Investigation of possible abuse, neglect or exploitation of disabled adults
and elderly. Coordinate with police, courts or other community services to
stop, or prevent such abuse, neglect or exploitation. Short term counseling
and crisis intervention. Referral of client and family to community support
resources. Public education on disabled and elder abuse. Services--intake,
investigation, supervision, adult supervision, adult day care, adult foster
care and protective financial arrangements. Eligibility-- The following three
elements are present: a) Victim is 18 years or older; b) Physically or mentally
ill, disabled or unable to provide necessities or care for self; c) The person

Community Emergency Response Teams
The Community Emergency Response Team (CERT) Program educates
people about disaster preparedness for hazards that may impact their
area and trains them in basic disaster response skills, such as fire safety,
light search and rescue, team organization, and disaster medical
operations. Using the training learned in the classroom and during
exercises, CERT members can assist others in their neighborhood or
workplace following an event when professional responders are not
immediately available to help. CERT members also are encouraged to
support emergency response agencies by taking a more active role in
emergency preparedness projects in their communities. CERT is about
readiness, people helping people, rescuer safety, and doing the greatest
good for the greatest number. CERT is a positive and realistic approach
to emergency and disaster situations where citizens will be initially on
their own and their actions can make a difference. Through training,
citizens can manage utilities and put out small fires; treat the three killers
by opening airways, controlling bleeding, and treating for shock; provide
basic medical aid; search for and rescue victims safely; and organize
themselves and spontaneous volunteers to be effective.

Senior Citizens Van The Dial-A-Ride Transportation Program is for senior

The Disability Law Center
The Disability Law Center (DLC) is a private non-profit organization designated as
the Protection and Advocacy agency for the state of Utah to protect the rights of
people with disabilities. It includes the Client Assistance Program (CAP) Services
& Advocacy. Services: Information and referral, information on disability law
and your rights, investigation and monitoring of abuse and neglect in residential
facilities, mediation and negotiation, presentations, representation in administrative
hearings and court proceedings, self-advocacy support training. CAP - The Client
Assistance Program at the Disability Law Center protects the legal rights of people
who apply for or already are clients of the State’s Vocational Rehabilitation (VR) or
Independent Living (IL) agencies. CAP can give you information about VR and IL

Microloan Fund
The microloan program focuses on loans of $25,000 or less. The importance
of these loans lies in their ability to offset the difficulty that
businessess experience in recieving traditional bank financing, and to
primarily assist low and moderate income citizens, women and minorites
to better themselves through enterprise ownership.
The potential applicant will be referred to the Small Business Development
Center (SBDC) at Dixie State or SUU. A SBDC counselor will assist the

Foster Grandparents tutor in classrooms in neighborhood schools and
serve as caring adult role models for underachieving children and youth

Habitat for Humanity of Southwest Utah
Habitat for Humanity of Southwest Utah (HFHSWU) seeks to make the
issue of decent shelter a matter of conscience and action. The goal of
HFHSU is to use volunteer labor and tax-deductible donations of money
and materials to build homes in partnership with pre-selected homeowners
who will invest hundreds of sweat-equity hours in the building of their own
home. These homes are then sold to the “partner” family on a no-interest,
no-profit basis, which allows HFHSU target those most in need. The money
paid on the homeowners’ mortgage goes into a revolving fund to build more
homes. Habitat seeks to give a “hand-up” not a “hand-out”.

(Five County Association of Governments)
This program is a federally-funded program that helps qualified, low-income individuals pay the high cost of winter heating bills. HEAT offers a
one-time payment to the utility company based on recipient’s income and
energy burden. Applications are taken at various locations in each of the
five counties. Eligibility - Participants must meet income-eligible guidelines
which are updated annually. The HEAT Program is in existence each year
or until funds are exhausted. Hours vary, but should be posted at the individual centers.

Homeless Education Project
To provide education assistance to homeless children and to help them
achieve their full potential as they pursue their education in Washington
County School District. Services - Transition program designed to provide
individualized instruction until the child is able to enter a regular school. It
serves children from kindergarten through twelfth grade. The emphasis is
on improving self-esteem and providing a positive and successful academic
experience for the child to take with him/her into the school system. It also
provides academic support and tutoring after the child is enrolled in school.

HOME Repairs Program
Single Family Rehabilitation & Reconstruction Program
Many low-income homeowners need to make repairs to their property, but
are unable to afford the repairs themselves or to obtain private loans to do
so. The HOME Rehabilitation Single-family Program provides financial assistance in the form of low interest loans to repair/replace plumbing, electrical, heating/cooling systems, energy efficient doors and windows, insulation, roof repairs, water heaters and home appliances, additions related to
overcrowding, accessibility for those with disabilities, structural items and
reconstruction. Currently loans are between 0-3 percent.
Eligibility - An eligible dwelling must be the primary residence of the
homeowner whose income is 80% or below the Area Median Income for
the county in which they reside. Loan recipients must own their home and
property it is on.

