Building a new home is a big deal.
Hiring a builder to construct the
home in which a family will live,
eat, sleep, entertain, and grow is a
serious decision. It’s also big
business. In 2005 alone, 1.282
million new homes were sold in
the U.S., besting the previous
annual record by 79,000 units,
according to the National
Association of Home Builders
(NAHB). Although those numbers
appear to be leveling off in the
projected future, more and more
homebuilders join the boom each
year, many with specialty skills and
specialty areas. With so much
riding on the construction of every
new home—personally, professionally
and economically—it’s surprising
that nobody has stepped forward to
act as a match-making liaison
between builder and buyer.
Enter Builder Check. Builder
Check was created to bridge the
gap that exists between the consumer
who wants to build a new home,
and the builder who can best satisfy
their exact needs. All too often, a
new homebuyer picks two or three
builders from the phone book, gets
estimates and makes their decision
based on those builders’ promises
alone. This process frequently leads
to major disappointments down
the road. One meeting with a
builder is no way to accurately predict
the outcome of any project.
Builder Check maintains an
extensive and detailed database of
homebuilders. Each database
includes a Builder Performance
Report (BPR). The BPR is at the
heart of the builder/buyer
matching process.
When a homebuyer contacts
Builder Check, a survey is completed to best ascertain what they are
looking for in their home-building
experience—from type of home and
location, to builder specialty, and
everything in between. This
information is used to match that
buyer’s preferences with particular
builders who best match that
consumer’s needs and wants. The
BPRs for the selected builders are
given to the buyer for review. This
is where it gets really interesting…at
least for someone who wants
to have their next home built
from scratch.
The BPRs contain satisfaction
ratings from the builder’s past
clients. These new homeowners
were asked to be up-front, unbiased

and candid with their answers.
Those ratings were collected and
turned into easy-to-read graphics
for people who go through Builder
Check looking for a builder. When
the homebuyer finds a Report they
like, Builder Check sets up a meeting
with them and the builder.

Great Lakes Rehabilitation Center, Straith Hospital for Special

Adult Day Care
The Providence Hospital/Southfield Adult Day Health Center
offers this service for senior adults who do not require 24hour institutional care, but can no longer live independently.
This program provides respite to many individuals, caregivers
and families. Transportation also is available for a minimal fee.
For more details, call the Adult Day Health Center, weekdays
from 7:30 a.m. to 5:30 p.m.
The City Senior Adults Call Home
The Adult Recreation Center 50+ is a multipurpose, barrierfree facility serving adults ages 50 and older. The Center
includes a library with large-print books, a co-op grocery store,
snack bar, billiard room, barber and beauty shop, and
The Bright Spot Boutique. Programs and services offered at
the site include:

In addition, senior adults can participate in art programs,
exercise classes, museum tours and day trips. Specially
equipped buses for events are available for the handicapped.
Southfield also is home to a large and active senior adult
population. Housing options are equally plentiful for senior
adults and include several full-service facilities. The Heritage,
part of the Brookdale Living Communities, is considered the
premier senior adult housing complex in metro Detroit.
Senior adult Southfielders may choose from a variety of living
complexes designed and built specifically for independent
seniors, as well as assisted living facilities for residents requiring more intensive care. Senior adults also may participate in
a variety of activities organized by local seniors’ groups.
Senior Adult Services
Southfield is concerned about the total well-being of
seniors throughout the community and provides a number of
adult-oriented programs. The facilities where these programs
are located and the programs offered are described in the
following sections:

Senior Adult Counselor/Caseworker
For senior adults needing help adapting to the aging process,
individual and family counseling services are available. Every
effort is made to help senior adults and their families cut
through red tape and obtain proper assistance, including
contacts with state and city agencies, courts, Social Security
Administration, Area Agency on Aging, County Health
Department or other sources. A social worker is on-site three
days a week at McDonnell Towers and two days a week at the
Human Services Department to provide direct assistance.

