Letter from the CEO and Chair
W
e are pleased to present the 2008 Annual Report celebrating the 45th Anniversary of the central
Maryland council and the outstanding accomplishments of this year. We are extremely proud
that we continue our legacy of “bringing good programs to more girls.” From day and resident
summer camp, to the Princess Ball, to our Gift of Caring Project with the USO, to the Nickelodeon Channel
sponsored Day of Play, we have been busy ensuring that all interested girls have the opportunity to participate,
in fun and engaging ways, in Girl Scout programs.
During its 45-year
history, this council has
exemplified the power
of women’s leadership.
2008 marks the year that Girl Scouts of Central Maryland hosted our first annual Green Carpet Event,
recognizing Girl Scouts who sold the most cookies during the pre-order phase of the Cookie Sale Program.
Held at CENTERSTAGE, the event was nothing less than spectacular! Local celebrity chef and Food Network
ACE of Cakes’ star, Duff Goldman, designed a beautiful cake in honor of our 45th Anniversary. The show’s
film crew accompanied him and taped the event for a spring broadcast.
In March, the second Caitlin Dunbar Nature Center—a hands-on activity center complete with turtles, snakes,
working beehive, hissing cockroaches and frogs—opened inside the Clementine Peterson Activity Center.
Troops and the Friends of Caitlin Dunbar Nature Center worked hard and long to paint murals, build birdhouses and create informational exhibits about wildlife and the environment for the Grand Opening, which
included over 300 guests from across the state.
In 2008, the Council also announced plans to expand the Seton Service Center by an additional 6,500 square
feet to accommodate exercise and dance programs for our healthy living initiatives, science and technology
exploration activities for our STEM programs and expanded accommodations for our volunteers. A
successful grassroots campaign, with support from our Board, staff, volunteers and from our girls during
Maryland Girl Scout Legislative Day, yielded $200k in State Bond Bill funds.
Our goal is to continue our legacy of leadership development for generations to come. With the continued
support of our Girl Scout families, volunteers, partners, collaborators, funders and friends, we are certain that
this is a tradition, that together, we will carry on. Our heartfelt thanks are extended to each and every one of
you who contribute your time, treasures and talents and make Girl Scouting available to every interested girl.

Establishment of the central Maryland Council
Forty-five years ago, three women enacted a visionary decision that would have great impact on the
expansion of the Girl Scout movement in central Maryland. Mrs. Gail Bunting, President, Anne
Arundel County, Mrs. Margaret Waldschmidt, President, Baltimore Area and Mrs. Francis
Bussard, President, Frederick County merged these three Girl Scout Councils into one, creating the Baltimore
Area Girl Scout Council, Inc., now known as Girl Scouts of Central Maryland. This historic merger took
place on October 1, 1962.

Girl Scouting in central Maryland began in 1913 when the Pikesville Poppy Troop held the first
Girl Scout meeting in the Baltimore area. The Pikesville Poppies were the 11th Girl Scout Troop in the
United States. In 1914, Baltimore City followed their lead and formed its first troop, the Pansy Patrol. Shortly
thereafter the Girl Scout Council of Baltimore and Baltimore County was organized.
The original Baltimore Area Girl Scout Council, Inc. was incorporated as a non-stock corporation on
March 6, 1928 under the name of Girl Scouts of Baltimore and Baltimore County, Inc. The Council’s geographic area doubled in 1950 with the addition of Carroll and Howard counties; as a result the Council name
was changed on December 15, 1950, by Articles of Amendment to the Charter, to Baltimore Area Girl Scout
Council. At that time there were 11,655 registered Girl Scouts.
The Anne Arundel County Girl Scout Council, Inc. was incorporated as a non-stock corporation on June
17, 1940 and the Frederick County Girl Scout Council, Inc. was incorporated as a non-stock corporation on
April 28, 1958. These two Councils merged with the Baltimore Area Council in order to create one Council
that would “be strong enough to carry the job of bringing good programs to more girls from seven through
seventeen.” After the completion of the merger, the new and expanded Baltimore Area Girl Scout Council
boasted nearly 25,000 members and more than 6,500 adult volunteers.