ICL is a program of classes and activities for lifelong learners. It is a
chartered, on-campus organization of Dixie State University of Utah with
more than 500 members. While it is primarily for retired and semi-retired,

Iron County Care & Share is Iron County’s primary provider of homeless
shelter, food pantry, homeless outreach and transitional housing resources.
Services - Food boxes and commodities are distributed from each of
the agency’s three food banks located in Cedar City, Beryl Junction
and Parowan. Emergency shelter is provided to homeless individuals
and families. Showers, laundry facilities, hot meals, sack lunches, case
management and other emergency assistance are all available. Homeless
outreach serves the entire five-county area seeking out homeless on the
streets and working with them to get the services they need. Transitional
housing is provided for single men and women to help them become selfsufficient and work toward permanent housing. Case management is

Juvenile Court
Utah’s Juvenile Court serves many purposes. The court has jurisdiction over juveniles
under the age of 18 who have committed an offense. The court also has jurisdiction over
ungovernable youth if social services and the schools have failed despite persistent efforts
to correct the youth’s problem. The court protects the community, orders appropriate
sanctions for delinquent juveniles, and directs their rehabilitation. The court also handles

Juvenile Justice Services
On July 1, 2004, the Division of Youth Corrections became the Division of Juvenile
Justice Services. This change is more than cosmetic because it now more
accurately describes the breadth of services the Division provides. We work with
youth we hope to divert from entering the juvenile justice system through Youth
Services, with serious youthful offenders who have been court ordered to secure
confinement, and a variety of youth who fall between these two categories. The
Division’s responsibilities, as well as the number of staff we employ, have grown
substantially over the past 22 years. Since its creation in 1981, we have added
Detention, Receiving Centers, Day-Night Reporting Centers, Multi-use Facilities
and Youth Services.

Learning Center for Families, The (TLC)
A private, non-profit agency contracted by the Utah Department of Health for families who
reside in Washington County, Utah, and Colorado City/ Centennial Park/Cane Beds, Arizona.
We provide family support services through two programs: Early Intervention, serving
families of children birth to three years of age who are showing any kind of developmental
delay; and Early Head Start, for low-income pregnant women and families of children birth
to three. Early Intervention provides services to children who are showing any kind of
developmental delay or who have a condition strongly linked with developmental delay
such as Down Syndrome, Cerebral Palsy or extreme prematurity. Early Head Start serves

The Relay Utah service was initiated in 1988 as one of the first Relay services
established in the United States. Housed under the umbrella of the Public Service
Commission, Relay Utah provides access to hearing assistive equipment and
telephone relay services, through Hamilton Relay, to allow Utah citizens who are

SUU Early Intervention provides services to children birth to three with
developmental delays or disabilities. The program provides early
identi ication and developmental services for families of infants and
toddlers, birth to three.
Services - A full assessment of a child’s current health and

Prevention is a proactive process which focuses on skill-building for individuals, families,
institutions and organizations, including specifically identified high-risk individuals and/or

Unemployment insurance provides temporary benefits to persons who are
unemployed through no fault of their own and are able and available for
and actively seeking work.

Eligibility - Must have earned at least $ 3,200 during a specific period of
time referred to as a “base period” (four completed calendar quarters); total
base period earnings must be equal to 1.5 times the amount of wages
earned in the highest quarter.

Utah drivers license number or Utah ID number; be prepared to provide

Upward Bound provides fundamental support to participants in their
preparation for college entrance. The program provides opportunities for
participants to succeed in their precollege performance and ultimately in

The Utah Assistive Technology Foundation is a private, non-profit
organization that works with Zions Bank of Utah and the Utah Micro
Enterprise Loan Fund to provide low-interest loans to purchase assistive

Food Bank Southern Distribution Center is a vital resource for emergency

Vet Center, St. George
The goal of the Vet Centers is to provide a broad range of counseling,
outreach, and referral services to eligible Veterans to help them make a
satisfying post-war readjustment to civilian life. The family members of
Veterans are eligible for Vet Center services as well. Vet Centers furnish

Youth and Families with Promise
Through the Utah State University Extension Services, Youth and Families
with Promise provides mentors for youth (ages 10-14) and their families. The
mentors are College students and adult volunteers. The mentors help the youth
and families focus on: Community service, structured recreation, community
involvement, involvement in 4-H, behavior and social skills, and academic
tutoring. Youth may be referred by schools, religious leaders, parents, court
and other sponsoring agencies. Youth and Families with Promise provides

You can pay your fare in cash or purchase one of our
convenient pre-paid passes.
Cash Fares
You can pay your fare in cash by simply dropping the exact
change in the farebox. Exact fare required. Drivers cannot
make change.

Fixed-Route Bus Passes
If you ride the bus regularly, you may want to buy a pass. We
have several types of passes which will save you time and
money. And you'll never have to worry about having the right
change. Discount passes are for persons who are 65+, Medicare
Card holders or persons who have a qualifying disability. The
following passes are available for use on the fixed route buses
only.
Services for Persons with Disabilities
All SunTran buses are wheelchair accessible. Persons with
disabilities, whether physical or cognitive, may ride the fixedroute service if they are able to get to and from the bus stops.
Individuals who are ADA eligible and are unable to get to and
from the bus stops may apply for Paratransit services. This
service provides special origin to destination service by calling 24
hours in advance. This special service costs $2.00 per person per
one-way trip. This service will be provided to locations that are
within 3/4 mile of a fixed-route stop. For an application and
information about ADA certification, call SunTran at 673-TRAN
(8726).

The Cedar Area Transportation (CATS)
Department has offered public transportation since March, 2003:
Fixed route buses for all of Cedar City
Dial-A-Ride paratransit vans for the elderly (65 and over) and the disabled
It is partially funded through the Federal Transit Administration and Cedar
City. CATS is a member of the Utah Urban and Rural Specialized
Transportation Association (URSTA).
Hours of operation are from 7 a.m. - 6 p.m. Monday through Friday and
from 10 a.m. - 5:15 p.m. on Saturdays.
