served as Interim City Manager
and the Director of Development
Services. He was originally hired
as the city’s Assistant City Manager
for Economic Development. Prior
to coming to Carbondale, Mr. Baity
had served as the City Administrator
for the City of Flora, IL; the Director
of Community Development for
the City of Centralia, IL; and the
Director of Environmental Health
for the Perry County (IL) Health
Department. Mr. Baity is a 1992
graduate of SIUC. He and his wife
Penny have four children and reside
in Carbondale.

In my message for the City’s
previous newsletter, I complained a
bit about the hot summer of 2011 so,
perhaps it would be appropriate to
express my appreciation for an abovenormal, warm winter. However, such
a statement could backfire and we
could end up with a few feet of snow.
In any case, one of the characteristics
that I love about Carbondale and
Southern Illinois is the “Changing
of the Seasons.” While in other
places those changes are named,
“fall, winter, spring, and summer,” in
Carbondale those changes are called,

“Fall Semester, Winter Break, Spring
Semester, and Summer Break.” I enjoyed the quietness that the semester
breaks bring but, I love the activities that come with the Fall and Spring
Semesters and, the energy that the students bring back to Carbondale as each
new semester begins.
Since becoming the Mayor of Carbondale about nine months ago, it seems
that the theme for Carbondale has been “Constant Change.” We have a new
City Manager, Mr. Kevin Baity, a new Director of Public Works, Mr. Sean
Henry, and in a few more months we will have a new Director of Development
Services.
Another change is that my face currently doesn’t look like the picture on
this newsletter. We held a “Shave It or Save It” campaign to raise funds for
the Carbondale Scholarships that go to Carbondale high school students who
will attend SIUC in the fall. A total of $1,514.96 was raised so, three $500
scholarships will be awarded. However, the “Shave It” votes won by a two to
one margin so, on Dec. 20th, my barber sheared off my handlebar mustache.
My wife didn’t want me to shave it so, after being clean shaven for three days,
I started growing it back.
Back to some serious changes, sometime in February, although it has been
in use since last April, we will have a Grand Opening of our “restored” new
police station. As you may recall, the building was severely damaged during
a microburst last April 19th, just a few days after we had taken ownership of
it. The council also recently voted to approve the construction of a new fire
station on Glenview, north of the new Walgreens, to replace the old station on
the corner of Oakland and Walnut.
Out by Kohl’s, Cool Spoons Frozen Yogurts & Treats has opened and,
out by Best Buy, Kirkland’s Furniture, Gifts & More has opened along with
another frozen yogurt shop. And, in the Mall, JC Penney’s is conducting a $3
million renovation.
There have also been a number of changes in Downtown Carbondale
with the addition of Blend Tea and Crepe, Cristaudo’s Bakery and Catering,
Evelyn’s, Kelly’s Irish Boxty House, and Mo Wallace BBQ N More. So,
with these new restaurants, the scent of change is always in the air here in
Carbondale.
It may or may not be a long winter but, spring is on its way which most
assuredly means, “Saluki Softball will soon be here!!” The first home stance
will be March 3rd and 4th when the Salukis will play four games in the Coach
B Classic.

City of Carbondale Receives Illinois Safe Routes to School Grant
Governor Pat Quinn announced
that the City of Carbondale will
receive a grant in the amount of
$107,444 through the Illinois Safe
Routes to School Program to
upgrade pedestrian areas surrounding
Thomas School and Carbondale
Middle School. The federally-funded
program is designed to enable and
encourage children to walk and bike
to school safely. “These projects
enhance roads, sidewalks and other
infrastructure within communities,
which is important in keeping
both drivers and pedestrians safe,”
Governor Quinn said. “Encouraging

Illinois Safe Routes to School is a
program of the U.S. Department of
Transportation’s Federal Highway
Administration, designed to enable

those with disabilities, to walk and

healthy lifestyle from an early age.
The program also facilitates projects
and activities that will improve safety
and reduce traffic, fuel consumption
and air pollution in the vicinity of
primary and middle schools.

Budgets for the New Fiscal Year:
Public Hearing Scheduled April 3, 2012
The City has begun the process of preparing its FY 2013 Budget (May
1, 2012 through April 30, 2013). The process began with the City Council
reviewing the proposed tax levy truth in taxation determination on November
15, 2011. On December 6, 2011 the City Council adopted the tax levy.
In January the City Council reviewed the City’s community goals and the
Five Year Community Investment Program (CIP). Also, during January and
February, City Departments began preparing budgets for their operations.
In February, the City Manager will review the budgets submitted by the
Department Directors, and the Community Investment Program will be
prepared. In mid-March, the proposed City Budget and Community Investment
Program will be distributed to the City Council and made available for public
review at the Carbondale Public Library, the Finance Department and the City
Clerk's Office. The public hearing on the proposed budget is scheduled for
April 3, 2012. City Council action on the proposed Budget and Five Year
Community Investment Program is scheduled for April 17, 2012.
Preparation of the City Budget takes a significant amount of staff and
City Council time each year. This is an important process for the City of
Carbondale because the budget becomes the blueprint for City operations for
the entire year.