oday, Girl Scouts of Central Maryland (GSCM) serves nearly 30,000 girls ages 5-17 in Baltimore
City, Anne Arundel, Baltimore, Carroll, Harford and Howard counties—a vast swath of the central
Maryland region. With the help of nearly 10,000 committed volunteers, Girl Scouts of Central
Maryland develops girls of courage, confidence and character who make the world a better place.
Continuing the legacy of Girl Scout founder Juliette Gordon Low—to inspire girls and empower women
through service as mentors and leaders; teaching, shaping and encouraging the generation of girls behind
them--the following visioning statement was developed: Girl Scouts of Central Maryland is an inclusive
organization dedicated to the growth and empowerment of all girls so they become confident, courageous,
strong and successful women. With a personal commitment to purposeful interaction between girls,
volunteers, staff and board members, we are able to provide a girl-centered program, grounded by the Girl
Scout mission and Promise and Law. We will empower girls to face and meet new challenges, develop their
self-esteem, create opportunities for self-actualization, and value and learn from diverse experiences and
relationships. Girls will be encouraged to explore the world and appreciate other cultures. Working together
with volunteers and corporate partners GSCM will continue to enhance our visibility in the community,
realizing that public financial support is crucial to fulfilling our mission.
As the Council has worked to effectively and diligently serve girls throughout central Maryland, it
has become one of the leading councils in the country. GSCM received the Maryland Association of
Nonprofit Organizations’ coveted Seal of Excellence in 2004 and was re-certified in 2007 (for five years)
because of exemplary management and stewardship practices; innovative programs like our Beyond Bars
program, now in its 15th year of implementation, have received national recognition and accolades for our
commitment to girls everywhere, regardless of their circumstances; and, our girl and adult membership is
among the largest in the nation--fulfilling the vision of the three presidents who merged their councils.

Using the past to shape the present
W
hile traditional troops are still very popular, more and more of today’s Girl Scouts are
participating in scouting in non-traditional ways. You may find a group of Girl Scouts meeting
during the school day; at correctional facilities with their detained mothers; with scientists and
engineers at their research centers or you may find co-ed teen groups at recreation centers throughout
Baltimore City and Baltimore County discussing the pitfalls of peer pressure and how to avoid them. In
whatever way a girl chooses to be a part of Girl Scouts, she is encouraged to discover her strengths, connect
with others in her community and take action to improve herself, her neighborhood and her community.

“Leadership means bringing people together as one and helping them do things they have never tried before,”
said Shelby, Girl Scout Junior.
Our community outreach initiatives bring Girl Scouting to girls who otherwise may not have the opportunity
to participate in Girl Scout programs. Partnerships and collaborations with 69 schools located in Baltimore
City and Baltimore County provided 1,702 girls with In-School and 1,047 girls with After-School activities
designed to increase their self-esteem and promote learning. With the help of NASA, girls participated in
STEM (science, technology, engineering and math) and “Science is Fun,” honed their literary skills through
“Reading Rocks,” learned about business through our “Brilliant Entrepreneurs” and uniquely ME!
program offerings.
Through our child advocacy programs, which include Girl Scouting at the Waxter Juvenile Detention Center
(Laurel); Beyond Bars at the Maryland Women’s Correctional Institution (Jessup); Bridge Beyond Bars at the
Baltimore Pre-Release Facility (Baltimore City) and Project Anti-Violence Education (P.A.V.E.) an additional
4,184 girls were served. Project Anti-Violence Education (P.A.V.E.) also served 4,253 boys this year. P.A.V.E.
programs included one-day seminars, workshops and multi-week educational series. A total of 37 peer
counselors (27 females, 10 males) were involved in the program. Along with three college interns, these
counselors collaborated to plan and implement the annual Girl Scouts P.A.V.E. Summer Day Camp--which
added a new forensics investigative component. The Maryland Crime Prevention Association provided
demonstrations and activities that allowed campers hands-on experiences with crime investigation and study.

