Every season new members with a desire to make music are welcomed to join the municipal band and we
are especially interested in giving those who have not played an instrument in recent years an opportunity to
play again.
We would like to encourage all area musicians who currently play, or need to dust off their “horn” to consider
joining the band and help make music in the River Cities. We play music ranging from pop to classical to
movie soundtracks.

Emerald Ash Borer (EAB) was confirmed
by the DNR on 2015 in Clinton. All species of Ash trees in the area will be infected in the next five to seven years. What
can we do?
Identify all the trees on your property. Note where
Emerald Ash trees are located.
Have any old, damaged or dying trees removed.
Plant a variety of new trees this year.
Prevent EAB from attacking healthy ash trees by
treating with insecticide. Trees which are 45 inches or less in circumference can be treated with a
granular or liquid drench imidaclopride (applied to
the soil not the leaves). This systemic insecticide
is available at local garden centers. Large trees
need the insecticide applied by injections which
only a certified arborist can do.

JUST ADD WATER
Water, sun and summer go together like peanut butter and jelly, (and bread – no
sense to have a sandwich without it, white or wheat, your choice ). And this not
only is the water you swim in. Go a step further by adding water, and play baseball,
softball, soccer and Frisbee™, making it an afternoon. Most of the fun activities you
remember as a kid, and what kids do even today, include water. So the ‘Power of
Water’ affects our lives every day.
Another way to look at water is stepping onto the new patio at Eagle Point Lodge.
With the recent renovation project of the lodge, compliments of the Clinton Rotary
Club, we now have a view of the Mississippi River second to none. [As a side note,
a public open house to see the renovated facility is being planned, so stay tuned for
details.]
Add those who participate on the river by boating, fishing, water skiing and camping
on the shoreline, know that water is the attraction. It seems we are literally surrounded by water.
Take note however – be safe when it comes to water. Learning there are consequences for not being aware of safety can change lives. So a word to all of us – it
takes a community to raise a child and it takes all of us to be safe and watch out for
each other. Do not hesitate to be a ‘lifeguard’.
I leave you with today’s message (I might have said this before, but I like it so much here it is again)

2016 SUMMER ROAD PROJECTS

the header “City Departments” and then on ‘Engineering’ for all updates on
construction projects this summer. This includes upcoming work, street closures
and possible traffic delays. The Engineering Department will be updating the site
throughout the construction process to keep residents living in the area as well as
those traveling through the area well informed.

DO’S & DON’TS FOR CART USE
CITY OF CLINTON
AUTOMATED SOLID WASTE PROGRAM
Grey Cart = Solid Waste
Green Cart = Yard Waste
DO:







Place cart in the appropriate location on collection
Day with arrow pointing in the proper direction
Carts need to be out by 7 AM on collection day
Place all trash bags in the proper grey cart
Place all yard waste (grass, leaves) in the proper green cart
Make sure the lid is closed properly at time of collection
Place cart away from garages, homes, recycling buckets, parked cars, etc. on collection day
Return the cart to your house/garage when empty
*Do not put Solid Waste in green cart or yard waste in grey cart – the city will not collect the waste unless it is in the
proper container –
DO NOT:
 Put hazardous waste, paint cans, oil or electronic waste in the cart





Put construction debris in the cart
Put hot ashes in the cart
Overfill the cart or Pack trash too tightly
Do not park any vehicles near the carts on collection day
Paint or write on the cart except in space provided on the cart lid or remove the cart from your residence

RECYCLING PROGRAM
Your recycling collection person offers this reminder to ensure
That your materials are collected in the best shape possible for recycling. Your assistance with the following
will insure a strong recycling program in the City of Clinton and in Clinton County
 All recycling materials must be set out by 7 AM














DO NOT cover the recycle buckets with plastic
Plastics #1 through #7 will be accepted (check in the triangle on the bottom of the container).
Plastic bags are not accepted in the recycling program - (they may be returned to stores or thrown
away)
Food and beverage glass only (clear, green & brown)
Remove and throw away all lids, caps and pumps
Food and beverage tin cans must have all labels and lids removed
Cans, glass and plastic must be properly cleaned and separated - rinse all materials before placing them in
the bucket
DO NOT place buckets too close to the carts – the arm of the truck cannot manuver in between and
they may not be emptied
Newspaper, magazines & corrugated cardboard only will be accepted – no other paper, junk mail or any
hard-cover books
Corrugated cardboard boxes must be flattened and less than 3 feet by 3 feet in size - - NO STYROFOAM
DO NOT bundle newspapers with twine, string, or tape – place loose in the bucket
Bundle magazines with twine or string only
NO garbage should be mixed with recyclables
NO medical waste of any kind is acceptable
 NO oil containers

