Magnicharters’ proposed U.S. services are in the public interest. Magnicharters'
operations will primarily carry tourists from Mexico to destinations in the United States,
thereby fostering commerce between the two countries.

States are authorized by Annex II, “Charter Services,” to the Air Transport Agreement
between the United States and Mexico.
WHEREFORE, based on the foregoing information and the information set forth
in its initial Application for an Exemption filed in this Docket, Magnicharters respectfully
requests that the Department issue a foreign air carrier permit and an exemption to Grupo
Aereo Monterrey, S.A. de C.V., d/b/a Magnicharters, in order to operate charter foreign
air transportation of passengers between points in the United States and points in Mexico
and to operate other passenger charter operations in accordance with 14 C.F.R. Part 212.
