Overview
The Automobile Industry in Kentucky
Auto manufacturers, along with their suppliers and dealers provide a major driving force in the U.S.
economy, and Kentucky has capitalized on this industry. In Kentucky, according to the U.S. Bureau of
Economic Analysis, in 2007, 2.07 percent of the state's total employment was in motor vehicles, bodies and
trailers, and parts manufacturing. Moreover, in 2007, over 19% of the state’s workforce that was employed
in manufacturing was employed in the motor vehicles, bodies and trailers, and parts manufacturing sector.
The automobile industry has a major presence in Kentucky because of the Commonwealth’s advantages,

Pertinent facts on the contribution of the automobile industry in Kentucky include:
♦ In 2006, Kentucky’s automobile industry represented 3.84% of the state’s gross domestic
product.
♦ Kentucky’s automotive industry gross domestic product for 2006 was over $5.6 billion.
♦ In 2007, Kentucky had the nation’s 3rd highest level of auto industry related employment as a
percent of total state employment in the United States.
Kentucky Auto Assembly Plants
Following are brief backgrounds of automobile manufacturing facilities in Kentucky:
Ford first came to Kentucky in 1912 when it opened a sales and service office on South
Third Street. It was 1913 when Henry Ford began a "factory" at the Summers-Herman
Dealership in Louisville. In 1916 production started in a four-story brick building on South
Third Street, which built 7,000 vehicles a year. The plant turned out Model A's and other
Ford trucks and cars. During World War II, the plant geared up to produce military equipment. The plant
closed in 1925 - the same year Henry Ford created what was called "the first modern assembly plant" in
Louisville. In 1955, Ford began operations at the Louisville Assembly Plant, and in 1969, began operations
at the eastern Jefferson County Truck Plant. In 2008, the Louisville Assembly Plant employed 2,100. In
1997, an expansion at the Louisville operations added 1,000 jobs and 130,000 square feet to the Kentucky
Truck Plant. Total employment at the truck plant in 2008 was 3,500. The expanded facility, at 4.6 million
square feet, is the second-largest Ford assembly plant in North America.
On June 1, 1981, General Motors moved production of the Corvette from St. Louis to Bowling
Green, which remains today as the exclusive home of the Corvette. The 1,100 employees in
2008 built over 35,000 vehicles at the 1 million square foot plant. The Cadillac XLR has been
produced in Bowling Green since the end of 2002.
Toyota Motor Manufacturing Kentucky (TMMK) in Georgetown, Kentucky began
production in 1988 and is Toyota's largest production plant in North America.
With two vehicle production lines and a powertrain engine and axle facility, in
2008, more than 7,000 team members build about 500,000 vehicles and nearly
400,000 engines. In addition, Toyota’s North American Headquarters is in Erlanger, Kentucky employing
1,400. Toyota’s North American Parts Logistics Division is located in Hebron, KY employing 416.

US Car Production
In 2007, 1,046,531 cars and light trucks were
assembled in Kentucky. General Motors has a plant
in Bowling Green that produces the Corvette and
the Cadillac XLR. Ford's Louisville Assembly plant
produces
the
Ford
Explorer,
the
Mercury
Mountaineer SUV models and the Sport Trac. The
Ford Kentucky Truck plant manufactures the Ford FSeries Super Duty models. Toyota has a plant in
Georgetown that manufactures the Toyota Camry,

In addition,
Erlanger is home to Toyota's North American
Manufacturing Headquarters.

Explorer had been the best-selling mid-size SUV
in the US for fourteen consecutive years. Both
vehicles are produced in Louisville, KY.

Motor Vehicle Industry Impact on the KY Economy
The motor vehicle industry has a very strong presence in
Kentucky, and it has grown significantly over the last
several years. In 2007, a workforce of nearly 82,0001
was employed in motor vehicle-related facilities in
Kentucky. Employment in the motor vehicle industry has
decreased by 4.49% between 2006 and 2007, compared
to growth of 1.03% for all industries and negative growth
for manufacturing.
Although Kentucky’s employment
growth in the motor vehicle manufacturing sector was
negative between 2006 and 2007, it still ranks fourth best
among the top ten motor vehicle producing states.
The gross domestic product for the motor vehicle industry
in 2006 was $5.6 billion, and the sector experienced real
growth rates of 12.7% for the period between 2002 and
2006. This growth rate ranks third among the top motor
vehicle producing states. The 2006 GDP per capita of
$1,326 for the motor vehicles industry also ranks the
state third.
The Annual Survey of Manufacturers
November 2007 issue lists the value of shipments for the
motor vehicle industry at nearly $35 billion, which ranks
Kentucky among the upper half of the top motor vehicle
producing states.

