DEAR BIATHLON FRIENDS,
I would like to welcome athletes, officials, and biathlon fans to the IBU Summer Biathlon World
Championships 2016 that will take place in one of the best-known winter sports centers in the Baltics: in
Otepää, Estonia on August 24-28.
Time is running fast – it seems like yesterday we were enjoying the biathlon thrill in Oslo; but now the
season has come to an end. Summer Biathlon World Championships traditionally signify a turning point,
ending the 2015/16 season and opening the new, 2016/17 season. It is a summertime reunion for the big
biathlon family before we again meet at season-opening Östersund.
Hosting an international biathlon event in Estonia is a continuation of the IBU's efforts to expand the
geographical borders of the sport of biathlon. This is not the first time that Tehvandi Sport Center will be
hosting the summer biathlon event, as the 2007 Summer Biathlon World Championships also took place
there. Otepää's success in hosting international events continued with the IBU Cup in 2013 and the Open
European Championships in 2010 and 2015. There have been many changes since then – the stadium
building was rebuilt and enlarged last year, and there are now new tunnels that provide easy access to the
shooting range. However, one thing has stayed unchanged: the hospitality of the organizing committee
and staff members, who put their hard work and effort, talent and creativity into organizing an event of an
international caliber. Otepää will continue to appear on the biathlon map, with the 2018 YJWCH taking
place there.
I can assure you that Otepää is an excellent facility to host SBWCH: relatively moderate temperatures
in summer and the outstanding condition of the asphalt course will guarantee perfect conditions for the
participants. We hope that many fans from neighboring Finland and Russia will take advantage of the
location and will visit Otepää this summer. It would be very interesting to see how Estonian athletes
perform on home ground: last time the SBWCH took place in Estonia, a representative of the host nation
was on the podium.
Summer biathlon has come a long way, from only running and competitive
shooting in the 60's, to roller-ski biathlon being included in the WCH program
since the Summer Biathlon WCH in Ufa, RUS in 2006. Nowadays summer
biathlon events are traditionally regarded by many athletes and coaches as a
chance to see where they are in their training for the main season. We are
looking forward to three days of exciting and thrilling competitions.
I wish all the athletes a great summer and productive training for the
upcoming season. I also wish the organizers and staff good luck in preparation
for this event.

On behalf of the Estonian Biathlon Federation and Otepää Organizing Committee I welcome and invite
you to participate in IBU Summer Biathlon World Championships, which is going to take place in Otepää
Tehvandi Sport Center from 24 to 28 August 2016.
Previously held IBU Summer Biathlon World Championships, Biathlon Cup competitions and European
Championships have had a great success for the Estonian Biathlon Federation and Otepää Organizing
Committee.
By organizing Summer Biathlon World Championships we want to provide positive input and influence for
the future developments of Estonian biathlon. We hope that we receive excellent feedback after the
competitions and in the future you wish to come back to Otepää in order to train and compete.
Otepää is the winter capital of Estonia and well-known as a great sports center in Estonia. Locals in
Otepää are athletic, therefore they love sports and biathlon. Biathletes will surely receive a warm
welcome from the locals.
Otepää has a great chance to promote Tehvandi Sport Center opportunities among the participants, show
our high-level sport facilities and organizing skills of Otepää Organizing Committee through the events
international broadcaster.
Organizers will surely do their best to organize competitions on a very high standard. We hope that our
competitions will be successful and leave everyone with many unforgettable memories.

The organiser cannot be held liable for any damages done to persons or material / equipment. All
participants must be covered by sufficient health, accident and liability insurance. By submitting
the entry by names the National Federation confirms that all persons entered are covered by such
insurance (in accordance with 1.5.1.2 IBU Event and Competition Rules).

When entering and leaving the Republic of Estonia the European Firearms Passport and the
Official Invitation of the Organiser must be submitted upon request. No other permits are
required.

The following forms for the import of firearms to Estonia must be used:
To facilitate your arrival and departure at customs regarding rifles and ammunition, please
find the enclosed forms, which should be completed. The license will be sent to your
federation.
A License and Official Invitation to the customs authorities must be presented upon entry to
Estonia with firearms. In case these documents cannot be presented, no permission will be given
to enter the country.
2.1. Carnet A.T.A. Procedure
This procedure is another possibility for member states to import weapons and ammunitions
into the Republic of Estonia in addition to the procedure listed under point 2.

The authorised Consulate or Embassy of the Republic of Estonia will release the entry visa.

Payment of the accommodation will be done through the Accommodation Office only. The required numbers of
rooms must be requested when submitting the entry by numbers and is considered booked when the entry by
names is made. Any accommodation that is not used or cancelled with the entry by names by 10.08.2016 must
be paid by the National Federations concerned.
The costs of accommodation have to be paid to the Logistics Centre before 27.08.2016.

The TCM with the draw of the start numbers will be held at the Tehvandi Stadium's Main
Building, 3rd floor and according to the competition program.

B5 Prize Money Information
Prize money will be paid by OC to the athletes participating only in senior competitions who
take 1 – 6 places (individual races) and 1 – 5 places (mixed relay).
Payments will be made by the bank transfer.
It is necessary that the athletes of the indicated places provide with the exact details of
their bank account: the receiver, the account of the receiver, the name of the bank, the exact
address of the bank, the account of the bank, IBAN-code, SWIFT-code of the bank, passport
copy.

C4. TARGET SYSTEM
The Tehvandi biathlon centre has 30 firing lanes equipped with a KURVINEN KES 2009
electro-mechanical target system.
C5. ROLLER SKIS
Roller skis for official training and competitions are provided by IBU. Roller ski brands will
be SRB and MARWE.
For unofficial trainings and zeroing's athletes have to use their own roller skis.
