A Message from the Mayor
W
elcome to the Spring & Summer 2016
Municipal Guide, prepared for you by the
Community Services Department.
This past winter has certainly been very different
from the cold and snowy winter of 2015, with the
milder temperatures helping to keep people out
and active in Saugeen Shores!
The Spring/Summer Leisure Fair in March is once
again looking to be a success due to the abundance
of activities available in Saugeen Shores. I am
always pleased to see the community groups grow
and offer new avenues of recreational activities for
kids and adults alike.
The spring and summer seasons of 2016 are
expected to bring new excitement to our local events, and festivals and provide numerous
ongoing opportunities to celebrate our beautiful community of Saugeen Shores. With
municipal events coming to the community like the Health and Wellness Fair in June and
the expanded Art on the Promenade art shows in July and August at the Port Elgin Main
Beach, there is sure to be something for everyone! And don’t forget about the Sunday
Night Bandshell Concerts, which are of course free evenings of entertainment for all to
enjoy, taking place each Sunday at 7pm at the
Fairy Lake Rotary Pavilion and the Emmett
McGrath Pavilion at the Port Elgin Waterfront.

Winter Damage
Neither the Municipality, nor the Snow Plow Operator will be financially responsible for any damages
to a homeowner’s property deemed to be on the Municipal road allowance when performing daily
maintenance operations. This includes, but is not limited to, damages involving fencing, mailboxes,
entranceways and entrance signage. There is no practical way to plow the roads without depositing
snow into driveways. Municipal staff and Snow Plow Operators appreciate your cooperation and will
continue to maintain the Municipal road system to the best of their ability.

The Biener Trails system for example offers users a full year of fun!
From hiking and biking in the Spring, Summer and Fall to cross
country skiing and snowshoeing in the winter!

Parks and Trails
Helliwell Park’s New
Parking Lot & Trees
This popular soccer field in Southampton
was given a facelift last summer thanks to a
partnership between the Town of Saugeen
Shores, Minor Soccer and Trees for Saugeen.
The project at Helliwell Park included
tree planting around the field and the
development of a new parking lot area.
Funds were donated by Saugeen Shores
Minor Soccer for the creation of the new
parking area, and Trees for Saugeen
donated funds and volunteers to purchase
and help with the tree planting around the
new parking lot area and perimeter of the
park.
Working with JD Everest at Everest
Nurseries, a plan was developed for the
tree planting and installation of a gravityfed dripline irrigation system to all the
newly planted trees. Everest Nurseries also donated the
equipment for the irrigation system and the mature
Linden Trees which border the park. Keith Snyder’s
Construction was contracted to build the parking area,
providing safer access to the park for both vehicles and
pedestrians.
We are looking forward to a great summer full of
activity in 2016 at Helliwell Park.

Sharing the Road
Cyclists

Bikes and cars have the same rights,
rules and responsibilities on the
roadways.
Ride a bike in the same direction as
vehicle traffic - in the right hand lane.
Use caution when changing lanes.
Obey traffic signals and signs!
Use hand signals to communicate
intended actions with motor vehicles.
At night, a bike must have a visible
white light from the front and a red
reflector or light visible from the
rear. Reflective tape may be used for
added visibility. Wear light coloured
clothing.
Yield to pedestrians in crosswalks.
Give an audible warning (bell, horn,
voice) before passing pedestrians,
especially on a shared path. Never
park a bicycle on a sidewalk to
obstruct pedestrian traffic.
Wearing a helmet is mandatory
for children under 16, and highly
recommended for adults.

Pass a cyclist only when safe. Allow
at least one metre between your car
and the cyclist, be sure there is no
oncoming traffic.
Bicyclists may take the centre
position in the lane when hazards,
road width or traffic speed cause a
change.
Yield to pedestrians in a crosswalk.
When opening the door of your
parked car, check behind for
approaching cyclists.
Watch for cyclists. Because of their
narrow profile you will need to
develop eye scanning patterns to
include cyclists.
Do not honk your horn when
approaching cyclists. You can startle
the cyclist and cause a crash.
New Biking
Corridor in
Saugeen Shores
As the Town of Saugeen
Shores moves forward with the creation of new biking corridors throughout the
community we are asking motorist, cyclists and pedestrians to be aware of each other,
and remember to “Share the Road”. The first bike corridors are planned to run from the
Intersection of River and Arlington over to Hilker Street, to Market Street straight down
to the harbour front and the North Shore Multi-Use Trail. This route will be marked by
“sharrows” painted on the road.

