Minnesota Horse Council Donates
$30,000 to the DNR for
Forestville/Mystery Cave State Park
The Minnesota Horse Council donated $30,000 to the Minnesota
Department of Natural Resources (DNR) during a DNR
Equestrian Advisory Group meeting on February 18, 2009. These
funds, along with a $30,000 match from the Federal Recreational
Trail Program, will be used to develop a day-use parking facility
at Forestville/Mystery Cave State Park, near Preston, Minnesota.
Darrell Mead, Minnesota Horse Council Vice Ppresident and
Trail Blazers Committee Chair, presented the check to Joel
Stedman, regional manager for the DNR Parks and Trails
Division.
"Currently, there is very limited space for day users, and this
donation will allow us to make important improvements in customer service," said Stedman.
Courtland Nelson, division director, added that the agency's
cooperative working relationship with the Minnesota Horse
Council is an example of a successful public-private partnership.
Forestville/Mystery Cave State Park is the most heavily used,
state-owned equestrian facility in Minnesota, hosting approximately 13,000 horseback riders each year. About 8,000 of these
visitors are overnight guests in the horse camp, and 5,000 are riders visiting the park for the day.

2007 Census for Agriculture
Results Released
The United States Department of Agriculture (USDA) has
released the results of the 2007 Census of Agriculture which was
conducted by the USDA’s National Agricultural Statistics
Service (NASS). The census results can be found at www.agcensus.usda.gov.
In Memory of Ray Hunt
August 31, 1929 - March 12, 2009
Ray Hunt was born August 31, 1929 in Paul Idaho to parents Joel
Eugene Hunt and Zua Stella Shangle Hunt. The family moved to
Mountain Home, Idaho in 1933. Ray attended Mountain Home
schools and worked with his father on the family farm. Ray married Millie Randall in 1948. In 1950 they moved to the Battle
Mountain, Nevada area where Ray worked as a cowboy for the T
Lazy S ranch. In 1955 the family moved to California. Ray continued working with horses becoming famous the world over for
his pioneering methods. Ray married Carolyn Lord in 1980 at
Georgetown Lake, Montana. The clinics grew to epic proportions
with Ray helping people and horses both domestically and internationally. Ray often earned recognition for his achievements
including the Top Hand Award, being inducted in to the
California Reined Cow Horse Hall of Fame in 2004 and being
named the first Western Horseman of the Year in 2005.
Ray passed away March 12, 2009 in Denton, Texas after a long
and courageous battle with COPD. Ray is survived by his wife
Carolyn and daughters Geri Van Norman of Tuscarora Nevada,
Kathy Hunt of Salinas California, Elaine Black of Homedale
Idaho and Julie Ristau of Kodiak Alaska, and sons Joel Hunt of
Bruneau Idaho and Preston Lord of Mountain Home Idaho,
eighteen grandchildren and two great grandchildren.
The Census of Agriculture is conducted every five years and is a
count of U.S. farms and ranches and the people who operate
them. The census looks at land use and ownership, operator
characteristics, production practices, income and expenditures,
and many other areas. For the 2007 Census of Agriculture, a
farm is defined as any place from which $1,000 or more of agricultural products were produced or sold, or normally would have
been sold, during the census year.
The census found that the number of farms in the U.S. has grown
4 percent and the operators of those farms have become more
demographically diverse in the past five years. A total of
2,204,792 farms in the United States were counted, a net
increase of 75,810 farms. Nearly 300,000 new farms have begun
operation since the 2002 census. Compared to all farms nationwide, these new farms tend to have more diversified production,
fewer acres, lower sales and younger operators who also work
off-farm.
The latest census results show a continuation in the trend
towards more small and very large farms and fewer mid-sized
operations. Between 2002 and 2007, the number of farms with
sales of less than $2,500 increased by 74,000. The number of
farms with sales of more than $500,000 grew by 46,000 during
the same period. Census results show that the majority of U.S.
farms are smaller operations. More than 36 percent are classified
as residential/lifestyle farms, with sales of less than $250,000
and operators with a primary occupation other than farming.
Another 21 percent are retirement farms, which have sales of
less than $250,000 and operators who reported they are retired.
The 2007 census counted a total of 4,028,827 horses and
283,806 mules, burros and donkeys. This was an increase from
the 2002 census results which reported 3,644,278 horses and
105,358 mules, burros and donkeys. A total of 575,942 operations with horses were counted. Because the census focuses on
agriculture production and only counted farms on which $1,000
or more of agricultural products were produced or sold, a significant part of the U.S. equine population would not have been
counted, such as recreational facilities and backyard horses.

I. Meeting called to order: 6:30 p.m. by Mark Ward
II. Introduction of Board Members/Visitors
Mark Ward introduced Jan Schatzlein to the rest of the MHC board.
