BACKGROUND INFORMATION:

The Lubuskie Province, one of sixteen provinces in contemporary
Poland, was established in 1999 when most of the former Gorzowskie and
Zielonogorskie Provinces, and a small portion of the former Leszczynskie Province
were combined to form a new administrative area made up of territories that used to
belong to several different historical regions (among these: Ziemia Lubuska, Dolny
Slask, Wielkopolska, and Luzyce).
Fifty four years earlier, in 1945, with WW2 over, less than 60% of Ziemia
Lubuska found itself again within the borders of Poland as part of the then
Poznanskie Province. Five years later, in the wake of a national administrative
reform, a new province was created, the Zielonogorskie, its area encompassing
parts of Dolny Slask, Dolne Luzyce, Nowa Marchia, Zachodnia Wielkopolska, and
a small portion of Ziemia Lubuska. In size and shape it reflected, by and large, the
size and shape of today’s Lubuskie. In 1975 however the area was divided for
almost 25 years to come between the Gorzowskie and Zielonogorskie Provinces.
These were finally merged and the Lubuskie as we know it today was born at the

Area, population, religions, and administrative subdivisions:
Area: 13 988 sq. kilometers (4.5 % of Poland’s territory), woodland: 49 %.
Population: 1,010,047 residents (approx. 51% women, 49% men).
Population density: 72 residents/sq. km (65% in cities, 35% in the country).
Nationalities: Poles: almost 1 million; other nationalities: Romany, German,
Ukrainian, Russian and French.
Over 910,000 residents declare affiliation with the Roman Catholic Church,
41,800 with the Greek Orthodox Church, and 5,500 with the Protestant Church.
There are two capital cities in the Province:
- Gorzow Wielkopolski, where the Office of the Governor of the Lubuskie Province
is located (representing the central government administration),
- Zielona Gora,
where the Office of the Marshall of the Lubuskie Province
is located (representing local government administration).

Airports
The Lubuskie Province has two airports:
- a civilian-and-military airport in Babimost, servicing domestic passenger
and cargo flights, and
- a sports airport in Przylep (outside Zielona Gora), for small aircraft only.

Rivers and canals
There are over 400 rivers and canals flowing through the Lubuskie
Province, the largest of these being:
- the 0dra River – approx. 208 km,
- the Warta River – approx. 137 km,
- the Nysa Luzycka River – approx. 117 km,
- the Bobr River – approx. 112 km,
- the Notec River – approx. 46 km.

Economy
The Lubuskie Province is a region of modern farming, with
a number of medium and small size manufacturing, trading, serviceproviding, and specialist construction businesses operating in the area.
It generates 2.4% of Poland’s GDP and its well-developed business
environment network effectively supports the growth of local economy. The
province’s two largest cities, Gorzow Wielkopolski and Zielona Gora, are
home to banks, insurance companies, and governmental institutions, being
at the same time the region’s busiest industrial centers.
The Lubuskie Province has successfully created an environment
friendly to foreign entrepreneurs, with the largest foreign capital investments
to date including:
- Kostrzyn Paper S.A. in Kostrzyn (Trebruk AG, Sweden) – a paper mill,
- SE Bordnetze Sp. z o.o.(former Volkswagen Elektro-Systemy Sp. z o.o.)
in Gorzow Wielkopolski (Volkswagen, Germany) – a manufacturer of wire
bundles for Volkswagen cars;
- Zaklady Farmaceutyczne Biowet in Gorzow Wielkopolski (Asklia AG,
Switzerland) – a producer of veterinary medications,
- Swedwood, part of IKEA (Sweden) – furniture factories in Zbaszynek and
Babimost,
- Kronopol Sp. z o.o. in Zary (Kronospan AG, Switzerland) – a chipboard
manufacturer,
- Rockwool Polska Sp. z o.o. in Cigacice (Rockwool, Denmark) a mineral wool factory,
- Steinpol in Zielona Gora (the Bruno Steinhoff Group, Germany) –
a furniture factory in Zielona Gora,
- Stilon S.A. in Gorzow Wielkopolski (the Rhodia Group – a French
pharmaceutical and chemical corporation, Rhône-Poulenc) – a highly

processed chemical products manufacturing facility,
- Podravka Polska Sp. z o.o. in Kostrzyn (Podravka, Croatia) – a food
industry factory.
Over the years these companies have grown well, substantially
contributing to the region’s foreign trade dynamics. The province’s largest
foreign trade partner is Germany, whose market absorbs nearly 70% of
goods produced and services provided by the local industry. The next in
line is Italy (4.1%), Holland (3.5%), and Denmark (3.3%). As for the region’s
imports, Germany is also the province’s leading customer (over 50% of
sales). Of the other trade partners, Italy comes in second with 7.4%,
followed by Denmark (4.2%), and the Czech Republic (3.3%).
Foreign capital investments have been an important stimulus to
economic growth in the region, helping to promote modern production
technologies and sharpen the competitive edge of local enterprises.
This would hardly be possible without a continued assistance and
support offered to domestic and foreign businesses by the Kostrzyn-Slubice
Special Economic Zone, one of the largest and fastest growing Polish
special economic zones, both in terms of area and finances.