Transportation for Seniors
Senior adults can use Southfield’s lift-equipped TOSS
(Transportation of Southfield Seniors) vans for trips to medical
appointments (every weekday), and for banking (Wednesday
only). This program is operated by the Parks and Recreation
Department, in conjunction with SMART and Independence
for Life. The TOSS office is open weekdays 9 a.m. to 3 p.m.
(voicemail available). Call two weeks prior to the requested
appointment. Fees are based on the ability to pay and are treated
as a donation. The SMART (Suburban Mobility Authority for
Regional Transportation) regional bus system also helps to
provide senior adult transportation through fixed routes.
The City Clerk is the official records-keeper for the City of
Southfield whose responsibilities include, but are not limited
to, City Council proceedings, actions, agenda items, ordinances
and resolutions. The City Clerk is also the director of
elections, voter registration, licenses, birth and death records,
files on easements, payback agreements and rights-of way, as
well as special assessment and zoning notices. The City Clerk
also examines and audits all accounts and claims against the
city and classifies, approves, signs, and records all vouchers for
payment from budget accounts. The Clerk is elected to a
four-year term.
Southfield’s residents are represented by their elected
municipal officials, who are responsible for setting city
government policy and serve as the direct citizen link to
City Hall.
The Mayor, who serves a four-year term, is responsible for
reviewing the annual budget prepared by the City
Administrator and presents it, with recommendations, to City
Council for their approval. Mayoral duties include representing
the City of Southfield at official functions; appointing the City
Planner, City Assessor, City Attorney, and members to several
citizen boards and commissions; and validating all bonds, notes,
contracts and Council-authorized items. The Mayor has veto
power over Council actions, with at least five affirmative votes
by Council required to override a Mayoral veto.
The City Treasurer is accountable for all city monies, including
taxes, assessments, license fees, and water bill payments. The
Treasurer helps generate additional income through the
investment of municipal funds with the assistance of an
investment counselor. The Treasurer also administers the
Police and Fire Retirement Fund and serves as ex-officio
member of several City boards and commissions. The
Treasurer is elected to a four-year term.
The seven-member City Council is the city’s legislative and
policy-making body. Council is responsible for adopting the
annual city budget, contracts, laws, ordinances and resolutions;
approving purchases, zoning and planning requests; and
granting permit and license terms. Council members are
elected at large to four-year terms, with the low vote-getter in
each election receiving a two-year term. Elections are held
biennially in odd-numbered years.
City Council meetings are held on the second and fourth
Mondays of the month at 7:30 p.m. and are cablecast live on
City Cable 15. Public study sessions are held on the first and
third Mondays of the month at 7:30 p.m. Meetings are listed
in the calendar and are subject to change.
City Administrator
The City Administrator is appointed by and reports to
City Council. The Administrator oversees, coordinates and
manages the City’s operations. General policies established
by Council are implemented by the City Administrator’s
Office through the various city departments. The
Administrator is responsible for public policy research and
studies that become recommendations and reports to the
Mayor and City Council. In addition, the Administrator
carries the Charter-assigned authority to assure that all
laws and ordinances are enforced. The City
Administrator’s Office appoints 20 department heads and
recommends the annual budget to the Mayor for City
Council consideration.
City Attorney
The City Attorney provides legal counsel for the city. The
Attorney is appointed by the Mayor and is confirmed by
and responsible solely to City Council. The Attorney is
responsible for advice on legal matters to Council, Mayor,
Administrator and all city departments; provides legal
opinions; represents the City in court cases; and prepares or
reviews contracts, ordinance, regulations, deeds, bond issues
and other legal documents.

46th District Court
The 46th District Court encompasses Southfield, Lathrup
Village, Beverly Hills, Franklin Village, Bingham Farms, and
Southfield Township. The 46th District is served by three
elected judges and two appointed magistrates, with daily
operations directed by the Court Administrator (telephone:
796-5800), who is appointed by the judges.
The Court includes five divisions: Court Administration;
Traffic; Civil Infractions and Parking; Misdemeanor and
Felony; and Probation. All traffic and parking violations;
criminal misdemeanors and felony preliminary examinations;
small claims disputes up to $3,000; landlord/tenant and land
contract forfeiture disputes; and civil lawsuits up to $25,000
are processed by the Court.
The new $36.8 million Southfield Public Library features
stunning architectural and interior design elements,
including three outdoor terraces and a fireplace on each of
the three floors.
The 124,000-square-foot facility also features a convenient
library café, as well as one of the most exhaustive collections of
books, magazines, videos, audio CDs and CD-ROMs in southeastern Michigan. The Worlds of Wonder children’s area boasts a
20-foot-high sculpture of books; a space station story area; a
readers’ treehouse; a storybook castle made entirely out of
books; and a dragon’s den complete with a sleeping dragon
which comes to life when children read to it.

