 4041 students benefited from TEV’s scholarships.
In the following years, with the earthquakes in Afyon (2000), Bingöl (2003) and Van (2011), TEV
respectively provided 1000, 100 and 400 scholarships to the earthquake victims. With the ones who
have succeeded, TEV still sustains their scholarships with the frame of TEV Domestic Scholarship
Organization.
Students benefıt from our scholarships if they succeed until the end of the year. Yet, scholarships are
terminated if students do not succeed or do not fit into TEV’s criteria.
Scholarships are paid between October- June (9months) and the payment is made by considering
the inflation and budget conditions. During the academic year 2012- 2013, TEV has provided 140 TL
to vocational high school students, 370TL to university students, 650TL to master degrees and 950TL
to PhD students. Along with these scholarships, in October and February, TEV has provided 1.425TL
for Outstanding Success Scholars. For the rest of the year, TEV supports these scholars with 950TL.
Overall, these scholarship payments cover 38% of TEV’s domestic scholarship budget (26 million 709
thousand) in 2012.
TEV’s domestic scholarships are unreturned, but as a fundamental principle, scholars undertake return
payments after they start their career life. They undertake this responsibility by giving scholarship to
another student via TEV or providing someone else to contribute to TEV’s donations. As TEV family, we
think that this is a conscientious responsibility of our scholars. As for that, scholars are informed about
this responsibility by reference.
Higher Education Hardship Scholarships Application And Selection:
1. TEV reports scholarship quota and conditions to teaching institutions in every academic year,
2. Throughout October, teaching institutions displays announcements for scholarships on notice board
and TEV announces its scholarships via website and press,
3. TEV Scholarship Application Form is to be filled on www.tev.org.tr , printed out and submitted to the
educational institute together with required documents as attachments between 1- 31 October,
4. The Scholarship Committees including 3 university professors and 1 TEV representative, select
shortlisted actual and reserve candidates to receive scholarships from amongst applications according
to the criteria outlined above by the Turkish Educational Foundation and shall submit successful
applications with required documents as annexes,
5. Scholarship applicants who are informed of their successful application upon the submission of the
necessary documents shall receive payment of the scholarship.
Conditions Of Eligibility:
I. Being a citizen of the Turkish Republic,
II. Being devoted to principles and reforms of Atatürk,
III. Financial Hardship: Being in need of financial support according to assets and income level, not
working for any income generating activities, not receiving fees, salary or scholarship from any other
public or private organizations.
IV. Performance Conditions:
a- Students enrolling in higher education for the first time: High level ranking in faculty or higher
education entrance score,
b- For sophomore and junior students: Not having failed subjects or to have a general performance of
at least 2.5 out of 4 (at least 60 for institutions using the 100% system) and passing to the next year
level. (Those who have a suitable grade average, but have failed more than 3 subjects cannot apply.)

In its 40th year of establishment, Turkish Educational Foundation has provided Outstanding Success
Scholarships since 2007. In every academic year, 50 students are selected for this scholarship, this
number can be increased according to the achievements of the successful students. TEV has provided
outstanding success scholarship for 216 students in the academic year 2012- 2013. Students in the
top 2000 ranking in 2010 University Placement Exams (LYS), and who study Engineering- Architecture,
Health Sciences, Administrative Sciences, Fundamental Sciences, Social Sciences and Law benefited
from the Outstanding Success Scholarship. The ones who are in the top 3.000 ranking in the field of
Fundamental Sciences are also accepted.
Sophomores are able to apply for ‘Outstanding Success Scholarships’. These students are expected to
be in the top 2000 ranking in LYS, have succeed in their prep year and to have passed their first year at
university with an average 3.50 (if it is out of 4) and 87.5 (if it is out of 100).
Applicants are evaluated based on their file and preselected based on their grades in LYS and diploma.
After the pre-selections, applicants are invited to have the composition test which is evaluated by
experts.
With the grades of composition test, applicants are subjected to re-selection. After passing all of the
processes, approximately 160 applicants are invited to the interviews in İstanbul and Ankara.
During the interview, scholarship committee, including various university professors, assess the
leadership qualities by considering all processes above and chooses students for TEV Outstanding
Success Scholarships.
TEV also provides Outstanding Success Art Scholarship. The ones who study second year in the field
of piano, guitar, harp, strings, wind instruments and percussion, are able to apply for this scholarship.
Applicants are expected to pass with at least 85 and over from major courses and 80/over from the
field of professional art and culture classes. Applicants, who are nominated during the academic year,
are subjected to pre-selection by TEV General Manager. Passing pre- selection is based on listening
program in the presence of faculty members.
In the academic year 2012-2013 (for 9 months) the total amount of the scholarship to each student
will be 9,500 TL. Their scholarships will continue with masters and PhDs if they succeed in their
scholarships.
Students, who want to benefit from TEV Outstanding Success Scholarship and fit into leadership
qualities, are expected to fill TEV Scholarship Application Form on www.tev.org.tr , print out and submit
to the educational institute together with required documents as attachments.

