Athletes and Coaches,
A Personal Note from the DPSL:
Welcome Al-Husan, Azizyah, ISG Dammam, Dhahran Aliyya School (DAS), Orbit,
KFUPM, Manaret schools and the Philippine School to this year’s Dammam Private
School League (DPSL) competition. Thank you for participating in the 2010 Basketball
championships. We hope every participant enjoys a friendly, competitive, and
successful experience. The Basketball league hopes to offer excellent skill work, good
sportsmanship, fair play, new friendships, and lots of fun. We hope to continue these
traditions in soccer beginning in the spring 2010.
The DPSL, in general, has wonderful potential to serve and challenge our students
annually. We can establish student fraternity and behavior across cultural school
boundaries. We also can promote family involvement in an entertaining environment.
Still, ultimate success of the DPSL hinges on our collective acceptance to work together
based upon honesty and integrity. The DPSL should strive for perfection for the sake of
our student body, moving them to an ultimate goal.
We would like to thank Mohammed Fikhri, Rick Barnhouse, Omar Bouhel, KFUPM, and
especially Dr. Sally Al-Turki among many, many others for their efforts to establish the
DPSL.
And finally, the tournament fee for each team is _________ due at the beginning of the
season. This amount helps offset the cost of referees, trophies, and administrative
costs. Please follow the rules provided below, and let’s get started. Do your best all the
teams and enjoy the experience!

1. We agreed game days would be played on Wednesdays (MDS Boys) & Tuesdays (Varsity Men)
Sites for games: ISG Rheema, DAS, Minaret, Philippine School
2. Fees are calculated based upon the number of teams and games in the league. Fees cover the Refs, and equipment.
3. We agree about the following rules for the score table:

There are always only three persons (3 Chairs) who sit at the table who included
The scorer,
Each school's statistics keepers/writers and coach-scorer

The scorer, who sits in the middle of the table:
a. changes the score board
b. blows a whistle for substitutes
c. stops and starts the official clock (unless in the last minute)
d. runs the 20 minute clock, except during timeouts, halftime and the last minute of the game.
Notes: Each school has an "official" student who carries their score pages to the game. If the school is listed as a home team
they bring an additional "official" person who completes the above tasks.

4. Last year, we agreed that the games should be:


Notes: Musa intends to come by to collect the officially stamped roster page, collect fees, and take pictures of each team with
their official students/managers.
6. Last year, we agreed to report Violated Rules include and should be reported to the referee/ Musa including:



Kids in wrong grades or schools; must include names and numbers
Teams that show up late for games (after 15 minutes)
Teams can only try to switch times of games a day prior if at all necessary.
Forfeits determined based upon the above information.
Notes: If team agrees to it, no games afterwards, and they teams play a full game they can play games.
7. Additional Notes:


Call in scores immediately after each game to Musa
Fill out a referee card for support or complaint against a game referee; please ask for the Referee’s name before each
game.
Exceptions:


DAS, Azizyah, KFUPM, Minaret cannot participate during the first two season weeks

ISG Rheema cannot participate during the March 16 week

2010 DPSL RULES AND REGULATIONS
I.RULES

FIBA Rules as outlined in the “Official Rules,” published by the English Basketball Association.
II.RULE EXCEPTIONS

Each team will consist of a maximum of 15 players.

All game lengths will consist of 2 x 20 minute halves with a 5-minute half-time. The official time will be
stopped on every whistle.

Overtime will consist of one 3-minute period. If teams are still tied after the overtime period, there will be
additional 3-minute overtimes until the tie is unbroken.

Each team is allowed 2 time-outs per half (60 seconds). An extra time-out per team is awarded for each
overtime.
III.SPECIAL EQUIPMENT

An official ball will be used for the men’s games

Every team should have extra jerseys with a different color incase of similar team colors
IV.LEAGUE RULES

All players must be born on or after September 1, 1991. All players must currently enroll at their
respective school.

The Tournament Director reserves the right to disqualify a player, a coach, or a team for misconduct,
physical abuse, or rules infractions.

The times assigned for matches are the STARTING times, not check-in times. Please ensure that teams
are at least 15-minutes early to avoid any unnecessary delays.

Before each game the coach must submit a complete roster to the scorer’s table along with the starting
lineup.

A team that is 10-minutes late for the scheduled start time will forfeit its match.

Any protests must be submitted to the Tournament Director in writing within one hour of the conclusion
of the match to which the protest pertains.

Only team members and coaches are permitted in the team area.

Two technical fouls will remove a player from both the match and next match. Four technical fouls will
remove the player from the tournament.


V.ROUND ROBIN GAMES

The teams will have three games during their round robin. The teams will be seeded by their won – loss
record for the playoffs.

If there is a tie in the overall record between the teams, they will be seeded according to their head-tohead results of their game during the round robin.
VI. AWARDS

An Awards’ Presentation will take place immediately following the Championship Game. All tournament
participants are encouraged to attend.

Trophies and medals will be presented to the teams placing 1 and 2 and a trophy will be given to the
team with the best sportsmanship.
VII.OTHER INFORMATION

Covered courts are to be used only for the league.

Because of limited locations, schools with covered courts are to host games although their team plays
away on certain playing dates.

Coaches are responsible for the behavior of their players and supporters from their school.

Only players and coaches will be permitted in the team bench area.

The basketball tournament is a non-smoking event. Please ask your staff and students to respect this rule
while at the events.

Bottled water will be provided during each game.