most users, including an auditorium that can accommodate
approximately 160 people, a general meeting room that can
hold up to 200 people, and 16 group study rooms.
One of the most innovative and convenient patron services is
the drive-through book return/service window. With this
service, a patron may call and request for materials to be set
aside if they are available. Patrons then simply drive through
the pick-up window and receive the book or other material
without ever leaving their car. Patrons may also return materials
both the Internet and the library catalog. Wireless access is
also available for laptop users in addition to over 1,000 data
drops, most of which provide access to voice, video and data
through the library’s network.
The Southfield Public Library also provides patrons with the
latest technology currently available to access and retrieve
information. Over 250 computers are available, all of which
are connected to the library’s network, giving users access to

Safe and Secure
to maintain a secure living environment through security
inspections and seminars on crime prevention and related
safety issues.
The SPD also works with residents through Mobile Watch,
which provides volunteers with radio dispatch access to alert
officers quickly about neighborhood incidents or suspicious
individuals. Mountain bike patrols by officers are another
friendly and reassuring presence in Southfield neighborhoods.
Southfield is a safe, secure community, supported by awardwinning “911” police, fire and emergency medical services, as
well as several of Michigan’s best hospitals.
The Southfield Fire Department:
Always There for You
You can count on the Southfield Fire Department to be there
fast when needed. The Life Support Unit (LSU), the city’s
emergency medical service, offers a response time of four
minutes or less, one of the fastest in the country. A pioneer
emergency medical service program, Southfield’s LSU has
served as a national model since its inception in 1972.
Southfield Police Department:
Joining Forces with the Community
With its trend-setting “community policing” programs, the
Southfield Police Department (SPD) is one of the nation’s most
progressive. “Community policing” means partnering with several
Southfield groups—including public schools, neighborhood
associations, apartment and condominium residents—to
prevent crime and help keep the city safe by using their
additional “eyes and ears.”
The SPD’s community partnership has provided measurable
benefits. Virtually every multi-housing-certified complex has
experienced a reduction in calls for police response since
joining the program, providing measurable reassurance of
safe and secure living environments for residents. For

The Multi-Housing Crime Free Program–the first of its kind in
Michigan—offers counsel to apartment and condominium
residents and managers. The SPD takes a “neighborhood
approach” to crime prevention—joining forces with residents
The school liaison officer program provides one police officer
at each public high school as a counselor and information
resource for students and staff. Liaison officers help resolve
social concerns and issues before they become law enforcement
incidents. One D.A.R.E. (Drug Awareness Resistance Education)
officer serves in a similar role at the elementary and middle
school levels.
“Southfield is a good city to live in because of its excellent city
services, such as the Life Support Unit,” says Muriel Zweigel.
“In fact, I’m still here today because of their quick response.”
The Southfield Fire Department (SFD) is also the only Oakland
County fire department with compressed-air-foam units on all
frontline pumper trucks, which extinguish fires faster than
water, while causing much less damage. The SFD’s high-angle
rescue team provides life-saving assistance to those trapped in
or on tall buildings; and two other special teams—the confined
space and trench rescue teams—assist in the event of a building
collapse or construction site accident.

Parks & Recreation offers leagues and classes for athletes of all
ages and abilities, including swimming, soccer, football,
cheerleading, basketball, softball, volleyball and tennis. For more

The mission of the Southfield Parks & Recreation Department
is to provide excellence and equal opportunity in leisure,
cultural and recreational services to all Southfield residents.
Our purpose is to provide safe, educationally challenging,
convenient leisure opportunities, utilizing public open space
and quality leisure facilities to enhance the quality of life
for Southfield’s total population that might not otherwise
be available.
Facility Rentals
Parks & Recreation facilities can be rented for business meetings,
private functions and recreational opportunities. Permits are
required for all outdoor events including, but not limited to,
running and bicycling events, fundraisers, and tournaments
that take place at Southfield parks or city facilities. Call