B) OVERSEAS SCHOLARSHIPS
TEV has been awarding scholarships for postgraduate studies (Master’s Degree and PhD) in order
to guide executive manager and leaders. TEV became the first foundation that gives scholarships in
association with USA, England, France, Singapore, Denmark, Japan, Holland, Sweden and Australia.
TEV provides overseas scholarships in the field of Management, Economics, Engineering, Social and
Fine Arts and Medicine (Masters and PhD). In the academic year 2012, 69 students were chosen for
overseas scholarships.
Until now, 1.441 successful students have benefited from overseas scholarships and 121 scholars still
successfully continue their study abroad.
In the academic year 2012, TEV selected 8 students in USA and East Europe, 5 in England association
with TEV British Embassy Chevening Scholarship Program (4) and English Chamber of Commerce /
Buckingham Scholarship (1). In the following years, 40 students were selected in Germany association
with DAAD, 4 in France association with French Embassy Scholarship and 1 in Italy association with
TOFAŞ. 9 postgraduates were selected in Singapore in association with SINGA and 1 student was
selected in USA and 1 in Germany in the field of Medicine in association with Dr. Orhan Birman
Scholarship. In total, we have placed 69 of our students abroad. In the academic year 2012, our
expense of overseas was 2. 014.000TL. Our overseas scholars successfully continue their education
and they graduate with good grades. Among our scholars, many of them take senior management
positions in order to become the leaders of our country.
a. In every academic year (between September- November), applications are published in mainstream
newspapers for two days and our website throughout the application process and faculties are informed
by announcements.
b. TEV provides scholarships in USA and East Europe in the field of Business Management, Engineering,
Social Sciences and Medicine.
c. Applications generally start from the beginning of October and application period (according to
countries) are specified in the announcements. Applications are provided through TEV or website.
Applicants need to send their application forms to TEV General Centre.
Applicants are evaluated on the basis of their grade averages, level of foreign language and test scores
reflecting their vocational knowledge (GMAT, GRE, TOEFL, IELTS etc.), the outcome of interviews (the
interview commission is composed of academicians from the faculties of the applicants and the
representatives of the institutions that we collaborate) and the financial status of the families of the
applicants.
INTERNATIONAL PARTNERSHIP INSTITUTIONS
Joint British Scholarship between TEV and British Cheveing Program: Turkish Educational
Foundation jointly awards scholarships for postgraduate studies, including Finance, Engineering, and
Social Sciences in England with British Chevening since 1990. Until 2012, 286 students benefited from
the program. Tuition fees of the beneficiary students are covered by the British Chevening (50%) and
their living expenses are covered by TEV (50%). 4 beneficiary students are selected in the academic year
2012- 2013.

in Germany with German Academic Exchange Service (DAAD) since 1998. 405 beneficiary students
benefited from TEV-DAAD scholarship. %50 of scholars’ expenses is covered by DAAD and the rest is
covered by TEV. 40 youth students are selected in the 2012- 2013 academic year.
Joint Scholarship between TEV and TOFAŞ: TOFAŞ Scholarship Fund has sent 7 youths to Italy
since 2009. Scholar’s expenses are covered by TOFAŞ Scholarship Fund. The ones, who finished their
academic year, scholars need to work at TOFAŞ for twice as long as their master’s degree duration. 1
youth is selected in the academic year 2012- 2013.
Joint French Scholarship between TEV and French Embassy: Scholarships for postgraduate
Joint Scholarship between TEV and Sadberk Koç Fund Scholarships: SIn accordance
studies in France have been started following the agreement concluded between the Turkish
Educational Foundation and the French Embassy since 2004. The areas for which scholarships are
awarded cover the field of Engineering, Economics, Management and Social sciences. 4 youths have
been selected in the 2012- 2013 academic year. Fifty percent (50%) of expenses is covered by TEV
and the other half is covered by French Embassy.
Joint Singapore Scholarships between TEV and SINGA: TEV-SINGA scholarship offers
outstanding candidates to undertake a PhD degree in the areas of Key Science, Engineering, and
Biomedical Sciences at one of the following institutions in Singapore; A*STAR (The Agency for Science,
Technology and Research), NTU (Nanyang Technological University) or NUS (National University of
Singapore) for 4 years in 2011. The scholarship is unpaid and complimentary. 9 scholars have been
selected in the 2012- 2013 academic year.

