Before National Convention of Former FBI Agents

It is a real pleasure for me to greet you in behalf of the
people and government of St. Louis County.
Ever since its founding in 1928 under its present Director
J.
Edgar Hoover, the FBI has been an indispensible tool in our nation-
wide war on crime.
As an official of local government,
I
am especially
appreciative of the vital contributions which the FBI makes to local
as well as national and international law enforcement.
The FBI Uniform
Crime Reporting service has enabled all local units to accurately
compare crime rates with similar areas throughout the Nation.
The
Identification Division assists local and State police officials in
the quick capture of suspects accused of major crimes.
The National
FBI Training Academy from which seven of our County Police Department
officers have graduated provides extremely valuable training for top
police officials in the latest techniques and procedures in law
enforcement.
The trememdous personal sacrifice which you gentlemen have
made during your careers as special agents for the FBI cannot be
measured.
By placing your lives daily on the firing line to protect
our national security and our personal safety you have served your
Nation well.
Your continued interest in the FBI through participation
in this convention indicates that you are still interested in the

improvement of our law enforcement capabilities.
This continued involvement by you is especially important
as our population continues to grow and major
crimes soar at an
alarming rate.
Last year, as you may know, there were nearly 12 major
crimes committed per 1000 people in our Nation.
In St. Louis County
alone some 7.5 crimes per 1000 persons were committed.
Full coopera-

the County Police Department, and the municipal departments

And so, in welcoming this great convention to the St. Louis

ment and to urge us all to rededicate ourselves to a coordinated and
concerted attack upon crime and lawlessness throughout our community
and Nation.

BACKGROUND:
The 1967 Convention of the Society of Former Special
Agents of the FBI will be held this September at the Shorsfram Hdtel

contacted Mr. DeLoach to advise that the Society of Former SAs would
like to have the Director speak at the 1967 Convention. Noone, Trtio
has displayed a most friendly attitude toward the Bureau and the"
Director, advised that the luncheon meeting on September 28. 1967
would be the outstanding session of the Convention and that it would
be attended by 2, 000 persons. He hoped that the Director might be
able to address that luncheon meeting; however, by memorandum
dated July 12, 1966, it was recommended and approved that the Director
not accept the invitation to speak at the Society's 1967 Convention.

Late last week, former SA Noone again contacted
Mr. DeLoach to advise that the Society of Former SAs would like
to present a special award to the Director at the September 28
luncheon meeting of its 1967 Convention. According to Noone, the
exact nature of the award has not yet been determined by the Society;
however, the Society is hopeful that the Director can personally attend
the September 28 luncheon in order tp accept the award and honor the
| members with acceptance remarks.

Noone pointed out that a genuine feeling of affection
and respect for the Bureau and the Director prevails within the
Society of

RECOMMENDATION:
Since the Society of Former SAs desires to specially
honor the Director at its September 28, 1967, luncheon at the
Shoreham Hotel, the Director may desire to consider this renewed
invitation for him to attend this luncheon where he would receive an

with prior conventions.

Mr. Noone 'VAetterJqlearly reflects the great admiration he
has repeatedly evidenced for the Director and the Bureau. He again mentions
the plans of his Society to pay tribute at a luncheon on September 28th to
the Director in acknowledgment of the great personal debt they recognize
they owe to the Director. They consider this luncheon in the Director's honor
to be the principal event of the Convention and, while they recognize that the
Director's commitments have made it necessary for him to previously indicate
his unavailability to attend this noon luncheon on Thursday, September 28th
at the Shoreham Hotel, they would consider the entire "homecoming"
Convention to be an outstanding success if the Director could just drop by
for a few minutes to accept their pledge of respect and loyalty. Mr. Noone
sincerely requests the Director's favorable consideration of this final request.
RECOMMENDATIONS:
1.
In view of the obviously very warm regard with which
Mr. Noone and his Committee hold the Director, and in recognition Of the
assurances that only Society members of proven loyalty to the Director will
be in attendance, it is recommended that favorable consideration be given
to the request to permit small groups of members and their families to
observe the fine new Quantico training facilities and that the Director accede
to Mr. Noone 's respectful request that he drop by for a few minutes at the
September 28th, noon luncheon to be held by the Society in his honor at the
Shoreham
Hotel.

while he was attending to business in Lexington, Kentucky. Roy Lee
Baker, Jr. (1942-46) lost his 19 year old son in a two-car head-on

Page 20— Donald W. White (1951-60), of Kendall Park,
New Jersey, has been named a vice president of John Moynahan &
Company, Inc. public relations consultants of New York City.