The motor vehicle industry has impacted the economy and
people of the Commonwealth in a very positive manner.
The motor vehicle industry provides thousands of high
wage jobs to the people of Kentucky. In 2007, the
average weekly wage for motor vehicle manufacturing
was $1,770 compared to $901 for the manufacturing
sector and $702 for all industries. Employers in the motor
vehicle industry paid over $2.8 billion in wages to
employees in 2007, and wages paid totaled nearly $1.4
billion in the motor vehicle manufacturing segment of the
industry. The motor vehicle industry accounted for 3.84
percent of Kentucky’s total GDP in 2006. Of the top
motor vehicle producing states, only Michigan’s and
Indiana’s motor vehicle industries comprise a larger share
of their states’ overall economy.

Business Cost Comparison
Kentucky continues to be one of the states in the eastern United States with the lowest overall cost of doing business
according to Economy.com. The May 2007 edition of the North American Business Cost Review, measures the cost of
doing business within a state for unit labor cost, tax burden, and energy cost.
Kentucky has been determined to have the sixth lowest overall cost of doing business when compared to the states east
of the Mississippi River and to the states that are generally considered to be economic competitors with Kentucky. The
index utilized to measure the overall cost of doing business within a state ranks Kentucky as the state with the 15th lowest
cost nationally with a state index of 93. The national average index is 100.

The labor costs for Kentucky employers compare
very favorably to those in the other top auto
production states, especially considering the
productivity of the Kentucky workforce.
The
average weekly wages are below the U.S. average
for all of private industry and manufacturing. With
respect to manufacturing, only Alabama and
Tennessee among the top 10 auto producing states
have lower average weekly wages than Kentucky.
For private industry, the average weekly wages in
Kentucky are the lowest among these states. The
Cost of Doing Business Table (6) shows that
Kentucky ranks fifth lowest among the top 10 auto
producing states with respect to the unit labor cost.
A recent study on the cost of workers compensation
finds that the cost of providing workers
compensation insurance is on par with the national
average. (Note: Ohio data is not available for
workers compensation cost index because it is one

Tax Costs
Kentucky continues to be ranked as one of the states with the lowest overall cost of doing business among the top
automotive producing states according to Economy.com. The July 2008 edition of the North American Business Cost
Review, measures the cost of doing business within a state for unit labor cost, tax burden, and energy cost.
Among the nation’s top 10 states in light vehicle production, Kentucky’s tax cost of business is among the lowest. The
index utilized to measure the tax cost of doing business within a state ranks Kentucky as the 14th lowest cost
nationally with a state index of 91.0 (see Table 6). Nationally, Kentucky ranks 6th lowest in per capita state and local
government property tax burden, and 12th lowest in per capita state and local government tax burden.

Tax Modernization
In March 2005, House Bill 272 legislation was signed into law to reform Kentucky’s outdated tax system. The
legislation began the first comprehensive overhaul in more than half a century to a revenue system largely based on a
19th century economy. The reform seeks to accomplish several objectives including improving the tax climate for
economic development, including eliminating the corporate license and intangible property taxes cost.
Points of Interest to the Business Community from Tax Law Changes
•
Eliminates the corporation license tax.
•
Lowers maximum corporate income tax rate to 6% beginning in 2007.
•
For years beginning on or after January 1, 2007, a new limited liability entity tax (LLET) will replace the
Alternative Minimum Calculation, and will apply to every corporation and every limited liability pass-through
entity doing business in Kentucky on all Kentucky gross receipts or Kentucky gross profits with the same relief
thresholds as provided for the AMC.
•
Maintains tax credit incentives against new corporation taxation plan.
•
Eliminates intangible property tax on all but financial institutions and domestic life insurance companies,
including accounts receivable.

Utility Costs
A globally competitive business environment compels companies to examine the long-term costs of production
and distribution, and to focus on regional differences in the net costs of doing business. Among the most
significant factors having a direct influence on bottom-line costs is the annual capital that must be committed to
utility consumption. Kentucky occupies the premier position in the provision of low cost electric power among
the top vehicle producing states – enjoying a 13% to 149% cost savings over these competitors.
In 2006, Kentucky provided the second-lowest electric power cost east of the Mississippi River – and least
expensive among the top vehicle producing states. Moreover, in 2006, data from the U.S. Department of
Energy, Energy Information Administration, show that Kentucky lays claim to the position of fourth-lowest
among all fifty states - for the provision of industrial power.

