he Public Safety Mutual Benefit Fund,
Inc. (PSMBFI) released the initial payment
of insurance benefits to the families of the 44
Special Action Force (SAF) heroes killed in a
clash in Mamasapano town in Maguindanao last
January 25, 2015.
The insurance checks were personally handed by
PSMBFI President Mario Avenido to the beneficiaries at
Camp Bagong Diwa in Taguig last January 30, 2015.
Of the deceased commandos, 40 were members of
PSMBFI, entitling their families to insurance proceeds with
amounts varying from P380,000 to P825,000, depending on
the rank of the deceased member and the plans they were
enrolled in. The necessary assistance is being extended to
the families for the completion of the required documents
and the payment of the full amount of the insurance claims.

n March 9, 2015, the Public Safety Mutual
Benefit Fund, Inc. (PSMBFI), represented
by President Mario A Avenido and Vice-President
Bernardo C Florece, Jr. turned over the Special
Group Term Insurance (SGTI) Experience Refund
check amounting to P3.1 million to PDDG Marcelo
Garbo, Jr. and PCSupt Wilfredo Franco of the
Directorate for Personnel and Records Management
of the Philippine National Police, in support of the
PNP Scholarship Program.
PSMBFI is a mutual benefit insurance association
which does not only pay life insurance and accidental
death and disability claims but also provides Accident
Hospitalization, Wounded-in-Action and Killed-in-Action
Benefits to qualified members.
PSMBFI was created in 1997 to provide life insurance
for employees of public safety institutions after Congress
passed Republic Act 8291 which excluded policemen,
among others, from the mandatory insurance coverage
of the Government Service Insurance System.

honoring the sacrifices and heroism of the men and women
of the Philippine National Police.
Recent heroes include the

PSMBFI extends protection

T
he Public Safety Mutual Benefit Fund, Inc. has
a strength of 145,000 members composed of
personnel from the Philippine National Police,
National Police Commission, Bureau of Fire Protection,
Office of the Transportation Security, Philippine Coast Guard,
and the cadets of the Philippine National Police Academy.
PSMBFI is a mutual benefit association and its core
business is insurance. In case the unfortunate happens,
the families who will be left behind will receive funds to help
them through their grieving period.

PSMBFI takes pride in its partner institutions
National Police Commission
The NAPOLCOM is the agency mandated by law to administer and control the Philippine National Police. Under R.A.
8551 (PNP Reform and Organization Act of 1988) the Commission gained the powers to investigate police anomalies and
irregularities, administer police entrance and promotional examinations, and summarily dismiss erring police officers.
Philippine National Police
The PNP enforces the law, prevents and controls crimes, maintains peace and order, and ensures public safety and internal
security with the active support of the community. It brings offenders to justice, detains an arrested person for a period
not beyond what is prescribed by law, exercises its vested powers from the Philippine Constitution and pertinent laws,
implements laws and regulations on firearms and explosives control and supervises and controls the training and operations
of security agencies.
Bureau of Fire Protection
The BFP was created by virtue of RA 6975 for the prevention and suppression of all destructive fires, and the enforcement
of the Fire Code of the Philippines (PD 1185) and other related laws. It investigates all causes of fires and files the proper
complaint with the prosecutor who has jurisdiction over the case. In times of national emergencies, all elements of the
BFP shall upon direction of the President, assist the AFP. They establish at least one fire station with adequate personnel,
firefighting facilities and equipment in every provincial capital, city and municipality subject to standard rules and regulations
as may be promulgated by the DILG.
Philippine Coast Guard
The PCG is mandated to conduct maritime law enforcement against smuggling, illegal fishing, piracy, illegal trafficking
of persons, firearms, explosives, illegal drugs, poaching, and the enforcement of the Revised Penal Code. These are
possible through inter-agency intelligence exchange, cooperation and collaboration. It is also mandated to protect marine
environment from destruction, degradation and depletion by natural or man made causes. In protecting the country’s marine
environment, the PCG undertakes initiatives to prevent, control and mitigate the effects of oil spills and marine pollution to
the marine environment.
Office of the Transportation Security
The OTS formulates, develops, maintains and implements national transport security programmes, plans, rules and
regulations in accordance with international standards to secure the transportation system of the country. It exercises
operational control and supervision over all units of law enforcement agencies and personnel providing security services in
the transportation systems, except for motor vehicles in land transportation, jointly with the heads of the bureaus/agencies
to which the units or personnel organically belong to or are assigned. The OTS is also responsible for transportation security
operations including security screening of passengers, baggage and cargoes, and hiring, retention, training and testing of
security screening personnel.

hen the Public Safety Mutual Benefit Fund, Inc. was created in 1997, the intent of the Philippine
National Police leadership was to provide life insurance protection to the uniformed police
personnel since they were no longer covered by social insurance.
Thousands enter the service every year to augment
the police force and to replace those who have retired,
were attrited, and those who passed away.

over to the Police National Training Institute (PNTI)
to undergo the regular year-long training. This entails
six months of Police Basic Recruit Course and another
six months of Field Training Program to qualify as

posts in the country. The new PO1s are encouraged
to become PSMBFI members to ensure that they have
insurance protection while in training and thereafter.
On the other hand, there are civilians with highly
technical qualifications who become police officers via
lateral entry. After the completion of their training, they
will be fielded to deliver technical service in different
areas. As lateral entrants, they are encouraged to
become PSMBFI members as well.

