The original business of PurpleFinder is tracking vessels. Its
involvement began long before
9-11 opened up the industry’s
eyes to the importance of correct vessel positions. Not surprisingly, more fleets and vessel
operators use PurpleFinder than
any other third party tracking
application. Because of MariTrac’s intimate knowledge of
vessel trading patterns and operations, plus the commercial
reasons why cargoes move from
here to there, we can work with
our customers to build the
tracking element into their infor-
mation systems.

SHIP SECURITY ALERTING
Ship Security Alarm Systems
(SSAS) will soon be required on
all international commercial
vessels. In a nutshell, vessels are
required to have security procedures in place by July 1, 2004,
with SSAS a key component.
These rules have been agreed
internationally at the IMO; in the
United States, they are embodied in the MTSA 2002.
When an alert is issued, a critical
element is the vessel position,
course and speed. Maritrac is the
U.S. distributor for PurpleFinder,

Several years ago, a rogue tanker
ran down a fishing boat off Canada. Good detective work enabled the culprit, a vessel in
violation of international laws, to
be identified from paint evidence.
A few years later, Coast Guards
are looking at vessel tracking as
a way of knowing who was
where when. Suspect oil sheens
can tied to vessels known to
have made transits. Discharges
of ballast water are now controlled by international law, and
smokestack emissions will soon
be subject to new rules.
Tracking technologies are seeing
new applications emerging as
regulators and oil companies
realize their potential role, espe-
cially when position data is
joined with other data points.

STORIES FROM THE USERS
GOVERNMENT AGENCIES AND AUTHORITIES
Sometimes, one picture is worth
more than a thousand incorrect
words from vessel agents, who
pass on inaccurate and misleading position reports to the Coast
Guard.
But, satellite based
tracking, which uses equipment
already aboard the 45,000 +
deepsea vessels, enables the
Coast Guard and other agencies
with a Homeland Security and
Maritime Domain Awareness
mission, to more accurately
pinpoint worldwide vessel positions in near real time.
Maritime safety and environmental protection, and now
security and homeland defense
missions can benefit. If desired,
the agencies can combine data
streams so that the vessel position can be displayed along with
other pertinent data fields.
MariTrac recently finished a
Proof of Concept project for the
Transportation Security Admini-
stration, where vessels submitted electronic Notices of Arrival
(eNOA) in advance of their
entry into the Port of New
York. The notice submission
incorporated an authorization to
track the vessels.
The local
Coast Guard office, where safety
and security boardings are initiated, considered the MariTrac
application to be a “must have”.
The Ship Security Alert Systems
are based on a similar platform.
Now, piracy, hijack or terror
incidents can be handled quickly
and reliably by Flag and Port
States who must respond.

vessel
locations on voyages
around the U.S. Gulf
and all over the
world.
PORT AND TERMINAL OPERATORS
Supply chain visibility promotes
better security– it’ all about
knowing the location of assets.
Port authorities and facilities
need accurate information on
vessel locations and schedules,
especially when they operate
landside facilities. Now, the ports
and terminals are also thrust into
a vetting role, as well, where
they
must
know
something
about the vessels in port. If you
can track vessels, you can also
track individual cargo containers,
a great concern because of the
possible vulnerabilities.
The data interoperability in the
MariTrac package has enabled
terminals to show maps and
position reports, directly from
the application, in private areas
of their web portals.
OIL COMPANIES AND PRODUCTS TRADERS
When will the vessel arrive at
the berth? Can we notify all the
consignees who have cargo
aboard? What about automatically sending an advanced arrival
notice? Where have they been?
Customers in the bulk commodities business, both wet and dry,
as well as in the container and
liner trades, are actively tracking
vessels and the cargoes aboard
them, all over the world.
These types of questions are on
the minds of shippers every day.,
as they optimize supply systems–
managing inventories and scheduling scare berth capacity.
As supply chain meets security
chain, positions have also been
automatically transferred to
regional ALERT type systems,
using the power of XML.
The
onboard
equipment can be
programmed to
automatically
transmit secure
position reports,
sometimes several
times within an hour.

portals. Additional permissioning and authentication can be layered on top– enabling additional user controls and access only to relevant information.
Vessel tracking utilizes Inmarsat C equipment generally aboard the vessel to
meet GMDSS requirements.
Non SOLAS vessels may
optionally install an Inmarsat
D+ terminal. Positions are
acquired using onboard GPS
and then transmitted back to shore using Inmarsat satellites. From the Land Earth Station
(LESO), the positions are routed to the PurpleFinder server, where they are then available
through web browsers such as IE or Netscape.
Data security and encryption keep sensitive
information completely private.
The DSAS ship alerting equipment uses a dedicated Inmarsat D+ transmitter and has been
certified to be in compliance with IMO’s new
SOLAS regulations XI -2/6. Major Class Societies and Flag States have approved the DSAS as
being SOLAS compliant. Equipment specifications can be found on the MariTrac website.