Page 20--Arthur C. Rutzen, Jr., son of Society
member A. C. Rutzen of New Hyde Park, Long Island, is one of the
star wrestlers on the University of Maryland team. Rutzen was
130-pound wrestling champion in New York and won a full scholarship
to the University of Maryland. Friends look for him to capture the
NCAA championship in his class.
Page 23— Bernard D. Marren (1940-57), and his wife,
Ellen, of White Plains, New York, have purchased a controlling interest
in United States Baking Company, Inc. With headquarters in New York,
this company operates two biscuit bakeries, one in Carrollton, Missouri,
and the other in Terre Haute, Indiana.

vice chairman of the Westinghouse Learning Corporation.

Re: Society of Former Special Agents of the FBI
In addition to the children, hundreds of ex -Agents are also
anxious to come down to the Bureau for visits but since this will be a
working convention and will include numerous seminars the scheduling of
these visits will be contingent upon what free time they have. In order to
facilitate these arrangements, it is proposed that we assign one of our tour
representatives to the hotel on Thursday and Friday, September 28 and 29,
to coordinate scheduling with the Tour Room. You will recall that several
years ago with the Director's approval, such a procedure was initiated
during the American Bar Association Convention with marked success.
Our representative was allocated space at the convention desk, and was
able to answer questions on the spot and schedule tours of the Bureau with
a minimum of delay. Mr. Noone has indicated that he would be most
pleased to provide our representative with every assistance at the hotel.
RECOMMENDATION:
That the proposed arrangements for the visit to Quantico
and the handling of special tours of the Bureau for the Ex-Agents Society
approved.

Assistant Attorney General Nola White handles liaison
between the Texas Attorney General's Office and law enforcement
agencies and is personally known to SAC, San Antonio, who considers
it to the Bureau's interests to attend this luncheon
speech. Bufiles
reflect nothing derogatory concerning Mr. White.
It is noted that the San Antonio Chapter of the Ex
-Agents
Society is particularly friendly and loyal to the Bureau and composed of
stalwart Bureau supporters. SAC, San Antonio, has previously spoken
to this Chapter in recent years and was very well received. Chapter
members have extended complete
cooperation to the Bureau.

San Antpnio Office and the San Antonio Chapter of the Ex -Agents Societ/^

available one of our traveling exhibits.
The exhibit

Former Agents' Society visited Quantico today and after a tour of the
Academy were served lunch on the range and witnessed a firearms demonof the
stration by our instructors.
Sloan advised the Academy and ranges were immaculate and that
many of the group voiced complimentary remarks regarding our facilities
and the changes since they last saw them. They were most appreciative of
the Director's permission to make the trip to Quantico.

Director's instructions, a complete recording of the
Director's after-luncheon address to the Society of Former Special Agents,
including the remarks by the Attorney General and other preliminary speakers,
was played for Mr. Tolson. In addition to the impressive speech by the Director,
the great feeling of warmth, high regard, and great affection of the former
Special Agents for the Director come through in a most impressive manner,
even on the recording. The over-all affect is tremendous. After hearing the
recording, Mr. Tolson expressed the view that the recording should be
considered for playing before New Agents and In-Service classes, and he
instructed that his views be relayed to the Director for consideration.
Pursuant

be prepared and used for the purpose suggested by Mr. Tolson. It is my own

the Director is aware, the luncheon being held at the
Shoreham Hotel on 9/28/61 during the above convention is being devoted by
the Ex- Agents Society to honoring the Director, Mr. Hoover and Mr.
Tolson have accepted invitations to the luneheon.
Mr. Charles M. Noone, Chairman of the Convention, has now
furnished additional details concerning the program of the luncheon on
September 28th.
The luncheon will be held in the Regency Room of the Shoreharn
The following persons will be seated at the Head Table: Mr. Hoover,

McCormack, Toastmaster J. Patrick Coyne, Assistants to the Director Mohr
and DeLoach, Society President Francis A. Regan, Convention Chairman

hereto a charTof the Head Table arrangement. Mr. Noone has advised that
Speaker McCormack has indicated that it will not be possible for him to definitely
indicate his attendance until several days before the luncheon, and in the event
the Speaker of the House cannot attend, it is planned to seat in his place at the
Head Table, Honorable James J. Rowley, Director of the U. S. Secret Service.