Extended Hours Announced
for Recycling Electronic Devices
In an effort to reduce contamination from materials that pose environmental
and health risks and to encourage recycling, a new state law will go into
effect on January 1, 2012 that prohibits certain electronic devices from
landfills. City of Carbondale Solid Waste Collectors will be prohibited from
knowingly collecting the banned electronic devices with other refuse on this
date. The electronic items banned include the following:

To assist residents that have these items to recycle, the Jackson County
Health Department is sponsoring a free household electronics recycling
drop-off service at Southern Recycling Center located at 300 W. Chestnut
Street in Carbondale. Hours of operation are 8:30 a.m. to 4:30 p.m. Monday
through Thursday, 8:30 a.m. to 3:30 p.m. on Friday, and Saturdays from 8:30
a.m. to 1:30 p.m.
In addition to the normal hours, the City of Carbondale will partner with
Southern Recycling Center and the Jackson County Health Department to
help provide extended hours for residents to drop off discarded household
electronics for recycling. On Saturday February 25th and March 24th,
electronics may be dropped off from 8:30 a.m. until 3:00 p.m. at Southern
Recycling Center located at 300 W. Chestnut Street.

Early each spring, generally in March, the City begins the process of
hiring its Temporary (Seasonal) Positions which usually include a Weed
Control Inspector, four Public Works Seasonal Workers, four Cedar Lake
Maintenance Workers, a Head Lifeguard and numerous Lifeguards. Job

Carbondale Preservation Commission Accepting
Historic Preservation Award Nominees
The City of Carbondale Preservation Commission is honored to be
sponsoring the Seventh Annual Historic Preservation Awards. Any
structure located within the Carbondale city limits is eligible for a Historic
Preservation Award. Carbondale residents are invited to submit nominations
for any property that they feel is deserving of an award. Properties can be
nominated in one of four categories;
• Preservation: This includes buildings that have been kept in their original
architectural style and are being used for their original purpose.
• Restoration: Properties that have been restored to their original style or
appearance.
• Sympathetic Addition: Construction of an addition to an existing structure
that is consistent with the original architectural style of the structure.
• Compatible New Construction: Any new structure that is consistent with
the original architectural style of the neighborhood or that utilizes historic
building materials and techniques.
The only stipulation is that all nominations will require the owner's
permission. We also encourage property owners to nominate their own
property. The award winners will be recognized at a City Council meeting
in May, in association with National Preservation Month. The response
to last year's award program was overwhelming and we look forward
to another successful year. Nomination forms can be picked up in the
Planning Services Division at City Hall or can be found on the City Web
site www.explorecarbondale.com.

Council Passes Ordinance to Allow Residents to
Keep Chickens Within City Limits

Capping more than two years of discussions, the City
Council Tuesday evening gave its stamp of approval to an
ordinance allowing Carbondale residents to keep chickens
within the city limits.
By a 6-1 vote — Corene McDaniel sided against the
plan — the Council paved the way for residents to raise
chickens for their eggs, although the new ordinance comes
with a host of detailed restrictions. Also, the number of
licenses to raise chickens initially will be capped at 20.
Licenses will become available April 1.
Under the new law, residents living in the city limits
will be allowed a maximum of six chickens per household,
although the chickens must be contained in a chicken
coop or fenced area.
Coops must be kept at least 15 feet from the property
line and 25 feet from any neighboring residence. Coops
also must have at least 4 square feet of space for each
chicken residing inside. Under the new ordinance,
chickens also are to be raised only for egg production, and
the animals are not to be slaughtered within city limits.
A chicken coop license will cost a resident $25 with an
annual renewal fee of $10.
The ordinance change allowing chickens within city
limits has been years in the making, beginning in February
2010 when the city’s Planning Commission first heard
comments from members of the Sustainability Commission
regarding some residents’ desires to own chickens.
A draft ordinance was presented to the City Council
in September 2011, and the Planning Commission held
a public hearing on the issue last November. A revised
ordinance was presented last month to the Planning
Commission.
The ordinance passage drew general praise from
members of the Council.
Carbondale Participating in National League of
Cities Prescription Discount Card Program
On January 9, 2012, Mayor Fritzler announced that
the City of Carbondale is participating in the National
League of Cities Prescription Discount Card Program. The
program, which is administered by CVS Caremark helps
residents cope with the high cost of prescription drugs. This
is not a prescription insurance program, it is a discount
card program. Residents can save an average of 23% off
of the full retail cost of prescription medication that is not
covered by an insurance provider. There is no enrollment
form, no membership fee and no restrictions or limits on
the frequency of use. The discount card is accepted at
more than 60,000 pharmacies nationwide, including major
pharmacy chains and most local independent pharmacies.
Currently there are seven pharmacies in Carbondale that
are participating in the program.
There is no cost for the City to participate in the program,
however a city must be a member of the National League
of Cities. Carbondale is the only city south of Champaign
and outside the metro St. Louis area that is a current
member and can offer the program. The role of the City
is to promote the program through local media and the
City website and to make the prescription discount cards
available at locations throughout the City to residents who
might benefit from the program.
As of January 10, 2012, residents of Carbondale and
southern Illinois have access to the discount cards at
participating pharmacies and at several locations including
Carbondale City Hall, the Carbondale Public Library,
the Carbondale Chamber of Commerce, Carbondale
Main Street, Carbondale Community High School and
the SIU Student Center. These cards can be used at any
participating pharmacy in the United States, not just in
Carbondale.
Questions often asked include, “Does the National
League of Cities or any participating City receive revenue
from the program?” Neither NLC nor any participating
city receives any revenue for sponsoring the program. The
savings generated through the use of the card stays with
the resident. Pharmacies in the program agree to absorb
the cost of the discount. The benefit to the pharmacy for
participating in the program is that it creates customer
loyalty and increases store traffic.
“Are residents of Carbondale the only people eligible
for the program?” No. The discount cards are available
to anyone who visits a local pharmacy or picks one up at
the locations mentioned above. The cards do not contain
any personal information and can be used over and over.
People can use them on vacation or can send them to
family members or friends. Students are eligible for the
program and can use the card when they are living here
attending college or at home on break.