Overseas Medicine Scholarship: TEV provides overseas scholarships in the field of Medicine and
Research Development, to the medical doctors who are in need of financial support. This scholarship
has been funded by one of the late donors, Dr. Orhan Birman, of TEV. Until now, 60 youth medical
doctors have benefited from the scholarship. 2 medical doctors were selected in the academic year

SCHOLARS
Joint Denmark Scholarships between TEV and Garring Foundation: A great part of
the income which was transferred to TEV by the Garring Foundation, established in Denmark by Karl
Johannes Garring and his Turkish spouse Zahide Zehra Garring, has been spent for the construction
three primary schools (well equipped with computer systems) in Kırşehir- Çayağzı, Istanbul- Ümraniye
and Sakarya- Akyazı. Part of this income was also used for the purchase of devices needed in various
health institutions. According to the will of our benefactor, 20 students from the schools mentioned
above are sent to Denmark every year in order to gain experience and improve their knowledge. In
addition to all this, since 1996, 20 successful students have been sent to The Technical University of
Denmark for postgraduate education and expenses are covered by joint TEV- Garring Fund.
Joint Spanish Scholarships between TEV and Business School Madrid (IE- Instituto
Empresa): TEV offers education to postgraduate scholarships in the field of International Law,
International Relations, Digital Journalism, Corporate Communication, Visual Media Communication,
Marketing Research and Consumer Behaviors. The ones that are selected will be funded by both TEV for
living and IE for tuition fees.
Joint Japan Scholarships between TEV and International Japan University: TEV and
International Japan University have offered scholarships since 1986. The scholarships are unreturned.
Until now, 13 successful students have been provided with postgraduate scholarships in Japan.
Negotiations for the continuity of scholarships are underway.
Joint Scholarship between TEV and TÜSİAD: TÜSİAD 40th Scholarship Fund has started in
2011. Expenses of scholars are covered by this Fund. After their graduation, scholars need to work at
TÜSİAD or other TUSIAD member institutions for twice as long as their master’s degree duration.2 youth
were selected in the academic year 2012.

LOOKING TO THE FUTURE WITH CONFIDENCE
İnanç Foundation was established by the late-Sezai Türkeş, the founder of STFA, in 1990 in memory of
his wife, the late-İnanç Türkeş. The school was opened in 1993. TEVITOL, a boarding school, gave its first
graduates in 2000. TEV has taken over İnanç High School in 2001 and named it Turkish Educational
Foundation İnanç Türkeş High School (TEVITOL). In 2005, international baccalaureate (IB) program has
started. In 2007, foundation and four- year program has been accepted. Since 2004, each year, 60
students are accepted with partials and full scholarships.
TEVITOL has 239 students including 101 girls, 138 boys from different provinces. TEVITOL had its first
graduates in 2000 and the total number of graduates of TEVITOL is 391. Our students have already
graduated from or are still studying at overseas universities such as Caltech, Columbia, Duke, Harvard,
Manchester University, MIT, Stanford, University of Chicago and Yale. There are 42 full-time teachers and
15 part-time trainers in TEVITOL.
TEVITOL, the only institution providing education to gifted students in Turkey, is located in Gebze
Muallimköy, including 22.000m2 covered area of 416 acres. The school has 8 dormitories, refectory,
infirmary, classrooms, science and computer labs, art room, music rooms and indoor and outdoor sport
facilities.