Special Events
The Star Spangled Southfield Festival, usually held just prior
to the Fourth of July, is Parks & Recreation’s largest free event.
Participants enjoy family fun, including musical entertainment,
fireworks and free resident swim days during this holiday.
Popular annual events include Boo at the Burgh, the Holiday
Tree Lighting Ceremony/Visits with Santa, Eggstravaganza,
Autumn Fest, Family Skate Parties, Daddy/Daughter Dance,
Fishing Derby, Gazebo Concerts, and Eat to the Beat.
Golf Courses, Recreation Centers, Swimming Pool,
Ice Skating Arena
Parks & Recreation offers recreation activities and programs at
its facilities, including two, nine-hole golf courses, an outdoor
swimming pool, an indoor ice rink, a recreational fieldhouse,
recreation/community centers, and more than 700 acres of
park land. There are more than 333 acres of city-owned
floodplains and natural areas, as well as ball fields, tennis
courts, play lots, and picnic areas.
SRO Productions/Theatre
SRO (Standing Room Only) Productions presents community
theatre at The Historic 1854 Church at Burgh Park. The
SRO season is always listed in the city’s Annual

Cultural Arts Programs
Southfield Parks & Recreation offers many exciting programs

known artists, touring groups and local ensembles. For more

Golf
The city has two, nine-hole golf courses: Evergreen Hills
Golf Course at 26000 Evergreen and Civic Center Drive
(248-796-4666) and Beech Woods Golf Course at 22202
Beech Road south of 9 Mile Road (248-796-4655). Beech
Woods has a driving range open daily in season, weather
permitting. Individual rounds of golf, tournaments, and private
or group lessons are all available. Food service is available at
both locations.
Southfield Sports Arena–Ice Skating,
Hockey and Swimming
The Sports Arena at the Civic Center offers a wide array
of activities year-round. From fall through spring, the
ice rink offers programs for hockey, hockey tournaments
and individual and family ice skating. For more information,
call the Sports Arena. The swimming pool is open from
mid-June through Labor Day. Precise dates are published
in the Annual Report/Calendar, or consult the Parks &
Recreation seasonal brochure.
Beech Woods Wellness & Fitness Center
Exercise in a friendly, comfortable atmosphere at the Beech
Woods Wellness & Fitness Center. The center is staffed by an
exercise physiologist who will work personally with clients to
achieve their fitness goals. The Center has a wide range of
cardiovascular and strength-training equipment. For details on

Therapeutic Recreation
Southfield Parks & Recreation offers a variety of programs
designed for physically challenged individuals, including
holiday parties, a bowling league, dancing and a dinner club.
Resident Leisure Cards
Southfield residents must produce identification to use Parks
& Recreation facilities and attend programs at resident rates. A
Resident Leisure Card will provide quick identification at all
Parks & Recreation facilities and identify you as a frequent
user. The card is valid for two years and costs $3 per card or
$10 per family. Residents over the age of 65 receive cards for
free. A driver’s license and/or birth certificate must be
presented by ALL applicants.
Business Leisure Cards
Business Leisure Cards are also available for all full-time
employees working in the City of Southfield. With the
Business Leisure Card, you will be entitled to use Southfield
recreation facilities at resident rates! Bring proof of employment
on company letterhead with your personnel director’s or
president’s signature, or produce a current pay stub with your
employer’s name and Southfield address. Cards are $30 per
person; each additional family member is $3. A driver’s license
and/or birth certificate must be presented by ALL applicants.