Likewise, the Philippine National Police Academy
cadets face the challenges of rigorous physical and
mental training. After completing their four-year course,
they will become commissioned officers of either the
PNP, the Bureau of Fire Protection, or the Bureau of Jail
Management and Penology, with the rank of Inspector.
PSMBFI encourages them to start their membership as
cadets.
As a matter of policy, the PSMBFI insurance coverages
of the new PO1s, lateral entrants, and PNPA cadets
immediately take effect upon submission of their duly
signed Membership Application Form and the Authority
to Deduct Form.

Equity Plan (MEP), the Basic Group Term Plan (BGTP),
the Burial Assistance Benefit (BAB), the Endowment
at 56 (E-56) and the mandatory Special Group Term

It understands the varying degrees of risk in the public
safety profession, thus enabling it to provide the right
insurance coverage for those who enforce the law.

Emergency Loan
Unforeseen circumstances may result to unbudgeted expenses. PSMBFI’s Emergency Loan gives you access to
cash of up to P100,000 so you can be ready for those emergencies.

Calamity Loan
Victims suffer different kinds of losses when calamities strike. PSMBFI members may take advantage of the
Calamity Loan package’s low interest rate at only 9% per year.

Multi-Purpose Loan

Gone are the numerous requirements and the
long waiting time for the release of the insurance
claims. When the unfortunate happens to a member,
the advance payment on the insurance claim will be
immediately delivered to his family to help them pay for
a decent burial for their loved one.
The Association exerts extra efforts to locate the
beneficiaries and help them secure the necessary
documents from various PNP offices so that the
processing of their insurance benefits can be made at
the soonest possible time.
The Association understands the risks that members
go through every time they conduct police operations.
As PSMBFI members, they are assured of protection
with the Wounded-In-Action (WIA) and the Killed-InAction (KIA) benefits, at no additional cost.

BASIC LIFE INSURANCE
Contributions range from P100 to P700 per month. The life insurance policy
includes an Accidental Death Benefit equivalent to the life insurance coverage
of the insured.
SAVINGS
Saving money is easy with myLife+. Financial goals, whether big or small, require
some planning and strategizing.
While part of your premiums are used to pay for your life insurance, fifty percent
is set aside and earns interest, forming your Equity Value. The higher your
premiums, the bigger you are able to save.
ACCIDENT HOSPITALIZATION BENEFIT*
With your myLife+, hospitalization due to an accident is less financially
burdensome. PSMBFI shall pay P1,000 for every day of confinement*,
up to a maximum of five compensable days per one continuous period of
hospitalization due to an accident.
*Confinement should at least be 24 hours minimum, to qualify for this benefit.
BURIAL ASSISTANCE BENEFIT
myLife+ gives you the option to avail of the Burial Assistance Benefit from
PSMBFI, for as low as P16 monthly. Being able to prepare for your final moments
will prove to be priceless.
MORE BENEFITS & PRIVILEGES
ID Cash Card
Members shall be issued an RCBC ID Cash Card. The Members’ Experience
Refund and loan proceeds shall be uploaded to the card.
Members’ Experience Refund
The Board of Trustees may declare a Members’ Experience Refund for the
qualified members of PSMBFI. The amount shall be uploaded to the member’s
ID Cash Card.
Loan Facilities
A member may avail of a salary, policy, emergency or other loan products
offered by the company, at reasonable interest rates.

Accident Hospitalization Benefit (AHB)
The Accident Hospitalization Benefit (AHB) is one of the free benefits for members of the PSMBFI’s Mutual Benefit
Equity Plan (MBEP), Members Equity Plan (MEP), and the myLife+ (MEP for non uniformed personnel), who are confined
in a hospital due to an accident.
PSMBFI shall pay the amount of One Thousand Pesos (P1,000) per day of hospital confinement up to a maximum of
five (5) compensable days per one continuous period of accident hospitalization.*
The member who was confined in a hospital will be entitled to receive the AHB after the evaluation and approval of the
documentary requirements submitted.
*Minimum of 24 hours of confinement.
Requirements:
The AHB may be availed of within 90 days from the date
of accident. The member (or his representative, if the former
cannot be present due to his physical condition) must submit
the following requirements:
