NARRATIVE RESPONSES
Table F.2
Are you aware of any questionable practices or barriers to fair housing choice in the rental
housing market
Los Angeles Urban County
2011 Fair Housing Survey
Comments
Affordability, lack of rent control in most cities
All area’s of discrimination is housing.
Bans for applicants including mental health clients for drug-related and criminal activities. Mental Health clients often incur more
serious charges for the same offenses than does the general population. In addition, the offenses are often the result of their mental
illness. Once that is successfully addressed, their potential for crime greatly decreases.
Barriers to unemployed, homeless individuals or anyone with a FICO score that is under 610
Color, Racial, Family
credit, income requiremetns
Deed restricted affordable housing requirements that may violate state rent control laws (specifically in the City of L.A.)
discrimination in selecting tenants
Discrimination of homeless or families in extreme poverty. The rental market is advantageous to the landlords in todays economy,
so they can be selective in who they choose to rent to.
Discrimination of potential renters in any of the protected classes (refusal to rent, harassment of renters, etc.). Refusal to rent to
people with portable Section 8 vouchers. Insufficient stock of reasonably priced rental housing affordable to low-income people.
Few low cost accessible units available when promised by developer
In Alhambra, some landlords only advertise in Chinese. Some rental agencies steer people to other neighborhoods, e.g., while
looking in South Pasadena, I was told “Wouldn’t you be more comfortable in Pasadena.”
In order to not discriminate affordable housing developers feel that they must allocate apartments through lotteries or first-come/firstserve policies, but individuals with functional impairments (mental illness, developmental disabilities, etc.) struggle to succeed in this
system
individual owners and managers
It is relatively easy to discriminate against certain groups by advertising available rentals where only those you would prefer as
tenants might see them. For example, if you are a Russian landlord and you want only Russian tenants you might advertise your
vacancies only in Russian language publications or post them on bulletin boards in Cyrillic. Likewise, if you are a gay male landlord
and want only gay male tenants, you might advertise vacancies only in publications catering to gay men, etc.
Landlord actions, which may not be obvious
Landlords requesting Security Deposit, first month’s rent and last month’s rent for move in.
managers/owners not understanding regulations
Many renters complain about HUD or project based properties. They say management is unfair and does not do repairs. Not sure if
this is discrimination or just poor management.
Not enough affordable larger units (3+ bedrooms)
Of renting to persons with disabilities, and the fact that there is very little accessiable housing for persons in wheelchairs.
Problems between landlords and tenants
Refusal to rent to a onsidered tenant based upon race, religion, national origin, sexual preference, etc.; Deny availability of vacant
units.
Rent hikes
same sex couples treated as a married couple
Section 8
Some landlords are hesitant to lease to individuals that are homeless or mentally ill.
Some landlords may prefer renters of a family vs. Single people. Landlords may not consider renters with disability because the
possible accommodations they have to provide by modifying properties and any potential liability issues they assume they will have.
Standard credit checks and criminal history checks do not take into account an individual’s disability until the appeals process.
The Antelope Valley area is discriminatory to both low income families and those that receive rental subsidies.
The process of landlords and/or rental agencies charging for credit reports – multiple times or not making the information available to
the renter
Too many landlords rely solely on a person’s credit report. As long as someone has no bankruptcy or evictions, they tenant ought to
be allowed to rent.

market

Comments
Against race, religion, and disabilities
anyone with a FICO score lower than 610 and unemployed
Barriers exist with many self employed buyers who overstate deductions and therefore do not qualify for a mortgage. We make
efforts to educate these people on this matter and how to change reporting habits to reflect actual expenditures. Many people in
foreclosure also face major issues trying to rehabilitate their credit for future goals of homeownership. In addition, those looking to
buy using down payment assistance loan in the los angeles area are often outbid by cash investors.
Certain “for sale” home advertisement will specifically say “No FHA” meaning that a person who only qualifies for such a loan is
confronted with a barrier to his/her selection of housing.
Clients are required to sign fair housing documents, but 99% have no idea what they are signing, and quite frankly, don’t care. In
addition, clients are steered by realtors all of the time to particular properties. Many employing brokers really do not look at all of the
offers in the same manner, if they are double ending the home Both listing and finding the buyer, they are more apt to put their client
in the home, rather than a better offer. Some real conflicts of interest here. I see it all of the time.
Cost
Deny availability of homes to sell or show.
High rate of eviction, rental properties onsidered oversight is poor
It is difficult to find loans for Latinos/immigrants.
It us impossible for outsiders to know whether any discriminatory factors are considered during transactions.
Lack of enough time to serve notice to vacate.
Language and education level
Lending
Predatory lending, steering
Prejudicial real estate practices
questionable lending practices
Redlining or reverse redlining, eviction of persons w/ mental disability, failure to construct accessible units.
Refusal to sell to people of any of the protected classes who qualify financially. Attempts to include illegal restrictive covenants in
home/condominium sales contracts. Informal “steering” of clients of certain backgrounds to certain neighborhoods.
See above.
Steering and denial of access
Table F.4
Are you aware of any questionable practices or barriers to fair housing choice in the housing
construction or accessible housing design fields?

