World-Class Conference Program focused on Government & Military, Media and Mobile Satellite Applications SATCON Government & Military Track The State of the Satellite Industry: A Business and Financial Analysis Roundtable Presented by: Hosted Payloads: Challenges in Meeting Commercial and Government Needs With constrained budgets and increasing requirements for connectivity across the globe, the U.S. government is evaluating how the commercial sector can aid in bringing capabilities on orbit faster and more cost effectively. What are the chief challenges in co-mingling commercial spacecraft with military or civilian space payloads? What features are necessary for the commercial satellite industry to close its business case for joint projects? Will hosted payloads or ride-shares become bedrock of the nation’s space architecture, or a novelty? What rights do companies yield when they agree to accommodate payloads far from their core missions? And, how does the concept of hosted payloads answer military, national security, intelligence, and government requirements and applications for secure communications? Commercial vs. MILSAT: Considerations for Information Assurance & Protection Secure bandwidth and services is a fundamental requirement for military, national security, intelligence and civil government customers. How does the commercial satellite industry meet military security requirements? Are there new or different security considerations when using commercial services vs MILSAT? Both the government and industry have invested in information assurance and protection. This panel will explore those measures, the unmet requirements and what’s next. Future Commercial Satellite Communications Services Acquisition (FCSA) Update In July 2009, two large Federal Government Agencies (the General Services Agency and the Defense Information Systems Agency) created a partnership to acquire commercial satellite communications (COMSATCOM) services for all of the Federal Government. After engagement with industry to solicit feedback on critical aspects(e.g., Information Assurance requirements) of the Future Commercial Satellite Communications Services Acquisition (FCSA) program, contracts are being awarded that will provide both Fixed Satellite Services, Mobile Satellite Services and End-to-End turnkey solutions. The FCSA program has created a common marketplace for both Federal Government COMSATCOM customers and industry suppliers. This session will discuss the FCSA program, including a brief history, progress to date, and ongoing activities. It will also provide information on how COMSATCOM providers who have not been involved to date can still submit proposals to provide services for Department of Defense and other Federal Government requirements in two targeted service areas. A consensus has been reached. The state of the satellite industry in 2010 is excellent. Prospects for continued growth are strong, and the financial community’s interest in funding future satellite ventures has resumed. In this session, senior executives from the key sectors in the industry will provide us with their analysis of industry trends and their companies’ plans for moving forward. We’ll also hear from the financial sector and get their views on the future. What are the challenges moving forward? What new innovations will allow our industry to remain competitive? And what can we expect in terms of continuing health of our major players. A spirited roundtable discussion will result from this panel of leaders. MSS in an IP world: where does the industry go now? The MSS market has maintained strong growth through the downturn, due to growing demand for broadband and machine-to-machine (M2M) data. The handheld market is now set to resume growth as well, as new products are launched. Even if Inmarsat is likely to remain the biggest MSS operator, fierce competition will continue over the next decade. Operators will face increasing challenges from mobile VSAT on the one hand, and new MSS capabilities on the other. This competition ensures that innovation will continue and users should benefit from a wide range of new services at competitive prices. However, the amount of money being invested in new MSS satellites is far greater than current market revenues can justify. Are there enough new satellite opportunities in a world of IP data and ubiquitous connectivity to support these new systems? Will some MSS operators seek to capitalize on their value of their spectrum for terrestrial services, rather than focusing on an increasingly competitive MSS market? Hear from a range of MSS operators and providers about how they see the MSS market of the future. Optimizing Technology Choices for Comms-on-the-Move As always-on connectivity becomes ever more pervasive, delivering broadband data to users on the move is becoming a must-have for MSS service providers and customers alike. An increasing range of options are now available, using advanced MSS networks such as Inmarsat’s BGAN services as well as rapidly improving mobile VSAT technology. Government customers are already driving demand for more advanced multiband networks and high performance, low profile antennas. How big is the government COTM opportunity, and when will these new technologies will become widely deployed by commercial users? How quickly will Ku and even Ka-band capacity be deployed for global coverage, especially across the