Plan Overview
This plan will be used a guide for the Hillcrest School District in the case of any catastrophic event
that would interrupt our daily operations. The State of Arkansas and the Hillcrest School District rely
on critical services that cannot be delayed and are essential to the well being of our students, faculty,
and staff. The Arkansas Continuity of Operations Program has set the guidelines for continuing
essential services from the event to full recovery. The Arkansas Department of Education requires all
school districts to have a continuity of operations plan through the 2008 State Security Policy. The
following plan will provide documentation needed to keep our essential processes operational during
an event occurring within the Hillcrest School District.

INTRODUCTION
At Hillcrest School District, we strive to maintain a safe and stable educational environment through focusing
on prevention of avoidable emergencies. However, we recognize that some crises are inevitable, and we must
be prepared. In the event of such an emergency situation, each school in our state must have a crisis
management plan. An emergency can come in the form of a natural disaster, such as tornado, earthquake, or
flood, or in the form of man-made disasters such as chemical accident, fire, explosion, bomb threat, or weapon
on campus. This plan delineates Hillcrest School District’s plan for management and operations in various
emergency situations. This plan has been formulated to aid Hillcrest School District leaders in directing our
staff and students to safety in an emergency situation.
The mission of the Hillcrest School District crisis management plan is to furnish the maximum practical
protection for our students and staff in a crisis situation.
To meet this mission, we will give instruction and preparedness training to our staff and students in the
necessary and safe processes to implement in the event of a crisis on campus. This will be achieved through
staff in-service trainings and student drills. The event of a crisis will necessitate an immediate response from
all staff as they implement their particular procedure from the plan.
As no two emergencies are the same in nature, scope, or magnitude, it is essential that the plan be basic,
flexible, and subject to adjustment as needed. Adjustments to the plan will be made according to the judgment
of the Superintendent or Civil Authorities.
Our top priorities in the event of emergency situation will be:
1. Protection of life.
2. Prevention of injuries.
3. Protection of property.
4. Coordination with local civil authorities.
5. Aid in recovery operations.

INITIAL RESPONSE IN AN EMERGENCY SITUATION
The first responses in a declared emergency are going to be one or more of the following tasks:
A Room Evacuation may be the result of a fire, earthquake, or any other event which requires leaving a
building. If an earthquake occurs, the room evacuation will be preceded by the duck, cover, and hold
procedure.
A Campus Evacuation will occur if the campus is deemed unsafe and uninhabitable by civil authority or by
administration. This will usually be the result of an earthquake, extensive campus fire, range fire, aircraft
disaster, chemical threat, or local police action.
A Lock Down procedure will occur if a threat occurs on campus or in the local neighborhood which requires
students to be taken indoors where it is less likely that they will be injured. This will usually be the result of an
attack by an armed person on campus or gun shots fired on campus (or in the nearby neighborhood).
COMMUNICATION DURING AN EMERGENCY
The school alarm system will be utilized to notify every one of room evacuations and lock downs. Campus
evacuations will be initiated by verbal commands from principals on the field after a room evacuation has
occurred. All other commands will be delivered verbally by administration.

Training will be carried out by the crisis response team at the summer in-service. We will use the plan as
written and train all personnel using outside resources such as information from the Red Cross, local civil
authorities and government resources such as FEMA.
An evaluation will be carried out after each drill to determine the effectiveness of the plan as implemented. If
any adjustment needs to be made a new training will be implemented to address those changes. Fine tuning
will be carried out until the plan runs smoothly and with integrity.
The evaluation will be carried out by the superintendent to ensure integrity of the plan.
Evaluation procedures will address timing of response, personnel in the appropriate place at the appropriate
time, students in the appropriate places at appropriate times.

EVACUATION PROCEDURES
To protect all occupants of each building on campus, it is imperative that everyone is educated and
understands what to do in case of a fire, bomb threat, or other type of disaster that would require the
evacuation of the buildings.
Procedures:
1. Everyone clear the building immediately.
2. Appoint one student from each class to check if everyone is clear from
the classroom/area and close the door after clearing the area.
3. Exit according to each building’s exit procedures.
4. Move to the designated evacuation area as far from buildings as possible.
5. Teachers take grade book and emergency kit.
6. Teachers take roll and report any missing students to building principal.
7. An “all clear” signal will be given by the principal to return to the building
after all areas have been cleared.
8. Should an exit be blocked then the nearest exit should be used.

BUILDING EVACUATION PLAN
The principal will post and update a building evacuation plan for each building annually. The plan will include
procedures for fire, bomb threat or explosion, loss of structural integrity, hazardous material or any other
situation warranting building evacuation.
Emergency Evacuation Procedures:
1. Staff and students will proceed to designated evacuation area.
2. Teacher will accompany students and remain with them.
3. Teacher will call roll to identify any missing students.
4. Teacher will report missing students to principal.
5. Unaccompanied students will report to nearest teacher. Teacher will inform
administrator of additional students.
6. Secretaries will take sign-out sheet for off-campus student release.

