Aboriginal Day Live Flag Contest
If you’re between 12 to 17 years of age, you’re invited to design a
flag that reflects what National Aboriginal Day and being
Aboriginal means to you! This is your chance to be creative and
design something original that shows your pride in the culture and
heritage of Aboriginal Peoples.
The winner’s school will receive $750 towards the purchase of
classroom learning materials. The winner receives $500 and a trip
to Winnipeg with their parent/guardian to be part of APTN’s
Aboriginal Day Live celebrations. The winning design will be made
into an actual flag, unveiled during the live broadcast of Aboriginal
Day Live 2014, and then will be flown on top of APTN’s
headquarters in Winnipeg for one year.
The deadline for entries is May 6, 2014 at midnight EST.

We are bombarded with “lose weight quick” advertisements and
articles. Doctor Oz says this, Gwyneth Paltrow does that…gluten is
bad, protein is good, you must avoid carbs after 6 pm... There is so
much information out there and much of it is misleading, if not wrong.
If it was that easy, we wouldn’t have a problem would we?
Keep old toothbrushes - they are extremely
handy for cleaning nooks and crannies other
cleaning equipment cannot get into.
Kitchen Tips
Soak limp lettuce leaves, celery and carrots in
ice water for an hour. They will become
crisper.
As a diabetes educator, I often speak to clients about achieving and
maintaining a healthy weight by making better food choices and getting
more physical activity. Many people find it hard to believe that small
changes can have a big effect and seem to want a diet or a list of good
and bad foods. But you know what? Diets don’t work!
Fill a scorched pan halfway with water and 50
grams of baking soda. Boil for 10 minutes and
the burnt food will loosen and float to the top.
Starting next month I will be leading a 3 session group that will explore
some tools and strategies that have been shown to help to develop
healthier eating behaviours. As a group, we will look at the things that
make us eat more than we need and simple ideas to help us be happier
with less. We will learn to set goals and evaluate our successes, all
without “dieting”.
Hard, refrigerated butter will soften in the
microwave in 30 seconds on the defrost
setting. But stand there and watch it - a few
seconds too long, and you could have a runny
mess.

Anishinaabemowin-Teg Conference
From March 23rd to March 27th the 20th Annual Anishinaabemowin-Teg
Conference was held in Sault Ste Marie Michigan. This conference is
a wonderful experience with lots of learning to bring back to our
community. One of the highlights of this year’s conference was the
Memorial Scholarships awards banquet. For the first time
Pikwàkanagàn entered a student into the competition and Omamiwinini
Pimadjwowin would like to congratulate Meiyah Whiteduck on her
honorable mention award!! To be entered in this competition Meiyah
had to submit an audio file containing a 3 minute speech, not an easy
task for a second language learner. This is a great accomplishment in
representing the Algonquin Language and your community.

SUBJECT: Bill C-10 (Contraband Tobacco Act)
“Taxation on-reserve is not just about the current conservative government’s assault on First Nations Peoples,
it’s also about our identity going forward. If we allow this Bill to be imposed on our communities we are also
allowing the government to turn First Nation reservations into municipalities, and we will be that much closer to
becoming the token Indians they want us to be. We have to stand together and stop this Bill.” Grand Council
Chief Patrick Madahbee.
BACKGROUND:
Bill C-10, An Act to amend the Criminal Code (trafficking in contraband tobacco) was introduced in the House of
Commons on November 5th 2013. The Act was reintroduced ‘as is’ from the former Bill S-16, which died on the
order paper when the federal government prorogued in October 2013. Because this bill has been reintroduced
under a new process (through the House of Commons verses the Senate) it will require three readings in the House
and three readings in the Senate before it can be deemed law.
Bill C-10 is a short read but it will have a major impact on First Nations if it becomes law. The Chiefs of Ontario and
the Assembly of First Nations have made submissions against the bill when it was Bill S-16 and subsequently,
follow-up letters to maintain opposition have been sent to Canada.
ISSUE:
Bill C-10 is a highly offensive bill and contradicting to treaty laws. The bill proposes to make Tobacco sales
(including Raw Leaf Tobacco) illegal and a Hybrid Offence, meaning a person(s) can be charged for a Summary
Offence (lesser charge usually resulting in a fine and minimal jail time), or an Indictable Offence (major crime which
can result in federal prison terms). In addition to the impact on First Nation citizens who may incur jail time for
selling tobacco on-reserve (e.g. smoke shops) without a federal excise tax stamp, jurisdiction and taxation onreserve is a significant issue for Bill C-10.

First Nations have consistently argued that jurisdiction within First Nation territories belongs to the First Nation
due to treaty and/or inherent rights, while the federal government has taken the position that First Nations are
within the jurisdiction of the federal government due to the Constitution Act, 1867 Section 91(24), “Indians and
lands reserved for Indians”, subsequently, this is where Canada received its authority to develop the 1876 Indian
Act. With Bill C-10 Canada is taking another step toward eliminating First Nation treaty and inherent rights by
criminalizing the sale of tobacco on-reserve and exercising its version of jurisdiction.
First Nation economies will take a major hit from this bill as tobacco sales is the largest trade and commerce
industry within First Nation communities. The impacts of losing the tobacco trade will have a ripple effect to other
businesses on-reserve.
CURRENT STATUS:
As of today, the bill remains at second reading in the House of Commons. It was reviewed by the Standing
Committee on Justice and Human Rights (mostly conservative members), and the bill went through a second
reading with no amendments. Third reading in the House can be expected any day and then it could be merely a
formality going through three senate readings before it becomes law, which will result in the police raiding First
Nation family businesses.
The bill was discussed at length during a Chiefs of Ontario (COO) Political Confederacy (PC) meeting on March 18 th.
The COO was directed to develop a template letter for First Nation communities to send to federal MPs and
Senators. As well, Ontario Regional Chief Stan Beardy was directed to send another letter (COO sent one out in
December) to Canada as a reminder that First Nations remain in opposition to this bill due to the illegal position of
Canada to violate treaty laws and infringe on First Nation jurisdiction. On top of all this, Canada continues to ignore
consultation and accommodation rules set by its own court system.
Chief Ava Hill of Six Nations stated that the Iroquois Caucus is making plans to aggressively oppose Bill C-10 and
that plans are currently underway to develop legal, communication and direct action strategies. First Nation
communities are encouraged to become proactive in opposing Bill C-10.