Industry
The main industries in the Province are: food industry, timber industry,
construction industry, chemical industry, cellulose-and-paper industry,
furniture industry, oil-and gas industry, engineering industry, and electronic
industry. 18.2% of the Province’s overall industrial production is food and
beverages, 18.3% is wood products and furniture. 30% of flooring and 19%
of footwear produced in Poland comes from the Lubuskie Province.
Tourism
Ziemia Lubuska is one of the most beautiful regions in Western
Poland, with two hundred lakes, pristine pine forests, gently undulating hills
and picturesque valleys. Woodland covers nearly 50% of its area, while the
abundance of wildlife, mildness of the climate, multitude of tourist sights,
and affordable accommodation encourage visitors to embark upon a variety
of available recreational and leisure pursuits. The Lubuskie Province has
equally much to offer both to those who prefer a relaxing atmosphere of a
quiet hotel or pension, and those who would rather explore local attractions
on foot, bike, or horseback.

POLITICAL SITUATION

The Governor (or: ‘voyevoda’) – an official who represents the Central
Government in the province and is responsible for the implementation of Central
Government’s policies in the region.
The Governor’s competences and powers include:
- representation of the Central Government during official visits and national
ceremonies;
- representation of the State Treasury;
- supervision over units of local government;
- control over day-to-day operations of the Central Government administration in
the province, coordination of cooperation between the central and local
administrations, management of both these administrations in the following
spheres: prevention of life and health hazards, protection of property, protection of
the natural environment, protection of national security, protection of civil rights,
and prevention of natural disasters and other extraordinary occurrences;
- national defense and national security responsibilities;
- issuance of orders and instructions to be executed by the Central Government
administration in the region and, in emergency situations, also by the local
government administration;
- heading the so-called aggregate central administration agencies (i.e. joint
government inspections, services, and forces), for whose actions and
employment conditions he or she takes full responsibility.

A Polish province (or ‘voyevoodstvo’ [Pol.: ‘wojewodztwo’]) is the
largest unit of the three-tiered local government in Poland. Its powers do not infringe
upon the self-governance of the other two units of local government, i.e. the county
(or: the poviat) and the commune (or: the gmina). Provincial authorities do not
exercise supervisory or controlling functions over counties and communes, nor do
they operate as appellate authorities in administrative proceedings involving any of
the other two types of administrative division units.
The local government of a province is responsible for implementation of
any public tasks of regional dimensions which the national parliament has not set
asisde for the Central Government to perform, i.e. public education (university
education included), health care, cultural development and protection of the cultural
heritage, welfare, modernization of rural areas, land use planning, protection of the
natural environment, water resources management, public roads and transportation,
protection of consumers’ rights, national defense, physical education and tourism.
Based on authorization awarded to it by the national parliament, the local
government of a province can enact regulations that become local law in the
province.
From the administrative division’s point of view, the Lubuskie Province is
made up of:
- 83 communes (or: gminas), 9 of which are municipal communes, 41 rural
communes, and 33 municipal-and-rural communes,
- 12 counties (or: poviats), and 2 cities with a status of a county (or: poviat status),
- 42 towns and 1 529 villages.

THE PROVINCE ASSEMBLY: the legislative and supervisory authority in

By law, residents of a county (or: a poviat) form a local, territorial selfgoverning community. A county has a legal personality and as a unit of
administrative division of the province encompasses either several neighboring
communes or a single city or town which enjoys the status of a county. A county is
responsible for implementation of public tasks that go beyond the boundaries of
individual communes, such as, for example: public education, health care, welfare,
assistance to the disabled members of the community, transportation, public roads,
culture and protection of the cultural heritage, physical education and tourism,
geodesy, cartography and cadastre, real estate management, land use planning
and construction supervision, water resources management, protection of the

natural environment, agriculture, forestry, inland fishing, public order and safety,
flood prevention, fire protection, prevention of other life and health hazards,
activation of the local employment market and counteracting unemployment.
The responsibilities of a county cannot infringe upon responsibilities resting with
the communes although the county can, in response to a legitimate request from
a commune, delegate responsibilities to it. Likewise, a county can, based on
an agreement with the central government administration, take over public tasks
from it.