III. Call for Additions/Changes to Agenda
1. Mark Ward led nominations for President. Nominations for President
were Tracy Turner and Mark Ward; at which time Mark Ward transferred
control of the nominations to the Second Vice-President Darrell Mead.
The MHC board voted via ballot with the final vote count being seven
votes for Mark Ward and five votes for Tracy Turner. Mark Ward will
serve as the new President of MHC. Darrell Mead was unanimously elected First Vice-President. Tracy Turner was unanimously elected Second
Vice-President. Dawn Moore was re-elected secretary as was Tim
Bonham re-elected Treasurer of MHC.
2. Tom Tweeten requested the addition of a Legislative committee report.
3. Trina Joyce requested the addition of a Scholarship committee report.
4. Darrell Mead requested the addition of a Trails committee report.
IV. Treasurer's Report for February was distributed by Tim Bonham. It
was requested that the time limit on grants be revisited. Tim Bonham has
contacted both outstanding grantees to inform them that the monies need
to be utilized as stated in their acceptance letter or the funds will no longer
be available. Christie Ward asked for a recalculation of the Direct Funding
amounts. Glen Eaton asked that Tim Bonham research different financial
institutions for a better CD rate. December financial questions pertaining
to that report are: How was the reserve value calculated? Tim Bonham stated the total amount in budget, minus what was spent, minus direct funding
commitments, minus the grant commitments results in the reserve value.
What was done with the income for the SHCAC? Tim Bonham to reconcile the sponsorship checks for the SHCAC and report at the March meeting. Reconciliation of the reserve vs. the budget; Tim Bonham to review
this question, reconcile with Glen Eaton's records and report back at the
March meeting. December's financial report tabled until March.
V. Approval of Minutes - Tim Bonham motioned to approve the December
minutes with corrections, Darrell Mead seconded, motion passed.
VI. Secretary's Report - Dawn Moore reported there were two thank you
cards and two donations to the MHC this past month. Tim Bonham to use
the donations as additions to the Tony Gasser fund.
VII. OLD BUSINESS
A. Website - Mark Ward reported that the MN Horse Council website is
running well. There is still some archived information that needs to be
updated. The approved minutes and agendas are all available online.
B. MN State Fair request for a cornerstone contribution from MHC for an
equine renovation project--discussion followed. Glen Eaton reported that
this topic should be tabled until there is more information from the SF.
Glen Eaton offered to report on this issue when there is movement on the
SF side. Mark Ward asked for interested parties to contact him. With
regard to the MN State Fair Horse Show, Dan Dolan stated he is willing to
gather information from exhibitors showing during the western portion of
the fair. Glen Eaton requested to be the liason between MHC and the SF.
C. Horseman's Directory - Mark Ward reported the website is live and has
received approximately 35 listings thus far. Mark Ward consulted regarding if information listed needs to be approved by each individual/business
listed, he reports that it is legal and the MHC is listing businesses without

authorization as long as the information is publicly available. Mark Ward
reported that the MHC site is legally allowed to link to any other site.
D. SHCAC - Glen Eaton reported a conference call of the Task Force of
the SHCAC was held February 5th and much was discussed concerning
working with the AHC. This was the second conference call since the
meeting in Bloomington. The call lasted about an hour. Jay Hickey (AHC
President) has called for a meeting of the Task Force of the AHC Trustees
and the SHCAC Task Force to be held March 19th in Indianapolis. We feel
this is a good move as it appears the AHC Trustees want to work with us.
E. State Fair Coliseum Horseman of the Year Display - Dawn Moore
reported that Judy Jensen is still working on contacting MN State Fair
representatives and will report back in March.
F. Walt Westman - Dan Dolan reported he has not heard back regarding a
way for MHC to be involved in the event and requested the issue be
removed from the agenda until such time as there is something to report.
G. Farm Bureau Lobbyist - Dan Dolan will report on this topic in March.
H. Tim Bonham reported on a "Silverado" horse dedicated to John
McQuay's memory that receives donations that will be given to the MHC.
John Tackaberry has requested the monies be used to aid with the unwanted horses within the state. Tim Bonham motioned to create a committee
to handle funds to be utilized for unwanted horses within the state of MN.
Carol Dobbelaire seconded, discussion followed. Darrell Mead amended
the motion to form the committee and charge the committee with the creating a process and return to MHC board for approval. MHC board
approved amended motion. MHC board passed the original motion. Mark
Ward requested that those interested in participating on this committee
contact him directly.
I. UHC- Glen Eaton revisited the tabled motion that the $2500 membership
be paid to the UHC. Glen Eaton motioned to pay the $2500 membership fee
to UHC, Dawn Moore seconded, discussion followed. Tim Bonham
motioned to table the discussion until March, Carol Dobbelaire seconded.
Motion defeated. Motion to pay 2009 membership to UHC carried.