PARKING TICKETS, CITATIONS, INSURANCE AND TOWED VEHICLES
There are several instances when your vehicle or a vehicle you are driving may be towed by the Clinton Police Department or
another law enforcement agency. The following paragraphs describe a few of the more prevalent reasons a vehicle may be
towed.
One of the most frequent reasons for towing a vehicle is when a vehicle is stopped for a traffic violation such as speeding,
running a red light, or a burned out light and the driver is found to not have a valid license to drive. Once the driver is found
ineligible to drive, the police department cannot allow the driver to continue to drive after the citation is issued. If the ineligible
driver can find a properly licensed friend or family member to drive the car away, that may be allowed. However, if no replacement driver can be found in a timely manner or the vehicle is parked illegally, the vehicle will be towed.
Every vehicle being operated within the state of Iowa is required to maintain proof of financial responsibility (insurance). Insurance companies provide this proof of insurance to vehicle owners by issuing the vehicle owner a card showing the insurance company name, vehicle description, and effective dates of the insurance. It is the responsibility of the vehicle owner to
maintain a current insurance card in their vehicle. It is not the police officers’ responsibility to make phone calls or check online during a traffic stop for your insurance. Iowa code §321.20B(4)(a) addresses vehicles found to be operating on public
streets without proof of financial responsibility. This code section states that an officer shall issue a citation, remove the license
plates from the vehicle, and impound the vehicle. Once a vehicle is impounded, proof of insurance must be shown at the police department and all fees and towing company charges paid before the vehicle will be released.
City Ordinance Chapter 79 addresses parking regulations. Some of the more frequent parking violations which may cause a
vehicle to be towed include violation of Chapter 79.06, parking on a public street in excess of 24 hours, blocking a driveway, or
parking on or across a sidewalk, to name a few. If a vehicle owner cannot be located to rectify the violation, the vehicle may be
towed. While the police officers are not required to locate a vehicle owner before towing a vehicle, he or she will usually make
an attempt. It is important to keep your address on the vehicle registration up to date for this reason.
Clinton city council recently passed a resolution allowing the police department to collect a $50 administrative fee prior to releasing a vehicle towed under the previously described and other circumstances. This fee is in addition to citation costs, towing
and storage costs and must be paid at the police department before your vehicle can be released by a towing company.
Getting a traffic ticket is expensive! Do your part to avoid these costs by being aware of parking ordinances, keeping current
insurance, following traffic laws, and do not drive if you are not entitled to.

COMMUNITY GARDEN PLOTS
AVAILABLE NOW
The Parks & Recreation Department is now taking reservations for plots in the Community Garden for the 2016 growing season. Rental fee for a 10’ x 10’ plot is $15. Lowincome discounts are available by calling the Sisters of St.
Francis at 242-7611. Individuals, families and groups are
all welcome to rent one or more plots. Seeds and tools are
available. Volunteers are also needed to help organize,
prepare and tend the garden and to maintain special designated plots which will be used to grow food that will be donated to local food pantries. To register for a plot, please
visit the main office at Ericksen Center between the hours
of 8:00 am - 6:00 pm Monday – Thursday, or 8:00 am
5:00 pm on Fridays. For more information call 243-1260.
SWIM PASSES NOW AVAILABLE
The snow won’t stay forever. Right
around the corner comes thoughts of
summer fun. It’s never too early to
think about the hot days of summer at
the local pool.
Riverview Swimming Pool offers more
activities for supervised youngsters
while enhancing the Clinton Riverfront.
Season swim passes for youth,
adults, seniors and families will be
available for the 2016 swimming season. Swim passes may be purchased at the Parks and
Recreation Department’s Administrative Office located
in the upper level of the Ericksen Community Center,
weekdays, Monday thru Thursday from 8:00 a.m. to
6:00 p.m. and Fridays 8:00 a.m. to 5:00 p.m. Summer
swim passes are sold at Riverview Swimming Pool during the summer season. For more information about
