WithinthePacificAssociationHarmonhasbeenactivesince1965asaleaderinmanyareas.Duringthe AAUdayshewasAssociationTrack&FieldChairandNationalGirlsAgeGroupChair(1963-1967).Hewas thefirstAthleticsCongressPresident1981-82whenitsplitawayfromtheAAU. BrownservedTAC/USATFaschairoftheorganization’sSportsScienceandMedicalCommitteefortwo decadeswherehewasinstrumentalindevelopingUSATF’sinnovativedrugtestinginitiatives.Thepastfew yearsheservedasUSATF’sHighPerformanceSportsScienceChair.Brownwasalsooneoftheco-architects ofUSATF’sHighPerformanceProgramsphilosophyoftrackandfieldbeinganathlete-centered,coachdrivenandscientificallyappliedsport. Intheearly1980s,hehelpedtoinitiateandthenchairtheIAAFMedicalEducationWorkingGroup,a forerunnertothecurrentMedicalandAnti-DopingCommission,whichstartedin1985onwhichhealso serveduntilsteppingdownin2007.Inall,Brown’scontributiontotheIAAF’smedicalandanti-doping programconsistedof24yearsofdevotedservice,aperiodthatalsoinvolvedmanyappointmentsas MedicalDelegatetoIAAFchampionships.InternationallyAssuchhehasbeeninvolvedwithmedicalcare anddrugtestingatmanyregionalandinternationalchampionships.HewastheheadoftheMedicalteam Page6of30 forthe1995WorldChampionshipsinEdmonton,Canada.Hisworkstemsfromalifetimeofinterestinthe effectoftrainingonyoungwomenandstrengthtrainingofwomenthrowers.Hewasinthefirstclassto becomeboardcertifiedinSportsMedicinein1993.Hehadstartedalmost30yearsbeforewhentheUS firstincorporatedscienceintotrainingforathletes.Hehasbeenaleaderinthatfield. HebecameinvolvedintheeducationalactivitiesoftheIAAFparticularlythemedicalareagiveinmany workshopsaroundtheworldinthemid90’sincludingQatar,in92,Monacoin94,Nairobi,Guttenbergand PuertoRicoin95,Atlanta,Iceland,CairoandArgentinain96tonamejustafew. A1973graduateoftheUniversityofOregon,Wilkinsalsohadlifetimebestsof69'11/4"(21.06m)inthe shotputtowintheastheAAUIndoorChampionin1977,and208'10"(63.66m)inthehammerthrowthat sameyear.Duringhiscareerhewasnationallyrankedinthreethrowingeventsbutitwasinthediscus whereheachievedhisgreatestglory.HetooktheAAUdiscustitlesixtimes.
