Charles Orr is a single story, 33,000 square foot elementary school located in an urban area. The existing facility does not use modular buildings. The structure consists of
load-bearing masonry walls and concrete floors and roof. The roof system is a built-up type and is in need of replacement. The facility has a serving kitchen for heating and storing
food and the limited existing equipment needs to be replaced. The building has a multi-purpose room serving as a gym and auditorium. The remaining portion of the building is
primarily classrooms with a small administrative office area and teacher’s lounge and storage. Heating is provided by perimeter convection units and there is no air conditioning at
most of the facility. The classrooms are slightly less than the size standards of the OSDM. There is a general building security system that consists of motion detectors and is
inadequate. There is no general building automatic fire alarm system. There is no building fire supression system. The facility is inaccessible to the handicapped with no ADA
compliant fixtures. The site is inadequate in size, is generally flat, has adequate drainage, a deteriorated asphalt paved parking area, and no playground/athletic facilities. Traffic
and pedestrian lanes are not separated, school buses have a dedicated place for loading and unloading on the north side of the school.

A. Heating System
Description:
There are two 1824 mbh gas fired steam boilers that provide heat to most of the building. The terminal units are univents and fin pipe convection
units. The 1958 corridor addition is heated by convection units that are in poor condition. In the 1968 addition heating and cooling is provided by
electric through-the-wall heat pumps that are in fair condition. The system does not provide the required CFM as per OBBC Mechanical code
standards. The system temperature controls are pneumatic installed in 1955 and 1958. The site does not contain underground fuel tanks.

The electrical system in the overall facility is a 400 amp, 240 volt, 3 phase system and is in poor condition. The transformers are owned by the
local utility and located in a transformer vault. No access to transformer vault. The panel system is in poor condition, was installed in 1955, 1958,
