Welcome to the 2012 Madison County Teacher’s Institute. The
planning of this institute has been a collaborative effort between the
institute committee, the curriculum council, classroom teacher’s input,
and recommendations from district administrators. Although the
institute will take place on three campuses, the central message of
understanding the PERA Law, the common core standards, and the
Danielson Teaching Framework will remain constant for all
participants. Our keynote presenter, Charlotte Danielson, has challenged teachers and administrators
to look at the practice of teaching. The featured speakers who are at each site are part of the Danielson
team. These consultants will help lead the institute and offer a Danielson training for administrators.
Regional Superintendents Dr. Darlene Ruscitti and the Amy Jo Clemens will provide special interest
sessions regarding the impact of the PERA law on Illinois education.
I would like to thank all practitioners who stepped up to be presenters at this institute. The program
reflects great innovative strategies to manage and engage student learning. A great diverse offering is
presented at each site. It is the intent of this institute that all participants leave with a better
understanding of the Danielson Teaching Framework.
In addition to the breakout sessions at each location, there will be various vendors that will share their
products to support school programs. The Regional Office of Education hopes you have a meaningful
institute day. In closing, I would like to thank Dr. Hightower of Edwardsville District 7, Dr. Briggs of
Granite City District 9, and Dr. Green of Collinsville District 10, and their respective boards of
education for sharing their facilities to make this institute day possible.
Institute Organization
The Madison County Teacher Institute this year is being located at three different locations to help
facilitate better traffic flow and comfort of participant. The locations are as follows:

Each of the three sites will follow the same schedule for the keynote, featured and breakout presentations.

Charlotte Danielson will be the keynote speaker and will be broadcast from Edwardsville High School to
the other two locations. After Mrs. Danielson speaks a lead facilitator form the Danielson group will
present at each site on the Danielson Teaching Framework. Once this session has concluded participants
will be free to choose from the breakout sessions offered at each site. These breakout sessions will be 45
min each and will be repeated each of the three breakout sessions. Participants will have an opportunity to
visit vendors and purchase breakfast and refreshments at each of the institute sites.
Special Sessions
There are two special sessions being offered this year at the institute. The first is a session for
administrators conducted by one of the Danielson Lead Facilitators focusing on “Developing an
Evaluation Process "Illinois-Style" based upon the Framework for Teaching” based upon the Framework
for Teaching Attendance for this session is by registration only; superintendents have submitted their
attendees for each district.
The second special session is for psychologists, counselors, nurses and social workers. This session will
be held at the Showplace 12 Theater, 6633 Center Grove Rd. in Edwardsville. We are excited to have
Rosalind Wiseman leading this session. At this session, participants will discuss the challenges of
meeting the social and emotional needs of the students we work with everyday.
Charlotte Danielson
Charlotte Danielson, a former economist, is an internationallyrecognized expert in the area of teacher effectiveness,
specializing in the design of teacher evaluation systems that,
while ensuring teacher quality, also promote professional
learning. She advises Department of Education and National
Ministries, both in the United States and overseas. She is in
demand as a keynote speaker at national and international
conferences, and as a policy consultant to legislatures and
administrative bodies.
Ms. Danielson has worked as a teacher and administrator in
school districts in several regions of the United States. In
addition, she has served as a consultant to hundreds of districts, universities, intermediate agencies,
and state departments of education in virtually every state and in many other countries. This work has
ranged from the training of practitioners in aspects of instruction and assessment, the design of
instruments and procedures for teacher evaluation, to keynote presentations at major conferences.
Clients for the development of materials and training programs include ASCD, the College Board,
Educational Testing Service, the California Commission on Teacher Credentialing, and the National
Board for Professional Teaching Standards.
Charlotte Danielson has a rich and varied educational background. She holds a BA in history from
Cornell University, and advanced degrees (in philosophy, economics, and educational
administration) from Oxford and Rutgers Universities. She is based in Princeton, New Jersey, and
has taught at all levels, from kindergarten through college, as well as working as an administrator, a
curriculum director, and a staff developer. In her consulting work, Ms. Danielson has specialized in
aspects of teacher quality and evaluation, curriculum planning, performance assessment, and
professional development.
Ms. Danielson's many publications range from defining good teaching ("Enhancing Professional
Practice: a framework for teaching," 2007), to organizing schools for student success ("Enhancing
Student Achievement: a framework for school improvement," 2002), to teacher leadership ("Teacher
Leadership that Strengthens the Profession," 2006), to professional conversations ("Talk about
Teaching! Conducting Professional Conversations," 2009), to numerous practical instruments and
training programs (both onsite and online) to assist practitioners in implementing her ideas.