The Town of Saugeen Shores takes great pride in the naturally beautiful trail system. The community
support from volunteers, committees and residents for the trails continues to be exceptional.
The trails in Saugeen Shores are designed to be used all four seasons of the year. As the weather changes,
the trails maintain their beauty. Whether snowshoeing, jogging, biking or cross country skiing, residents
and visitors are encouraged to explore the backyard of the Town of Saugeen Shores.
Tips for the Trails
• Take nothing but photographs, leave nothing but thanks
• No motorized vehicles
• Respect private property
• Stick to the right of the trail
• Respect other trail users
• If stopped moved off to the side of the trail
• Allow others to pass on the left of you
• Keep pets on leash at all times and obey Poop & Scoop ByLaw
• Keep an eye on your children while using any of the trails
• Travel at a safe speed

Welcome Back Campers!
Come set your
sails for Port Elgin!
The Municipal Camps will be open for the 2016
season from May 1 to October 31.
Campers may come into the camp two weekends
leading up to May 1 to check on your trailer, take
care of lawn work, etc. Campers are not permitted
to stay overnight until May 1.

REGISTRATION for
Programs/Events
Online registration for spring and summer
programming is now available. To register online,
users will be encouraged to visit
saugeenshores.ca and select the “Online
Registration/Reservations” button, or the
“Register for Programs” tab under the e-services
tab on saugeenshores.ca. First time log in:

Users will be prompted to create their profile,
including address, contact information and if
choosing, add family members to their profile
•
Aquatic and Dry Land programming will
be accessible for search, selection and
registration
•
Payment can be accepted online by credit
card (MasterCard, Visa, American Express)

Receipts will be emailed to your attention and
stored within the online registration system

Requests for facility bookings are available
online. Requesting use of a facility using online
services will be quick, easy and direct to our
Facility Booking Coordinator for approval.

Similar to the registration component, users
will need to develop an account during their
first log in. Requested reservations will be
confirmed through a permit, developed by the
Facility Booking Coordinator.

Lifesaving Sport Fundamentals
Athletes will work on strokes, endurance and lifesaving sport technical skills. Working with fins, obstacles,
weights and ropes, athletes will train the transitions and races performed at the Ontario Junior Lifeguard
Games. Coaches will work with athlete’s strokes to improve their swimming proficiency and endurance.

Enjoy the summer at the pool! This full day camp will focus on learning to swim better, swim to survive skills
in the morning and team-building challenges and water games in the afternoon. This camp is all about
water and enjoying the environment safely. Campers must be comfortable in the water as it is geared for
participants wanting to become stronger swimmers.
Bronze Camp (Ages 12+)

You are not finished swimming lessons until you’re ‘BRONZED’. This full day camp will focus on the Bronze
Medallion Awards: Bronze Star, Bronze Medallion, and Bronze Cross. It also includes Emergency First Aid.
Participants will learn essential life skills.
Water Logged Camp (Ages 8-12) #13789

This fun filled camp is packed with water activities that will have participants water logged by the end of the
week. Kayaking, Waterpolo, Underwater Hockey, Snorkeling, Paddle Boarding—We will be doing everything
water related. Program runs in the morning at Centennial Pool and at the beach in the afternoon (weather
dependent). Drop off at 9:00am at the pool and pickup is at 4:00pm at the main beach in Port Elgin (weather
dependant).
Junior Lifeguard Camp (Ages 8-12) #13787

Where: Centennial Pool and the Port Elgin Main Beach
Cost:$120.00
Learn and use the skills lifeguards use. Lifesaving Sport is the
only sport in which skills are first learned for humanitarian
purposes and only then applied in competition. Morning
program is at the pool and afternoon program is at the beach
depending on the weather.
Camp Godzilla (Ages 7-10) #13788

Come to build different creations each day and then see what it takes to destroy them. Campers will also
have a swimming lesson each day in the morning and in the afternoon get time to play at the fun swim.