ASSAULT OF A STUDENT
Definition: Physical assault is any intentional act of hitting, pushing, scratching, biting, kicking, sexual assault ,
or any other physical contact engaged in, by, or directed toward another student, staff, or visitor to the facility,
which results or intends to result in death, physical injury, or emotional damage.
Prevention procedures: Social skills training to teach conflict management.
Emergency procedures:
1. The principal will notify law enforcement by calling 911.
2. The principal will notify the victim’s parents.
3. The initial responder will provide first aid if injuries are noted.
4. The principal will protect the victim’s identity.
5. The school counselor will provide counseling for the victim and
refer for outside counseling if needed.
6. If the alleged assailant is a student the principal will notify the assailant’s
parents/guardians for a conference.
7. The principal will follow district policy and due process procedures regarding
disciplinary actions, and student taken into police custody.
8. The principal will notify the superintendent.
9. The principal will prepare documentation of actions taken and decisions made
regarding the incident.
10. Law enforcement, youth court and parents of victim and assailant must be
informed.

BOMB THREAT
Procedures: Upon receiving a bomb threat, the person who received the call will make every attempt to:
1. Extend the conversation.
2. Identify any background noises and any identifying vocal characteristics.
3. Ask the caller for a specifics about the bomb, including type, location and
time it is due to explode.
After receipt of the bomb threat, hang up and dial *57. You will get a recording letting you know if the trace
was successful. If it was successful, dial 1-800-281-6920 and inform the authorities. Note the line on which
the call was received.
The person receiving the call will call 911 and then let the building administrator know of the threat.

INTRUDER ON CAMPUS/WEAPONS THREAT
Prevention Procedures: As any intruder could pose the danger of a weapon threat this section will treat
intruder danger as a possible weapon threat as well. Prevention will include controlled access to any campus
buildings, all lock being functional at all times, and identification of all staff and any visitors at all times.
In the event that an intruder is able to circumvent our prevention procedures the first person to notice an
intruder will:
1. Notify the building administrator.
2. Give exact location of suspected intruder.
3. Give intruder’s gender.
4. Note any distinguishing physical characteristics.
5. Describe clothing.
6. Note any other specifics about the suspect.

the protection of all occupants of all campus buildings in the event of severe weather.

BULLYING AND FIGHTING
Bullying/Fighting Prevention Procedure:
1. All school personnel, including bus drivers, coaches, and after-school supervisors will be trained to
recognize bullying and aggressive behavior and to enforce consequences.
2. At the beginning of each year assembly, the school counseling team will organize a presentation for all
faculty, staff, and students regarding bullying. The school district code of conduct will be presented and
explained to reinforce the definition of and consequences for unacceptable behavior related to bullying
and aggression.
3. All faculty and staff will consistently enforce school policies regarding bullying and aggression.
4. Adult supervision will be increased in areas where bullying and aggression are prevalent, such as
hallways, stairwells, cafeterias, and locker rooms.
5. All students will be encouraged to report unacceptable behavior when no adults are present at the time
of an incident.
6. All bullying behavior will reported to the school counselor, who will log each incident.
7. After a student has been reported for bullying three times, the school counselor will notify the guardian
of the student to ask for their support in bullying prevention.
Fighting Procedure:
1. The first responding faculty or staff member will immediately call the school resource officer.
2. The faculty or staff member will NOT physically insert him or herself into the fight. Instead, the adult will
identify him or herself and instruct the students to break up their fight.
3. If students are still fighting when the school resource officer arrives, he or she will break up the fight.
4. The school resource officer will escort students to the principal’s office for discipline.
5. Any student who engages in fighting will be disciplined for disorderly conduct. In extreme cases, the
school may recommend that battery charges be filed.
6. School administrators will judge whether a student’s participation in a fight is voluntary or in selfdefense.
7. A lesser punishment will be issued to participants in fights acting in self-defense.

information for the suicide hotline and other community resources.
3. Faculty and staff will alert the school counselor if they observe any of the following warning signs in
students:
a. Direct or indirect statements threatening suicide
b. Suicide notes and/or plans
c. Making final arrangements such as giving away prized possessions
d. Preoccupation with death
e. Changes in behavior, appearance, thoughts, and/or feelings
4. The school counselor will immediately meet with the student to:
a. Ask the youth directly if he or she is thinking about suicide
b. Express concern for the student’s wellbeing
c. Provide suicide hotline information
5. If the school counselor determines that the student is at risk for suicide, he or she will:
a. Provide constant supervision, NOT leaving the youth alone
b. Remove means for self-harm
c. Alert the parent to the risk of suicide
d. Provide information for a local counseling center
Emergency Procedure:
1. In order to reduce the risk of faculty arriving at school uninformed, the principal will use the emergency
chain phone calling system to inform all faculty and staff members as well as scheduled substitute
teachers of the tragedy and schedule an early morning meeting. At the meeting, the principal will:
a. Informed faculty and staff of details of the incident.
b. Ask that faculty and staff members share details with students as needed in order to dispel
rumors that may crop up during the day.
c. Announce any special scheduling information for the day.
d. Announce the location of the special crisis counseling center to teachers so that they can refer
students as needed.
2. After beginning the emergency chain phone call, the principal will contact the school district’s
counseling team and ask that they be available on campus throughout the next day for assistance.
3. In case of death, the principal will then contact the school security officer to remove and protect the
personal belongings of the deceased, which will later be returned to the family.
4. At the end of the day, the school counseling team will facilitate a debriefing meeting for faculty and staff
in order to evaluate the day’s procedures and to identify further concerns.