Robert L. Floyd and Francis X. Plant. At 12:30 p.m. the Head Tabl e
guests will proceed to the Head Table in the Regency Room of the Shoreham
Hotel. The luncheon will then be started by an invocation by former Agent
Reverend Oliver D. Collier, which will last approximately one minute.

Collier will have been introduced by Toastmaster Coyne. It is anticipated
that the aHiial lnnr.li wi^l require about 40 minutes . At the conclusion of the
lunch, Toastmaster Coyne will welcome the guests and make some introductions from the floor. It is anticipated that several ex- Agents who are
Congressmen will be among those introduced,and several Senators who will
also have been invited such as Senator Jackson of Washington, if in attendance,
will be introduced from the floor.
These introductions would not take more
than five minutes. Toastmaster Coyne would then introduce those persons
seated at the Head Table who will be recognized without speeches. These
would include Messrs. Tolson, Mohr, DeLoach and Luncheon Chairman Kane.
Thereafter (he Attorney General will be introduced, and it is anticipated
that he would respond to his introduction with brief remarks not to exceed
five minutes. Speaker McCormack would then be introduced, who would then
respond with remarks of not more than five minutes. Following these introductions, Convention Chairman Noone and Society President Regan will be
introduced jointly and they will then make presentations to the Director of
both the inscribed plaque and inscribed silver tray. It is hoped that
Mr. Hoover will respond at this point to the presentations with some brief
remarks. It is noted that suggested remarks have already been prepared
for the Director of about four minutes duration. Following the Director s
remarks, the benediction will be given by Reverend Collier, and the
luncheon will conclude.
It is anticipated that the luncheon and the ceremonies
will last approximately one hour and twenty minutes and, therefore, will be
concluded prior to 2:00 p. m. At the conclusion, those at the Head Table may
depart via the VIP Lounge.

Mr. Noone has advised that everything possible is being done by
the Society to make the luncheon a genuine tribute to the Director and an
high esteem in which he is held by the entire memberexpression of the
ship.
He stated that the appearance of Mr. Hoover at the luncheon is "an
historic event" for the Society and insures the success of the entire Convention.
He advised that as of August 31, 1967, over 1, 800 persons have registered for
the Convention and it is felt that more registrations will be received between
now and the Convention, and that approximately 2, 000 persons will be in

attendance at the luncheon.

By letter dated October 17, 1967, Mr. Lawrence forwarded a photograph
taken of the Director and him which he requested the Director autograph.
The photograph was autographed and returned by letter dated 10-19-67.

for success during his term as President of the Society.

As a feature of this dinner, eight local police jurisdictions
will each be asked to nominate for an award by the Chapter an officer
who best meets certain professional standards set by the Chapter.
These encompass competence, dedication, integrity, etc. The nominee
must have a service tenure in his respective force of at least five years
and must not hold a rank above Sergeant or Detective Sergeant. Those
officers selected will be honored at the dinner and receive appropriate
awards.

I have been invited by captioned chapter to address
them at their dinner meeting on Wednesday, September 25, at
7 pm at the Holiday Inn, St. Petersburg Beach, Florida.
They would like to have me discuss newly acquired
violations being handled by the FBI, such as those contained
in the Omnibus Crime Control and Safe Streets Act of 1968
(public Law 90~351) and civil rights violations as contained
in Public Law 90-284.

Special Agents of the FBI covers Hillsborough, Pinellas,
Polk, Pasco, and Hernando Counties. This is one of the
largest groups Of former specia l agents in the state of
Florida, and inc luded in it are