Summer Camps
Surf & Turf Camp (Ages 8-11) #13793
When: Aug 8-12 (Week #6) Monday-Friday 9:00am-4:00pm
Where: Centennial Pool and the Port Elgin Main Beach Cost:$150.00
Come join camp staff for a week of doing everything to do with turf sports and playing in the surf and pool.
We will be trying lots of different sports throughout the week and will be spending time in the pool cooling
off and traveling to the beach to play in the surf. Must be able to swim 50m nonstop with a recognizable
front crawl stroke and tread water for 1 minute.
Circus Camp (Ages 7-14) #13962
When: Aug 15-19 (Week 7) Monday-Friday 9:00am-4:00pm
Where: Southampton Coliseum Cost: $160.00
Join us at the Circus! It’s for everyone! During this one week camp you will learn skills
that include trapeze, hoop, aerial skills, juggling, hula hoop, tight wire, clowning
and more. You will receive many benefits from this program including increased
health, creativity, and self esteem. About the Instructor: Angola Murdoch was born
and raised in Grey Bruce County and went on to be an international aerial circus
performer and has taught all over the world. She has received the highest level
coaching certificate at the National Circus School in Montreal.
*Because of the nature of this program (contract program to Angola Murdoch) all
registrations are final. There will be no refunds. Registration deadline: August 1st*

locations and trying new things. We will be visiting the different emergency stations, biking on different
trails throughout Saugeen Shores, spending the afternoon at the beach, biking to McGregor Park for a picnic
and so much more. All participants will need a bike and helmet.

This is a learn to golf basics. A seasoned PRO (from Pipers Glen) will coach you in the art of golf. This program
is a great way for children to learn the basic fundamentals of golf. Full swing, short game, course etiquette,
on course training and rules of golf will be highlighted in this program. At the pool the kids will be instructed
at their level on water safety, stroke techniques and skills. They will also be evaluated at the Swim to Survive
Standard to ensure their safety in and around the water. Each day kids will explore a different water activity.

Why take a shower?
Centennial Pool staff are doing everything they can to
maintain a healthy environment for pool users. Taking a
shower will assist staff in maintaining good water & air
quality.
Did You Know:
• Showering is a requirement of Public Health
regulations.
• Regulation 565 states ‘Every bather shall take a
cleansing shower using soap and warm water before
entering the pool.’
• Centennial pool can have up to 200 users in the pool
per day and every user will bring a certain amount of
irritants in with them on their skin, such as urine, feces,
sweat and lotions. By taking a shower this greatly
reduces the amount of irritants entering the pool.
• Taking a shower is one of the Key Ways to a Healthy
Pool Environment, both for water and air quality.
• Chloramines are toxic gas compounds produced when the chlorine in water attaches to irritants in
the water. Taking a shower helps to reduce irritants in the pool and therefore reduces the chloramines
in the air. This assists in creating a healthy pool environment for swimmers and staff. Pool staff try
to reduce the chloramines in the air by having all swimmers take a shower before entering the pool.
• By taking a shower you will help Centennial Pool to effectively control air quality at the pool. Air and
water quality levels are dependent on each other.
All this just by taking a shower!
What else are we doing to ensure a safe and healthy environment for swimmers?
Centennial Pool has some of the best water around – We have trained and knowledgeable staff that are
continuously monitoring and correcting (when necessary) the chemical water balance. This will allow for
a good experience when you come swimming.
We are required by Health Regulation 565 to add fresh water every day. This assists with maintaining
clean water for you to swim in.
Health Regulation 565 also requires that the pool water must be treated with chlorine, a chlorine
compound or bromine compound. Centennial Pool uses chlorine.
Centennial Pool is also required to maintain a balanced ph level for swimming comfort and safety. Staff
test for these components and others every 2 hours. Your comfort is important to us and by taking a
shower you can assist us in ensuring others have a pleasurable experience as well.