oceans? How will advances in antenna technology stimulate new demand? What differences will we see between the military and commercial market segments? Hear from a range of providers and end users about where they see the biggest opportunities. From NYC to Haiti: Re-Learning the Disaster Preparedness Lesson The primary lesson learned from the international disaster-recovery effort in Haiti - as well as from the rebuilding program currently underway - is the same lesson learned in New York City, in Indonesia and wherever disaster strikes. We have learned that preparedness is key. This session will explore three aspects of the preparedness challenge: The development of rapidly deployable and prepositioned telecommunications disaster-recovery networks; an upgrade path to support medium and long-term development requirements; and closer co-ordination among disaster-preparedness stakeholders such as local government, USAID, NGOs, U.S. DoD, UN aid agencies, and other groups involved in disaster response and development. Military Challenges in Theater Where Have all the News Feeds Gone? The 21st century warfighter demands robust, multi-faceted and secure communications despite remote locations, complex joint operations, adverse meteorological conditions, and urgent deployment. Warfighters in the field expect an unprecedented stream of voice connectivity, data, video, imagery for their tactical, surveillance, intelligence and strategic missions. What do future comms look like for deployed forces? How do diverse military corps coordinate communications to provide efficient, interoperable communications? What are the practical realities of on-the-ground interference and equipment challenges in the field? How do “personal” communications, such as internet access for both video and audio, affect and/or benefit the warfighter in theater? And how can some of the commercial satellite communications networks improve the current ground/air communications? In increasing numbers, people are moving away from using satellites - or they are using less bandwidth when they do. In some cases, broadcasters are going to the internet, or using fiber or wifi systems which are more and more readily available to easily send in stories. This session will explore the new ways available for news feeds. Discussion will focus on the savings of money, ability to provide more timely news and the quality of the feeds. You’ll leave understanding these new trends and changes and with new possibilities to retain business with creativity and available technologies. Unmanned Aerial Vehicles: Outlook for New Technologies, Applications and Services Unmanned Aerial Vehichles (UAVs) are now an inherent part of the warfighter capabilities and expanding reach and operations. This session will discuss the role the commercial satellite sector plays in providing connectivity for military UAVs, which now rely on satellite communications. We will look at how UAVs are changing the demand for satellite communications and explore the challenges, bandwidth constraints, and the outlook for new technologies, applications and services designed by the commercial satellite industry for UAVs. SATCON Media & Entertainment Track A Call to Action: Working Together to Combat Satellite Interference For over 30 years we have seen extraordinary year-over-year growth in the use of satellite services in the media, government, military and enterprise sectors. Unfortunately, a consistent threat to this growth and the potential sustainability of mission-critical government and commercial business operations continues to persist. Radio-Frequency Interference (RFI) continues to threaten just about everyone involved in the supply-chain of the satellite business. Fortunately, there is an initiative that several global satellite operators have embarked upon that is promoting an interference free environment. Some of the topics to be addressed will include a discussion of the initiative and its components, timing and evaluative measures and costs. How is IP Technology Affecting Content and Delivery in a Multi-Platform World? There has been a dramatic shift in recent years from traditional linear satellite distribution to IP-based content collection and delivery. IP plays an everincreasing role in management, distribution and consumption of content, for both intra-network distribution as well as for final delivery to end users. IP distribution offers the potential for high quality, high efficiency, privacy and content targeting, but often with significant changes in workflow and content management as a consequence. This panel will explore and discuss the impact and opportunities of IP communications on networks, operators and viewers. Meeting Media’s Future Demand for Satellite Capacity When consolidation swept the owners of satellites serving North America beginning in 2006, broadcasters feared that the result would be less capacity at higher prices, as operators rationalized their fleets for profitability. How has it worked out in practice, and what do we expect in the coming years? Some broadcasters say that capacity is scarce while others believe there is too much. And what about the satellite operators: what is the right balance of committed and available capacity for them? As the distribution of video content grows ever more diverse, encompassing broadband and mobile, how is it affecting the distribution planning of all parties?