irl Scouts of Central Maryland owns and maintains four camp properties: Camp Conowingo, our
600 acre resident camp facility and home to Bell Manor Mansion, located in Cecil County; Camp
Ilchester, home of the Clementine Peterson Activity Center and our new Caitlin Dunbar Nature
Center, located in Howard County; Camp Whippoorwill, which opened for its first season of day camp in
1928, located on the shores of the Magothy River and Camp Woodlands, acquired in 1944, located on Broad
Creek just outside Annapolis City, both located in Anne Arundel County. In 2008, 18,204 girls participated
in outdoor program activities and troop camping.
On March 9, 2008 the Clementine Peterson Activity Center became the new home for GSCM’s second
Caitlin Dunbar Nature Center--an environmental studies, hands-on nature center for Girl Scouts of all ages.
Over 300 Girl Scouts, their families and friends attended this much anticipated Grand Opening. Girl Scout
Troops, along with the Friends of Caitlin Dunbar Nature Center Committee, worked diligently to transform
and create a nature-friendly environment. Girls made informational displays/teaching aids and Junior Troop
#1018 painted a nature scene mural in the hallway leading to the Nature Center. Outside, Troop #2008 earned
their Girl Scout Bronze Award by planting butterfly gardens and sprucing the handicap accessible Middendorf
Nature Trail with new plants, guidebooks, signs and the addition of hands-on hiking activities. The Center
houses: two snakes, Honey Bees, a scorpion, Terrapin turtles, Eastern Painted turtles, Hissing Cockroaches, a
flying squirrel, a Tree Frog and a toad. An observation hive was donated by the Howard County Beekeepers
Association. The Caitlin Dunbar Nature Center at Camp Ilchester served 2,088 visitors while the Nature
Center at Camp Conowingo delivered programs to 1,547 campers this year.
“Our troop of Juniors decided that we could make Eastern Bluebird Houses for our Girl Scout Bronze Award.
My science teacher gave me the plans for the bluebird houses. My grandfather is a woodworker so I asked him if
he would be willing to help our Troop by cutting out the pieces for the birdhouses. In one night, we assembled
20 birdhouses. It will be cool seeing them when I go to camp there this summer,” said Jessica Miles, Troop #105.

T
he annual Girl Scout Cookie Sale Program activity took center stage at the first Green Carpet
Event—It’s Showtime! Top pre-order cookie sellers were celebrated for their outstanding sales
efforts at a spectacular affair complete with glitz, glam and paparazzi! Top selling pre-order
Cookie Stars from Baltimore City and the five surrounding counties, were chauffeured to the
CENTERSTAGE Theater via limousine to receive their Oscar-styled statuettes. The event was a fanciful
evening filled with food, fun and fantastic performances spotlighting the entrepreneurial efforts of Girl Scouts.

former Girl Scout, Nancy Longo of Pierpoint Restaurant prepared dishes accented with delicious Girl Scout
Cookies. Ray Bunner of Salsarita’s provided samples of his signature Mexican food. Our celebrity chef, Duff
Goldman of Charm City Cakes, created a special 45th birthday cake for the Council, and brought along the
Food Network crew to tape the show. Lights, cameras, action—it was Showtime!
Harford County Troop #1553, the top cookie-selling troop for two consecutive years, performed their
adaptation of “Cookies the Musical.” Girl Scouts’ P.A.V.E. (Project Anti-Violence Education) peer mentors
performed their poignant one-act play, “A Daily Drama.” This Hollywood-style event sent everyone home
cheering.
The 2008 Top Pre-Order Cookie Stars are: Denitria Simon, Baltimore City, Alexandra Coclough, Anne
Arundel County, Kryssa McHenry, Baltimore County, Lyndsay Fournier, Carroll County, Katelyn Perzinski,
Harford County, and Alexandra and Miranda Jackson, Howard County. In addition, 130 girls sold their way
into the 500+ club. Kryssa McHenry of Troop #1048 sold 2,057 boxes of cookies and was honored as the
Council’s Top Cookie Seller for 2008. The Top Selling Troop award went to Troop #1048 for selling 4,907
boxes of Girl Scout cookies.