Swimming Lessons:
Centennial Pool offers Red Cross and Lifesaving Swimming classes. All classes are taught by a certified
Red Cross / Lifesaving Society Instructor. Swimming lessons are progressively evaluated and participants
who complete all of the required skills will receive a badge or sticker. If you should have questions about
your child’s progress please talk with the Deck Supervisor or Aquatic Supervisor. Parents are welcome
to stay and watch their child’s swimming lesson from the on deck viewing area. Please remove shoes
before entering the pool deck, to comply with Public Health Regulations. Centennial Pool will continue
to accommodate swimming needs - if you are not seeing what you are looking for please let pool staff
know.
Regular Programming for Centennial Pool Includes:
Public Swim - pool toys and floatation aids are allowed in the shallow end. Please check with the
lifeguard on duty for approval.
Family Swim - geared to parents with young children, seniors and patrons with special needs.
Lane Swim Morning/Noon/Night - available for patrons 13 years of age or older, lanes are divided into
slow, medium and fast lanes.
Aqua Fit Class - These are high energy, low impact fitness classes which allow participants to work at
their own pace/ability.
Centennial Pool - General Information
Centennial Pool, located at Saugeen District Secondary School, is owned and operated by the Town of
Saugeen Shores. This 5 lane x 25 m lap pool maintains a temperature of 84 F.

Accessibility
Centennial Pool has an access ramp to the lobby, from the main school entrance. There are steps for
access to the pool tank.
Admittance Requirements
• Children 6 years of age and younger must be accompanied by a parent or guardian who is at least 16
years of age, and responsible for their direct supervision.
• Children 7 – 9 years of age must pass a facility swim test or be accompanied by a parent or guardian,
who is at least 16 years of age, and responsible for their direct supervision.
• Pool staff encourage all swimmers to swim with a buddy. • Those with serious medical conditions should be accompanied by an individual who is knowledgeable
of their condition and responsible for their direct supervision.
Change Rooms
Children 7 years of age or older are required to use the change room designed for their gender. If this is
not suitable, please see facility staff for appropriate accommodation.

All patrons are responsible for their personal belongings while in attendance at the facility. The Town of
Saugeen Shores assumes no responsibility for lost or stolen goods.

Property owners are reminded that there is often
a delay between the time a property owner can
occupy a residence that is newly constructed
or has had an addition and when the Municipal
Property Assessment Corporation (MPAC) assesses
the new construction or addition. MPAC aims to
assess all new residential buildings and additions
within six months of occupation; however, if your
new home or addition is not assessed during the
year that it was completed and occupied, you will
still be responsible for the taxes from the date you
occupied the property.
The Assessment Act allows MPAC to assess any new
house or addition that has been omitted from the

Public Information Regarding the Emerald Ash Borer
Waste Diversion Programs
It has been verified that the Emerald Ash Borer is present in Bruce County and Saugeen Shores. The Emerald Ash Borer attacks and kills all species of ash, except mountain ash which is not a true ash. Emerald Ash Borer is very difficult to detect early. When infested trees are found, it’s often 1 year or
more after the attack occurred. In addition, there are several other factors affecting ash health in Ontario

Cycle - Recycle (Bikes for the

Ash trees of all sizes are susceptible to attack. Larvae have been found
in branches as small as 1.1 cm in diameter. If not effectively controlled,
the Emerald Ash Borer is expected to spread across the entire range of
ash, causing widespread tree mortality.
Emerald Ash Borer adults are metallic green, 8.5 to 13.5 mm long, and
slender. The head is flattened, with black compound eyes that cover
most of the side of the head. Short antennae extend from the face,
then curve back to just past the eyes. The upper side of the abdomen
is copper to purplish, and is visible when the wings are open.

Your household batteries can be dropped off at
the Landfill Site, Municipal Office, or the Public
Libraries in Port Elgin or Southampton. You can
also recycle vehicle batteries at the Landfill Site.
Ontario Tire Stewardship
Tires can be brought to the site during regular
Landfill hours at NO COST.
Freon Units
Freon units, air conditioners, fridges, freezer,
water coolers and dehumidifiers WILL NOT BE
ACCEPTED at the Southampton Landfill unless
they have been certified as Freon-free and
tagged.
Propane Tanks
Tanks that are empty of all propane will be
accepted at the Landfill site.

