Washington APCO-NENA Announces the
2015 Public Safety Communications Award Winners
Washington APCO-NENA is pleased to announce the winners of the 2015 Public Safety Communications
Awards. The recipients were chosen from a field of excellent nominees for their commitment to
professionalism in the public safety communications industry and for their service to their agencies and
communities. Award winners will be honored at the Awards Banquet at the Washington State Public Safety
Communications Conference in Kennewick, WA on June 23, 2016.

The mission of the Washington Chapter of APCO-NENA is to join together as public safety communications
professionals to lead, learn, and leverage our influence for the benefit of our profession, the public safety
workforce, and ultimately the public we serve. We do this by providing training, networking, and leadership
opportunities, asserting political influence and voice for issues related to our industry, and sharing
information and answering questions.

Summer Conference!
The “Summer Conference” also known as the Public Safety Communications
Conference (PSCC) is just a month away! Get ready for a week filled with learning,
networking and celebration! On Tuesday, June 21st there will be a Director/
Manager’s Meeting followed by our Chapter Meeting. We will hold our annual
Chapter Officer elections during the meeting followed by the Chapter Dinner with
entertainment by Chapter Services! On Wednesday, June 22nd, there will be a
New Attendee Breakfast for first time attendees and then we will kick-off the
Conference with an opening ceremony and Keynote Presentation by Matt Walker!

our newly elected Chapter Officers. This year our conference theme is Tech Know U! We will be
embracing technology and how it impacts our industry. I hope to see you all in June at the 3 Rivers
Convention Center!

On June 21, 2016, our Chapter will vote on the Chapter Officer positions that will be coming open.

Karl Hatton, Candidate for WA APCO-NENA President Elect
I am honored to have been asked to be a candidate for the position of President Elect for our Chapter. I
have worked in 9-1-1 since 1986, and an APCO member for many of those years. I have worked as a
dispatcher in a single-person municipal center, and as a professional telecommunicator at Pencom for
most of my career. I have served as a supervisor on two occasions. I was awarded the position of
Executive Director for Jeffcom 9-1-1 about three years ago, and am now running both Jeffcom 9-1-1 and
Pencom as the Regional Emergency Communications Director. I have served our Chapter as the West
Side Ambassador the past two years, and as the co-chair of the mentoring committee. I am the
Southwest Region TERT coordinator, and serve on the Policy and Strategic Planning sub-committees. I
also am an alternate to the Advisory Committee. I tend to be involved (volunteered) in providing
entertainment at our Summer Conference, typically with little or no notice! I would be deeply honored
to serve our Chapter in this new role and will continue to be proactive and constantly strive to help our
Chapter be a leader in our professional organization. Thank you for supporting me.
Katy Myers, Candidate for WA APCO-NENA Secretary
Katy has been with CRESA for over 20 years where she has worked as a
dispatcher, training manager and most recently as the 911 Operations
Division Manager. Currently serving as the Technical Services Division
Manager, Katy has completed NENA CMCP, is an ENP and has a Bachelors of
Science degree in Information Technology Business Management. She
serves on the State Strategic Planning and Training sub-committees, and is
the Clark County E911 Coordinator. In addition to her professional roles
Katy, mother of 2 young adults and 2 dogs, also serves on the board of
Leadership Clark County and Relay For Life of Vancouver and is a member of
the Portland Chapter of the Project Management Institute.
Mary Sue Robey, Candidate for WA APCO-NENA West Side Ambassador
I am truly humbled to have been nominated for the position of Westside Ambassador for the
Washington State APCO-NENA Chapter. I have worked in public safety for the past 19 years on the
administration side: working in finance, accreditation and risk management – currently serving as the
Administrative Services Manager. I have been a member of APCO for the past 8 years where I have
served at the national level on the Member Chapter Services Committee, chaired the APCO CALEA
Committee and Awards Committee as well as served on a few national Task forces for APCO. Currently I
am serving as a Group Leader for APCO working with the Awards, CEAC, Editorial, and PDEC committees.
At the state level I currently serve on the Membership Chapter Services Committee and served as the Co
-Chair for the Washington State APCO-NENA Summer Conference for the past 3 years (2013, 14 & 15). I
achieved my RPL (Registered Public Safety Leader) certification in 2011 and have been a CALEA Assessor
since 2013. I am eager to become involved at the Board level carrying on the mission of our Chapter. I
would appreciate your yes vote for Mary Sue Robey, Westside Ambassador for the Washington State
APCO-NENA Chapter.
Tim Martindale, Candidate for WA APCO-NENA West Side Ambassador
I was born and raised in Walla Walla, WA. I graduated from WA-HI in 2002 and moved to Joplin, MO 2 days
later. I enrolled in Messenger College to study youth ministry. I was hired in July 2004 at a church in Hayden
Lake, ID to the position of Youth Pastor. After working there for a year and getting married, my wife and I
decided to move to her home town, Raymond, WA. I started working with my father-in-law in the timber
industry and quickly realized it was not for me. I started applying anywhere and everywhere that had indoor
plumbing and a roof. December 4th, 2005 I started my career in public safety when I started my job as
telecommunicator at PACCOM. I rose through the ranks quickly, holding several positions (TAC Officer,
Training Coordinator, Lead Telecommunicator). I have been with PACCOM for over 10 years with 5 of those
years supervising the center. I’ve been an APCO member since 2006. I’ve been involved in the WANT
Certification Task Force and the ProCHRT committee. I am currently the chair of the ProCHRT committee. I
am extremely honored by the nomination for APCO Westside Ambassador. If elected I promise to carry out
my duties to the best of my abilities and to assist Chapter members with whatever is needed.