Art, the students, whose special abilities are tested undertake individual tutorials with qualified
teachers.
Field works, an important part of TEVITOL’s population participates summer camps that are prepared
for domestic and overseas superiors. These camps are generally formed according to our students’ area
of interest such as genetic, mathematics, science and technology, creative writing, cinema, psychology,
social works and arts. In addition to that, the internships and field works are being supported by
various national institutions. All these activities help our students to obtain cultural shift and life skill in
their early age.
Education is carried out with 15 students in each classroom. Schools have IB program and all
students take English language. They also take certificates as they complete second foreign language.
One-third of our students study science and natural sciences. Others study economics, law and social
sciences.
TEVITOL provides efficient and one-on-one training in a class of 15 with Turkish and foreign teachers.
The students study with appropriate textbooks and documentations. In order to help the students
to develop themselves, every kind of program and hardware are being provided for our students in
computer labs.
Students produce their superior talents with various activities that the students improve themselves out
of the school in activity hours.
Tevitol’s Understanding Of Education
Anatolian High School and international baccalaureate programs are implemented in TEVITOL and
some of the lessons are given in English.
TEVITOL’s model of education is carried out with academic, skill and affective works. This model has
been prepared in accordance with the holistic development of our outstanding students.
Academic studies, enrichment activities are planned according to student’s talents. These studies
are held after school or in the classroom. Students continue enrichment programs considering their
choices and the guidance of experts. They continue their studies according to their levels and for the
ones that show improvements in their development, some flexible changes are made. Academic studies
are carried out by teaching assistants in order to lead the students to special projects and differentiate
the outstanding students that have skills above the level of education. As for that, students have the
opportunity of meeting and working on a project with the teaching assistants and the ability of having
academic and social skills in early age.
Affective, under the leadership of mentor teachers, affective education studies that support
academic studies, career planning, thinking skills, and creativity are being carried out with the planning
of psychological consultation. Each mentor comes together with their group of students (5) every year
and implements the activities that are prepared for an hour. The data obtained from the studies is
processed to students’ developmental files. Students use these files as a reference.
In order to get a scholarship and pass the exams (TOEFL, SAT) that some of the universities ask from
our students, our English teachers help our students to get prepared for those examinations.

TEV Trabzon Hostel for Girl Students, which is located in Trabzon and 1, 5 km distance from
Karadeniz Technical University, has the capacity of 250 beds. Our hostel has 62 private
bathrooms and sinks for 4 people and 2 rooms for disabled students.
Offering a modern living environment for girl students the hostel comprises several units
such as cafeteria, kitchen, canteen, hobby and game room, multi-functional living room,
conference hall and meeting room, lobby TV room, common studying room, and computer
labs. A professional security team is on duty at the hostel for 24 hours a day. The hostel
also includes studio type guest room to provide the accommodation of families visiting
their daughters at the hostel.
Providing training sessions on collective living culture, professional goal setting, English,
leadership, developing personal and social skills for students staying at the hostel, are
among our objectives.
İZMİR-BALÇOVA
TEV- Cumhuriyet Higher Education Hostel for Girl Students
The hostel, having a capacity of 373 students is closely located to general transportation
lines, Dokuz Eylül University, İzmir University of Economics, and İzmir University, also
provides morning transportation to Ege University. The rooms are designed for 3 people,
and each room is accommodated with a bathroom, toilet and wireless Internet.
The hostel includes 124 rooms for 3 people and 1 room for the disabled. Offering a
modern living environment for girl students, the hostel comprises several units such as a
dining hall, computer laboratory, studying rooms, TV room, visitors room, infirmary, latest
technology pay phone, and laundry room with washing machines and drying tumbler. In
addition to a professional security team working 24 hours a day, the hostel is furnished
with a security camera system as well.
Providing training sessions on collective living culture, professional goal setting, English,
leadership, developing personal and social skills for students staying at the hostel, are
among our objectives. In addition, our students have the opportunity of using sport center
nearer to the hostel (Pilates etc.).