VIII. Committee Reports
A. EXPO - Glen Eaton reported the following: With the 2009 Minnesota
Horse Expo just over 2-1/2 months away, everything in the planning is in
high gear. Promotion is taking place in equine media and we are working
with the St. Paul Pioneer Press again for an insert in the Sunday paper
before Expo as we did for the 2008 Minnesota Horse Expo. The website is
being updated as we see necessary. The Expo will have a vendor booth at
the Central Minnesota Horse Fair in St. Cloud the first weekend in April
The St. Paul Pioneer Press has a circulation of about 750. Noted Clinicians
to date are Stacy Westfall, Craig Cameron, Susan Harris, and Dr. Tom
Lenz, Chairman of the Unwanted Horse Coalition. Dr. Lenz will be at the
Expo on Saturday only. In general vendor booth, stall rentals and ads in the
program are down from years past because of the economy but as Expo
time gets closer the busier we get so I feel we will have a great Expo.
B. Direct Funding - Christie Ward reported that the committee has
received two applications for direct funding and will meet with the committee and report back regarding the outcome.
Proposals to be considered today:
1. Rum River Equestrian Farm - Sheriffs Youth Programs of
Minnesota Susan Graves, Business Manager
This organization, which provides social services to at-risk children
throughout the state, is requesting $500 to support the purchase of 10 safety helmets and 5 pairs of safety stirrups. This equipment will allow children participating in their educational program an opportunity to ride horses rather than simply address general horsemanship and barn management.
2. Run Fast… Ride Hard Saddle Club Tia Dvorak
This organization is requesting $500 toward the purchase of an electronic timing system for use in barrel racing competitions, horse shows, and
clinics. The total cost for the item they plan to purchase is $804; they are
seeking the remainder of the funds elsewhere.

C. Annual Meeting - Dawn Moore reported the meeting seemed to be a
great success. Dawn Moore voiced a concern that the dinner was not the
same quality as years past. Dawn Moore has contacted the facility to
report the concern and will try all items prior to the annual meeting in
2010. The following resolution was passed at the January meeting to read:
RESOLVED, that Article VII of the Articles of Incorporation of this corporation be, and hereby is, amended in its entirety to read as follows: "The
number of directors of this corporation shall be not fewer than five (5) nor
more than seventeen (17), and the term of office of each director shall be
for three (3) years, unless elected to complete an unexpired term or until
their successors are elected, qualified and have accepted." This change
has been given to the attorney for submission with the state.
D. Legislative - Tracy Turner absent. Tom Tweeten reported on the Green
Acres, there are currently seven separate bills that have been submitted to
the house and thirteen to the senate regarding changes to the current
Green Acres legislation. Tom Tweeten encouraged directors to educate
themselves on the bills.
Tom Tweeten presented information on the current status of the Racino
project. No bill as been introduced at this point, however, discussion has
resumed. www.Mn-racinos.com has information regarding this issue.
Tom Tweeten brought the issue of the MHC implementing a program to
certify MN Equine Rescue Facilities before the board for discussion.
Materials were distributed for directors to review prior to the March meeting. Tom Tweeten will email a link to all directors so they may review the
AAEP guidelines. Mark Ward requested a summary of actions relating to
Equine legislation be presented by the committee.
E. Promotions - Teresa Hanson reported that she will be going to the
Central MN Horsefest the first weekend in April. She welcomes individuals with ideas or those who are willing to volunteer to contact her. There are
several new ads circulating to promote the new website and horsemen's
directory. There will be new nametags ordered for the new directors and for
directors whose nametag was lost. Please sign up for nametags or business
cards if needed. Anyone who would like to volunteer for the MHC booth at
MN Horse Expo please contact Teresa Hanson.
F. Trails - Darrell Mead reported a $60,000 ($30,000 from MHC and $30,000
matched by the park) project for day use parking at Forestville is underway.
H. Scholarships - Trina Joyce received several thank you cards for the
scholarships given this year. One of the students would like to hold the
scholarship until spring semester so as not to disrupt financial aid
already in place. Board agreed this would be fine.
IX. NEW BUSINESS
A. Carver County's Comprehensive Master Plan - Darrell will address this
issue in March.
B. Newsletter Articles and Copyright Permissions - Missie Schwartz
reported on a story that was printed in the May 2008 newsletter that was
perhaps used without permission. The story was printed as "author
unknown." There was an email received from an individual stating that
she was the original author and was not given due credit. Missie Schwartz
researched the copyright and found none for this article. The article was
immediately removed from the website. A message giving her credit will
be printed in an upcoming newsletter.
C. Animal ID System - will be presented in March.
D. Abandoned Animals - will be encompassed by the new committee for
unwanted horses.
E. Guest Speaker - Dave Dayon presented information on the Green Acres
bills that are before senate and the house currently. They are hopeful to have
the language regarding commercial boarding facilities needing to meet
additional criteria to qualify for Green Acres will be removed. Dave Dayon
presented the new draft of a bill to clarify the definition of horses as livestock. This language will be inserted into section 17.