Carbondale Main Street Seeking Volunteers
Carbondale Main Street has been promoting the downtown district
since 1989 and is currently seeking volunteers to help with events, to
serve on committees, and to help with the Curb Appeal program, which
helps to renovate buildings in the downtown district. By renovating
the downtown area building by building, and coordinating countless
special events downtown, Main Street hopes to improve and promote
downtown Carbondale and attract new community residents as well as
shoppers.

City Building and Neighborhood Inspectors Assist Students
With Rental Property Issues
The preservation and stabilization of residential neighborhoods, along with ensuring that the housing stock in the
community is maintained in a safe, sound and sanitary condition is a priority of the City of Carbondale. The Mandatory
Rental Housing Inspection Program has been effective in gradually improving the housing stock of the community,
particularly in older neighborhoods where single family houses have been converted for multiple occupancy use.
Through the Mandatory Rental Housing Inspection Program, detailed inspections are conducted on the exterior and
interior of rental properties. The scheduled inspections are initiated through the City's Building & Neighborhood Services
Division. Violations that are noted are required to be corrected before a certificate of occupancy can be issued.

Notice of Refuse and Recycling Collection Changes
Several changes to Carbondale’s City Code affect City
refuse and recycling collection services in 2012. Now refuse
and recyclables for curbside collection must be set out by
7:00 a.m. on the scheduled day of collection. Recycle bins
and refuse in qualifying containers may be set curbside after
6:00 p.m. the evening prior to collection. Other refuse,
however, may not be placed curbside earlier than 6:00 a.m.
on the scheduled morning of collection, however.
Residents and/or property owners placing refuse or
recyclables curbside after 7:00 a.m. on the scheduled
collection day that also request a return trip by the collection
truck are now subject to a $10 callback fee.
Refuse quantity limits of one cubic yard (200 gallons) are
also in place for 2012. Residents and/or property owners
setting out refuse in excess of the one cubic yard limit
(approximately six, 33 gallon cans), will find the refuse
removed on the normal refuse route but are now subject to
an extra volume charge of $10 or more. The amount of the
extra volume charges are reflected in the overall quantity
collected by City crews. All new charges will automatically
be added to the refuse portion of the residential water and
sewer bill.
Refuse, recycling or other household items placed curbside

on days other than the regularly scheduled collection day
for the property is a violation of City Code. After posting
of the violation, residents will have 24 hours to remove the
items from curbside. Thereafter, the City will have cause
to remove the debris and charge the property owner and/or
resident for the extra service.
Special Waste sticker requirements for the collection
of automotive and small truck tires and some white goods
appliances have changed as well. Tires off rim now require
four stickers while tires on rim or wheel require six special
waste stickers. White goods containing refrigerants, such as
refrigerators, freezers and air conditioners now require 20
stickers for collection. Requirements for collection of other
white goods and landscape waste have not changed. Ten
special waste stickers per appliance are required for white
goods without refrigerant and one sticker is still required
for each bag or bundle of landscape waste for collection of

Outdoor Warning Sirens
Tested Monthly
Outdoor warning sirens are tested on the first Tuesday of each
month at 10:00 a.m. During inclement weather, sirens will not be
tested. If a siren is sounded other than during a scheduled test,
this alarm indicates an actual emergency. Remember that a watch
means that conditions are favorable for severe weather to develop
and a warning means that severe weather is occurring and you
should take shelter immediately.