Since it is established, Turkish Educational Foundation is a growing family with its personnel,
benefactors, scholars and the ones who dedicated themselves to education. One of the basic steps
that we use in order to contribute Turkish Educational Foundation and to reach our goals is to reach
out many people. As for that, our activities that support our corporate structure continue every
passing year.
Our branches, located in 13 provinces in every part of Turkey, arrange various meetings and
activities where our scholars and donors come together every year. We share the developments of
our Foundation in these meetings.
In order to remember our precious donor and national artist, the late-Zeki Müren,’Remembering Zeki
Müren’ Concert is arranged every year in his death anniversary (24 September) in Bodrum with the
contribution of TSK Mehmetçik Foundation, Bodrum Municipality, Bodrum District Governorate and
Zeki Müren Art Museum. With his donations, 2.050 students took Zeki Müren Scholarship in Turkey.
225 students benefited from this fond in the academic year 2011-2012.
One of our precious donors, the special voice of Turkish Classical Music, the late-Safiye Ayla Targan
donated her wealth to TEV. In accordance with artist’s testament, since the academic year 19992000, TEV provides scholarship to the students that study arts and music, but lack of financial
support. Up until today, TEV gave scholarship to 1.050 students.75 students benefited from this
fond in the academic year 2010-2011.
On the purpose of cherishing the memory of our esteemed donators Safiye Ayla Algan and Zeki
Müren, we organize voice competitions in order to gain new voices to Turkish Music. 258 people
applied to the competition in Lütfi Kırdar Convention and Exhibition Centre in 8 December 2012
and 12 contestants perform their talents as finalists.

TEV ACTIVITIES THAT LIGHT THE WAY
FOR A BETTER FUTURE!!
1. TEV-İfakat Yavuz Primary School
In the name of our precious donor, retired nurse İfakat Yavuz who desire to make a school in Van with
her savings through 45 years career, TEV built a school with 21 classrooms. 1.700 students started
their education in TEV-İfakat Yavuz Primary School with a cozy environment. School’s opening ceremony
was carried out by the governor of Van, Münir Karaloğlu, and TEV administration in 22 November 2012.
Through her compelling and challenging education life and career, İfakat Yavuz made her dreams come
true with the help of TEV in her 78.

2. Memorial Activities for Zeki Müren
This year, with the help of TEV, the traditional Zeki Müren Memorial Concert was organized by TSK
Mehmetçik Foundation (a foundation that supports the children of war veteran and martyr) in
September 24 at Bodrum Castle. Thousands of art-lovers contributed to the concert. With the unique
performance of Nalan Altınörs and Yıldırım Bekçi, ‘Remembering Zeki Müren Concert’ watched with
great interest. Through this concert, msny people from different provinces of Turkey memorialized
the name of Zeki Müren from Bodrum. On behalf of Zeki Müren, memorial ceremony was held in 24
September in TEV-Zeki Müren Fine Arts Anatolian High School and at the grave of Zeki Müren in Bursa.
We arranged an Islamic memorial service in Emir Sultan Mosque and Zeki Müren Art Museum. TEV
and TSK Mehmetçik Foundation made a mausoleum in the city of birth, Bursa, in the name of Zeki
Müren. In 2002, we made Zeki Müren Fine Arts Anatolian High School together with TSK Mehmetçik
Foundation. The school provides education for every branch of arts.
With the protocol that was done with the Ministry of Culture, the house of Zeki Müren in Bodrum is
transformed to ‘Zeki Müren Art Museum’ and opened to visit in 8 June 2000.

2. Turkish Money Box for Van
To remember our donators the late-Safiye Ayla Targan and the late-Zeki Müren, voice competition is
organized once in every three years.258 people applied to the competition in Lütfi Kırdar Convention
and Exhibition Centre in 8 December 2012 and 12 contestants perform their talents as finalists.
TEV and TURKCELL, together, established ‘Piggy Bank for Van’ after the earthquake in Van. With this
project, teachers who lost their houses due to the Van-Erciş earthquake had new home and many
children got scholarships. As well as TURKCELL, with the donations to TEV, 124 teacherage were built,
100 students had scholarships and 100 others had hostel scholarship.
Our jury consists of 10 people who have a voice in Turkish Music including Coryphaeus Süheyla
Atmışdört, singer Nesrin Sipa hi, Singer and Coryphaeus Kutlu Payaslı, Presidential Chief of Classical
Turkish Music Choir Fatih Salgar,Vice President of TRT Music Department Özgen Gürbüz, Singer and
Coryphaeus Serap Mutlu Akbulut, Singer Münip Utandı, journalist and author Mehmet Barlas and Vice
President of Turkish Music Foundation Dr. Osman Simav.
The foundation of a student hostel with the capacity of 100 students is laid Teacher Campus and
Polatoğlu Neighborhood. The construction of the Hostel is started in the 100 acres of land in Van
Kalecik State by Turkish Ministry of Education and opened in the academic year 2012-2013.
United Nations Development Program (UNDP) showed the Turkish Money Box
Project as an example to the World.
The meeting called ‘Flexibility and Innovations that Institutions Revealed in Disaster Situations’ was
held by UNDP. The studies that TURKCELL have made for Van Earthquake in UN Central Office, in New
York and the Turkish Money Box for Van are both shown as an example to the world.