The Madison County Regional Office of Education is pleased to
announce that Rosalind Wiseman internationally recognized expert on children, teens, parenting,
bullying, social justice, and ethical leadership will be leading a special session at the Madison County
Teacher Institute. This session, geared toward Counselors, Social Workers, Psychologists and Nurses will
be held at the Showplace 12, 6633 Center Grove Rd., Edwardsville. At this session the participants will
work with Rosalind Wiseman on social emotional and bullying issues. This session will run from 8am –
12pm with doors opening at 7:30am. There will be refreshments available for purchase at the site.
Wiseman is the author of Queen Bees and Wannabes: Helping Your Daughter Survive Cliques, Gossip,
Boyfriends, and Other Realities of Adolescence (Crown, 2002). Twice a New York Times Bestseller,
Queen Bees & Wannabes was the basis for the 2004 movie Mean Girls. In October 2009, an updated
edition of Queen Bees & Wannabes will be republished with a chapter on younger girls, insights on how
technology has impacted kids’ social landscapes, and new commentary from girls and boys. Her followup book Queen Bee Moms and Kingpin Dads was released in 2006, and she is a monthly columnist for
Family Circle magazine.
Additional publications include the Owning Up Curriculum, a comprehensive social justice program for
grades 6-12, and a young adult novel, Boys, Girls, and Other Hazardous Materials.
Since founding the Empower Program, a national violence prevention program, in 1992, Wiseman has
gone on to work with tens of thousands of students, educators, parents, counselors, coaches, and
administrators to create communities based on the belief that each person has a responsibility to treat
themselves and others with dignity. Audiences have included the American School Counselors
Association, Capital One, National Education Association, Girl Scouts, Neutrogena, Young Presidents
Association, Independent School Associations and the International Chiefs of Police, as well as countless
schools throughout the U.S. and abroad.

INFORMATION
PROGRAM TIME and LOCATION
This year the Madison County Teachers' Institute will be held at three different locations
around the county; teachers in Pre K – 4th grades will go to Granite City High School,
teacher in grades 5-8 will attend Collinsville Middle School, and teachers in grades 9-12
will attend Edwardsville High School.
There will be a special session for School Counselors, Psychologists, Counselors and
Nurses held at the Showplace 12 Theater in Edwardsville. At this session participants
will work with Rosalind Wiseman to discuss bullying and social emotional issues of
students.
All sessions will begin promptly at 8:00am and run till 1:00pm

early and carpooling to help minimize traffic congestion.
EDUCATIONAL EXHIBITS
Educational exhibits will be available at each site, see individual site information for a
list exhibitors and location. The exhibits will be open from 7:30 a.m.– 1:00.p.m.

(included in your booklet). Return the Evaluation Form before you leave the institute and
retain the Evidence of Completion for your records.

Promoting Teacher Effectiveness and Professional Learning

Pam Rosa is an educator with 29 years in a wide range of
teaching, mentoring-coaching, and administrative
positions. Pam served as an award-winning principal and
district-level Curriculum and Professional Development
Coordinator, a School Improvement Consultant at the
state board level, and most importantly as a Teacher and
Literacy Specialist. Most recently Pam served as the Core
Service Director for Effective Professional Practices at a
non-profit educational “think tank” focused upon systemic change through shared,
collaborative partnerships between union and administrative leadership. As a member
of the Danielson Group, Pam has provided extensive educational support in designing
and implementing the Framework for Teaching (Danielson, 2011) evaluation and
professional growth process, aligned Mentoring and Coaching approaches, and
Professional Learning Communities structures and SMART tools for continuous
professional improvement. Pam received both her Bachelors in Elementary Education
and Masters in Educational Administration from Illinois State University and her
doctorate in Educational Leadership and Policy from University of Illinois. Her current
educational research work focuses upon leadership practices for teaching effectiveness
through teacher evaluation.
ADMINISTRATIVE SESSION
Developing an Evaluation Process "Illinois-Style"
Based upon the Framework for Teaching
During the institute, there will be a special session for administrators from
10:15am to 2:30pm. During this session, participants will work with Pamela Rosa,
lead facilitator with the Danielson Group, on Developing an Evaluation Process
"Illinois-Style" based upon the Framework for Teaching. This session will be held
in the cafeteria at Granite City High School. Participants will receive the book
Enhancing Professional Practice: A Framework for Teaching along with other
materials to help with implementing the new PERA requirements in their buildings
and districts. Pre-registration is required, only those who have been pre
registered by their superintendent will be allowed to attend.