AND ABSENTEE BALLOT INSTRUCTIONS
The period for nominations submitted at the request of four members and delivered to the Chapter Secretary closes on May
22, 2016 (30 days prior to the election to be held June 21, 2016). At the Chapter meeting in Kennewick on June 21, 2016, the
President will call for nominations from the floor prior to the commencement of voting.

Absentee ballots for the election can be requested by current APCO or NENA members by emailing current Chapter Secretary
Laura Caster at [email protected] . Please include your name, membership number, agency/business name, and
email address. Requests for absentee ballots must be received by May 31, 2016. Requests for absentee ballots received after
May 31, 2016 will not be accepted.
Absentee ballots will be emailed to requestors on June 1, 2016 (20 days in advance of the vote to be held at the Chapter
Meeting on June 21, 2016). Absentee ballots must be returned to Chapter Secretary Laura Caster at
[email protected].
Completed electronic absentee ballots must be received by Secretary Laura Caster by June 20, 2016. Ballots received after
June 20, 2016 will be destroyed.
Who may apply: Members in good standing in any classification may serve as an officer of the Chapter, subject to the
qualifications listed below. A member in good standing is defined as a member of at least two years prior to the date of the
election, whose dues are paid in full.
Candidates for the position of President Elect must be a member of either APCO or NENA in any non-commercial classification
which confers voting rights at the national level, have at least two years of membership in any APCO or NENA Chapter, and at
least one year of active participation in a Washington Chapter Committee or other Washington Chapter activities. Term is for
1 year, with immediate succession to President.
There are no additional qualifications for Candidates for the position of Secretary. Term is for 2 years.
Candidates for the position of West Side Ambassador must reside in the area they are representing. Term is for 2 years.
If you are interested in any of these positions, additional nominations can be added to the ballot upon request of four active
members delivered to the Secretary thirty days (by May 22, 2016) prior to the election to be held (June 21, 2016) or the
President will call for nominations from the floor prior to the commencement of voting. Those nominated from the floor will
not have their names on the ballot, however, sufficient write-in space will be provided.
We encourage anyone interested in becoming involved in YOUR Washington Chapter of APCO-NENA to consider these open
positions.

What’s new at APCO, Intl? Following a successful Western Regional Conference in Portland, OR
preparations are underway for the Conference & Exposition in Orlando, FL August 14-18. I
hope you are considering attending this conference for excellent training and networking
opportunities! Information can be found at www.apco2016.org .
The individuals selected to serve on one of the six Project 43 working groups have been
identified and are already hard at work on deliverables tailored to the working group.
Washington State representatives on the Workforce Working Group include Chris Fischer
(Retired Executive Director and former APCO, Intl President), Cory Ahrens (CJTC), and Barry
Luke (Fire Chief). Randy Richmond (Zetron) will be part of the Technical Working Group.
Congratulations to those selected to serve on these working groups and we look forward to the
information that comes out of the work you are doing.
The Western Region of APCO consists of 13 states including Alaska, Arizona, California,
Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and
Wyoming. We are the only region in the country that hosts our own regional conference. To
show the strength of our region and to advertise the next three years of Western Regional
Conferences, we will be making t-shirts available for purchase for $10.00. Shirts will be blue
with a regional logo on the front left chest and the locations of upcoming conferences on the
back (see graphic). If you work this right, you could have a green state chapter shirt to wear
one day, a blue regional shirt on another day, and an orange “volunteer” shirt for another day
(if you sign up to help with the Orlando conference). What a great investment and a fun way to

Telecommunicator of the
Month
May 2016
Jaime Souvenir, Communications Training Officer, from Pacific County Communications
has been chosen as ProCHRT’s Telecommunicator of the Month for the month of May.
Jaime started working for PACCOM in May of 2008. Prior to starting her career as a
telecommunicator, Jaime worked as a CNA for many years.

Jaime has always cared for people, whether it be for work or in personal life. She is
always taking care of citizens. Shortly after completing the training program, Jaime
looked to help other staff in the center and nurture a spirit of comradery within the
center. She started planning shift dinners and putting together games for everyone to
keep spirits high. Most recently, Jaime has taken over PACCOM Cares. PACCOM Cares is a
program that encourages staff to support others who is in our industry through several
different avenues. Jaime continues to be a cheerleader to the staff at PACCOM.
Jaime enjoys having fun in the dispatch center but when it comes to the safety of
responders and citizens, she’s serious. Jaime has worked mostly graveyard and swing
shift during her time at PACCOM. She’s worked many tense situations. One of the most
memorable calls she’s worked was an officer involved shooting. Jaime took control of the
room and handed out assignments like a veteran supervisor. Recently, Jaime was
awarded the 2015 Telecommunicator of the Year Award for Pacific
County Sheriff’s Office.
ANNOUNCEMENT:
The job of a telecommunicator requires
special traits, knowledge and skills.
Regardless of work load or incident priority
performance must be at a peak, with the
telecommunicator often being the steady and
calm voice through the chaos. If you know a
telecommunicator who is an example of what
we should all strive to be and you would like
him/her to be acknowledged by the ProCHRT
Special Committee please send in a
nomination. Whether they have done
something recently that warranted praise or
over their career they’ve shown us what it
means to be a telecommunicator, nominate
them! We want to recognize the special
people who are the first of the first

In Jaime’s personal life, she enjoys spending time with her 3 dogs, 4
cats, 2 sugar gliders and a bird. She also enjoys spending time with
her husband and daughter. She loves taking trips to Costco and
weekends away at the casino. Jaime continues to be what every
dispatch center is looking for in a model employee. Keep up the
good work!

12 New Washington State Graduates of the
NENA Center Manager Certification Program

SNOCOM hosted a NENA Center Manager Certification Program (CMCP) course the last week of April in Lynnwood,
WA. This is a 40 hour course completed over 5 consecutive days covering a variety of topics including Leadership/
Management, organization structure, team building, hiring, finance/procurement, legal issues, training, systems &
technologies, project management, media relations, industry best practices, staffing models, risk management, and
continuity of operations. The course includes lecture and classroom participation and is intended to provide current
best practices related to positions of manager or above in communication centers. This is a great course to get back
on track if you are currently in one of those positions or learn about the important topics as you prepare yourself for
future opportunities.
The course included 21 participants from Washington, Colorado, Utah, California, and the Dominican Republic. The

So, Information Technology seems to cover
everything in the Communications room; phones,
radios, PCs, mapping and the list goes on and on. I
had another topic I was going to write about, but I
ran into a Critical Incident online class that sparked
my thinking. Now, while I’m not a dispatcher, and
the points covered in the class of how to handle an
influx of extra calls for major events isn’t really in my
job description, how the dispatchers are able to
communicate is definitely part of my wheelhouse!

municipal departments are all a resource we use on a
regular basis and having a good relationship with
them is important so that routine calls like reporting
a line down goes smoothly and communications
remain effective.
I say reach out to your dispatch agencies and
encourage them to invite these other agencies to
come for a visit. Heck, most folks have no idea what
our world looks like, so why not put them on point
with how important our jobs are and sometimes
seeing is believing.
One aspect the class touched on that I really liked is
the importance of communicating with other
agencies, such as, power companies, City municipal
departments, gas companies and the like.
Communicating during regular or routine events is
important enough, but for larger events that require
contacting one or more of these other agencies, it
seems even more critical. Has anyone at your agency
ever visited your local gas agency, water company or
City departments or better yet invited them to tour
your communications center?

field and meeting my fire and law agency personnel.
At our communications center we send the dispatch
new hires out on ridealongs with law and fire, but it
seems like we aren’t as familiar with the folks who

Glennis started her dispatching career at Aberdeen PD. When
Grays Harbor Communications Center opened their door as the
new combined center, Glennis was one of the first supervisors.
In 2007, Glennis was promoted to Deputy Director. Glennis has
also been an instructor for the Telecommunicator Program at
CJTC and a member of the WANT Committee. In her spare time
she has donated countless hours to Grays Harbor County’s Relay
for Life. Glennis said it best, “When I reflect back over the past
almost 25 years, where we started and where we are today, the
changes are amazing. Changes and advancements in technology
allow us to provide better and faster service in an ever-changing
and ever-challenging workplace. I have developed life-long
relationships with so many people and I am thankful for each
and every one of them.” Glennis has enjoyed 25 years in the
profession and is looking forward to traveling with her husband
Mike and their 2 dogs. Congratulations Glennis!!