Kentucky’s electric power cost, in the industrial sector, ranks fourth-lowest in the nation.
Approximately ninety-one percent of Kentucky's electric power is produced by coal-fired power plants, with the
balance generated by hydroelectric dams, fuel oil, and natural gas. Kentucky's large coal reserves ensure
abundant supplies of electric power for the foreseeable future. In turn, a large number of utility providers, and
oversight by the Kentucky Public Service Commission (PSC) (http://www.psc.state.ky.us), continue to ensure
competitive rates for industrial users. These power distributors are allowed to negotiate lower economic
incentive rate contracts with large industrial and commercial customers, subject to approval by the Kentucky
PSC. Significant discount rates can be granted for up to five years for both new and expanding operations.

A freight distribution network that is efficient, safe,
and technologically competitive makes Kentucky an
ideal location for businesses needing just-in-time
delivery and reliable access to markets and
suppliers. Geographically located within a day or
two highway travel of two-third's of the nation's
buying power, Kentucky maintains a continuing six
year highway construction and improvement plan
that ensures necessary structured growth and
regular maintenance.
In
2008,
the
Cincinnati/Northern
Kentucky
International Airport (CVG) was listed as 1 of 10
Best Hubs in North America by J.D. Power and
Associates, and placed 2nd in Best Overall
Concessions by an Airport Revenue News industry
survey. Since 1994, travelers have consistently
named CVG one of the best airports in the world in
surveys by SkyTrax, AC Nielsen, OAG Worldwide,
J.D. Power and the International Air Transport
Association. No other airport has been ranked so
highly in so many independent surveys.
The backbone of the Commonwealth's 79,000 miles
of federal, state, and local roads is five major
interstate highways (I-75, I-71, I-65, I-64, and I24), which provide direct routing to the Great Lakes
and Canada, the Gulf States and Florida, the
Atlantic Seaboard, and St. Louis and points west.
Within the state, nine major parkways/highways
provide access to the Interstate system, while state
maintenance covers nearly forty percent of the
entire highway network. Nationwide survey shows
that both the Louisville and the Cincinnati, OhioKentucky-Indiana areas are logistically ranked in
the Top 20 for cities with access to interstate
highways.
Cincinnati serves more than 15.7 million passengers
in 2007. It is one of the top airports in the U.S. for
on time arrivals. Eight passenger airlines offer more
than 470 daily departures non-stop to 120 cities
worldwide.
CVG’s international gateway offers
nonstop service to Paris, Frankfurt, London,
Montreal, Rome, Amsterdam, Nassau, Cancun and
Toronto and remains an attractive gateway for
increased international flights. Delta Air Lines has
teamed up with Air France, Alitalia Airline and other
airlines to offer seamless travel to more than 500
cities in 105 countries.
Kentucky’s metropolitan area transportation system
earns high rankings by Expansion Management
magazine in their analysis of logistics factors
(Expansion Management, 2006 Logistics Quotient).
Kentucky metro areas achieved the following ratings

Kentucky's railroads – CSX, Norfolk Southern, and
Canadian National Railroads - ensure direct service

The airport now has nonstop service to 23
destinations and convenient connections to cities
worldwide. The airport accommodated more than
3.8 million passengers in 2007.

University of Kentucky Center for Manufacturing
The UK Center for Manufacturing is a renowned center worldwide
for its research, education, and technical assistance in
manufacturing.
The Center for Manufacturing provides
engineering assistance to approximately 15,000 people in North
America and Europe with its staff of professional engineers with
extensive industrial experience. The Center conducts research
on manufacturing systems and provides a wide range of
educational
opportunities
for
students
and
industrial
professionals. The Center for Manufacturing has earned praise
from organizations such as the Society of Manufacturing
Engineers in recent years, for its strong emphasis on
manufacturing research and education.
Because of the Center’s capabilities, Toyota Motor
Manufacturing selected it to develop a working model of
the Toyota production system. The Center’s efforts with
Toyota resulted in the Lean Manufacturing program, an
integrated research, education, and technology transfer
effort. The Lean Manufacturing program has trained and
taught thousands of people from hundreds of companies

The Global Automotive Conference
The Global Automotive Conference (GAC) was created to
analyze and benchmark new ideas that will affect this
industry. GAC brings together executives, senior and middle
management of automotive assemblers, suppliers, and
service providers to discuss issues and action plans with
government participants and educators from advanced
learning institutions.