Classroom Procedure:
1. At the beginning of the first class period of the day, the principal will announce the incident, the known
facts of the incident, and if applicable, the funeral arrangement information, either over the intercom or
at a schoolwide assembly.
2. Teachers will follow the announcement with additional information as needed according to the reaction
of the students in their classrooms.
3. Faculty and staff members will remain as calm as possible and serve as a “source of strength” for
students. Do not feel compelled to do or say too much; rather, serve as an empathetic listener to
students. Do NOT attempt to explain why a person dies or commits suicide.
4. In the case of a suicide, remind students that if they ever find themselves feeling overwhelmed,
hopeless, or depressed, they should bring their concerns to you or another adult that they trust.
5. Correct rumors when you hear them.
6. Refer all rumors to the principal so that they can be addressed in the debriefing session.
7. Allow students time in class to express their reactions, feelings, and concerns openly in the classroom.
Each student will grieve differently; ALL reactions should be affirmed by you as a teacher.
8. Refer any student who appears to have difficulty coping with the incident to the counseling team.
9. Return to your regular classroom schedule as soon as possible. Classrooms should not function as
group therapy sessions or recreational times.
Days Following a Death/Suicide Procedure:
Teachers will remain on the lookout for students who seem to show signs of depression related to the recent
incident. Teachers will refer these students to the school counselor.
The counselor will contact the parents of the affected student and invite them to a special meeting for
instruction regarding helping their child understand and cope with the tragedy. The counselor will also discuss
warning signs that could suggest further difficulty for their child as well as community resources for help with
grief.
Media Coverage Procedure:
The superintendent will be the official spokesperson for the district. All staff members should refer applicable
news to the superintendent or his designee.
In order to ensure that coverage of the incident is accurate, the superintendent’s assistant will confirm details
with the family in order to avoid misinformation.

FIRE OR EXPLOSION
Note: The principal will be responsible for conducting one fire drill each quarter.
Fire or Explosion Procedure:
1. The first adult to observe a fire or explosion will immediately sound the fire alarm, which will implement
the fire drill evacuation procedure.
2. After sounding the fire alarm, call 911 and inform the operator of the emergency. Stay on the line until
the operator instructs you to disconnect.
3. Evacuate immediately through the nearest safe exit:
a. Students and staff will move to assigned evacuation locations.
b. Teachers will follow students out.
c. Administrative assistants will take enrollment cards and sign-out sheets for off-site student
release.
d. Once each class has arrived at their assigned evacuation location, each teacher will call roll to
determine whether any students are missing.
e. Teachers will report missing students to the principal.
f. Unattached students will report to the nearest teacher.
g. Teachers responsible for unattached students will report their presence to the principal.
h. The principal will notify the central office of any students who remain missing after unattached
students are reported.
4. Ensure that anyone in need of first aid receives treatment.
5. No one will return into the building until the fire department has declared it safe.
6. Following an incident of fire or explosion, the principal will hold a faculty and staff meeting to evaluate

MEDICAL EMERGENCY
Medical emergencies cannot be prevented therefore the following procedures are in place in order to deal with
the situation as quickly and efficiently as possible.
Medical Procedure:
1. The attending staff member will assess the nature and extent of the condition.

EARTHQUAKES
Because earthquakes can strike without warning, it is very important to respond quickly by taking the best
available cover. All other actions must wait until the earthquake is over.
Earthquake Procedures:
1. Drop and take cover under a desk or table and face away from the windows. Move away from any
bookshelves if possible.
2. If no desks or tables are available sit with back to the wall, place head close to knees, cover sides of head
with elbows and clasp hands firmly behind the neck.
3. If you are outside the building move to an open space away from the buildings, power lines, or trees. Take
a position protecting the head.
4. If you are on a school bus the bus driver will stop bus away from power lines, bridges, overpasses, and
buildings. Remain in bus seats and hold on.
5. Remain in the sheltered position for at least 60 seconds.
6. Check for injuries.
7. Call roll, report any missing persons to the principal or crisis response team.
8. Evacuate the building, area, or bus when the signal is given (one long bell).