Leading Teacher Program
The program is carried out with the collaboration of
TEV- District Governorate of İstanbul Maltepe under the
sponsorship of JP Morgan. 56 teachers from 8 primary
schools benefit from this project.
With the Teacher of New Generation Project, we have
aimed to create a teacher identity which includes
analyzing, providing school development and opening
critics. TEV has reached many teachers all over Turkey
in 8 months after the pilot scheme in Maltepe. The results are utilized

continents. This program brings a new perspective to teachers, students and parents with the support of
both TEV and District Governorate of Maltepe in Turkey. By having the qualification of reform, the system

The donations from TEV’s distinguished members constitute essential sources of foundation.
The Department of Relationships with Donators is aware that our dear donators’ requests and needs
are one of the significant responsibilities that to be carried out consciously. The department is always
on the side of our donators in every situation and emergency for every time including weekends. It also
provides them reliable feelings and helps them overcome their problems.
There are two ways of donating to our foundation:
1- A person who wants to contribute to TEV can conditionally or unconditionally donate moveable
goods, real estate or remuneration. When making these donations, donators can donate goods or bare
ownership. They also need to have right of usufruct in order to transfer the bare ownership only to the
foundation. In this way, only the bare ownership of the property or remuneration is transferred to the
foundation, whereas right of usage and benefiting from income remain with the donators. This kind of
donations cannot be abandoned, unless there are any contradictions to law.
Furthermore, we regularly call our donators, visit them in their own houses, ask for their needs and
make them feel they are not alone. We make their medical appointments and accompany during the
medical inspection and treatment process. Donators are provided with the membership of MEDLINE
and ambulance in urgent health problems. We also provide them caretakers when required. In addition
to these, along with these health issues, we always show our moral support to our donators.
Donators can be benefited from TEV’s specials in association with private hospitals. TEV organizes
various excursions, meetings, dinners and lunches in which both workers and scholars can socialize
together.
Funerals for the late donators, taking their special requests into consideration, are meticulously
carried out. The maintenance of their graves are made by a private organization and checked by the
foundation. In every Ramadan, Islamic memorial ceremony is organized for the late donators.
2- Donations through testaments are another way of donating. A person who wishes to make a
donation may donate any property, all of his/her assets or a certain proportion of these to the
foundation. The donator may add special requirements to his/her testament, such as having his/her
funeral arranged by the foundation, the maintenance of their grave assumed by the foundation and
also having annual prayers arranged by the foundation. The most important point in donations is that
they valid after the testator’s death. There is also a right to cancel the testament if required.
The Turkish Educational Foundation provides the necessary legal support for those who wish to make
donations or testaments.
Grants and Testaments
During 45 years of its existence, benevolent 1.015 people have made donations to through grants and
by testaments. With the social conscientiousness, TEV evaluates its assets and makes them constant
income sources.
Donations by Individuals and Institutions
Individuals and institutions can make conditional or unconditional scholarship donations to TEV. Our
donations are the most significant income sources for us. Scholarships are provided to expedient ones
with the frame of TEV Scholarship Regulation. Similarly, conditional donations can exclusively be made
to the Foundation for the construction of school buildings or dormitories.
Anyone who wishes to do so may make a donation of any amount they choose. Therefore, TEV supports
national education for the citizens who are not able to provide scholarships or construct schools and
dormitories.
Donations by Graduated Beneficiary Students
Beneficiary scholars who have completed their education may donate to TEV once they have been
employed. They contribute to the education of other students who are in need.