Board, runs the County Office (or: ‘starostvo poviatove’), and represents the county
outside. He or she is also a superior administrative officer to all county office
employees, and remains in charge of all county services, agencies and forces. Head
of the County signs employment contracts with all county managers.

The structure and administrative powers of a commune (or: ‘gmina’):
By law, residents of a commune make up the smallest local
self-governing community, which is responsible for: keeping spatial order in
land management within the commune, protecting its natural environment,
maintaining communal roads and bridges in good repair, organizing motor
vehicle traffic, supplying water and collecting/cleaning household sewage,
maintaining
sanitation
installations
and
landfills,
household
waste
management, supplying electric and thermal energy, local public transport,
health care, welfare, communal housing, education and culture (i.e. primary
schools, preschools, and other educational facilities, as well as libraries and
other culture promoting facilities), physical education (including recreational
areas and sports facilities), outdoor and indoor market places, maintaining
communal offices and buildings intended to be used by members of the
general public.
Governing bodies in a commune:
THE COMMUNE COUNCIL: the legislative and supervisory
authority ina commune. If the principal office of a commune is in a town, the
commune council is called the town council. Each commune council is
headed by a chairman elected in a vote, who organizes its work and runs its
sessions.
The commune council’s main responsibilities include: adopting and
performing the budget, adopting commune-level economic programs and
zoning ordinances, defining the scopes
of operation of auxiliary
administrative units, adopting resolutions on local taxes and fees, adopting
resolutions in matters concerning communal assets, adopting resolutions in

instances where the commune intends to take over responsibilities
otherwise performed by the central government administration.
THE MAYOR - a one-person executive authority elected in a direct vote by
the residents of the commune; the mayor can be removed from office in
instances specifically defined by the law. The mayor carries out resolutions
adopted by the Commune Council and performs communal tasks, both
those defined by the law and those expressly listed in the commune’s
statutes; the mayor runs day-to-day affairs of the commune and represents
it outside; he or she is responsible for the commune’s finances, assets
management, the drafting of the budget, the hiring and discharging of
managers of communal administrative units, and for direct supervision over
the commune office employees and managers in communal administrative
units.

Hazards
Hazards can be divided into natural and civilizational hazards.
Natural hazards include:

fires, floods, epidemics among humans and animals, large-scale pest
attacks;
-
abnormal weather conditions such as gales, hurricanes, violent rainfall,
and draught.

With over 49% of its countryside covered by woodland, the
Lubuskie Province is the most forested region in Poland. Its relatively large
woods include the Notecka Forest, the Rzepinska Forest, and, the biggest
unbroken stretch of woodland in the country, the Dolnoslaskie Woods,
spreading across three regions: the Legnicka, Zielonogorska, and
Jeleniogorska regions.

Flood-prone areas:

The entirety of a well-developed waterways network lies in the
basin of the Odra River. Over 700 kilometers of the Odra’s tributaries pose
a flood hazard, among these the most critical being:
- the Odra itself (208.6 km within the administrative limits of the Province);
- the Warta (137 km);
- the Nysa Luzycka (117.2 km);
- the Lubsza (66.4 km);
- the Notec (46.3 km);
- the Kwisa (17 km).
Along 22 rivers and canals run levies of a total length
of 815,848 km. They protect from flood 129.9 thousand hectares of land,
including 17 cities and towns, and 287 villages.

Large-risk and heightened-risk production facilities:

Some production facilities located in the Lubuskie Province use
toxic industrial substances (or: TIS) in their technological processes,
which poses a threat of a major industrial disaster.
Large-risk facilities:
- Shell’s Liquid Gas Distribution Plant (Rozlewnia Gazu Płynnego "Shell Gas„) in Nowa Niedrzwica, the Przytoczna Commune (propane-butane),
- Rockwool Polska in Cigacice; (formalin, phenol, ammonia, impregnating oil, liquid
oxigen),
- Kronopol in Zary; (methanol, formalin),
- ORLEN GAZ Sp. z o.o. in Krosno Odrzanskie (propane-butane, propane)
Heightened-risk facilities:
- Orlen’s Fuel Warehousing Facility (Baza Magazynowa Nr 93 PKN ORLEN) in
Nowa Sol (fuels),
- PW JERSAK in Zagan (propane-butane).

Roads with highest intensity of hazardous-cargo traffic:
The Province’s highway network is made up of national, regional, and local
category roads, including transit routes from Moscow to Berlin (Road 2) and
from Scandinavia to the Adriatic Sea (Road 3). These are most frequently
used by traffic carrying hazardous materials.