Comments
Barriers exist in the physical design of properties and homes without the consideration for users who may have a wide range of
abilities.
Lack of clarity in the rules
Less enforcement of existing laws, less incentives to comply with codes.
No modifications/accommodations for disabled persons in the design or construction of housing.
Not accommodating disabled
Not making property compliant with codes that assist the disabled community.
Only in the sense that appropriate, effective universal design principles integrated in building codes could prevent many unintentional
barriers
Property owners come to us because they want to make their home more accessible. Have encountered many contractors interested
in doing ADA work.
See above. No enforcement of required set asides.
Some new construction do not have affordable housing units.
Some new private housing does not meet ADA/UPAS standards.

anyone with a low FICO score under 610 and unemployed and homelessness
Attempts to include illegal restrictive covenants in home/condominium sales contracts. Refusal to lend to otherwise qualified
applicants when the people live in any of the restricted classes. Possible offering of questionable mortgage terms to minority or lowincome people (such as led to the current mortgage crisis) – LA County was not exempt from these practices!! I am not aware of
“redlining” in Los Angeles, but wouldn’t put it past this city. The usual discriminatory practice in LA used to be “restrictive covenants”.
Banks are not coming clean and play games with their coustumers
Discrimination based on race mostly
Discriminatory loan practices, including avoidance of certain areas
FHA approval required for soft second financing and no response from local HOC’s to obtain necessary documents to apply.
First time home buyers
High cost loans and predatory lending to certain race and ethnic groups – Blacks/Latinos.
I’m not sure hte issues I find are fair housing issues, but the confusion in the bankrupotcy arena are mind-boggling and many I know
are affected by it.
Innappropriate loans given to unqualified individuals
Lack of consumer education on homeownership.
Language and education level
Loan application itself is a selective process, which has to be discriminatory
Mortgage turn down rates
no help from banks, they just care about their payments
Predatory Landing
predatory lending
Predatory loans and lending, reverse redlining to target person in minority groups.
Preditory lending
red-lining, etc.
redlining
Refusal to lend based upon race, religion, national origin, sexual preference, etc.; Differential loan terms.
Same answer as #2
same as above
Total implosion of this industry makes everything very difficult to access. Much red tape and delays in process and scrutinizing.
Making reducing home loans impossible, etc.
Table F.6
Are you aware of any questionable practices or barriers to fair housing choice in the home
insurance or appraisal industries?

Comments
Based on income and location
Definitely. Risk is a perceived and so is discrimination.
Individuals who have more that two claims are cancelled and record is kept for a three year period and rates go higher when one has
more than two claims filed.
Not always clear on what they insure after insurance is purchase
red-lining certain areas
Refusal to provide insurance; differential home insurance costs.
Steering of policies and redlining by zip code.
With the new MIP changes in FHA loans has limited many buyers as their monthly payment has increased and reduced their
purchasing power by $25,000 on average. In addition it has removed the benefit for many no-cash out refinances since although
their rate would reduce, their payment may increase due to higher monthly MI factor.

Comments
HUD need better oversight in blighted areas
It is very important in permanent supportive housing to target the most vulnerable. Consequently, we run up against fair housing
laws because you have to make opporuntities available to everyone.
Local low-density zoning in high-density urban areas
Make difficult to obtain variances for residential group homes, elder care facilities
No housing or services for young people from 18 – 24 very limited..and very limited services
Some housing providers require sobriety in order to be housed.
Table F.8
Are you aware of any questionable practices or barriers to fair housing choice in zoning laws?