General Interest Session
PERA established the Performance Evaluation Advisory Council (PEAC) comprised of teachers,
principals, superintendents and other interested stakeholders to advise ISBE on the development
and implementation of improved performance evaluation systems and supports. Update will be
provided on the program and ramifications of this evaluation process.

The Collinsville School District is implementing the Charlotte Danielson evaluating framework
during the 2012 -2013 school year. This session will describe the steps the district took to
prepare for the implementation, the contract language that supports the implementation, the
documents that are utilized in the evaluation cycle, the iPad software that evaluators are using to
collect evidence of performance as well as the professional development that was undertaken to
implement this new research-based system of professional growth for certified staff.

Education Outreach for Military Children focuses on information needed to raise community
awareness about the issues faced by children when a parent is deployed. We know there
are Military children in every zip code. The National Guard and Reserve families are not
connected to a Military installation. They are geographically dispersed throughout the
state. This is why it is so important that caregivers, whom these children spend the
majority of their time, understand their lifestyle. Through a combination of direct
instruction, receiving an Educator's Guide and additional resources participants develop
strategies to support these children of the “suddenly military.”

Take One! is a professional development opportunity that is based on the National Board
Certification assessment program. Participants study NBPTS standards, complete a video
portfolio entry featuring a classroom of PreK-12 students and submit the entry NBPTS for scoring
in accordance with the deadlines and policies of the current NBPTS assessment program.
Charlotte Danielson says that National Board is a recommended tool to prepare for the new
evaluations.

Lynn Sawyer is an international educational consultant, presenting
workshops and seminars on Cognitive Coaching, Learning-Focused
Supervision, Facilitating Collaborative Groups, Mentoring
Matters, Presentation Skills, Data-Driven Dialogue, Habits of
Mind, and Coaching the Framework for Teaching.
In her many years an educator, Lynn Sawyer was an alternative high school teacher, curriculum
specialist, and professional developer. As the Director of Professional Development for the Washoe
County School District (90 K-12 schools, 4000+ teachers), Reno, Nevada, and administrator of a
regional professional development agency, she trained a staff of professional development providers
and conducted workshops and seminars. She led a district wide implementation of a teacher
evaluation system based on Enhancing Professional Practice: A Framework for Teaching,
(Danielson, 1996, ASCD), which includes a coaching model to support teacher self-directedness.
She has led many districts across the U.S. in creating learning-focused supervision models. Lynn
also facilitates groups in reaching consensus and strategic planning.

“Revamping a Teacher Evaluation System,” Educational Leadership, Feb 2001
“Integrating Cognitive Coaching with a Framework for Teaching,” a chapter in Cognitive
Coaching: Weaving Threads of Learning and Change into the Culture of an Organization, 2003

Developing an Evaluation Process "Illinois-Style"
Based upon the Framework for Teaching
During the institute, there will be a special session for administrators from 10:15am to 2:30pm.
During this session, participants will work with Lynn Sawyer, Lead facilitator with the Danielson
Group, on Developing an Evaluation Process "Illinois-Style" based upon the Framework for
Teaching. This session will be held in Room B134 at Collinsville Middle School. Participants will
receive the book Enhancing Professional Practice: A Framework for Teaching along with other
materials to help with implementing the new PERA requirements in their buildings and districts.
Pre-registration is required, only those who have been pre registered by their superintendent
will be allowed to attend.

Safe Schools Alliance (the Alliance) is to promote safety, support and healthy development for
lesbian, gay, bisexual, transgender and questioning (LGBTQ) youth, in Illinois schools and

groups, who specialize in advancing teacher and administrator
leadership and effectiveness. Kate is passionate about enhancing
the quality of education by increasing the capacity of educators to

solution, Google can be the answer. Google applications like Drive and Sites allow teachers to
easily keep parents and students in the know while the teacher stays organized. Keeping a welldeveloped intuitive classroom website creates a continuous learning environment while
maintaining accountability for teachers and students. In this session, teachers will be introduced
to Google Sites and shown how to easily link to documents and forms through Google Drive.
21st Century Teaching: Using Social Media in the Classroom

awareness about the issues faced by children when a parent is deployed. We know there
are Military children in every zip code. The National Guard and Reserve families are not
connected to a Military installation. They are geographically dispersed throughout the
state. This is why it is so important that caregivers, whom these children spend the
majority of their time, understand their lifestyle. Through a combination of direct
instruction, receiving an Educator's Guide and additional resources participants develop
strategies to support these children of the “suddenly military.”