Although most of the hazardous cargoes are transported along the
Province’s major cross-regional roads, i.e.:
- Szczecin – Gorzow Wielkopolski - Zielona Gora – Wroclaw,
- Swiecko – Gorzow Wielkopolski – Gdansk,
- Swiecko – Swiebodzin – Zielona Gora – Legnica.
fuels and industrial materials carried along minor roads to supply
local filling stations and production plants pose no lesser a risk (explosion,
leakage) to the local residents and the environment.
Due to the Province’s proximity to the border with Germany, large
quantities of hazardous materials of various hazard classes are transported
across its territory on a daily basis, 60% of them ranking Class 2 and 3,
i.e. gases and flammable liquids (for example petrol, fuel oil, propanebutane).

Railway routes with highest intensity of hazardous material traffic:

Several major railway routes cross the Lubuskie Province, for
example the Odra River Coal Trail connecting Silesia in the south with the
Baltic Sea ports in Szczecin up north, and the Warsaw-Poznan-Berlin
Railway Route, going through large railway junctions in Czerwiensk,
Rzepin, Zbaszynek and Zagan.
The following four are the busiest hazardous-cargo routes:
(a) Wroclaw - Nowa Sol - Zielona Gora - Rzepin - Szczecin, (b) Zasieki Zary – Zagan - Malomice, (c) Kostrzyn - Gorzow Wielkopolski - Krzyz Poznan, (d) Poznan - Krzyz – Szczecin, carrying chiefly Class 2 and 3
materials, i.e. gases and flammable liquids (petrol, fuel oil, and propanebutane). Properly secured radioactive materials are transported either by
railway or by sea.

Oil and gas pipelines:

Through the Lubuskie Province, extending from Poland’s border
with Belarus in the east, and running across the entire country on into
Germany, are the four-thousand-kilometer ‘Yamal-Western Europe’ Gas
Pipeline and the impressive nine-thousand kilometer ‘Friendship’ Oil
Pipeline.
These along with a well-developed infrastructure of local and transit
gas pipelines pose a potential threat of spillage, leakage, and explosion,
which is additionally aggravated by the fact that in most instances the pipes
run through woodland where any emergency or rescue operation would be
exceedingly difficult.

Nuclear power plants near Poland:
Although Poland does not have nuclear power plants, there are
10 fully operational facilities of that kind within a 300-kilometer zone round
the country (27 power blocks), generating between 440 and 1 500 MW.

At the moment, there are 437 nuclear reactors in 31 countries
across the globe capable of producing a total of 370 GW.
The only working reactor in Poland is the ‘Maria’ research reactor,
currently operated by the Atomic Energy Institute in Swierk, and used to
irradiate target materials in the production of radioactive preparations for
physical tests. ‘Maria’ has a thermal power of 30 MW.
Ever since the Czernobyl accident in 1986, the Polish general
public’s main concern has been a threat of a similar disaster happening in
any of the neighboring countries. This fear has recently been heightened by
the Fukushima meltdown.
On the hand, there is no danger to allied forces in the Lubuskie
Province from terrorist groups, sabotage groups, or organized crime
groups.

HNS (Host Nation Support):
Under the Polish law, provision of host nation support to allied
forces is the responsibility of the Polish Government. The Governor of the
Lubuskie Province being the Government’s representative coordinates HNS
efforts in the province.
To that end, the Governor collaborates closely with the local and
national military administrations, i.e.: the Regional Military Command, the
Silesian Armed Forces District, and the General Staff of the Polish Armed
Forces. He has also set up HNS contact points in every commune and
county office across the province. Additional HNS contact points have been
established in selected institutions, which include:
- the Office of the Governor of the Lubuskie Province in
Gorzow
Wielkopolski,
- the Regional Police Headquarters in Gorzow Wielkopolski,

the Regional Fire Brigade Headquarters in Gorzow Wielkopolski,
- the Office of the Marshall of the Lubuskie Province,
- the General Directorate of National Roads and Motorways in Zielona
Gora.
For the sake of HNS efficiency,
‘ARCUS 2005’ Civil Defense
Resources Allocation Data Base is used. It contains constantly updated
information about resources necessary to satisfy the needs of both the
Polish army and NATO forces deployed or passing through the Lubuskie
Province.
‘ARCUS 2005’ can graphically demonstrate the actual availability of
resources on a map of the province, or on a map of a selected county or
commune (hospitals, filling stations, accommodation, etc).
Information so displayed is then updated by means of tactical
symbols and descriptions of changes in the situation.