Comments
Affects schools. Citys battle over boundary lines as one encroaches/takes over onsidere families. Makes not sense when you live
one mile from a school to travel 10 to another due to boundary
An L.A. city council member recently advocated for zoning laws that would require group homes to be classified as institutions.
City of LA is currently entertaining discussions from community members and advocates about sober living houses and restricting
the location of these group homes. This seems counter intuitive to community integration and likely to impact many rather than
target those homes that are poorly operated.
From what I know there was a requirement for cities to improve zoning, so changes have already been made.
Grouping all high density housing nearby each other could lead to creating of “ghettos”.
Local low-density zoning in high-density urban areas, especially in central Los Angeles
Make difficult to obtain variances for residential group homes, elder care facilities.
Open discrimination- do not have money to bribe and now you are homeless.
Outdated zoning laws.
Requiring extensive reviews of affordable housing projects, thereby jeopardizing the funding sources
Zoning standards that inhibit group homes and affordable housing in general; project approval procedures that inhibit affordable
housing; insufficiently zoned land for multi-family rentals in general.

Barriers include the amount of higher density land available to accommodate lower cost housing – a general condition in many
communities.
Grouping all high density housing nearby each other could lead to creating of “ghettos”.
Insufficiently designated land area to accommodate multi-family rental development
Local low-density land use categories in high-density urban areas
Many of the smaller cities seem opposed to licensed residential facilities, even if there will be six or fewer residents.
Outdated land use policies.
Reduced height and density
Relocation law being ignored or circumvented by public agencies
We build affordable housing. NIMBY’s now use CEQA or variances to fight our developments. They have joined neighborhood
councils and use them for their own purposes.

Few inspections. Less or incomplete inspections.
Household size standards that go beyond health and safety
Safety codes, while well intentioned, are specifically burdensome on builders of high-density housing
Slum lords taking advantage of immigrants, severe housing issues, faulty electricity, plumbing. Often in rural areas trailers are set up
and rented out
Standards are not enforced strictly in miority communities.
With the lack of Inspectors more buildings go with out inspections so the programs don’t work as well as it should

Antelope Valley poor transportation bus lines, homeless families in transition toward sustainability no housing available
Everthing is Internet now, which makes it difficult to obtain info.
HACoLA regs for the Section 8 and Public Housing programs discriminate against people with disabilities by barring individuals who
are probation, parole, have prior criminal convictions, or have been evicted from HUD-subsidized housing in the past. Many
individuals with disabilities fall into the categories listed above.
HUD housing and other publicly funded facilities fail to make

Limied housing funds for low icome seniors
Many times, the only way to access services is by the internet. There are many residents in the County who still do no have regualar
access to the internet such as the elderly or low-income households.
Please tell me how a potential renter could call me on my $2300 a month rental and ask if I accept Section 8?

Public housing is not available to people who work
Public housing waiting list is too long
The lack of affordable housing in Los Angeles County is a barrier to fair housing.
There doesn’t seem to be one place that people can find out where the low income housing units are.

Some Housing Authority employees move quickly for some assisted persons and others seem to be non-responsible and move very

All areas
All over.
Antelope Valley
Central Los Angeles and its vicinity has many neighborhoods zoned for low-density residential development, often in the middle of
high-density areas, simply to protect high income, single-family residential homeowners.
Concentration levels of minorities by design
expensive areas such as the west side of the city of close to the beach
LA City and County
Lincoln Heights, City Terrace, East Los Angeles
Of course there are geographic areas that have more fair housing problems than other. This is to vague.

Less restrictive
Monitoring is a big factor since the laws in place are good on paper but not always followed or monitored.
More enforcement
more flexible
Present laws need proper enforcement
They should be reflective of the problems people are facing relating to unemployment, homelessness, and FICO scores too low.
There is discrimination in these areas.
Yes, but there needs to be more education on how to achieve the intent of the law and not just technical compliance.

Fair Housing needs to be revamped to reflect all the problems relating to unemployment, homelessness and FICO scores being too
low. There is limited housing available for this group.
Force rental companies to give complaint phone number in every rental property listed
I am concerned with confusing the issue with affordable housing. It should not be onsidered discriminating not to lend to someone
who can not repay a loan or pay rent.
I would like to see training beyond basic training on fair housing. Many of us understand the basics of the law, but could use more
advanced training on how the achieve the intent of the law.
Need better information on how to deal with entitled tenants
Not enough enforcement of present laws.
Rent is too high.
Some tenants take advantage of their protected class to cause harm to their neighbors or property. This is specifically about
religion.
The County of Los Angeles has not improved the level of services for fair housing in over 2 decades.
There is not enough affordable housing in Los Angeles to appropriately house our homeless population. Its interesting to complete
a survey for a resource that only barely exists.