Are you putting in fence posts, planting a tree, excavating for a pool, deck or a new
addition? Before you dig, think about what services might be buried in the ground
because what you can’t see can hurt you.
Before You Dig
As a Contractor or Homeowner, you are responsible for obtaining locates for
all utilities/services prior to digging. These services include: natural gas pipes,
telephone lines, hydro or cablevision cables and water/sewer pipes. Ontario One
Call will confirm which utility company they provide locate services for. You are
responsible for directly contacting utility providers, who are not members of
Ontario One Call.
What is at Risk?
If you are digging by hand or excavating with machinery, you
risk damaging an underground network of services. Having
your utilities located before you dig is also the law under the
Ontario Occupational Health and Safety Act.
Damaging underground services can have serious
consequences:
• Personal injury • Loss of essential services, creating a safety risk for others
• Expensive restoration costs and potential legal actions

This is a FREE locate service called Ontario One Call to help you protect yourself and others from
unnecessary damage. The location of the spots you should avoid are marked with specific colour codes

than 60m2. Saugeen Shores Building Permit fee
is $80.00 for tents between 60m2 and 225m2 in

Having a yard sale is a great way to reuse

advertising your garage sale you keep to one

intersection to notify the community of your

The Town of Saugeen Shores House Numbering
By-law 54-2008 requires all buildings to have the
municipal numbers in contrasting colours that are
plainly legible and visible from the street fronting
the property.
House numbers are not only convenient for finding
addresses but necessary for emergency responders
to locate those in need. When responding to an
emergency, minutes matter so be sure that fire,
ambulance, and police personnel can easily and
quickly find your address.

Carbon Monoxide (CO) is known as
‘The Silent Killer’
“Because you can’t see it, taste it or smell it. The only way to detect the presence
of the deadly gas is to install a carbon monoxide alarm” says Rob Atkinson, Fire
Prevention Officer. On October 15, 2014, the Ontario Government formally enacted
a new law — The Hawkins-Gignac Act - making carbon monoxide alarms mandatory
in all Ontario homes at risk of CO.
Now, Fire Prevention Officer Atkinson wants to remind everyone that no matter the age of your home, if
you have any oil, propane or gas-burning appliances, furnace or water heater, a wood or gas fireplace, or
an attached garage or carport, you must have working carbon monoxide alarms installed near sleeping
areas. Ontario’s new CO Alarm Law brings a consistent level of protection to all Ontarians.
Carbon Monoxide Sources
Carbon monoxide can be emitted if fuel burning devices are improperly installed or poorly maintained.
Vents and flues must also be free of debris and not cracked or clogged. It can originate from gas, oil or
propane furnaces, water heaters, clothes dryers, gas ovens and wood burning or gas fireplaces.
CO Safety Tips to Protect Your Family
• It is law in Ontario to install carbon monoxide alarms outside sleeping areas.
• CO alarms are required by law to be replaced within the time frame indicated in the manufacturer’s
instructions and/or on the label on the unit. Some new CO alarms offer sealed lithium batteries that
last 10 years from activation.
• For optimal protection, install additional CO alarms on every floor of the home.
• Have a licenced technician inspect your fuel burning appliances annually, (e.g.
furnace, range, fireplace, and water heater) to ensure they are in proper working
order and vented correctly.
• For families with older parents or relatives, it is wise to help them inspect their
CO alarms.
• CO alarms don’t last forever. They need to be replaced every 7-10 years,
depending on the brand.
• If your alarm goes off get everyone out of the house, stay out and call 911!
Exposure to CO reduces your ability to think clearly, so never delay if your alarm
goes off and you sense a problem.
Symptoms of CO Exposure
Early symptoms of CO poisoning include headache, nausea and fatigue and are often mistaken for the
flu. Carbon monoxide is known to disorient its victims and is most dangerous when people are sleeping
and fail to wake up or realize they are at risk.
Prolonged exposure to carbon monoxide can lead to brain damage and death.
