By Taxi: From airport to city center the journey time is about to 60 minutes, with a distance of
about 35 km (22 miles).
We recommend you take a licensed metered taxi only: many are readily available at the arrivals
hall. Hotel Victoria, is inside the inner ring of Aurelian Walls (even if it is just on the border and

Managing Operational
Risk in Road Operations
A correct understanding and a suitable management of risks related to the road
operation have a key importance both for the safety of the transit and for the
safeguard of infrastructures and the environment. Possible events and accidents
have different frequencies of happening, major events are also possible even if,
normally, with a lower probability. The assessment of the road related risks
demand Authorities, road Administrations and road Operators to make choices
and investments assessing facts in a scientific and realistic way. Events that are
different for frequency, magnitude and nature can draw or not the attention of
media and the general public, sometimes making the front-page, in spite of the
low danger of concerned phenomena, as assessed by experts.

the
complexity of the phenomena related to operational risk of roads, the various
methods to be considered, can show their own pros and cons. As with all models,
necessarily, they simplify the reality. The selection of technical methods of
prediction, the assessment of unlikely risks make the role of PIARC emerging: by
comparing various national experiences they may synthesize optimal solutions for
the management of road risks that would undoubtedly be useful for all the
countries involved.
In the “risk prevention” phase, we can observe that, thanks to new knowledge,
competence and technologies, it is more and more possible to predict phenomena
and adopt more some countermeasures, e.g. when building new roads. The

and technical choices, choices that cannot be anything but “appropriate” for the
need at hand. However, in saying “appropriate” it is meant to say “sufficient” and
“not redundant”: in fact, it is certainly not acceptable that for only economic
reasons we must decide not to assume the measures needed for reducing road
risks, but on the other hand, neither is it acceptable that during a period like this
one, of increasing limitations on public spending, public resources are wasted
where there is no plausibly reasonable risk to be prevented.