Pictured is a conceptual drawing for the new Aquatic center to be constructed in Carbondale. The Carbondale
Park District was awarded a 2.5 million dollar Park and Recreational Facility Construction Grant ( PARC) for
the construction of the outdoor aquatic center. The PARC grant is federal monies which are being distributed by
the Illinois Department of Natural Resources. Construction is planned to begin in 2012.
Carbondale Police Remind Residents of Parking Regulations
As thousands of new and
returning residents have arrived in
Carbondale for the spring semester,
the Carbondale Police Department
would like to ensure that everyone
is mindful of parking regulations
in place.
Carbondale Ordinance prohibits
parking on or across sidewalks.
Besides being an inconvenience to
all pedestrians, this parking violation
threatens the safety of people
using the sidewalk, according to
a department statement. If a car is
blocking a sidewalk, a ticket may be
issued and the car may be towed.
There is a 72 hour time limit for
on-street parking. Vehicles suspected
to be in violation will be marked and
ticketed when it is determined that
a 72-hour violation has occurred.
Vehicles are subject to being towed if
they are not moved and have at least
two unpaid parking citations.
Other parking regulations include:
parked vehicles must not block
private driveways or crosswalks;
parking is prohibited in loading
zones or any other area posted as a no
parking zone; parking is prohibited
within 15 feet of fire hydrants, 30
feet of stop signs or stop lights, and
50 feet of railroad crossings; double
parking and parking that would
block the normal flow of traffic is
illegal; parking between the curb and
sidewalk (on City right-of-way) is
not allowed; and disabled vehicles
must be moved from the roadway
promptly. In addition during a
winter weather emergency, parking
is prohibited on roads identified and
marked as Emergency Snow Routes.

RESIDENTIAL SPRING CLEAN-UP BEGINS APRIL 27, 2012
The City of Carbondale will conduct the annual Residential Spring Clean-Up Program beginning April 27, 2012.
This program serves single family dwellings up to and including 4-unit buildings. The Spring Clean-Up Program
allows residents to dispose of household items and general rubbish generated from the dwelling being served.
To participate in this program, place your household rubbish at the curbside no earlier than five (5) days prior
to your collection day and no later than 8:00 a.m. on your collection day (please note that items set at the curbside
for collection after 8:00 a.m. on the listed collection day will not be collected). Household items will be collected
from the curbside on Fridays, based on the following schedule:
Mondays City Refuse Collection Route - Friday, April 27th
All residences east of the Canadian National (CN) railroad tracks.
Tuesdays City Refuse Collection Route - Friday, May 4th
All residences located east of Little Crab Orchard Creek and west of South Oakland Avenue and all residents
south of West Main St. up to and including Chautauqua Street (excluding residences along South Oakland Ave.)
Wednesdays City Refuse Collection Route - Friday May 11th & May 18th
All residences located west of the CN railroad tracks, from South Oakland Avenue east and from West Main
Street south. And all residences from West Main Street north and North Oakland Avenue east, up to and including
West Sycamore Street as well as residences on North Baine Drive; All residents west of the CNRR tracks, east of
Little Crab Orchard Creek and south of West Chautauqua Street (excluding residences on Chautauqua St.)
Thursdays City Refuse Collection Route - Friday, May 25th
All residences west of the CN railroad tracks, north of West Sycamore Street (excluding residences located
along West Sycamore St. and North Baine Dr.) and all residences west of Little Crab Orchard Creek.
The following items will not be collected as a part of this program:
• Electronics such as computers and computer accessories; televisions and TV accessories; MP3 and IPOD
players.
• Tires, appliances, or yard waste - these items can be disposed of by the Citys Landscape & Special Waste
Sticker Program.
• Hazardous materials including paint, oil, gasoline, car batteries, pesticides, and other chemicals. Note that
many of these items may be disposed of through a Household Chemical Collection event by the Jackson County
Health Department to take place on Saturday, June 4, at the SIU Arena Parking lot. For more information check
the Jackson County Health Department’s website at www.recyclejacksoncounty.org.
• Contractors remodeling or construction debris - residents or contractors must dispose of these items using
private haulers.
Please be sure not to block sidewalks, streets, ditches or drainage ways with your items. Also placing items
and/or allowing items to remain at the curbside earlier than 5 days prior to or after 8:00 a.m. on your scheduled
collection day is a violation of City Code and may subject you to a citation. If you have any questions, please
contact the Maintenance and Environmental Services Office at 457-3275.