REAL TIME TEXTING

Just when WA State is celebrating the eighth county that is now Text-2-9-1-1
capable, the FCC is moving forward onto the next level of texting capabilities.
On May 1, the FCC adopted a NPRM (Notice of Proposed Rule Making) on real time
text:

Forward on Accessibility Proposal to Modernize Wireless Phone Compatibility with
Advanced Text Communications -- WASHINGTON, April 28, 2016 – The Federal Communications Commission today approved
a proposal to utilize real-time text to ensure that people with disabilities who rely on text to communicate have accessible
and effective telephone access. As communications networks migrate to IP-based environments, this technology would allow
Americans who are deaf, hard of hearing, speech disabled or deaf-blind to use the same wireless communications devices as
their friends, relatives and colleagues, and more seamlessly integrate into tomorrow’s communications networks.
Which begs the question; what is Real Time Text (RTT) and how does it differ from SMS Text?
A quick internet research provides all the answers – along with a great recipe for a Bloody Mary. According to the
Telecommunication Access RERC , Real Time text is an extension of the telephone concept. It adds the ability to
communicate in text on a telephone call. What is typed is seen by parties as soon as it is typed. It is…..wait for it….in real
time! Real-time text also allows other media in the call such as audio and video. Real time text is transmitted within one
second from the time it was entered. It provides a continuously flowing text stream to the other person which makes it like a
live conversation via messaging. It is faster and allows interruption and guidance while the message is being created – just
like a conversation. It is also configurable to allow for transmission of text in larger groups of characters.
Real Time text allows communication for people with varying needs, such as;




Who are deaf – and use sign
Who are deaf – and cannot sign (must use the text)
Who are deaf, speak, and don’t type well
Who are hard of hearing, speak to communicate, and use text to supplement or caption what others are
saying to them
 Who are deaf-blind and use text exclusively (presented through braille or other tactile means)
 Who can hear fine but have impaired speech and use text only when in a conversation where they cannot
be understood
 And may other variations.
It replaces TTY with modern technology that works with an internet protocol (IP).
Real Time Text allows people to communicate using their standard VoIP phone which could be almost any portable phone,
desk phone, PDA or computer that has a text display and or text/generation capabilities.
Real Time Text is critical for situations that need text to appear as the words are spoken; but it will also be a great tool for
everyone. Imagine participating in a teleconference call and being able to listen to the conversation and respond silently in
text or in a noisy environment. You can use text for things you cannot understand or when you need to give someone your
phone number or credit card number; instead of repeating
it 3 times you could text it to them within the phone
conversation.
Real Time Text is going to be a great tool in the future….but
the future is not today. Today’s tool is SMS. SMS allows
for a conversation “block” to be sent by the sender. It
takes longer than Real Time Text will but at least it allows
for a caller to communicate when they are not able to
speak. SMS is critical for people who cannot hear and/or
speak either due to either a disability or a situation.

Bring your raffle basket with you to Kennewick. Chapter Services members will be stationed at a table in the
lobby at the Conference Center to receive them.

Baskets will be given a starting price determined by the Chapter Services committee. A Buy‐It‐Now price
may be posted for the baskets on the bid sheets.

If you have a lot of great, high‐value items gathered for a basket, consider splitting them up into several
smaller baskets! The more fabulous the basket, the more money can be raised for the Chapter's legislative
efforts!

IMPORTANT! To include a bottle of alcohol in your basket, it will need to be wrapped up inside a gift basket
bag or inside a SEALED gift box, due to our contract with the Convention Center. Any alcohol that is
displayed on its own or removed from its sealed packaging will be confiscated immediately.
Bidding closes Thursday, June 23rd @ 1630 hours. Winners will be posted at the
reception prior to the banquet.
Winners will pay and pick up their baskets either Thursday evening or Friday
morning by 1100. If you bid and you are not staying Thursday night/Friday, you
need to arrange for someone to be there Friday to pay and pick it up. Chapter
Services does not have the space to store leftover baskets nor the money to ship
them to you.