The city publishes a newsletter/P&R activity guide, Southfield
Living, with detailed information regarding special events,
athletic programs and recreational classes. The publication is

City Income Taxes
Vehicle Registration
All of lower Michigan and most of the Upper Peninsula are on
Eastern Standard Time. Michigan switches to Daylight Savings
Time from the first Sunday in April through the last Saturday
in October.
Some Michigan cities have a city income tax (note: not
Southfield). Check with local City Hall, for information.
Vehicles are registered through any Secretary of State office.
Property Taxes
Property taxes vary among local units of government and may
include a combination of city, schools and county taxes. The
rates may differ within the same cities, depending upon which
school district the property lies within.
Climate
Michigan experiences four distinct seasons that are influenced
by proximity to the Great Lakes. The arrival of both summer
and winter are delayed because of the lake waters’ slow
response to change. The average precipitation is about 31
inches per year, with approximately 55 percent of that rain
falling during the growing season. Flooding is fairly rare.
Temperatures are reasonably moderate, varying from a few
degrees below zero in winter to a few degrees above 100 very
occasionally in summer. The amount of snowfall varies,
according to location.
Sales Tax
Michigan has a sales tax of 6% on retail sales of tangible
personal property and a companion-use tax. The tax applies to
clothing, automobiles, furniture, appliances, transient
hotel/motel rooms and other sales at retail. Food and services
are not subject to tax. The City of Detroit imposes a utility
user’s excise tax.
Voting
Recreation
Voters must be at least 18 years old, a U.S. citizen and a
resident of that precinct for at least 30 days. Voters must
register at least 30 days before the first time they vote in that
precinct. Residents should register at city or township clerks’
offices or at any Secretary of State office.
Because Michigan virtually is surrounded by water, there
are thousands of miles of lake shores and an exciting variety
of geographical features. Michigan has a growing tourist
industry. The summer temperatures and natural forest
beauty provide great summer vacations, while the abundance
of snowfields affords ample opportunities for skiing and

Driver’s License
The minimum driving age is 16 years old. To obtain a
Michigan driver’s license, the driver must be a Michigan
resident and be able to pass an eye test, traffic sign test and a
written test on Michigan laws. Contact the Secretary of State
to ascertain if a road test also is required. Licenses are obtained
at a local Secretary of State office.
State Income Tax
There is a state income tax rate of 3.9% on individuals. For
businesses, there is a single business tax.
Personal I.D. Cards
For persons who do not drive, it may be advisable to obtain a
personal identification card. These are available from any
Secretary of State office.

U.S. citizens are permitted to bring back from Canada dutyfree merchandise for personal or household use of up to $25
per person after a stay in Canada of less than 48 hours. After
48 hours, the duty-free goods allowed can be up to $400 per
adult, including children. There are strict seatbelt laws in
Canada and visitors are prohibited from bringing in guns.
Speed Limits and Driving Laws
Maximum speed limits on Michigan highways or freeways is
55 m.p.h. and a minimum of 45 m.p.h., except on posted rural
highways or freeways where the limits are 55 m.p.h. to 65 or
70 m.p.h. Trucks are limited to 55 m.p.h. on those roads.
On business, residential or park areas, the maximum speed is
25 m.p.h., unless otherwise posted. Unless a traffic sign
forbids it, automobiles can turn right against a red light after
first coming to a complete stop. Seat belts are mandatory as
are car seats for children. Call any Secretary of State office for
more information.
Alcoholic Beverage Laws
Persons must be 21 years old to buy or drink liquor, beer or
wine in Michigan. Alcohol is sold in establishments licensed
by the Michigan Liquor Commission. Only packaged beer and
wine can be sold on Sunday and only after noon on Sunday.
Liquor can be sold by the drink from 7 a.m. to 2 a.m. Monday
through Saturday and on Sunday after noon.
Visiting Canada
Facts About Michigan
Windsor, Canada is directly across the river from Detroit.
Entry is possible via the Ambassador Bridge or the DetroitWindsor Tunnel from downtown Detroit. There is a toll
charge. Another location to enter Canada is at the Bluewater
Bridge in Port Huron.
The name Michigan is derived from the Indian words,
“Michi-gama” meaning large lake.
• The state is often called the “Great Lake State”, “Wolverine
State” or the “Water Winter Wonderland”.
• The Capital was dedicated at Lansing in 1879.
• Michigan was admitted to the Union in 1837 as the
26th State.

Proof of residency is required. U.S. citizens should carry a
voter’s registration card, along with proof of car ownership.
Resident aliens should have their “green cards”.

to ascertain what identification they must carry.
Michigan’s Natural Features
Michigan has 57,022 square miles of land; 1,194 square miles
of inland water and 38,575 square miles of Great Lakes water
area. The state is 456 miles in length and 386 miles wide.