Since 1972, TEV Wreaths have become a significant way of donating.
In 1971, Vehbi Koç said:
As the legal consultancy department, we have provided consultancy service along all legal transactions
and disputes. TEV have responded to our branch offices’ and the other departments’ requests of taking
opinion and receiving approval and have followed cases and execution files which are against and in
favor of our foundation. In addition to these, we have checked the contracts in case of future issues
and have prepared material contracts.
“…As it is concluded from our researches and observations, with the wreath donations 250-300
students have benefited from extra scholarships.
In January 1st 1972, after the obituary of Vehbi Koç’s sister ‘Hüsniye Aktar’, subventions (instead
of wreath donations) have begun in funerals.
TEV’s flowers and greeting cards for happy days have become a growing source of donation.
During 2012, approximately ten thousands greeting cards are sent via TEV.
Currently, 30.000 TL fund has been established and maintained on the behalf of the late
donators and the owner of ceremony, associated with wreath and happy day cards. In 2012, we
have attended 31,028 ceremonies, received 162,635 donations and set up scholarship funds for
51 ceremonies.
As well as the testamentary disposition, our donors were informed about the procedure in order
to make a donation through a grant. Legal consequences of these procedures were explained. In
addition to these, we helped our donors to organize their testament and prepared protocol regarding to
donation. As a result of these actions, in 2012, 52 decedent benefactors donated to our foundation by
the testamentary disposition or grants. Moreover, we paid attention to our donators’ every issue of law
and took judicial proceedings for them. In this process, we also dealt with their legal issues.
In the period of annual report, cases both against and in favor of TEV and which are assigned from
previous years 366 in total. We have 250 in İstanbul, 116 in other branches. We have concluded 119
cases in total, separately 107 for the benefit of TEV and 12 against.

Human Resources
CREATING A SOURCE THAT PRODUCES
AND USES INFORMATION
TEV has 13 branches, 2 Girl Hostels and 133 employees including the General Management. With its
strategic plan, TEV provided employment by building Girl Hostels in İzmir and Trabzon and extended
activity areas in last two years.
Our special stuff provides service in the areas of IT, Accounting Unit, Law and Human Sources. Besides
these utilities, TEV has Education Unit for the education process and property contacts in order to rent
and evaluate the real states. The utility of construction where the schools, hostels are planned to be
built, our Corporative Communication Utility funds management and promotes our activities. Our one of
the most important services called ‘Wreath Utility’ continues to work with crowded staff.
Non-governmental organizations become career path not only for retired people or those who dedicated
themselves to education, but also for those who newly graduated. Every foundation is principally
managed as a business organization. Non -governmental organizations need Human Resources in
order to provide personnels’ willing and increase productivity. Therefore, human resources have been
increased up rapidly within NGOs.
TEV General Directorate of Human Resources was established in 2010 in order to speed up the
institutionalization steps of TEV. The strategic plan of general directorate of HR is prepared by HR utility
in a short time in order to identify operational processes, update interval procedures and directives
and give the annual performance targets for managers. Moreover, in order to provide adaption and
motivation of our employees, birthday celebrations, annual dinners, product distribution and these
kinds of activities are admiringly welcomed by our employees.
The average of women employees have increased from 16% to 25%. Level of education has also
risen with the new buys; especially the average of graduated ones has increased from 19% to 34%.
In addition to this, with the decrease in employees’ average of age, administrative staff has also had
younger ones from 65 to 55.
Being a part of Foundation is a privilege. Especially TEV provides 45 years services in the field of
education. As personnel do not make profits from foundation, every personnel feels this sensation and
is proud of being part of this foundation; People do not feel the Monday syndrome in Foundations
and they enthusiastically and keenly work in order to support the ones who are in need. As it is known,
every support will return to society in a positive way. Therefore, while working with a Foundation,
personals professionally work with an ‘Amateur Sprit’. In short, you benefit from foundation maturely
and spiritually.