n February 14, over 250 Girl Scouts convened in Annapolis for Maryland Girl Scout
Legislative Day. Girls met their legislators and urged support for the Council’s bond bill request to
help transform the council headquarters into the Seton Urban Program & Environmental Training
Center—an expansion project to provide an exercise and dance studio, a technology center to provide STEM
programs for girls, and a volunteer resource center that would allow volunteers to hold small meetings, use
audiovisual equipment--including free computer/internet ready workstations and other available
program resources.
Girls were prepped for their day at the Capital with a pre-legislative day session and instructions on
identifying their State Senators and Delegates. In addition to meeting with their legislators, observing
committee hearings and participating in a mock legislative session, the girls also enjoyed special meetings
with Governor Martin O’Malley and with Senator Lisa Gladden. The grassroots Council effort,
led by Vice President of Advancement, Maria Johnson, yielded $200K in State funding with passage
of Senate Bill #643.
Girl Scouts also had the opportunity to interact with their legislators for Operation U.S. Mint -- a Gift
of Caring community service project in partnership with the Metro USO at Baltimore/Washington-Marshall
Airport. Girl Scouts greet military troops at the airport and express their support for their sacrifice and duty to
their country.
“We watched as parents, girlfriends, boyfriends and children got that last hug, that last kiss and that last
good-bye. We saw families ever so proud of their loved ones, turn around with tears in their eyes as their soldier
walked to board the plane to Iraq. Our hearts were all heavy. I can never express how proud I am of the
parents who cared enough to bring their Girl Scouts out on a school night and the elected officials who gave
their time to help the event be a success. The sentiment of the evening was perhaps best expressed by a Brownie
troop member who reached out to a soldier leaving for Iraq to hand him a box of cookies and simply said:
‘Peace.’” said Kim Burns, Girl Scout Volunteer.

15 Service is the basic pledge of the Girl Scout Promise
S
ervice is the foundation of Girl Scouting. This is proven by the hundreds of community service
projects our girls participate in to improve and support their communities, neighborhoods and
schools as part of their troop efforts or as part of their Girl Scout Silver and Gold Award projects.
Annually, two council-wide service projects are conducted: The Gift of Caring project—which includes Operation U.S. Mint and Harvest for the Hungry, a food drive that benefits the Maryland Food Bank.
This year 62 Girl Scouts
received the prestigious Girl Scout Gold
Award—the highest
award in Girl Scouting.

project is a sustainable
community service
project that has a
lasting impact on a
community or
neighborhood.
Girl Scouts of Central Maryland participates in Harvest for the Hungry from November through March. The
council-wide food collection efforts take place in March. Last year’s drive yielded collection of 29,020 pounds
of food, compared to 27,158 pounds of food the previous year. An estimated 3,459 girls participated in the
program. In addition to the council-wide effort, many troops engage in food collection drives at other times of
the year as well.
“Girl Scout Service Unit#40 of Anne Arundel County in Laurel, conducted a two-day community service
project in December. Girl Scouts spent Saturday going door-to-door dropping off bags for the food drive. Over
40 girls and 20 family members went door-to-door to pick-up donations on Sunday. Three pick-up trucks worth
of food was collected in two neighborhoods! We decided to collect food for the December holidays to complement
the efforts at Thanksgiving time. The food was delivered to Resurrection of Our Lord Parish and was used in
their Christmas baskets for about 120 local families,” said Sylvia Stverak Pruden, Girl Scout Volunteer.
In addition to the many good deeds of our girl members, we acknowledge and thank our adult members
and volunteers who not only engage in service projects and volunteer their time and talents to worthy causes,
but also serve as mentors and role models for our girls. Our adult members and volunteers are the examples
our girls follow as they navigate their future. They are why so many girls believe that leadership is about standing up for the things you believe, bringing people together to get things done and working together to change
the world for the better. We thank all of our adult volunteers for their commitment and dedication—and for
this special anniversary issue we send a special thanks to the Archives Committee for loaning the archival documents, records and photographs used in the report.

Mission
Girl Scouting builds girls of courage, confidence and
character who make the world a better place.
Vision Statement for 2007-2010
Girl Scouts of Central Maryland (GSCM) is an
inclusive organization dedicated to the growth and
empowerment of all girls so they become confident,
courageous, strong and successful women. With
a personal commitment to purposeful interaction
between girls, volunteers, staff and board members,
we are able to provide a girl-centered program,
grounded by the Girl Scout mission and Promise and
Law. We will empower girls to face and meet new
challenges, develop their self-esteem, create
opportunities for self-actualization, and value and
learn from diverse experiences and relationships.
Girls will be encouraged to explore the world and
appreciate other cultures. Working together with
volunteers and corporate partners GSCM will
continue to enhance our visibility in the community,
realizing that public financial support is crucial to
fulfilling our mission.