SYNERGISTIC STRUCTURE
Our IT department has provided internet connectivity in 20 locations, including 1 in TEV General
Directorate, 13 in different Branches, 1 in TEVİTÖL, TEV Cumhuriyet Girl Students Dormitories and
TEV Trabzon Girls Dormitories and 3 schools of Garring Foundation. We have also supported all
kind of electronic productions, including TEV online location connectivity, mail services, operators,
telephones, computers (over 350) and server (over 20). Required works have been provided in
order to enhance the Wreaths, Accounting, Domestic Scholarship, Overseas Scholarship and Real
Estate programs.
With our new program called Digital Archive, we aimed to back up all of the documents from our
establishment through internet. 15 years ago, system rooms were moved by the late technologies.
The reason of using the late technology devices is because system room has been incommodious
in the transporting process. Therefore, all electric and data substructure are renovated by the late
technologies and our speed of data exchange has been increased from 100MB to 1GB.
Permission and employment period are registered through internet portal by electronic media.
Through the portal, everyone can see its own bordereau, including the past terms. Announcements,
practices in social platform and all other updates are tracked and updated. TEV Private Trabzon
Hostel for girl students has been made functional by establishing the infrastructure of information
processing.
Systems and server rooms have been established.
Dorm Automation Software has been provided in order to implement Dorm Automatic Pass
system.
Security Camera has been provided.
Operator Systems and telephones have been provided.
TV Broadcast Operator with 23 channels, have been provided.
Sound System (Inside building) has been provided.
We have provided a new firewall in order to make a safe atmosphere for exterior attacks in TEV.
We have established the campaign ‘The Money Box of Turkey’ and rent SMS server in association
with 3 operators to support Van. In addition to this, we have provided the required basis and their
reporting in order to collect donations through our cooperative website

Since 1967, there are real assets which are revisionary from respectable donors and
testaments. These assets have been practiced in order to increase added-values without making
concessions from being professional, but by managing with sustainable and reformer approaches in
the field of efficient focus.
It holds real assets with different properties in 41 different counties. We have aimed to increase our
portfolio, which has reached the number of 1134 estates in 45 years and has 13.7% increment value.
In addition to this, we have also implemented our goals on the behalf of increasing the deposit and the
valuable assets.
Our department of Real Assets has worked actively in order to specify the rules of investment and
usage that will be based on managing the portfolio of Assets Management and portfolio itself. We
have aimed to our purpose upon the structural changes of portfolio management. We have provided
estate investments, which are our important source of income. We have also analyzed the potential of
portfolio and specified the proper conditions. Proper conditions provide an increase in income in order

TEV Construction Management has made mass housing within the campaign of ‘Money Box of Turkey for
Van’ for 64 teachers who lived through the earthquake disaster under cover of the collaboration of TEV,
Turkcell Communication Service and Ministry of National Education. A modern training facility is built
in Van in behalf of retired nurse İfakat Yavuz who donate all her savings to help constructions. After the
beginning of TEV-İfakat Yavuz Primary and Secondary School with 24 classrooms, TEV provided 1.750
students a confident education with earthquake- resistant buildings.
TEV also built Hostel for girl students in Trabzon in order to fulfill the need of young girls for cosy and
confident housing. Our hostel has 63 suit rooms, including baths and washbowls for four people and 2
handicapped bathrooms. Our hostel that offers a modern living area for girl students has many utilities
such as cafeteria, kitchen, canteen, hobby room, multiple-purpose community center, convention hall,
TV room, joint study rooms and labs.
TEV has increased its value by protecting the entrusted wealth. In this context, our department that
collaborates with Directorate of National Estate aimed to increase the incomes that are obtained from
this wealth.

Since it was established, TEV has continued its activities under the control of General Directorate for
Foundations in accordance with the Law of Foundations number 5737 and its item 31 and cont. items
that come in to force in 27.02.2008. As Accounting Department; all the operations that were made
in behalf of our foundation, are registered, reported and presented to the executives. Apart from these
reports, our foundation is subjected to internal auditing, twice in a year by the auditors that are selected
by The Board of Trustees. TEV Central Accounting Department carried out financial controls, coordination
of 13 branches and commercial enterprises by following the actual budget within 2012.
Turkish Educational Foundation implements special funds to the donor.
Special funds for donors refer to managing benefactions and goods (portable and immovable) or
managing Wealth by foundation on the behalf of a company, family or an individual. These funds
are alternatives in order to make direct donations and establish your own Foundation. They help you
to easily and flexibly use your donations without charge. Due to the special funds, donors have the
opportunity of avoiding from their administrative management, tracking the effects of their donations,
specifying how their donations are spent and getting the outcome (conclusion) report. Donors have
advantages by making donations to their own private funds instead of donating directly.

Our Foundation’s accounts for the term 01.01.2012- 31.12.2012 have been examined; It is stated
that financial statement of the day 31.12.2012 and book accounts of income and expense board,
reflect the truth and they are both designed to bank statements and foundation’s assets, including cash
register and counting report.

registered into off balance sheet items by cashier office.
